Schmidt billschmidt39@yahoo.com Treasurer Raphael Wong wongr@ieee.org Past President Luther Santiful santiful@aol.com FEDERATION PRESIDENT S MESSAGE As I sit here trying to write this article for the VFC Notes, I am not having a problem finding issues to write about. The problem I am having is determining which of numerous issues to address. I believe that the first issue that I need to address is membership activism and involvement. In the last issue of the VFC Notes, I stated that the decrease in NARFE membership was less important than the decrease in NARFE members activism and involvement. I still believe that! I am ashamed to report that I am the first VFC President who has had to close a chapter, the Loudoun-Leesburg Chapter This chapter had to close not because of loss of members; but because the members were not willing to participate in chapter activities and to step up to relieve the few leaders who, for a number of years, were performing the necessary functions to keep the chapter operating. In this regard, it is important that the F-7 Report be submitted annually at the beginning of January to identify elected chapter officers and appointed chapter chairs; and be submitted again whenever changes are made to these positions. Two additional chapters in the Virginia Federation are in danger of soon closing for the lack of officers. And, when a Chapter closes, some members lose contact with NARFE and allow their NARFE membership to expire. In the last 12 months, NARFE has decreased in size by 18,841 members (7,801 as a result of deaths). In the same time period, the Virginia Federation decreased in size by 1,639 members. Activism and participation will strengthen our organization, will keep our current members involved and interested, and will entice others to want to join this vibrant and active organization. Besides filling the positions at the chapter level and assisting long-serving chapter officers and chairs, we need to become more actively involved in our primary function - the protection of the rights and benefits of federal employees, retirees, and annuitants. In April 2014, I appointed Jim Brewer from Metro Virginia Beach Chapter 0005 to reorganize and re-invigorate the National Legislation process within the Virginia Federation. Jim has been working hard to get this done; but he can't do it alone. He needs the help of members in the positions of Congressional District Liaisons (CDLs) and Senatorial Legislation Liaisons (SLLs). The Virginia Federation has been a leader in this arena; however, at this point in time for the 114th Congress, only the two SLL positions are filled and four of the eleven CDL positions are filled. The CDL positions for Congressional Districts 4, 5, 6, 7, 8, 9, and 11 are VFC NOTES JANUARY 2015 PAGE 1

2 currently vacant. These positions need to be filled to better coordinate our contacts and influence with Congress, especially with new Congressmen who have little knowledge of our association with federal employees and their importance. The significance of this role for NARFE cannot be better shown than by the emphasis placed on it by the NARFE National office. Every other year, the NARFE National office holds a NARFE Legislation Training Conference for NARFE members. This Conference will again be held this year in Arlington (Crystal City), Virginia, from March 14th thru 17th. Members from all over the United States will be attending and I urge you to attend. Information about and registration forms for this Conference can be found on the NARFE website, at The deadline for registration is February 4, While protecting our rights and benefits is done on the federal level, our everyday lives are affected by the State of Virginia government. The four issues listed in the VFC State Tri-fold have been presented to the members of the Commonwealth's delegates, senators, and governor for the 2015 session of the General Assembly, which ends the end of February. These four issues are also posted on the Virginia Federation website, at Now it is time to start thinking about issues to present for consideration at the 2016 session of the General Assembly. In June, a brain-storming session, led by the VFC State Legislation Chair, will again be held to identify all of the possible issues that might be presented. Your help is needed in this effort. NARFE members also need to know what their rights and benefits are and what procedures need to be followed to ensure that these benefits are received. That is the role of the Service Officer. Therefore, the Service Officers must be knowledgeable. To that end, Connie and John Bails, the VFC Co-Service Officers, will be holding a Service Officer Training Program on May 28, 2015, at the Homewood Suites in Fredericksburg. Another way for Virginia Federation members to learn about what is affecting their rights and benefits as federal employees and what is happening within the Virginia Federation is to attend and participate in the annual VFC Convention. The 61st VFC Convention will be held from April 12 thru 15, 