1 EATON COUNTY BOARD OF COMMISSIONERS PUBLIC SAFETY COMMITTEE.MINUTES OF APRIL 3, 2014 Present: Chairman Commissioner Jeremy Whittum, Vice-Chairman Commissioner Mike Hosey, Commissioner Roger.Harris, Commissioner Howard Spence, Commissioner Wally Miars Absent: Commissioner Dale Barr, Commissioner Jim Osieczonek Also Present: Controller John Fuentes, Sheriff Tom Reich, Undersheriff Jeff Cook, Capt. Teresa Catey,Dispatch Director April Heinze, Dispatch John Imeson, Information Systems Nathan Nighbert, Animal Control Director Terry Walker, Tammie Brand. The meeting was called to order at 4:00 p.m. Pledge of Allegiance. Chairman Commissioner Whittum made amotion to accept the minutes of the March 6, 2014 meeting. Commissioner Hosey seconded. Motion Carried. LIMITED PUBLIC COMMENT None given.. SHERIFF'S OFFICE UPDATES J There was a proposal to award the Animal Control Adoption Fees from the current rates of $38.00 for dogs and $5.00 for cats. The proposed rate of $ for dogs and $75.00 for cats will include veterinary care, shots and spay/neuter. This will ease the County's compliance with adoption requirement mandates. Moved by Commissioner Hosey to recommend approval of the amendment to the Animal Control fee schedule to the Board of Commissioners. Seconded by Commiss ioner Harris. Motion Carried. REIMBURSEMENT REPORT/BOARDING UPDATE/COURT SECURITY REPORT The monthly reports were distributed and discussed. No significant changes were noted.
2 OVERTIME REPORT UPDATE The monthly overtime report was distributed and discussed. The general fund currently projects a $69,000 favorable variance and total favorable variance for personnel expenditures of $178,000 includinq overtime, due to vacancies and retirements. JAIL SECURITY SYSTEM UPDATE The Jail Security System upgrade solution continues to be evaluated. Three possible solutions are currently being researched, discussed and evaluated by staff. Discussion held. CENTRAL DISPATCH UPDATE Director Heinze has requested for the completion of the Tablet deployment project. Information Systems has the necessary resources available complete this project at the present time. The request is for a supplemental appropriation of approximately $166,000 to complete the project. Discussion held. Commissioner Hosey made a motion to recommend a budget amendment to the Ways and Means Committee. Commissioner Harris seconded the motion. Motion carried. A resolution recognizing National Public Safety Telecommunications Week, April 13-19, 2014 was requested. Commissioner Harris made a motion that this request be presented to the Board of Commissioners. Commissioner Hosey seconded the motion. Motion carried.. Director Heinze wanted her department to be recognized for their involvement in the production of Public Service Announcements that will be heard throughout the state of Michigan. Her employee Rich Thacker is one of the speakers of these announcements. Smart 911 Public Service Announcements are also being discussed with Barry, Ionia, Vanburen and Ottawa to share in the production costs. LAW DAY RESOLUTION A resolution recognizing LawDay as May1, 2014 in Eaton County was requested. Commissioner Spence made a motion that this request be presented to the Board of Commissioners. Commissioner Hosey seconded the motion. Motion carried. MISCELLANEOUS Resolutions recognizing the first week of Mayas National Corrections Officer Week and the second week of Mayas National Law Enforcement Week were requested. Commissioner Harris made a motion resolutions be prepared and presented to the Board of Commissioners for approval. Commissioner Hosey seconded the motion. Motion carried.
