1 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL CITY OF WASHINGTON, FRANKLIN COUNTY, MISSOURI MONDAY, AUGUST 6, 2018 INTRODUCTORY ITEMS: The Regular Meeting of the, Missouri, City Council was held on Monday,, at 7:00 p.m. in the Council Chamber. Mayor Sandy Lucy opened the meeting with roll call and Pledge of Allegiance. Approval of Minutes: Approval of the Minutes from the July 16, 2018 Council Meeting A motion to accept the minutes as presented was made by Councilmember Pettet, seconded by Councilmember Hidritch, passed without dissent. 2 Washington, Missouri RE: Liquor License Application Dear Mayor and City Council: Attached is a request for a liquor licenses for Vino Di Lafayette, LLC located at 309 Lafayette Street, Elijah McLean s located at 600 West Front Street and The Green Duck, 526 West Front Street. All application paperwork has been completed and submitted. Therefore, I am asking the City Council to approve the issuance of these licenses. PRIORITY ITEMS: Mayor s Presentations, Appointments & Re-Appointments: Mayor s Proclamation Fire Chief Halmich 37 Years as Fire Chief Chief W.H. Bill Halmich WHEREAS, Chief Halmich joined the Washington Volunteer Fire Company on April 27, 1966 and with the support of his wife Judy and children, has been an active member for 52 years. He served as an Engine Company Lieutenant from 1971 to 1975, and as Assistant Chief/Training officer from June 1975 through June He was elected as Fire Chief on June 24, 1981 and has served as Fire Chief longer than any other Fire Chief in the history of the Washington Fire Department since it was formed in 1852; and WHEREAS, Chief Halmich has served on three Capital Improvement Sales Tax Committees, the Annexation Study Committee, the Route 47 Missouri River Bridge Committee, Public Safety Building 911 Committee, three Code Review Committees, and 911 Acquisition Committee for the during his tenure as Fire Chief. Through his leadership, the Fire Department has updated and standardized its fleet of fire-fighting equipment, built four fire stations, and a new training facility. These accomplishments enabled the Fire Department to attain a Class 3 ISO insurance rating for the citizens of Washington; and WHEREAS, Chief Halmich has received numerous awards including the Jaycees Distinguished Service Award in 1984; Kiwanis Club Distinguished Service Award in 1992; Franklin County Outstanding Flood Volunteer in 1993; Sisters of Mercy Community Service Page 2

3 Award in 1999; Missourian Publishing Washingtonian Award in 2006 and IAFC Volunteer Fire Chief of the Year in 2016; and WHEREAS, Chief Halmich served as East Central Fire Academy President; East Central College Adjunct Instructor; University of Missouri Fire and Rescue Institute Associate Instructor; SEMA/Center for Domestic Preparedness Incident Command Train-the-Trainer; Hazardous Materials Technician. NOW, THEREFORE, I, Sandy Lucy, Mayor of the, do hereby extend my sincere congratulations to Bill Halmich for 37 years as Fire Chief and speaking on behalf of the entire City Council and all our citizens, do hereby tender to him this Proclamation extending our deep appreciation and gratitude for his exemplary volunteer service in the City of Washington and the local community. PUBLIC HEARINGS None CITIZENS DISCUSSIONS Ken Washburn addressed the Council with concerns of the new Car Wash at Fifth Street. UNFINISHED BUSINESS None REPORT OF DEPARTMENT HEADS Storm Water Management Fund Payment Request Honorable Mayor and City Council 405 Jefferson Street Washington, MO RE: Storm Water Management Fund Wilson and Company Building 802 Rainbow Drive Honorable Mayor and City Council: On behalf of Wilson and Company, the Planning and Engineering Services Department has received a request from Mr. Mark Harriman, PE with BFA for a cash payment to be made in lieu of construction for on-site storm water detention basin. According to section of the s Subdivision Regulations, the City Council will render all decisions concerning participation in the Storm Water Management Fund. The in-lieu payment will serve the Wilson and Company building located at 802 Rainbow Drive. The estimated amount of construction to detain the differential runoff is $1, The plan submitted indicates the stormwater generated from the site