2015, at the Fredericksburg Expo and Conference Center. This Convention will be hosted by the VFC Area IX Chapters. Information and registration forms for this Convention are posted on the Virginia Federation website, at It is in your best interest to attend. During this Convention, the 2014 R. David Smith Memorial Award will be presented. Please ensure that nominations of members for this award are submitted by February 15, I appointed the following committee to review and rate the nominations: Leslie Ravenell, VFC 2nd Vice President (chair); Maureen Nolet, VFC Area VII Vice President; Patricia Taylor, VFC Area I Vice President; and Bobby Whittington, VFC Area IV Vice President. No Bylaws Amendments have been submitted for consideration at this Convention; however, I have appointed Jim Bradley of Midlothian Chapter 2265 and Margaret Yowell of Springfield Chapter 0893 to serve three-year terms on the VFC Constitution & Bylaws Committee. They are replacing Roy Beasley of Petersburg Chapter 0028 and Robert Boyd of Midlothian Chapter 2265 who have completed their three-year term. There is yet another way to learn different approaches relative to performing NARFE functions. From September 25 thru October 1, 2015, the Virginia Federation will host the Biennial NARFE Region X Conference. At this conference, representatives from the five Federations (i.e., Kentucky, North Carolina, Tennessee, Virginia, and West Virginia) that compose NARFE Region X will meet to discuss common problems and issues and different approaches to address these problems and issues. This conference will be held at the Wyndham Virginia Beach Oceanfront hotel. More information on this conference will be provided as the agenda is developed. Finally, although I previously stated that I consider membership numbers less important than an active, involved, and knowledgeable membership, membership numbers cannot be overlooked, both for an influence reason and a financial reason. Political incumbents are influenced by numbers as well as activity; and numbers of members affect the finances available for NARFE activities. Currently, as of December 31, 2014, the Virginia Federation has 57 Chapters and a total of 14,905 members and the NARFE National E-NARFE Chapter has a total of 2,218 members residing in Virginia. It appears that the largest numbers of new members are choosing to join the NARFE National E-NARFE Chapter, rather than the Virginia Federation Chapters, even during the NARFE membership drive which ended on December 31, So I encourage you to continue your efforts to retain VFC NOTES JANUARY 2015 PAGE 2

3 chapter members and recruit new chapter members. I have been advised that any member who has not reinstated his NARFE membership by six months after receiving a second notice from NARFE, will be recruited by the agent for the NARFE National E-NARFE Chapter. Perhaps these E-NARFE members do not know about the advantages of being a Virginia Federation chapter member, so I have appointed Bill Martin, the past NARFE Region X Vice President, as the Virginia Federation E-NARFE Coordinator to keep E-NARFE members informed about local Virginia Federation Chapters and Virginia Federation activities. Perhaps they might become interested enough to join a Virginia Federation Chapter. I received some comments from Virginia Federation members and chapters that the current Virginia Federation website does little to entice and encourage federal employees and retirees to join NARFE and a Virginia Federation chapter. Therefore, I have asked the VFC Electronic Committee (chaired by Kathy Arpa, the VFC 1st Vice President) to expand its membership to include Virginia Federation members knowledgeable in web page design and to provide a report on recommended changes to the website at the July 2015 VFC Board meeting. As I have indicated, the VFC Board is trying to address your concerns and interests. If you have any issues you would like us to address, please do not hesitate to contact either myself or the Area Vice President for your respective Virginia Federation Area. Richard (Dick) Giangerelli, VFC President FIRST VICE PRESIDENT S MESSAGE NARFE-Embracing Change That is the theme of our 2015 Virginia Federation of Chapters (VFC) Convention that is coming up in a few weeks on April 12-15, The VFC is Embracing Change and we started with a new location in Fredericksburg. It is quite a change from the facilities we have had in the past few years. The VFC Board toured the facility in January and all were quite impressed with the facility and space. The Board Members were also very pleased with the Homewood Suites where we held our board meeting. The Homewood Suites and the Hampton Inn offer a discount and a free breakfast. Board members had an opportunity to check out several local restaurants nearby and all reports indicated that service and food were excellent. We are ahead of registrations compared to last year at this time but have a long way to go to meet our goal of 250 attendees. You can help us attain that goal by taking