1 Following are minutes of the Indian Creek School District s regular Board of Education meeting for the month of September 2011 that was held on September 15, The meeting in its entirety has been recorded on audiotape and is available at the Office of the Treasurer. The Indian Creek Board of Education met in regular session on Thursday, September 15, 2011 at 6:00 P.M. at the Bantam Ridge Administrative Offices in Wintersville. President Dr. John Figel called the meeting to order and led the Pledge of Allegiance. At roll call the following members were present: Dr. John Figel, Mr. Daniel Bove, Jr., Mrs. Kimberly Mark, Dr. Ted Starkey and Mr. Bob Smith. READING, APPROVAL, SIGNING OF MINUTES # Mrs. Mark moved and Mr. Smith seconded the motion to approve the minutes from the August 18, 2011 regular meeting. Vote on motion: Mr. Bove, yes; Dr. Figel, yes; Mrs. Mark, yes; Mr. Smith, yes; Dr. Starkey, yes. Motion approved 5-0. BILLS, FINANCIAL, BANK RECONCILIATION # Dr. Starkey moved and Mr. Bove seconded the motion to approve the bills, financial report and bank reconciliation for the month of August Vote on motion: Mrs. Mark, yes; Mr. Smith, yes; Mr. Bove, yes; Dr. Starkey, yes; Dr. Figel, yes. Motion approved 5-0. INTRODUCTIONS AND RECOGNITION OF GUESTS I.C.E.A. No representative present. O.A.P.S.E. No representative present. Principal/Admin. Council - Steve Cowser, ICHS Principal, discussed the following: Student enrollment: 163 freshmen; 173 sophomores; 183 total juniors, including 53 JVS students; 182 total seniors, including 42 JVS students. Reviewed fall sports records and noted that there are 159 sport participants Provided an update on the band noting that there are 125 members Congratulated the cheerleading competition squad for placing 1 st at the Jefferson County Fair. Noted that they will perform at OUE for the Buckeye 8 Championship and in Columbus in the Cheerleaders of America competition. They also received a bid to perform at the National Cheerleading Competition in March in Myrtle Beach, SC. Reviewed scheduled events for the Key Club, noting that they have 100 members. Discussed the podcasting of the football games by the Multi-Media Class. The podcast reaches as far as Texas and Florida and had 1,300 listeners. Students in the Multi-Media Class are also working on e-portfolios which will replace resumes. Congratulated Jenna Tate for being crowned ICHS Homecoming Queen. Noted that new computers were installed in the computer lab over the summer and the teachers are making great use of them.

2 John Belt, ICJHS Principal, introduced Laura Thompson, Interior Designer with MKC Associates, who gave a presentation of the results of the Color Selection Committee for the new middle school. Jack Pottmeyer, Architect with MKC Associates, provided pictures and an update of the middle school project. COMMUNICATIONS - None. OLD BUSINESS # Dr. Starkey moved and Mr. Bove seconded the motion to approve Item A under Old Business. A. Membership The Ohio Coalition for Equity & Adequacy The Superintendent recommends the Board approve renewal of membership in the Ohio Coalition for Equity & Adequacy for the school year at a cost of $1, (based on ADM count) Vote on motion: Mr. Smith, yes; Mrs. Mark, yes; Dr. Starkey, yes; Dr. Figel, yes; Mr. Bove, yes. Motion approved 5-0. ACCEPT ADDENDUM # Dr. Starkey moved and Mrs. Mark seconded the motion to accept an addendum to include items K through N under New Business. Vote on motion: Mrs. Mark, yes; Mr. Smith, yes; Dr. Starkey, yes; Dr. Figel, yes; Mr. Bove, yes. Motion approved 5-0. NEW BUSINESS APPROVAL OF ITEMS A THROUGH N # Dr. Starkey moved and Mrs. Mark seconded the motion to approve items A through N under New Business. A. Bills to Be Considered, Over $5, and/or Improper Procedure The Treasurer recommends payment of the following invoices that have been submitted for payment: Jefferson Landmark, Inc. $18, for fuel for buses Pearson Education $6, for reading consumables for Wintersville Elementary Liberty Distributors $5, for paper for Wintersville Elementary Borden Office Equipment $13, for copier at ICHS career-tech class (paid for with career-tech funds) Follett Educational Services, $16, for reading, spelling and math consumables for Wintersville Elementary

3 B. Permanent Appropriations The Treasurer recommends adoption of the following Permanent Appropriations for Fiscal year 2012 and requests they be adopted at the fund level. Mrs. Todoroff explained the appropriations in relation to the five-year forecast. Total appropriations for all funds are $36,059, C. Transportation Release The Superintendent recommends the Board approve the request of Rebecca Sanford for her children, Joseph, Benjamin, Elijah and Jonathan Sanford to use Indian Creek transportation during the school year. Approve contingent upon Joseph, Benjamin, Elijah and Jonathan Sanford being released by the Steubenville City Schools District Board of Education for transportation purposes only. D. Jefferson County Joint Vocational School Levy The Superintendent recommends the Board adopt a resolution supporting the efforts of the JVS Levy Committee to pass a one mill levy on the upcoming November 8, 2011 ballot. E. Membership ASCD The Superintendent recommends the Board approve renewal of institutional membership in the Association for Supervision & Curriculum Development at a cost of $ for the period January 1, 2012 to December 31, F. Board Policy The Board is asked to consider the following changes to Board Policy: Adoptions: EBCD-R Emergency Closings Regulations Revisions: EBCD Emergency Closings G. Resolution The Superintendent recommends the Board adopt a resolution to accept the color combinations selected for the new Indian Creek Middle School as presented by MKC Associates, Inc. H. Agreement H. E. Neumann Company The Superintendent recommends the Board approve entering into an agreement with H.E. Neumann Company to provide inspection of all District furnaces at a cost of $5, per year. I. ICHS Cheering Competition Squad The Board is asked to consider the request of Makenzie Householder to take the ICHS Cheering Competition Squad to Columbus, Ohio to participate in the Cheerleaders of America Competition on Sunday, November 20, 2011.

