CALL TO ORDER National President, Doug Marshall called the meeting to order at 10:00 a.m. 2. PRESIDENT S REMARKS Brother Doug Marshall welcomed everyone to the National Capital Region and to the second National Executive meeting of the year. He expressed his strong opposition to the government's false economy of paying off the deficit by deep and painful cuts to public services. Many of our members affected by these cuts will be notified next week.
2 5046 He asked that we support each other and work together during these difficult times. He also asked that in addition to the personal information and support we provide, we also direct members to the appropriate WFA resources and online guide to ensure that members are fully aware of their rights and options. 3. C) National Vice-President for Human Rights It was agreed that this item be dealt with when the National Vice-President for Human Rights is in attendance. D) Regional Vice-Presidents Repots on Inactive Locals (Appendix D ) Regional Officers provided updates on the status of their consultation with the non-conformant locals within their jurisdiction with regard to their reactivation. National Executive Vice-President, Brother Eddie Kennedy, reminded Regional Officers of our Policy stating that after nine months, if the local has still not fulfilled its obligations, the UNE, in consultation with the Regional Vice-President, may place the Local in trusteeship.
4 NEW BUSINESS A) 2012 PSAC Triennial Convention i) General Update: Brother Doug Marshall announced that a Rally is scheduled on Tuesday, May 1 st at noon at Confederation Park, which is located at the corner of Elgin Street and Wellington Street. The rally s mandate is to fight back against government cuts. ii) iii) Hospitality Suite: Brother Doug Marshall announced that the UNE s Hospitality Suite will be located at the Westin Ottawa in the Renaissance Suite, # 2406, commencing Saturday, April 28 at 8:00 p.m. UNE Caucuses: UNE caucus meetings will take place at the Ottawa Convention Centre Rooms 213/215 at 55 Colonel By Drive. Attendance at these meetings is mandatory for delegates and observers, unless one must attend another caucus (such as equity caucuses). iv) Caucus Agenda (Appendix E ) : The Caucus agenda was presented for information purposes. v) Seating on PSAC Convention Floor (Appendix F ): The seating plan was provided for information purposes. vi) vii) viii) PSAC Convention Committee Presentation: Brother Doug Marshall announced that UNE Executive Officers who participated on PSAC Convention Committees would provide presentations to the UNE caucus on their Committee s priorities. List of UNE Delegates and Observers (Appendix G ): The lists of UNE delegates and observers were provided for information purposes. UNE Resolution NEGO70 Referral to NBoD NJC Committee: Brother Doug Marshall announced that the above-noted UNE resolution has been referred by the PSAC National President to the NBoD NJC Committee for further discussion and possible action.
5 A) ix) Support Candidacy of Heather Brooker: Jean-Pierre Ouellet and Eddie Kennedy THAT the Union of National Employees support the candidacy of Sister Heather Brooker who is seeking delegates votes at the PSAC Triennial convention to be elected as National President of the PSAC. Not only is Sister Brooker still a very active member of our Component, but she also is one of our former National Presidents. B) UNE Priorities It was agreed that the discussion on UNE Priorities be postponed. C) Duty to Accommodate UNE Labour Relations Officers The following Labour Relations Officers: Gail Myles, Jim McDonald, Frank Grimes and Denis McCarty provided presentations on what they had learned at a recent Duty to Accommodate Seminar. D) Update on Occupational Group Structure Brother Doug Marshall advised that thus far we were still awaiting Treasury Board s decision on how this would unfold. E) Workforce Adjustment It was the consensus that this item be postponed. F) Compensation Advisors Brother Doug Marshall reported that we had already been notified of departments and agencies whose pay accounts moved to the new pay centre as part of what has been called the first wave of transfers. Over the following two and one half years, further pay accounts will transfer to the pay centre in Miramichi.
7 5051 G) Bargaining Updates It was agreed that this item be postponed. 9. H) National Conference Update i) Health and Safety Conference: It was agreed that this item be postponed. ii) iii) iv) All Presidents Conference: Brother Doug Marshall informed those present that a call out for the creation of a Steering Committee would be forwarded to all locals in the coming months. Human Rights Conference: It was agreed that this item be postponed. AANDC 10 Month Teacher Conference: Brother Doug Marshall announced that the AANDC 10 Month Teachers Conference will take place on July 4, 2012 at the Crowne Plaza Toronto Airport Hotel. ***************************** RECESS ***************************** 9. NEW BUSINESS (Cont d) 9. E) Workforce Adjustment A broad based discussion ensued with respect to WFA situations in different departments and agencies. It was noted that employees affected by these cuts across the country would be notified on Monday April 30. It was also noted that arrangements were made for employees attending the PSAC National Triennial Convention as delegates or observers who wished to schedule their meeting with their employer on Monday morning. Executive Officers further discussed the potential financial impact of WFA on the current Component budget recently approved at the 2011 Convention.
