1 MA 6, Mr. Whitfield informed the Board that Buck Davis had glven the County a cleared 40-foot wide strip of land 1,320 feet long - provided the dirt be used to build fill on the Parrish Lake Road - the Board's policy being, upon accepting an easement, to remove the dirt as needed and it is not the Board policy to furnish fences. Commissioner Whitfield stated that the ditch on the Dr. Eldridge road had been dug with the dirt being piled in the road mmporarily and would be used as fill dirt. He further informed the Board that the drainage ditch at the nursing home was 65% complete and would be completed as soon as it became dry enough. Peacock,Jr.-Clerk May 20, 1975 The Board of County Commissioners met this day in regular session with the following members present, to-wit: Jack J. Bowman, Chairman, Gene Bailey, Clayotn Shiver, Donnell Whitfield and James }1. Dillard. The Clerk, Attorney and Deputy Sheriff were present and acting. The meeting was called to order and opened with prayer by Commissioner Dillard. A motion was made by Commissioner Whitfield, second by Commissioner Bailey and duly carried approving the request for temporary aid for Janie Kearce in the amount of $25.00 for one month. At the request of the Board, the City Council met with the Board to discuss renegotiating the interlocal agreement between the City and County concerning the building inspector. After further discussion, a committee was appointed to look into the matter. The committee is composed of Gene Bailey as Chairman, Clayton Shiver and Herman Bailey,

2 85 May 20, appointed by the County, and James Griffin and Arthur Faurot being appointed by the City. One member is to be appointed by Altha. The Board was notified that Randy Reese had been admitted as an alternate application to medical school. The prisoner fee system was discussed, and as Philip J. Knight, City Attorney, had asked for an opinion from the Attorney General concerning the matter, it was tabled until the opinion could be obtained. Mr. R. M. King, Division of Forestry, informed the Board of a new federal program whereby certain items could be purchased on a basis for fire protection. Mr. Authur Faurot, DYS Counselor, appeared before the Board to clarify there previous request for cleaning of their offices after 5:00 PM. They were requesting that when the offices were waxed approximately every six weeks that this be done after 5:00 PM because of work interruption. Mr. Faurot was informed that at this time their request could not be granted because of the hours worked by the employees. Mr. Royce Traylor was asked to check with the City Manager about correcting the water problem 1n the DYS office. Mr. Blon A. Carter asked that the drainaie problem on the road in front of his house be corrected. He was informed that as soon as the equipment was repaired the matter worild be taken care of. Leonard McCroan, Eldridge Melton and Donald Leonard inquired as to the need of the County purchasing a do~r, and was informed that as the front end loader needed ~xtensive repairs, there was a need for aheavier piece of equipment for pushing and clearing of right of way and use in the garbage pits. Mr. Dillard stated that he saw the need for a dozier, but was against the purchase until after July. minutes: The following letter from Eb Shelton was read and made a part of the May 20, 1975 To the Hon. Board of County Commissioners In regard to buying a "cat" for the benefit of Calhoun County, I've discussed the situation to many tax payers of said County. The response was negative (no) all the way. I will enumerate the following reasons: 1. It will impose county control over free enterprise 2. Individuals can't compete with the flow of tax money on the local, state or national level. 3. Competitive bidding should be done in all districts; that way will eliminate all secrecy (nothing undercover). 4. This sovereign baard has protested Tallahassee to stop state control and now wanting to add county control. 5. The cost to operate the machine will be about $ per day. 6. The machine might get 2 months work out of each year. 7. About 10 months to pay an operator, to sit idle. 8. What causes inflation is people buying whats not needed. 9. Any way you figure it in three years time (full time work) at the machine costing just $69, plus $24, a year for operational expenses, in three years the total cost will be $141, Now if you contract for $24, a year for 3 year, $69, will be saved.

