In attendance were 62 trustees, staff members and guests. MINUTES Martha Anderson called for a motion to approve the 2016 Annual Meeting Minutes. Helen Rados, RCLS Trustee moved and Patricia Soto, Haverstraw King s Daughters Public Library Trustee seconded the motion that the minutes be approved as distributed. The motion passed unanimously. 14 FISCAL OFFICER'S REPORT Stephen P. Hoefer, RCLS Fiscal Officer and Assistant Treasurer, presented the 2018 RCLS Budget as printed in the Annual Meeting Program. The Budget is presented in three columns as a whole, General and Automation. The General column is $3 million, which is $125,000 more than in The reason for such a large increase is that $50,000 of this increase is due to member libraries contributing to a systemwide econtent pool. The pool is now $151,000 a year from which ebooks, audio books and downloadable videos are purchased for system-wide use. On the average, the 47 libraries contribute $3,200 each and receive access to $151,000 worth of materials each year. As a result, there was a 21% increase in econtent circulation last year while print material continued a downward trend. This is an example of RCLS fulfilling its mission to deliver high-quality, cost-effective consolidated and cooperative services to support member libraries in meeting the needs of their communities and maximize the return from local funds. Another increase in the General budget is $25,000 for the RCLS Service Fee. The amount is the same as in 2016, $97,000. The Service Fee increased because there is no additional State Aid to cover increases to salaries and benefits. The increase in revenue shortfall for 2018 is actually $50,000, with libraries covering half and RCLS covering the other half from the RCLS Unallocated Fund Balance. The General side of the Budget funds everything that is not related to the automated network. Most notable is the delivery service which facilitated the sharing of 3.3 million items last year among all 47 libraries cataloging services for all libraries, trustee workshops, library staff training, Annual Report and Construction Grant reviews, as well as the work RCLS performs on behalf of the State such as Outreach to New Yorkers who are most in need of library services, Central Library funding, support of library service to state and county jails as well as many other services. Even though the service fee increased, it is worth noting that State Aid funds 86% of the General Budget and the Service Fee funds 3.2%, an amazing bargain for libraries. The Automation column of the Budget remains at $1.7 million and is only $4,000 more than in 2017, which is a 0.24% increase. The automated network, also known as ANSER, is fully funded Page 12

15 by member libraries. The ANSER Fees for 2018 will increase by $28,800, while telecommunication costs have decreased by $5,100 for a net increase of $23,700 system-wide or 2.2%. ANSER funds SirsiDynix, the software that runs the online catalog, library material inventory, circulation and patron records, as well as many subscriptions and enhancements to the catalog. AN- SER also funds the private fiber-optic network that connects every library to the union catalog and is a backup to the library s internet provider. ANSER Fees fund capital money to support the computer hardware related to ANSER and the personnel and benefits to manage it all. State Aid is RCLS primary source of funding. Because of efforts like today s program and NYLA Library Advocacy Day in Albany, the Governor s proposal to cut funding to libraries and library systems was averted. An additional $5 million was added to the New York State Library Construction Program, bringing the State-wide total to $25 million and RCLS amount to allocate to libraries to just over $1 million a year. The failure to restore State Aid is the reason for the $25,000 increase in the 2018 RCLS Service Fee to libraries. If RCLS were funded per Education Law, it would mean an additional $127,000. Since we are not funded per Education Law, the 2018 Budget is short 6.38%, which creates this revenue shortfall. Recently Stephen Hoefer heard a member library director state that his Trustees are complaining that they are sending yet another check to RCLS. They feel like their library sends too much money to RCLS. To which Stephen Hoefer answered, Are you aware that RCLS does lots of coordinated ordering for libraries? In 2017, RCLS saved approximately $53,000 through cooperative, coordinated purchasing for member libraries for items like software, databases, computer equipment, NYLA memberships, movie licensing, barcodes, receipt paper and more. The Return on Investment document in the program shows that for every dollar spent on the General side, $4.47 in value of RCLS Services was provided. For every dollar spent on the Automation side, $3.14 in value of RCLS services was provided. Therefore, when signing a check to RCLS, the real question is not what libraries are spending, but how much they are saving! This is RCLS Mission to deliver high-quality cost-effective Page 13

