1 AGENDA ITEM NO CITY OF ELK GROVE CITY COUNCIL STAFF REPORT AGENDA TITLE: Adopt a resolution approving the appointment of representatives to the Sacramento Central Groundwater Authority MEETING DATE: July 14, 2010 PREPARED BY: Darren Wilson, Water Resources Manager DEPARTMENT HEAD: Richard Shepard, Public Works Director / City Engineer RECOMMENDED ACTION: Staff recommends the City Council of the City of Elk Grove adopt a resolution approving the appointment of representatives to the Sacramento Central Groundwater Authority (SCGA). BACKGROUND INFORMATION: The SCGA was formed on August 29, 2006, through a Joint Powers Agreement (JPA) between the Cities of Elk Grove, Folsom, Rancho Cordova and Sacramento, together with the County of Sacramento. As described in the JPA, the purposes of the SCWA are to maintain long-term, sustainable yield of the Central Sacramento Groundwater Basin (Central Basin); ensure implementation of the Basin Management Objectives (BMO s) prescribed by the Groundwater Management Plan (GMP); oversee the operation of any Well Protection Program (WPP) that may be prescribed by the GMP; manage the use of groundwater in the Central Basin and facilitate implementation of an appropriate conjunctive use program by water purveyors; coordinate efforts among those entities represented on the governing body of the JPA to devise and implement 1

2 Elk Grove City Council July 14, 2010 Page 2 of 3 strategies to safeguard groundwater quality; and work collaboratively with other entities, including the Sacramento Groundwater Authority, the Southeast Sacramento County Agriculture Water Authority and other groundwater management authorities that may be formed in the County of Sacramento and adjacent political jurisdictions, to promote coordination of policies and activities throughout the region. The SCGA s governing board (Board) consists of sixteen (16) members representing various stakeholder interest groups including the agriculture community, agriculture/residential groundwater users, business owners, environmental / community organizations, public agencies and water purveyors (see attachment 3 for list of existing members). As set forth in the JPA, the City Council of the City of Elk Grove shall appoint a City representative(s) and a representative from the Florin Resource Conservation District / Elk Grove Water Service (EGWS) as members of the Board. The term of office of each governing member shall be for a period of four (4) years. If adopted by City Council, the attached resolution shall appoint the Public Works Director as the primary representative and a designee(s) of his/her election as an alternate. The ultimate purpose of this resolution is to allow for flexibility and expediency when reassigning appointments in the future. The current representatives from the City of Elk Grove, as adopted by the City Council on August 9, 2006 through resolution No (see attachment 4) are: Jim Estep (representative) Douglas Gault (Alternate) Clarence Korhonen (alternate) These members need to be updated since two of the three no longer work at the City. The new recommended appointment is to the Public Works Director by title and not by name which will provide more flexibility in the future should staff turnover occur. FISCAL IMPACT: Minimal staff time is required to attend the bi-monthly Board meetings, therefore, the fiscal impact to the City is considered to be nominal. 2

4 ATTACHMENT 1 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ELK GROVE APPROVING THE APPOINTMENT OF REPRESENTATIVES TO THE SACRAMENTO CENTRAL GROUNDWATER AUTHORITY WHEREAS, the Cities of Elk Grove, Folsom, Rancho Cordova, and Sacramento together with the County of Sacramento, entered into a Joint Powers Agreement (JPA) to form a Joint Powers Authority known as the Sacramento Central Groundwater Authority (SCGA) for the purpose of regulating and managing the groundwater within the Central Basin of Sacramento County; and WHEREAS, under the JPA, the City of Elk Grove shall appoint a City representative and an alternate to serve on the governing board of the SCGA for a period of four (4) years; and WHEREAS, the current City of Elk Grove representatives are named by person instead of position and most of those persons no longer work for the City.