3 Discussion was held regarding the purchase of new bullet proof vests. A grant program to assist in the replacement cost is available and the Sheriff is interested in pursuing. Commissioner Harris made a motion to recommend approval of the Bulletproof Vest Partnership Grant application to the Board of Commissioners. Commissioner Hosey seconded. Motion carried A resolution for additional funding for the Crime Victim Rights Fund was requested. Commissioner Spence made a motion this request be presented to the Board of Commissioners. Commissioner Miars seconded the motion. Motion carried. LIMITED PUBLIC COMMENT None given. 5 Eaton County Office of the Sheriff TOM reich, Sheriff JEFFREY COOK, Undersheriff 1025 Independence Blvd Charlotte MI Phone Fax Date: April 3, 2014 To: John Fuentes From: Dep Terry Walker RE: Request to Change adoption rates at animal shelter At this time, the Sheriff s office is requesting that the Board of Commissioners increase the cost of animal adoptions from the Animal Control Shelter to include the cost of a wellness exam, heartworm test, a rabies vaccination, and spaying or neutering animals prior to adoption. Background: Michigan law currently requires that animals being adopted from a licensed shelter be spayed or neutered. Our shelter has never completely followed that practice. Presently our shelter works around this requirement by having people who wish to adopt an animal from our shelter make a spay/neuter deposit with their own veterinarian prior to allowing them to adopt and animal from our shelter. There are several problems with this procedure. Animals currently being adopted from our shelter are not being seen by a veterinarian prior to adoption. Therefore, these animals are not being spayed or neutered, not being checked for any health problems and not being vaccinated prior to adoption. Because of this practice dogs are currently being adopted and leaving our shelter without first obtaining a license. The reason for this is because at the time of adoption the dogs have not yet had a rabies vaccination. These are not good shelter practices and are not common place for shelters in Michigan. These procedures also require added follow-up time to confirm that adopted animals are actually spayed or neutered and that the new owners purchase a dog license. Most shelters have these procedures done prior to adoption and simply reflect the cost of these services in their adoption fees. The average adoption fee of shelters that provide these services prior to adoption is $150 for dogs and $75 for cats. 5
6 These rates are actually less expensive than our current rates of $38 for dogs and $5 for cats when you add in the total cost of these other services. People who adopt animals from us would actually get a better deal because as a licensed shelter we can get reduced rates from animal clinics for these services. Therefore, in order to provide better and more efficient services to the public we are requesting that the adoption fees be increased to $150 for dogs and $75 for cats. These fees would include a wellness check, heartworm testing, rabies vaccinations, and spay or neuter. Thank you. 6

13 EATON COUNTY BOARD OF COMMISSIONERS RESOLUTION TO PROCLAIM APRIL NATIONAL PUBLIC SAFETY TELECOMMUNICATORS WEEK Introduced by the Public Safety Committee APRIL 16, 2014 WHEREAS, the second full week in April has been declared "National Public Safety Telecommunicators Week" by the Senate and House of Representatives of the United States of America; and WHEREAS, the President of the United States will issue a proclamation calling upon the people of the United States to observe that week with appropriate ceremonies and activities; and WHEREAS, problems of crime, fire and other disasters touch and affect all segments of our society, and if unabated, can undermine and erode both moral and economic strengths of our community; and WHEREAS, Public Safety Telecommunicators are the first and most critical contact our citizens have with emergency services; and WHEREAS, Public Safety Telecommunicators are the single vital link for our law enforcement, fire, and emergency medical personnel by monitoring their activities, providing them information and insuring their safety; and WHEREAS, our Public Safety Telecommunicators contribute substantially to the apprehension of criminals, suppression of fires, and treatment of patients; and WHERAS, each Public Safety Telecommunicator has exhibited compassion, understanding, and professionalism during the performance of their job in the past year; NOW, THEREFORE, BE IT RESOLVED that the Eaton County Board of Commissioners declares the week of April 13 through April 19, 2014 to be National Public Safety Telecommunicators Week in Eaton County, in honor of the men and women whose diligence and professionalism keep our County and our citizens safe. 13
