1 November 15, 2016 Le Mars, Iowa The Plymouth County Board of Supervisors met in the Boardroom on November 15, 2016 at 8:30 a.m. All members were present. All votes following are aye unless otherwise indicated. Board Chairman Henrich called the meeting to order and the Pledge of Allegiance was recited. Motion by Kass, seconded by Meis, to amend the agenda for November 15, 2016 to include the approval of The Hole N The Wall Liquor license. Motion Anderson, seconded by Kass, to approve the amended agenda for the November 15, 2016 meeting. Motion by Anderson, seconded by Loutsch, to approve the minutes of the November 1, 2016 meeting. There was no meeting November 8, Motion by Anderson, seconded by Loutsch, to approve the claims issued November 15, 2016 and payroll issued on November 4, 2016 and November 15, Motion by Kass, seconded by Meis, to approve the Hole-In-The-Wall liquor license for one year effective November 15, The Canvass the 2016 General Election was presented as follows: For the office of President/Vice President of the United States there were thirteen thousand one hundred and ninety (13,190) votes cast as follows: Donald J. Trump/Michael R. Pence received nine thousand six hundred and eighty (9,680) votes; Hillary Clinton/Tim Kaine received two thousand eight hundred and eighty-five (2,885) votes; Darrell L. Castle/Scott N. Bradley received thirty-three (33) votes; Jill Stein/Ajamu Baraka received fifty-two (52) votes; Dan R. Vacek/Mark G. Elworth received five (5) votes; Gary Johnson/Bill Weld received three hundred and forty-three (343) votes; Lynn Kahn/Jay Stolba received fourteen (14) votes; Gloria La Riva/Dennis J. Banks received three (3) votes; Rocky Roque De La Fuente/Michael Steinberg received one (1) vote; Evan McMullin/Nathan Johnson received seventytwo (72) votes; scattering received one hundred and two (102) votes. For the office of U.S. Senator there were twelve thousand nine hundred and seventy (12,970) votes cast as follows: Charles E. Grassley received ten thousand three hundred and thirty-eight (10,338) votes; Patty Judge received two thousand three hundred (2,300) votes; Charles Aldrich received two hundred and thirty-four (234) votes; Jim Hennager received seventy-five (75) votes; Michael Luick-Thrams received twenty (20) votes; scattering received three (3) votes. For the office of U.S. House of Representatives District 4 there were twelve thousand eight hundred (12,800) votes cast as follows: Steve King received nine thousand two hundred and seven (9,207) votes; Kim Weaver received three thousand five hundred and seventy-five (3,575) votes, scattering received eighteen (18) votes. For the office of State Senator District 2 there were three hundred and sixty (360) votes were cast as follows: Randy Feenstra received three hundred and fifty-eight (358) votes; scattering received two (2) votes. For the office of State Representative District 3 there were four hundred and twenty-seven (427) votes cast as follows: Dan Huseman received three hundred and fifty-six (356) votes; Mason McCoy received seventy-one (71) votes For the office of State Representative District 5 there were twelve thousand one hundred and twenty-four (12,124) votes cast as follows: Chuck Holz received nine thousand four hundred and five (9,405) votes; Patrick E. Ritz received two thousand seven hundred and thirteen (2,713) votes; scattering received six (6) votes. For the office of County Supervisor, District 2 there were ten thousand five hundred and seventy votes cast as follows: Mark R. Loutsch received ten thousand five hundred and eleven (10,511) votes; scattering received fifty-nine (59) votes. We therefore declare Mark. R. Loutsch duly elected for the office of County Supervisor, District 2 for the term of 4 years.
2 For the office of County Supervisor, District 5 there were ten thousand three hundred and seventy-three (10,373) votes cast as follows: Gary Horton received ten thousand three hundred and twenty-six (10,326) votes; scattering received forty-seven (47) votes. We therefore declare Gary Horton duly elected for the office of County Supervisor, District 5 for the term of 4 years. For the office of County Auditor there were ten thousand five hundred and sixty-nine (10,569) votes cast as follows: Stacey Feldman received ten thousand five hundred and thirty-eight (10,538) votes; scattering received thirty-one (31) votes. We therefore declare Stacey Feldman duly elected for the office of County Auditor for the term of 4 years. For the office of County Sheriff there were eleven thousand one hundred and sixty-nine (11,169) votes cast as follows: Mike Van Otterloo received eleven thousand and fifty (11,050) votes; scattering received one hundred and nineteen (119) votes. We therefore declare Mike Van Otterloo duly elected for the office of County Sheriff for the term of 4 years. For the office of Fredonia Township Trustee there were one hundred sixteen (116) votes cast as follows: Jerry Reuter received one hundred and fourteen (114) votes: scattering received two (2) votes. We therefore declare Jerry Reuter duly elected to the office of Fredonia Township Trustee for the term of 4 years. For the office of Soil & Water District Commission there were seventeen thousand two hundred and fourteen (17,214) votes cast as follows: Joe E. Cain received five thousand three hundred and ninety-five (5,395) votes; Tony Schroeder received six thousand four hundred and thirteen (6,413) votes; Steven Tonsfeldt received five thousand three hundred and forty-six (5,346) votes; scattering received sixty (60) votes. We therefore declare Joe E. Cain, Steven Tonsfeldt, and Tony Schroeder duly elected for the office of Soil & Water District Commission for the term of 4 years. For the office of County Ag Extension Council there were twenty-one thousand eight hundred and seventy-seven (21,877) votes cast as follows: Rebecca Easton received five thousand four hundred and eleven (5,411) votes; Doug Martin received five thousand five hundred and thirty-four (5,534) votes; Alex Popken received five thousand nine hundred and fifteen (5,915) votes; Ronald Rohlena received four thousand nine hundred and fifty-three (4,953) votes; scattering received sixty-four (64) votes. We therefore declare Alex Popken, Doug Martin, Rebecca Easton, Ronald Rohlena duly elected for the office of County Ag Extension Council for the term of 4 years. For the office of Sioux City School Director to Fill Vacancy there were two hundred and eleven (211) votes cast as follows: John Meyers received one hundred and seventy (170) votes; Mi Yuki Nelson received forty (40) votes; scattering received one (1) vote. Motion by Meis, seconded by Kass, to approve tiles permits in Section 30/31 of Meadow Township on 150 th St.; Section 28/33 of Marion Township on C-38; Section 17/20 of Marion Township on C-30; and a permit in Section 33/34 of Union Township on Pioneer Ave. Motion by Kass, seconded by Meis, to approve a pre-construction agreement on IDOT-Hwy 75/C-38. Motion by Meis, seconded by Kass, to approve the hire of Dave Tentinger, an applicant for the bridge crew position. All votes aye; Loutsch-nay.