advantage of the early bird registration before February 14 and tell your friends about it. We are encouraging chapters to support the convention by placing an ad and selling ads for the Program Book. This year we have a new category for NARFE members with a business. Please check out the Convention Documents on our website at Remember that this is an excellent way for each chapter to raise funds. Each chapter that sells $500 or more in Products/Services Ads will receive funds for 10% of their total sales. The convention begins at 8:30 a.m. on Monday, April 12. On Sunday evening from 6:00 p.m. to 8:00 p.m. we will have a meet and greet reception at the Homewood Suites. We hope you will stop by once you get settled in your room. We hope you will join us at the convention. You will find exciting changes in our agenda, guest speakers, seminars and workshops and especially our new location. In another section of this newsletter you can read about the various activities happening in the 10 NARFE Areas throughout Virginia. They include advocacy at the state, local and national level, membership and health fair recruitment drives, unique Alzheimer s fundraisers, community outreach and a variety of interesting and entertaining programs. 4 2 ND VICE PRESIDENT S MESSAGE Happy New Year, Everyone! Here is what has been on my calendar. In November I was honored to speak at the 10 th Anniversary celebration of Falls Run Chapter 2343 in Fredericksburg. Just before Thanksgiving I met with Region X Vice President Bill Shackelford to discuss possible sites for the 2015 Region X Conference. A final decision on the conference site was made in December. The conference will be held at the Wyndham Virginia Beach Oceanfront Hotel. I was able to attend four chapter holiday parties plus my own home chapter. It was my pleasure to install Judi Moore as returning president of Caroline Chapter 2112 along with her 2015 officers. Then I drove south to Newport News to attend the holiday meeting of Peninsula Chapter 682. The event took place in a lovely retirement home where the staff prepared a fabulous buffet. The musical entertainment was also a delight. My home chapter, Colonial Beach 595, continues its tradition of going to the Westmoreland Rehabilitation Center where we sing holiday songs for the residents and hand out gifts. Midlothian Chapter 2265 held its holiday celebration in a local church where they meet each month. They had an incredible catered lunch with desserts to die for. Finally I traveled west to Shenandoah Chapter 2358 and enjoyed the holiday music performed by one of their chapter members. This chapter meets at Denny s Restaurant and I found out that Denny s gives a discount to AARP members. Since it is a new year, I know we have some new officers and this may be the first time you are reading our VFC Notes. It is my pleasure to work closely with six VFC Committee Chairs and their reports are an important part of this newsletter. Due to the lame duck Congress, our National Legislative Chair, Jim Brewer, has had a mini-break, but things are heating up now that Congress is back in session. Jim is still looking for a few good men (or women!) to serve as CDLs. Also everyone has the opportunity to get the latest on legislative issues by attending the NARFE National Legislative Training in March. A lot has been happening with State Legislation and there will be several new initiatives coming down the pike. In the meantime, check out Patti Downs report as well as the State Legislative Newsletter on our VANARFE website. You will see from his report that our Public Relations Chair, Gaston Gianni, is anxious and ready to work with the chapters on matching funds. Membership continues to decline and to be a primary issue, but our Membership Chair, B.J. Thomas, has some good news in her report as well. Most of you know by now that our NARFE contributions to Alzheimer Research have passed the $11M mark. But, as our Alzheimer s Committee Chair, Donna Shackelford will tell you that NARFE is now looking toward the goal of $12M! Finally, our Co-Service Officers, Connie and John Bails, have some important information to share about the upcoming training for Service Officers. Happy reading! Leslie Ravenell, NARFE VFC 2 nd Vice President SECRETARY The annual determination of the number of delegates for each chapter has been calculated and mailed to every Chapter President and Secretary. The VFC board decided to support the attendance of the current Congressional District Liaisons, the Senatorial Legislative Liaisons, and several voting members of the VFC Board to attend the National Legislative Training Conference in March. The VFC Board of Directors directed the VFC President to appoint Bill Martin as the VFC e-narfe Coordinator. The Board also re-programmed $1,000 to support an effort to improve the readability and attractiveness of the VFC web site. The VFC President proposed appointing several new members to the Electronics Committee to accomplish this and report back at the July VFC Board Meeting. The