14 EATON COUNTY BOARD OF COMMISSIONERS April 16, 2014 RESOLUTION TO RECOGNIZE LAW DAY 2014 Introduced by the Public Safety Committee WHEREAS: Law Day is a day of public acknowledgement of our nation s and Eaton County s heritage of justice, liberty and equality under the law, and May 1 st has been declared Law Day by the United States Congress; and WHEREAS: The American Bar Association has declared the theme for Law Day 2014 as American Democracy and the Rule of Law: Why Every Vote Matters ; and WHEREAS: This year s theme recognizes one of our most cherished national ideals, expressed eloquently by Abraham Lincoln, is government of the people, by the people, for the people. It is a principle enshrined in our Nation s founding documents, from the Declaration of Independence s assurance that governments derive their powers from the consent of the governed, to the opening three words of the Preamble to the U.S. Constitution, We the People. ; and WHEREAS: the right to vote is the very foundation of government by the people. For this reason, striving to establish and protect every citizen s right to vote has been a central theme of American legal and civic history. Much of the struggle on voting rights began decades ago, but the work is far from complete, and a citizen s right to cast a ballot remains at risk today; and WHEREAS: All Americans are entitled to equal protection of the law and to the unalienable rights of life, liberty, and the pursuit of happiness; and WHEREAS: The Rule of Law is essential to the good order and safety within our communities here in Eaton County; and; WHEREAS: Eaton County desires to recognize the service of the brave and dedicated public servants within our Sheriff s Office local law enforcement and agencies and County Court system. NOW, THEREFORE BE IT RESOLVED, that the Eaton County Board of Commissioners do hereby proclaim May 1, 2014, as Law Day in Eaton County. 14
15 EATON COUNTY BOARD OF COMMISSIONERS APRIL 16, 2014 RESOLUTION TO AUTHORIZE U.S. DEPARTMENT OF JUSTICE BULLETPROOF VEST PARTNERSHIP Introduced by the Public Safety Committee WHEREAS, the United States Department of Justice, Office of Justice Programs has Bulletproof Vest Partnership funds available; and WHEREAS, the Eaton County Sheriff Department has developed a plan to utilize these funds; and WHEREAS, the Public Safety Committee has reviewed and approved the plan; and WHEREAS, the grant will provide up to $6,000 for the purchase of Bulletproof Vests with a fifty percent required match. NOW, THEREFORE, BE IT RESOLVED, that the Bulletproof Vest Partnership is authorized for submission; and BE IT FURTHER RESOLVED, that the budget for the Bulletproof Vest Partnership fund will be established based on the plan approved by the Public Safety Committee; and BE IT FURTHER RESOLVED, that the Controller be authorized to approve any necessary budget amendments to increase expenditures and increase grant revenue if the grant is approved by the U.S. Department of Justice; and BE IT FURTHER RESOLVED, that the Chairperson of the Board of Commissioners or his designee is authorized to sign all necessary contracts and documents. 15
16 EATON COUNTY BOARD OF COMMISSIONERS APRIL 16, 2014 RESOLUTION TO AUTHORIZE APPLICATION FOR CRIME VICTIM RIGHTS SERVICES PROGRAM GRANT Introduced by the Public Safety Committee WHEREAS, for approximately the last 20 years the Prosecuting Attorney s Office has operated a program under the Michigan Department of Community Health Crime Victim Services Commission to serve victims of crime under the Crime Victims Rights Act of 1985; and WHEREAS, the program grant currently funds one full-time Victim Coordinator and two part-time funded Victim Advocates in the amount of $102,600; and WHEREAS, the Eaton County Prosecutor is requesting authorization seek grant funding to be utilized to increase service hours of one of the part-time Victim Advocates positions in order to better meet the needs of victims in Eaton County; and NOW, THEREFORE BE IT RESOLVED, that the Board of Commissioners authorizes the Prosecuting Attorney to submit a grant application and accept an award in an amount not to exceed $130,000 providing for up to two full-time positions and one half funded position with no County match; and BE IT FURTHER RESOLVED, that if the County s participation in the grant is discontinued, the continuation of the grant funded positions will be reviewed by the appropriate committees to determine the necessity of General Fund commitment; and BE IT FURTHER RESOLVED, that the Controller be authorized to approve any necessary budget amendments to increase expenditures and increase grant revenue upon grant approval; and BE IT FURTHER RESOLVED, that the Chairperson of the Board of Commissioners be authorized to sign any necessary documents. 16