8 5052 I) 2014 UNE Triennial Convention i) Steering Committee: Brother Doug Marshall informed the National Executive that the Steering Committee for our next Triennial Convention should be created soon in order to ensure that decisions and other administrative requirements are actioned in a timely fashion. 9. I) ii) Convention Rules of Order (Appendix H ): Brother Doug Marshall stated that this document was provided for consideration and food for thought in preparation of our next convention. It will be on the agenda of the following National Executive Meeting. iii) Critical Path for Convention: Brother Doug Marshall reported that the Component s Communications/Research Officer was working on the development of a critical path for our next Convention. The document should be available at our next meeting in the fall. J) Volunteers to Help Prior to UNE Meetings or Events Brother Eddie Kennedy asked that Executive Officers to volunteer to assist staff in the office prior or post events/meetings whenever they can, depending on their flights arrangements. If all Executive Officers come forward to assist staff at events this would alleviate work related stress on staff and eliminate the need for excessive overtime prior and post events. H) National Conferences Update (Cont d) i) Health and Safety Conference: Brother Eddie Kennedy reported that the Health and Safety Conference would take place in Montreal at the Marriott Chateau Champlain. 10 NEW BUSINESS O) Website and Rebrand Presentation Brother Ben René presented the new UNE website which promotes our new look and feel. He stated that the UNE motto was: Unity in Diversity! He also presented samples of our promotional items such as t-shirts, vests, buttons, lanyards, etc. He encouraged everyone to showcase our new brand during the PSAC Convention by wearing our new vests, t- shirts and buttons, especially on Monday, April 30, B) UNE Priorities Brother Doug Marshall presented, for discussion, the priorities of the UNE. The document that highlights the UNE s focus and priorities points for this mandate. Suggestions and comments provided during the discussion were recorded and would be forwarded to the National Officers for consideration. E) Education, Honours and Awards Committee (Appendix I ) Michèle Milotte and Angela Decker THAT a new policy MEM 1, Section 2 read as follows: A life member is entitled to attend, at component expense, the Union of National Employees Triennial Convention which most closely follows the National Executive meeting at which the honour is conferred. /C Kevin King and Mary Anne Walker THAT this item be referred back to the Committee with the following instruction: To look at existing practice with respect to life members entitlements within the PSAC and its Components.
12 5056 Addition to the terms of reference: Michèle Milotte and Jennifer Chieh Ho THAT the Terms of Reference of the Education, Honours and Awards Committee be amended by adding the following: Mentoring provides a valuable support system that can encourage the transfer of knowledge and experience. It provides good feedback mechanisms and an ear when faced with questions or challenges. Mentoring is important for many reasons because it helps people: quickly learn the ropes of a new position; meet their new colleagues and build a social network; do their job correctly; build confidence find information more efficiently; stay in their positions by improving the work environment; feel like they are important and are part of a larger entity. The committee will act as a clearing house (matching requests with individuals who possess that particular expertise) for all mentoring requests received from UNE members. *Recorded Vote 5: CARRIED Michèle Milotte and Jennifer Chieh Ho *Recorded Vote 6: CARRIED THAT the report of the Education, Honours and Awards Committee be adopted as a whole.
13 NEW BUSINESS (Cont d) L) Simultaneous Translation for the NCR Region: /C Michèle Milotte and André Poliquin THAT issues with respect to simultaneous translation for meetings organized by NCR Regional Officers be referred to the Francophone Committee. 9. G) Bargaining Updates i) Parks Canada: Brother Kevin King announced that due to the realities of the federal budget and the negative impact that WFA will have on federal departments and agencies, including Parks Canada, the parties agreed to reschedule negotiations for September. Both parties agreed that their focus must be on workplace change and WFA implications for our members. ii) TC Bargaining Group (TB): We were advised that as both parties were unable to reach an agreement, the next step in the bargaining process would be to apply to the Public Service Labour Relations Board. iii) Museum of Science and Technology: Brother Doug Marshall informed the group that the PSAC would soon be conducting a strike vote. iv) SSO: Sister Mary Anne Walker reported that on Wednesday, February 15 th and Thursday February 16 th our bargaining teams for both the Field Interviewer (FI) and Regional Offices (RO) bargaining units met with representatives from Statistics Canada in Ottawa to exchange proposals and commence negotiations for a new collective agreement. The next meeting is scheduled for the month of May for both the Field Interviewer (FI) and the Regional Office (RO).

N) Jer s Vision Presentation Jeremy Diaz provided an update on the pilot project of the high school outreach program. He stated that UNE has helped create an outreach education program which focuses on unions and the program is being delivered to high school students through Regional Education Committees and the Alliance Facilitator s Network. On behalf of the National Executive, Brother Eddie Kennedy thanked Jeremy Diaz for joining us today. If the member is able to return to his or her home by 10:00 pm of the day of an event s closing, travel will take place on that day. 19 5063 viii) Policy Fin 7, Section 1 Executive Expenses Pay: Eddie Kennedy and Holly Serle THAT policy FIN 7, Section 1 Executive Expenses- Pay be amended as follows: They are paid on day of rest and holidays while they are on Union of National Employees business. This pay does not exceed 7.5 hours per day and is paid at a rate equivalent to the average wage of a Union of National Employees member and is paid only when required to work outside their home. They can also be paid up to 7.5 hours per month for hours worked from home on a day of rest. Such hours should be clearly identified on the expense claim. Component business also includes travel time as defined in the next paragraph. The minimum average wage of component members is reviewed at the first national executive meeting of each calendar year. *Recorded Vote 13: CARRIED Note: The following had been recorded for the Finance and Human Resources Committee s consideration: THAT the Committee review the minimum average wage and that consideration be given to: a) bargaining units; b) members identified average wage; c) and any other requirements with respect to members wage.