will be collected in onsite swales and conveyed by an area inlet underground to public storm sewer. After further review of the stormwater plan and analysis provided, the increase in the runoff can be handled by the downstream storm sewer. The analysis provided indicate a 0.14 cfs increase during the 100-yr event. Typically, increases greater than 2 cfs would cause concern. In addition, the majority of street flooding occurs due to water not be able to enter the existing stormwater inlet at Rainbow/Duncan drive efficiently. By reducing the amount of water leaving the existing site and routing it underground on the subject property, the effects of street flooding are anticipated to be reduced. Director of Public Services, John Nilges updated Council on the Bluff Road Project and discussed the potential for a Safety Grant for Refuse Collection. A brief discussion ensued. Aquatic Complex Season Pass Refunds August 3, 2018 Honorable Mayor and City Council 405 Jefferson Street Washington, MO RE: Recommendation Aquatic Complex Season Pass Refunds Honorable Mayor and City Council, As you aware, the pump and motor at the competition pool broke down on July 21 st which caused the Parks & Recreation Department to shut down that pool for the season. The department is currently working with Westport Pools on pulling the pump and motor to determine if the pump and motor can or is worth rebuilding or if it would be better for us to purchase a new pump and motor. Once this has been determined, the department will move forward with the necessary repairs/replacement and have the pool ready to be reopened next year. Although the Leisure Pool has remained open during this time period, many season pass holders have expressed that they only purchased the pass so that they could use the competition pool and would not be using the Leisure Pool. As such, the department is recommending that a prorated refund (from the time the competition pool was closed (July 21 st ) to the end of the regularly scheduled closing of the pool (August 12 th ) should be given. This prorated refund will be processed by both the Parks & Recreation Department and the Finance Department and then would be mailed out to the season pass account holders. By doing so, the city would be refunding $5, of the $18, collected on season passes for As always, if you have any questions, concerns or would like additional information, please feel free to contact me. Parks Director, Darren Dunkle stated that an Aquatics Committee has been put together to move forward with the process of building a new pool. Committee will be meeting this Thursday to review the Request for Proposals to do a Public Engagement Process; two firms submitted proposals. Page 5

6 ORDINANCES/RESOLUTIONS Bill No , Ordinance No , an ordinance of the Missouri to establish a procedure to disclose potential conflicts of interest and substantial interest for certain municipal officials. The ordinance was introduced by Councilmember Holtmeier. After a brief discussion, the ordinance was read a second time and passed on the following roll call vote; Holtmeier-aye, Patke-aye, Pettet-aye, Hidritch-aye, Mohesky-aye, Sullentrupabsent, Bill No , Ordinance No , an ordinance amending Section C.1 of the Code of the, Missouri. The ordinance was introduced by Councilmember Holtmeier. Charles Schroepfer addressed the Council with concerns of the amended Flood Insurance Study for Franklin County, MO. After discussion, the ordinance was read a second time and passed on the following roll call vote; Holtmeier-aye, Patke-aye, Pettet-aye, Hidritch-aye, Mohesky-aye, Sullentrup-absent, Bill No , Ordinance No , an ordinance annexing 16.8 acres into the City of Washington, Franklin County, Missouri. The ordinance was introduced by Councilmember Holtmeier. After a brief discussion, the ordinance was read a second time and passed on the following roll call vote; Holtmeier-aye, Patke-aye, Pettet-aye, Hidritch-aye, Mohesky-aye, Sullentrupabsent, Bill No , Ordinance No , an ordinance authorizing and directing the execution of a Contract with BFA, Inc., for Construction Observation and Testing Services for the Bluff Road Improvement Project. The ordinance was introduced by Councilmember Patke. COUNCIL COMMENTS Discussion on people speeding at Rabbit Trail.