Nominating Committee reported no new nominees and the five incumbents agreed to allow their names to be submitted for nomination at the VFC Convention in April. William A. 5 TREASURER S REPORT The 2 nd Qtr expenditure to date is 33% of the approved FY15 budget. There was some adjustment made to the budget to accommodate two new line items approved at the January 2015 Board Meeting without impacting the FY15 Budgeted expenditure. The new items are the Electronic / Technology committee to enhance the VFC Web page and the Service Officer Training. The total contribution collected to the VFC State Political Fund for CY 2014 is $ TREASURER REPORT SYNOPSIS AS OF DECEMBER 31, 2014 Approved Budget $143, Year-to-Date Expenditure $47, % Expenditure to date 33% Raphael Wong, VFC Treasurer ALZHEIMER'S REPORT Controlling Alzheimer's News In a statement on December 17, 2014 the Alzheimer's Association announced: "The Alzheimer's Association applauds Congress for creating a formal process to ensure that scientific judgment will guide them in future Alzheimer's research funding decisions. This critical provision comes from the Alzheimer's Accountability Act which was fully incorporated in the FY 2015 funding bill signed into law. Because of this action, Congress will be equipped with the best information to determine necessary Alzheimer's research funding levels in each year leading up to 2025 in order to achieve the primary goal of the National Plan to Address Alzheimer's Disease, creating a means to prevent and effectively treat Alzheimer's disease." The Association went on to explain that the funding bill included $25 million increase for research, following an unprecedented $122 million for support in FY That brings the annual federal funding to $591 million. This is a major achievement in the fight against Alzheimer's. Progress is also being made at the international level. The United Kingdom is leading a consortium of organizations and funding bodies to identify promising drug projects no longer in development and to help scientists take them forward to the next stage. Research into such brain diseases is complex, expensive, and has a high rate of failure, resulting in many drug companies turning their attention to more favorable research areas. NARFE members are very proud of our progress in donations to the Association of $11.1 million as of the end of our calendar year. It shows again how strong a large group of people can be when they are motivated. We don't have an abundance of medical knowledge, but we do have a threat looming before us that this disease is a potential for so many of us and our friends. Thanks to each one of you who give so willingly of your time for the fundraisers and outright cash contributions. Now, on a "local" level, let me remind you that our VFC Convention is approaching quickly. Please be saving your change and paper money so you can bid on your favorite items in our Silent Auction. We need gifts of a $50 value and lots of bids on such items. Talk with your chapter about what you would like to put together for a unique entry that will bring lots of favorable attention. I have spoken to several chapters in the last few months, and I enjoy sharing the news about progress in Alzheimer's research and fundraising accomplishments. 6 MEMBERSHIP REPORT HQ has not yet posted Membership Reports for December and thus, no End-of-Year summaries can be made. As of the end of November, the VFC as a whole showed a net decline in membership of 9.8% if the Virginia e-narfe Chapter members are not included (8.4% if they are). This compares to a decline of 6.9% for NARFE nationally. However, the VFC statistics for renewal rates are up slightly, the number of deaths is down by almost 40%, and the number of Transfers into VFC Chapters is up by almost 100%. The main factor contributing to the overall decline in total membership is the lack of new members. The number of new members for 2014 so far is down by 40%; at the same time, the number of potential members identified by HQ or chapter members is up by almost 100%!! In fact, the overall VFC Prospect Conversion Ratio (# of New Recruits divided by # of Prospects) is just 11.5%. Focusing more on contacting these Prospects could have a major impact on overall membership totals. The Guides to ing Prospects, Calling Prospects, and Sending Mail to Prospects, posted in the Membership Section of the website, should be of help in this regard. At the same time, some chapters are doing well. Four Chapters had an increase or no decline in membership Chapter 1823 Northern Neck, Chapter 1793 Page Valley, and Chapter 2343 Falls Run, and Chapter 1241 Dulles. Seven others had declines of under 5% (Chapter 28 Petersburg, Chapter 110 Lynchburg, Chapter 1068 Bedford, Chapter 1882 Martinsville-Henry, 1837 Wilderness Trail, Chapter 164 Harrisonburg, Chapter 2065 Louisa). Unfortunately, several chapters have either closed or are considering closing. Ironically, for several of these chapters, the problem was not declining membership, but rather, a