1 , This is the legislation that establishes guardrails on how the State Board of Education submits Maryland s Every Succeeds Act plan to the federal government Passage of this bill allowed us to put less emphasis on testing and more focus on learning opportunities for students in our school accountability system And for schools identified as low-performing, the bill increases the voice of educators in any turnaround plan and prevents failed privatization strategies from being utilized Third reader vote: House (87-50); Senate (32-15) MSEA POSITION: YEA on final passage, Gov Hogan vetoed the Schools Act because it blocked his ability to label failing schools and advance a privatization agenda focused on unaccountable charter schools, the expansion of vouchers, and the utilization of private management companies The General Assembly voted to override the veto Override vote: House (90-50); Senate (32-15) MSEA POSITION: YEA to override the governor s veto of 2017, The legislation limits mandated testing to 22% of the school year or 238 hours in elementary and middle schools and 257 hours in high schools except in eighth grade, when the limit is at 23% or 248 hours When we combine the roll call votes for both bills, we have House (141-0); Senate (47-0) MSEA POSITION: YEA on final passage Cut BOOST Voucher Funding, Appropriations Governor Hogan proposed the continuation of the BOOST voucher program at $7 million While MSEA wanted to eliminate the program, we did support the Appropriations Committee s actions to cut the program to $2 million, thereby limiting the program ONLY to the students who received the voucher in the school year and moved to a nonpublic school because of it This vote is only scored for the members of the House Appropriations Committee, 14-9, with 3 absent MSEA POSITION: YEA on amendment to cut BOOST Charter School Fraud Act, Ways and Means Gov Hogan s second attempt to lower standards for accountability, equity, and quality in Maryland s charter school law was introduced as and 704 The Senate bill never had a hearing or a vote The House bill was defeated in the House Ways and Means Committee The governor s bill included a separate charter authorizing board, the shifting of operating and facilities funding from traditional public schools to charters, allowing charter schools to hire uncertified teachers, and stripping away collective bargaining rights from charter school employees The vote is only scored for the members of the House Ways and Means Committee, 15-8 MSEA POSITION: YEA on unfavorable committee report, Introduced as legislation ( 548 and 667) to place a moratorium on the continued use of the Early Learning (ELA), the bill was amended to require any school district that wanted to use the ELA to consult with prek teachers identified by the local bargaining unit When we combine the roll call votes for both bills, we have House (137-0); Senate (44-1) MSEA POSITION: YEA on final passage, Senate An important school working conditions bill, this would have given teachers the right to request an arbitration hearing instead of a hearing with an officer hand-picked by the local school board in suspension or termination cases The bill passed the Senate (32-15), but failed to get a vote in the House The full Senate vote is scored here MSEA POSITION: YEA on final passage As part of the Working Matters coalition, MSEA has supported legislation to guarantee earned sick leave for all workers in businesses with more than 15 employees The House and Senate compromised on a bill that guarantees five days Governor Hogan vetoed this bill, and proponents will need to repeat their votes when the legislature reconvenes (likely January 2018) in order to successfully override his veto and enact this legislation Third reader vote: House (87-53); Senate (29-18) MSEA POSITION: YEA on final passage