16 consolidated and cooperative service to support member libraries in meeting the need of their communities your success is our success! A copy of the Budget and other supporting documentation was sent to each library Director and Board President. This information should be presented at member library board meetings for a vote. Three regional Budget Hearings are scheduled to answer questions about the RCLS Budget. NOMINATION AND ELECTION OF TRUSTEES ORANGE COUNTY Martha Anderson noted that one Board seat from Orange County needs to be filled by nomination and election at this meeting. The seat is currently held by William R. Troy, Goshen, NY and who is eligible for re-election, but has declined to run for reelection. The term for this position ends December 31, Diane Arcieri, Florida, NY was nominated by the Florida Public Library Board of Trustee and seconded by the Chester Public Library Board of Trustees. Carl S. Berkowitz, Middletown Thrall Library and RCLS Trustee moved to close the nominations and for the secretary to cast one vote for Diane Arcieri. Lynn Skolnick, Ethelbert B. Crawford Public Library and RCLS Trustee seconded the motion. The motion passed unanimously. ROCKLAND COUNTY Martha Anderson noted that two Board seats from Rockland County need to be filled by nomination and election at this meeting. The first seat is currently held by Eleanor Kassner, Tomkins Cove, NY, and who is eligible for election. The term for this position ends December 31, Eleanor Kassner was nominated by the Tomkins Cove Public Library Board of Trustees and seconded by the Haverstraw King s Daughters Public Library Board of Trustees. Patricia Soto moved and Roslyn Applebaum Hurwitz, RCLS Trustee seconded the motion to close the nominations and for the secretary to cast one vote for Eleanor Kassner. The motion passed unanimously. 17 The second seat is currently held by Roslyn Applebaum Hurwitz, New City, NY and who is eligible for re-election. The term for this position ends December 31, David Zuckerberg, New City Library Trustee nominated Roslyn Applebaum Hurwitz. Marie Manning, Pearl River Public Library Trustee seconded the nomination. Helen Rados moved and Lynn Skolnick seconded the motion to close the nominations and for the secretary to cast one vote for Roslyn Applebaum Hurwitz. The motion passed unanimously. SERVICE RECOGNITION Carl S. Berkowitz, Chair of the Personnel and Finance Committee was pleased to recognize the following staff for their years of service to RCLS: Grace Riario, Assistant Director and Outreach Coordinator - 5 Years Patty Velez, ILL/Technical Services Specialist - 10 Years Bill Pagano, Driver - 10 Years John McClain, Driver - 15 Years Randall Enos, Youth Services Consultant - 35 Years ADJOURNMENT Martha Anderson thanked all for attending. 20 2019 Budget Hearings The RCLS Board of Trustees approved the 2019 RCLS Operating Budget at its Monday, August 20 meeting. Budget information packets have been provided to Directors and Board Presidents. The Budget Documents are also available on the RCLS website. RCLS Executive Director Robert Hubsher, Fiscal Officer Stephen Hoefer and RCLS Trustees will attend the Budget Hearings to provide information and answer questions about the 2019 Budget. Please use the RCLS online calendar to register as the Hearings will be canceled if less than five people register. The scheduled dates are: Orange County Budget Hearing Monday, September 17, 2018 from 6:00 p.m. to 7:30 p.m. RCLS Headquarters, Middletown Deadline for registration is Saturday, September 15. Sullivan/Ulster Counties Budget Hearing Thursday, September 20, 2018 from 6:00 p.m. to 7:30 p.m. Ethelbert B. Crawford Public Library, Monticello Deadline for registration is Tuesday, September 18. Rockland County Budget Hearing Monday, September 24, 2018 from 6:00 p.m. to 7:30 p.m. Suffern Free Library Deadline for registration is Saturday, September 22. 22 Candidate Biographies ORANGE COUNTY ONE VACANCY CHARLIE LeVISEUR is an experienced IT Project Manager and Information Technology professional with over 23 years of IT experience. His background includes a BA in Speech Communications and he works at JPMorgan Chase and Bank Co. His variety of skills range from customer service to technical training, supervision to management, to helpdesk support. He has served a variety of offices at small, medium, and large Fortune 500 companies. As a Monroe resident for the last 18+ years and having a child in the Monroe-Woodbury School District, it is important to me to have a place where he can study and have access to resources and programs not offered via the schools, and a safe place to study and meet with his friends. Libraries are the glue that holds towns and communities together. Charlie serves as Vice President of the Monroe Free Library Board. ROCKLAND COUNTY ONE VACANCY Page 20