lack of members willing to serve as officers. This quarter, I visited Chapter 1549, Fauquier-Warrenton and gave a presentation on Membership. Next quarter, I hope to schedule a multi-chapter session with Areas II and V and would like to visit more individual chapters to encourage Gain and Retain efforts. In October, Betty Warren met with Membership Chairs in Area II to demonstrate use of the OAM system for recruitment and retention. She also urged Membership Chairs to personally contact members, via phone or mail, as soon as the first late notice shows up on HQ reports, and handed out sample contact letters. Since October, 67 letters have been sent to prospective or lapsed members. Betty and I will also be working on guides for contacting lapsed members - similar to those already posted for contacting Prospective members. On another note, I have received complaints from some chapters that renewing members who wish to continue in their chapters are being automatically assigned to the e-narfe Chapter. The policy at NARFE HQ is this: If a member re-ups within 6 months of receiving their first renewal notice, they will continue to be assigned to their original chapter. Once 6 months have passed, the lapsed member s contact information is given to a third party contractor and the member will be assigned to the e-narfe Chapter. For members who wish to transfer back to their local Chapter, an F-84 Chapter Transfer Form is available at (you must first Log In). Unintended transfers to the e-narfe Chapter can be avoided by contacting members when they are first listed as having received a Second Notice Letter, and again, 3 months later. The VANARFE Membership Group in Google now has 45 members. I will continue contacting Chapter Presidents and Membership Chairs to encourage more to sign up. Another goal is to compile tips for recruiting more active Federal workers, so please share your ideas and suggestions with me. I hope many Membership Chairs plan to attend the VFC Convention in April. In addition to the Membership Committee Meeting, there will be a Workshop that will cover the use of social media in recruiting/retaining members, help resources for Member Chairs, and setting priorities. I will also be available for one-on-one sessions with Membership Chairs to discuss your ideas and concerns for your chapter. Finally, plans have been started for a 1-day training session for current or potential Membership Chairs this fall, to be held in various locations across Virginia. 7 PUBLIC RELATIONS All THINGS NARFE are PUBLIC RELATIONS OPPORTUNITIES. Welcome to 2015! First, let me congratulate all the new chapter officers who were recently elected. Thank you for stepping forward to help your chapter and NARFE during the coming year. Also thanks to those chapter officers who re-upped for another year of service. I hope that your chapter year is full of successes, especially in your efforts to retain members and in getting new members. I know you have a lot on your plates, but I would like to request that each chapter actively look to identify a person to help with the Chapter Public Relations efforts. Public Relations is an excellent way of getting news about your chapter and its activities to the outside world. Chapters need to be seen so that other federal employees and retirees are attracted to the chapter. A good goal for the year is to ensure that you have one or all of the following: newsletter, an up-to-date website and social media like Facebook. As the VFC Public Relations Chair, I am here to help in any way I can. We have matching funds to help (see the Public Relations section on the VFC web site for more information on Matching Funds). Where else can you get 75% cost coverage of a membership recruiting project? We also have PR Goodies that can be handed out at recruiting events. All that you have to do is call me or send me an and help will be on its way. As I look back on the past 4 years as VFC PR Chair, I know there have been some lost opportunities to spread the word about NARFE. We have had some successes and some failures. Some things might have been done differently and or better. This is the way of life! But we keep on trying. If you have some ideas or suggestions on what the VFC should be doing in the Public Relations area, please share them with me at (gastongianni@aol.com ). Next, I want to take the opportunity to encourage everyone to attend the upcoming 2015 VFC Convention in historic Fredericksburg, VA, April 12-15, This is a new location to explore and the Convention Committee is working very hard to make this one of the best conventions. Don t miss out! Check out the VFC web site to get more information and to obtain registration forms. Come see how we are EMBRACING CHANGE! Tip of the Hat goes to Suffolk Chapter 1743 for its successful matching funds project sponsoring a NARFE booth at the 37 th Annual Suffolk Peanut Festival. Chapter President Ray Orland and Project Chairman Joe Silberholz led the successful effort. During the 4 day festival, over 2,700 people stopped