Welcome and approval of the minutes of the 2010 General Assembly (Copenhagen October 2010) Jan Hazelzet and Agnes van den Hoogen opened the meeting by welcoming and thanking everyone for attending the meeting. The minutes of the 2010 General Assembly held in Copenhagen in October 2010 were approved. 2. Report of the ESPNIC Presidents ESPNIC 2011 update JH expressed his satisfaction with the location and the quality of the ESPNIC 2011 congress. He also announced that it would the last congress with bids to host it. He presented a report on the congress and encouraged the ESPNIC members to provide feedback: Participation Over 713 participants registered to the ESPNIC 2011 congress, including 65 ESPNIC members. 66 countries were represented. 6 sponsors and 18 exhibitors attended the congress. 3 Strategy plan update JH explained that the new Executive Committee members were elected by an electronic voting system. He also mentioned that ESPNIC s new structure was similar to ESICM s. INTRO OFFICERS elected for 2 and 3 years. JH presented the updated strategy plan and explained that the electronic voting system was used both for the Executive Committee and the sections elections. New statutes JH presented ESPNIC new statutes to the members. Standard Operating Procedures... Collaboration with other societies ESICM... influence in all ESICM sessions... still in discussion Collaboration with national societies Paolo Biban : emphasize relationship with national societies and the collaboration with WFPICCS JH: collaboration with national societies to? EU projects Professionalization of the society JH explained that ESPNIC has a formal office and aims to become more professional over the next few years. The website was also redesign in order to reflect to society s reorganisation. Sections ESPNIC decided to create the below sections as part of the society professionalization process: 3

4 Respiratory failure Hemodynamics & congenital heart disease Ethics Infection, systemic inflammation and sepsis Nursing Care Neuro critical care Metabolism, endocrinology and nutrition Health services research Resuscitation & emergency medicine Pharmacology Outcome research These sections are organised by topic and will each have a Chair and a Deputy Chair. Some new sections will need to be formed. The sections chair will be part of the Congress Committee and will be involved with the Research Committee as well as the Training Committee. During the meeting, it was decided to create a new section: Nursing Science. PICTURE project The Paediatric Intensive Care Therapy in a Uniform Registry in Europe project will set the benchmark for best practices to improve clinical performances: Structure, Process, Outcome Best Practices Family centred Care Work Force Planning The goal of the PICTURE project is to set up a relevant PICU registry. This project will receive funding from the European Union if ESPNIC cannot fund it. It will be further discussed in future meetings. Membership JH reported that the number of members had increased by 30% for the medical members and doubled for the nursing members. A marketing plan was formulated to increase the membership and review the benefits. Organise? by EC.. place as? Kenes blueprint congresses? JH encouraged all the members to provide feedback. A member enquired about the limited number of participants at the congress, to which AH replied that the ESPNIC 2011 Congress dates conflicted with other meetings. 6 Age distribution JB stressed that the number of young members was low and that ESPNIC needed to focus on acquiring younger members in the future. He then welcomed the 48 new 2011 members. ESPNIC Medical membership JB presented the number of Medical members: 6

7 Number of Members Ideas for growing membership were formulated, such as offering a discount for younger members. JB also mentioned the possibility of having a joint membership scheme with national societies. 4. JH noted that the members requested to spend the growing amount of money available in the ESPNIC bank account. ESPNIC needs to pay CIT since The ESPNIC bank account is in the 9

10 Netherland and ESPNIC needs to pay taxes. Therefore, Deloitte was hired to provide support as a consultant regarding tax matters. By spending a sufficient amount of money in 2012, ESPNIC will no longer need to pay CIT. The Society will have to pay surplus taxes if it does not succeed in spending its money. A member suggested that ESPNIC register as a charity set company. JH objected to that idea because it would not be possible in The Swiss and the Dutch laws...if p... Parliament statutes ESPNIC changes. (ESPNIC statutes are in the Netherlands, which makes ESPNIC Dutch by law.) Jos Latour noted that the bank interest rate was 0.1% and asked what amount ESPNIC would spend in 2013/2014. JH replied that it would depend on the income, which is calculated by subtracting the expenses for the meetings from the income (of which registration is a part). A member suggested... aims, which had already been done. + Ello plan not complete Robert Tasker asked whether the tax bill would exceed ESPNIC financial assets, to which BS replied that it would not be so. JH VAT... could have been bankruptcy. Robert Tasker then enquired about the liability. JH explained that there was no liability. The accountability is not stated in the ESPNIC by-laws. JH: tax authorities inter...? Robert Tasker then suggested moving ESPNIC to Switzerland. JH explained that the Chamber of Commerce reports to the Dutch government. Website Gerri Sefton and Pierre Tissieres presented a report on the ESPNIC website, starting with its objectives: Provide an information portal that has added value for its members Modernize the design Improve site navigation Increase the visibility of the society Homepage reflects various key aspects of the society 10

13 Gerri Sefton and Pierre Tissieres mentioned that the next step would be to add sections material as well as regular news on ESPNIC activities on the website. They also encouraged members to send their input and feedback to feed the website. Irene Harth was granted Honorary Membership. 8. Future meetings JH presented a short update on EAPS 2012, which will be held in Istanbul. He mentioned that a high number of participants was expected. JH then presented the Site Selection Report ESPNIC 2013 and announced that the 2013 congress would be held in Rotterdam. He noted that this decision was based on objective criteria. 13