ICHS Cheering Competition Squad The Board is asked to consider the request of Makenzie Householder, Varsity Cheering Assistant Coach, to take the ICHS Cheering Competition Squad to Myrtle Beach, South Carolina, to participate in Nationals Competition during the period March 15 through March 18, Two instructional days would be missed. There would be no trip costs to the Board. K. Educational Field Trip The Board is asked to consider the request of ICJHS Band Director, Kim Howell, to take the band students to a musical production at Heinz Hall in Pittsburgh on Saturday, October 8, There would be no cost to the District. L. Interagency Agreement - Help Me Grow The Superintendent recommends the Board approved entering into an agreement to participate in the transition of children in Jefferson County HMG Part C services to Part B school based services in collaboration with the Local Education Agencies, Jefferson County Board of DD, Jefferson County ESC, Head Start and the Jefferson County Help Me Grow programs. Agreement effective September 1, 2011 through August 31, M. Agreement Jefferson County Community Action Council Head Start The Superintendent recommends the Board approve an agreement with Jefferson County CAC Head Start to provide services to preschool children eligible for special education in compliance with Federal and State laws and regulations. Agreement effective June 1, 2011 through May 31, N. Agreement Pittsburgh Technical Institute The Superintendent recommends the Board enter into an agreement with the Pittsburgh Technical Institute to accept, from time to time, student interns enrolled in the Information Technology Network Administration Program. Students will be working with Brian McCamic, and will be required to show proof of or obtain the required background checks before beginning their internship. Vote on motion: Dr. Starkey, yes; Dr. Figel, yes; Mr. Smith, yes; Mr. Bove, yes; Mrs. Mark, yes. Motion approved 5-0. PERSONNEL APPROVAL OF ITEMS A THROUGH J, EXCLUDING TRENT STARKEY UNDER ITEM I # Mr. Bove moved and Mrs. Mark seconded the motion to approve items A through J, excluding employment of Trent Starkey under Item I. A. Resignation Supplemental Personal Service The Superintendent recommends the Board approve the resignation request of Nick Dondzila from the position of varsity wrestling assistant coach for the school year and subsequently approve Mr. Dondzila for the position of ICHS wrestling assistant volunteer coach for the school year. B. Employment Resignation - Extra-Duty Supplemental Contracts The Superintendent recommends the Board approve the resignation of the following individuals from the positions listed for the school year. Nicole McDonald Wayne Literacy Assistant Ashley Vitello Wayne Whole Faculty Study Group Joyce Cammilletti ICJHS Student Council Advisor Katharine Burns WES Math Assistant C. Employment Extra-Duty Supplemental Contracts The Superintendent recommends the Board approve the employment of the following certificated/licensed individuals in the positions listed. One-year, limited contracts for the school year. Employment contingent upon individuals obtaining or showing proof of student activity certification and CPR training if applicable to position. Continuing Contracts Classified The Superintendent recommends the Board approve the following classified individuals for continuing contract status effective August 25, 2011, pursuant to Article 6.02 of the OAPSE Negotiated Agreement: Ashley Agin cook/cashier Alice Ferguson bus attendant Kathleen Wright cook/cashier Debbie Grimm cook/cashier F. Employment - Before & After School Care Program The Superintendent recommends the Board approve the following individuals in the Before & After School Care Program positions: $15.00 per hour: Heather Sullivan, Kimberly Carnahan, Jane Bennett, Sue Stewart, Beverly Brenda, Cathy DiBenedetto, Jim Mort, Lori Roberts, Lynn Mikesell, Darlene Armstrong, Daniel Bruno, Karen Lloyd, Eugene Ciciarelli $7.40 per hour: Shirley Bray, Rebecca Altieri, Brenda Hyde, Bobbie Jo Agin, Linda Scarabino, Debbie Conn G. Employment After School Intervention The Superintendent recommends the Board approve the following individuals in the After School Intervention Program (September 6to September 29, 2011) positions: $18.00 per hour: Mary Louise Morgan, Lynn Mikesell, Donna Ardito $16.67 per hour: Erin Alloggia, Mary F. Resignation Supplemental Personal Service The Superintendent recommends the Board approve the resignation request of Leann Cline from the position of Grade 7 Girls Basketball Coach for the school year for personal reasons. I. Employment Supplemental Personal Service WHEREAS this Board has posted the following extra-duty position(s) as being available to employees of the District who hold teaching certificates/licenses, and no such employee meeting all of the Board s qualifications has applied for, been offered, and accepted said position, and WHEREAS this Board then advertised said position as being available to certificated/licensed and/or non-certificated/non-licensed individuals not employed by this District. BE IT FURTHER RESOLVED that the following certificated/licensed and/or noncertificated/non-licensed individuals be employed in the identified position(s) for the school year. Approval for any position is contingent upon individual showing proof of or obtaining required background checks. Coaching positions also require a Pupil Activity Certificate and CPR training if applicable to position. VELLA, Brittany Grade 7 Girls Basketball Coach STARKEY, Trent ICJHS Wrestling Asst. Coach (EXCLUDED FROM THIS MOTION SEE # ) J. Resolution The Superintendent recommends the Board adopt a resolution approving a resignation and separation agreement and release with Debra J. Gamble.