by the booth to visit and many asked questions about NARFE. The Chapter also got 101 individuals to fill out a NARFE M-2 card (potential new members) which will enable NARFE Headquarters to follow up with additional membership information. A total of 15 individuals, including Area IV VP Bobby Wittington and his wife Barbara, helped staff the NARFE booth. Congratulations to all for a job well done!! STATE LEGISLATION Our 2015 State Legislation Plan was distributed to all Virginia General Assembly members in September with a cover letter signed by the VFC President. Two key products were prepared for external release: A glossy trifold brochure (1800 printed) that summarizes our four 2015 legislative proposals and a corresponding one-page description. VFC NOTES JANUARY 2015 PAGE 8

9 A Talking Points paper, summarizing important background about our legislative proposals and produced for use by NARFE/VFC members in preparation for their meetings and consultations with General Assembly members and staff. Electronic copies of the products can be found on the front page and the State Legislation page of the VFC website ( The 2015 Virginia General Assembly convened on January 14. In November, I sent an to all VFC chapters asking for your grassroots advocacy support for our 2015 State Plan. Your help is needed to follow up with legislators from your local districts to reinforce the message for support and legislative action. You and your chapter members represent their respective voters and your voices have a stronger impact. I asked each chapter to reach out to at least one General Assembly member to ask him/her to sponsor one or more bills related to our legislative proposals. A list of 17 high-priority legislators was also compiled. It focuses on the chairs and members of key committees in the Virginia House of Delegates & the Senate, some of whom are likely allies, but also those who have not previously supported our legislative recommendations. One of the ways in which we can measure our success this year is by our ability to reach out to these legislators to better understand their perspectives, and hopefully start to work with them on the issues. It usually takes multiple years to successfully pass a piece of legislation through most state legislatures, so opening the door to working relationships with these General Assembly members is critical. All chapters taking action were asked to keep me informed of your progress and I look forward to hearing your news. In addition, a new (December) issue of the State Legislation Newsletter was ed to all chapters. This issue focused on reasons why state legislation can be important to our members and also provided a history of our legislative issues over the past ten years. You can reach me at patti10@centurylink.net or Patti Downs State Legislation Chair NATIONAL LEGISLATION As this edition of the VFC Notes is about to go to print, many NARFE members from around the country are making plans to attend the NARFE National Legislation Training to be held in Arlington, VA March. The VFC Board has approved funding for up to six of the VA Congressional District Liaisons (CDLs) and the Senatorial Legislative Liaisons (SLLs) to attend. As the VFC President mentioned in his section, the problem is that there are seven congressional districts that currently do not have an assigned CDL. The current vacancies are 4, 5, 6, 7, 8, 9, and 11. We are asking all members of the VFC to get out and spread the word so we can fill these vacancies. With that in mind, below are the duties of a CDL. Duties of the Congressional District Liaisons (CDLs) a. Works under the direct oversight of the VFC National Legislation Chair to solicit and gauge the collective will of the NARFE membership to NARFE elected leaders and appointed officials in chapters within ONE respective congressional district (in those cases where two CDL s represent the district, the VFC National Legislation Chair will determine membership coverage.) Appointments will be made by the VFC President for the 2-year session of the Congress (beginning January 1 of the first year and ending December 31 of the second year). Appointees are expected to serve the 2-year Congressional session. b. Resides and is a registered voter in the congressional district to which appointed as CDL. c. Arranges for periodic meetings with the US Representative and/or staff to raise the awareness Of NARFE issues, to gain sponsorship or co-sponsorship, and to provide feedback from the US Representative and/or staff to NARFE members. d. Attends NARFE-PAC events, as determined by the VFC National Legislation Chair. e. Notifies NARFE members identified in the first paragraph above of periodic meetings with VFC NOTES JANUARY 2015 PAGE 9

