1 Official Proceedings of the Stutsman County Commission September 7, 2010 At 2:00 p.m., Chairman Klose called the regular meeting of the Stutsman County Commission to order. Dennis Ova, Dale Marks, Craig Neys, Doug Kaiser and Mark T. Klose answered roll call. The meeting began with discussion of County Initiated Measure 3 that is on the November 2, 2010 General Election Ballot and the impact of amending Article 8 of the Stutsman County Home Rule Charter, by reducing General Fund expenditures from $2.6 million to $1.8 million. At this time the meeting was turned over to Noel Johnson. Noel stated that the general fund department heads have met to discuss how to get the information out to the general public in such a way that it is understandable. County government has statutory duties mandated by state law, employees take an oath of office stating they will follow and uphold the law, by making cuts some duties would not be able to be performed, therefore, not following state law. Department heads spoke about how their department could be affected if $900,000 is cut out of the general fund. At 3:45 p.m. a break was taken. Meeting reconvened at 3:54 p.m. with all commissioners present. A motion was made by Kaiser, seconded by Ova to approve the permit for the Jamestown Classic Car Club to hold a poker tournament at the 281 Stop in Pingree. Motion carried. Noel Johnson reported that the cost of the 2010 June Primary Election was $4.68 per vote. A motion was made by Ova, seconded by Kaiser to sign a letter of support for the Stutsman County Rural Water Expansion project at no cost to the county. Roll call vote - Ova, Marks, Kaiser, Neys and Klose voted aye. A motion was made by Neys, seconded by Kaiser to approve the application from Allied Agronomy for revenue bonds to build a distribution warehouse and place the public hearing on the October 5 agenda. Motion carried. Noel Johnson reviewed the 2011 budget and recommended changes. The budget will be finalized at the next meeting scheduled for September 21, Jim Fettig, Courthouse Maintenance Supervisor, has received at grant to remodel the second floor restrooms to be ADA compliant. Blueprints and specifications have been sent to interested contractors. A motion to approve the remodel project based on funding by Kaiser, seconded by Marks. Roll call vote - Marks, Kaiser, Neys, Klose and Ova voted aye. At 4:40 p.m. the commission meeting was recessed. Stutsman County Park Board Meeting September 7, 2010 At 4:45 p.m. Chairman Klose called the Stutsman County Park Board meeting to order. Park Board members present were Bob Woodward, Dennis Ova, Dale Marks, Doug Kaiser, Craig Neys and Mark T. Klose. A motion to approve the minutes from the August meeting was made by Woodward, seconded by Ova. Motion carried. A motion to approve the September bills was made by Ova, seconded by Woodward. A motion to make no changes for 5 years in the Management Agreement with the Bureau of Reclamation was made by Ova, seconded by Woodward. Motion carried. Commissioner Kaiser left the meeting at 4:55 p.m. Dennis Lorenz, County Park Superintendent gave his monthly report. The concrete work at Lakeside Marina is going to be completed. The 2011 County Park budget was reviewed. A motion to approve the budget as presented was made by Marks, seconded by Neys. Roll call vote - Ova, Marks, Neys, Klose and Woodward all voted aye. A motion to adjourn the Park Board meeting was made by Woodward, seconded by Ova. At 5:00 p.m. the meeting was adjourned. The Stutsman County Commission meeting was called back to order at 5:01 p.m. with Commissioner Kaiser absent. A motion to approve the August minutes was made by Marks, seconded by Ova. Motion carried. A motion to approve the monthly bills was made by Ova, seconded by Neys. Roll call vote - Ova, Marks, Kaiser absent, Neys and Klose voted aye.