23 SULLIVAN COUNTY ONE VACANCY HELEN RADOS, representing Sullivan County, was elected to the RCLS Board of Trustees in 2013, filling the seat vacated by Ira Simon. A native of Sullivan County, graduate of Fallsburg Central School and a 29- year resident of Harris, NY, Helen has always been fascinated with learning and reading. Her first library experience was the Bookmobile that brought books to her community. In praising her home library, Ethelbert B. Crawford Public Library in Monticello, Helen commends the staff on their professionalism and willingness to provide assistance to patrons with whatever item they are trying to locate. She also loves having access to all the materials available at the library and through the RCLS system. Helen and her husband, James Goldfarb are the parents of two children; a son, Eli and a daughter, Joanna, who is the Youth Services Librarian at Valley Cottage Library in Valley Cottage, NY. Helen is currently employed (but not for long as she plans on retiring soon!) as a supervisor for the New York State Department of Labor located at the Sullivan Career Center in Monticello. Along with serving on the RCLS Board, Helen volunteers for RISE (Rape Intervention Services and Education) of Sullivan County, which includes being the longest serving volunteer, and on the Board of Literacy Volunteers. Additional community involvement includes membership on the Library Friends Board, Professional Women of Sullivan County as an officer and member, and the Sullivan Striders a local walking and running club of which her husband is also a member. Helen and James power walk in 5k races throughout the area. Helen enjoys exercising and participates in Zumba, yoga and power toning. One of Helen s other passions is recreational travel. She is a Harry Potter fan and has seen The Cursed Child in London and on Broadway. ULSTER COUNTY ONE VACANCY Page 21

24 Excerpts from RCLS Bylaws Section 3. Board Eligibility Article IV BOARD OF TRUSTEES No salaried employee of the System or any salaried employee of any of its members shall be eligible for election or appointment as a voting member of the System Board of Trustees. Section 7. Filling of Vacancies Page 22 a) In the event of vacancy due to resignation or other cause, a Trustee shall be appointed by the Board to serve until the next Annual Meeting. At that time a replacement shall be elected to complete the unexpired term. An election or appointment to fill a vacancy of less than two (2) years shall not be counted as a term. b) Prior to August 1st of any year in which the term of any Trustee shall end, the Secretary of the Board shall notify the RCLS Director and the member library Trustees in the affected county of each pending vacancy. The Trustees of each member library in the affected county may nominate a person to fill each such vacancy. Any such nomination shall be seconded by the Trustees of at least one other member library in the affected county. Notice of any such seconded nomination shall be sent to the Secretary of the Board at least thirty (30) days prior to the Annual Meeting. c) The name of each such seconded nominee shall be sent by the Secretary of the Board to all mem-

25 ber libraries at least fifteen (15) days before the Annual Meeting and shall be presented at such meeting. Additional nominations may be received from the floor, provided that any such nomination be made by a Trustee of one and seconded by a Trustee of another member library in the county having the vacancy, and that the nominee has indicated, orally at the Annual Meeting or in writing, their willingness to serve if elected. Each library represented at the Annual Meeting shall vote as a unit. At least one Trustee of each member library desiring to vote must be present in person to cast the vote for the participating library. The Annual Meeting shall be presided over by the President of the Board or an appointee of the President, and shall be conducted according to Robert's Rules of Order. d) If no candidate for Trustee shall receive a majority of the votes cast for any vacancy, the two candidates receiving the highest number of votes shall participate in a run-off election to fill such vacancy. In the event of any tie vote in the run off, the candidate receiving the most votes from member libraries in the affected county shall prevail. If the deadlock continues, it shall be resolved by vote of a majority of the Trustees of the Board attending the Annual Meeting. Page 23