3 10. There will not be a 100 mile of right of way per pushed. 11. The taxpayers does want their money wasted. 12. Papers mills shuting down. 13. Does not have any moneyto buy with. 14. Upon voting, Commissioner Shiver, Commissioners Bailey, Bowman and Whitfield voted "aye" and Commissioner Dillard voted "nay". The following bids were received and opened: Burford Equipment Company----b-6 Tractor Series C-----$70, Caterpillar Tractor & Equipment Co., Inc.--Model Tdl5C International-$60, After further discussion of the bids, the Board was polled and Commissioner Bailey,Whitfield, Shiver and Bowman voted in favor of purchasing the International TD15C at 61, and Commissioner Dillard voted not to buy either machine. The dozier to be delivered not later than one week from this date. Upon a motion by Commissioner Whitfield, second by Commissioner Shiver and duly carried, two letters of competency were issued for Glenn Messer - one for residential construction and one as a plumber. A motion was made by Commissioner Bailey, second by Commissioner Whitfield and duly carried to pay the expenses of Elijah Hutchison in attending radiological school in Ft. Walton during the week of June 9 thru June 13, Members of the local department of transportation maintenance crew appeared before the board concerned over the possibility of moving the maintenance department to Gulf County. They were assured that the Board would look into the matter and do everything possible to prevent this. Mr. Jim Yelvington, County Extension Director, informed the Board that beginning July 1, the Extension secretary's salary would be paid entirely by the County, but with no additional overall cost to the County as the County would pay less on their supplement to the Extension director's salary. It was also the Board's decision to set up a meeting with the elected officials and department heads to establish vacation, sick leave, etc. for all employees. Mr. Ronnie Williams and George Yon appeared before the Board inquiring as to who hired the sheriff's deputies, and were informed that the Board approved the Sheriff's budget but that the Sheriff hired and fired his own employees as did the other elected officials.

4 Mr. Dillard stated that the Florida Supreme Court had ruled that employees of the Sheriff's department would be hired by the Sheriff. Mr. Royce Traylor informed the Board thavthe Sheriff had given the Civil Defense Department all of fueir old radio equipment and wanted it transferred from his inventory to the Civil Defense Inventory. Commissioner Whitfield was instructed to inform Mrs. Margaret Brock that the County could not move top soil from in front of the Nursing Home. A motion was made by Commissioner Bailey, second by Commissioner Whitfield and duly carried reinstating Wayman Cayson and Jack J. Bowman as members of the Manpower Council. Commissioner Whitfield was granted perm1ss1on to obtain a 150 ft. easement along the John Redd road from Neal Land and Timber Company for improvements to said road, and asked that a letter be written to the Corp of Engineers asking that they place the spoil in the vicinity of the J. R. Landing when dredging next in the area. Commissioner Shiver asked that when buying small pleces of equipment that the same specification be furnished all vendors before purchase of equipment. Commissioner Dillard was authorized to move a culvert from a County Road to a State Road adjacent to property owned by the same party. Commissioner Shiver asked for help in moving beavers from a County Road and the Board instructed a letter be written the Game Department requesting that the beavers be removed from the Minnie Field Road, Doug Price Road, Gene Shurum Road and the Mason Road. Commissioner Shiver informed. the Board that Cecil McCall would be released by the doctor as of June 1, that Milton Cumbie would return to the road crew next Monday, and that on Wednesday Wesley Morgan would begin as grader operator. Commissioner Bailey asked that a new job description be written for a dozier operator which would include the following requirements: that he provide his own transportation to the job, work 8 hour a day, be paid a good wage and applicant must be approved by the road superintendent. The discussion of phasing out the grader helpers was tabled to be discussed at a.later date as was the consolidation of sanitary land fills into one per district. The commission asked that the new dozier be put on the Parrish Road as its first job. A motion was made by Commissioner Whitfield, second by Commissioner Dillard and duly carried approving the Quit-Claim Deed to M. G. Holley of any interest the County has in the abandoned dump located 1n the NW~ of SE~, Section 34, Township 2 North, Range 8 West. A motion was made, second and duly carried approving a Resolution authorizing the use of secondary road funds on the County 5-year road program.

The following members being present, to-wit: Jack J. Bowman, Chairman, Clayton Shiver and Gene Bailey. Commissioner Whitfield and Dillard being absent. Commissioner Whitfield called and asked that bids be tabled due to his sickness. No bids were received from Eldridge Insurance Company, Eubanks Insurance Company, or McCaskill Insurance Company. The only bid received was from Peak Insurance Agency, Inc. by Hartford Accident and Indemnity Co. which was opened and was in the total amount of $23,318.00, which included workmen's compensation at $8, and $14, for the coverage including automobile, public official, fire and county liability. After discussion of the bid, a motion was made by Commissioner Bailey, second by Commissioner Shiver and duly carried accepting the low bid of Peak Insurance Agency in the amount of $23, There being no further business, the Boardilid then adjourn. ~~~-=----~~~~----~~~---- J.