10 or events sponsored by the US Representative via the best means available for the circumstances, such as via the VANARFEVFC network, telephone tree, or US mail. f. Attends the NARFE Biennial National Legislative Conference and other training specific to National Legislation. VFC will make every effort to fund, at least partially, these training opportunities. g. Provides a follow up report on the periodic meetings/events/training to the VFC National Legislation Chair. h. Provides applicable information for reimbursable expenses to the VFC National Legislation Chair. Jim Brewer, VFC National Legislation Chair WEBMASTER It is the time of year that most chapters have new officers. It is necessary to send the new information to either of the webmasters for updates. Every chapter has a web page. The VFC webmasters are stan@vanarfe.org and chapterwebmaster@vanarfe.org. It helps us a lot if you highlight in some way the new people so we do not have to figure out who is new. Your chapter number should be in the message also. Please look at your chapter's web page and make sure all the information is correct. Meeting places and times. Many chapters list their upcoming programs. We really make an effort to keep the web pages current. We have the capability of inserting pictures of recent events too. Send them along. Some chapters have asked to have a link established to their Facebook page. It is an easy thing for us to do. As long as the information is current, it is an asset for your chapter. All you need to do is provide us with the link information. The initial Facebook page must be started by an individual. Once it is started it can have group access so that authorized folks can make changes. My chapter 595 has a link to our Facebook page. Stan Palen, VFC Webmaster NEWS FROM ACROSS VIRGINIA AREA I The last quarter of 2014 was busy in Area I. I'm proud to say all four chapters have officers who have moved to new positions and/or members who are officers for the first time. It was a joy visiting these chapters and listening to the discussions as they worked to fill offices. The support and encouragement from their fellow members brought a sense of confidence and enthusiasm as members agreed to serve. Overall chapter attendance has shown an increase and a sense of camaraderie has appeared. Creating a welcoming environment is essential and seems to be thriving in Area I. When you enter meetings in all four chapters, you are met by an official greeter or a host of members who welcome you and start making introductions. There is renewed interest among members on both state and national legislative issues. Members of Congress and the General Assembly have been speakers at chapter meetings (i.e., Keith Hodges, Delegate for the 97 th VFC NOTES JANUARY 2015 PAGE 10

11 District, Chapter 1757 speaker; and Rob Wittman, Congressman for the 1 st District, Chapter 1823 speaker). Three members from Chapter 682 met with the Regional Director for Tim Kaine s Virginia Beach office. Programs continue to be interesting and well received. Recruitment has been a concerted effort in Area I. Several members were recruited at Health Fairs worked by members of Chapter 682 (six health fairs were staffed and/or material was provided for those who attended the events). Several members were recruited through the new member incentive program also. Chapter 1757 found a retiree who had been assigned to the E-chapter two years ago by NARFE Headquarters. They quickly corrected that mistake, and she attended their holiday luncheon. And, of course, B.J. McMillan, VFC and Chapter 1823 Membership Chairs, continues to keep all of our members alert to new ways to recruit and retain members. There is renewed interest in raising money for Alzheimer's Research. Peninsula Chapter 682 had a retirement facility volunteer to host their holiday luncheon. The chapter sold tickets and then the facility, Warwick Forest, donated all the ticket revenue to NARFE Research on behalf of the Peninsula Chapter (approximately $1800). Warwick Forest also paid for live entertainment and for door prizes. I suggested that other Area I chapters ask for a similar event. Chapter 1757 Middle Peninsula asked and will be having their own fundraiser at Warwick Forest in the near future and I m certain Chapter 685 Williamsburg will be doing the same very soon. Wonderful way to raise money for a great cause! Also chapter members participated in their respective community Alzheimer s walks during the fall. The coordinator for the Peninsula Walk was invited as a guest to the luncheon at Warwick Forest, and she graciously personally donated $100 to the chapter s fund to recognize the work and dedication of NARFE to Alzheimer s fundraising! Advocacy is gaining more attention and increased momentum in Area I. Visits to offices of state and national representatives are occurring regularly and several members of Chapter 682 are serving on a committee along with representatives of approximately 50 other organizations to address establishing procedures to encourage members of the General Assembly to provide transparency when bills are being discussed (eliminate closed door committee sessions). Information on this program is being forwarded to Chris Farrell in Headquarters who now reports directly to National President Dick Thissen. President Thissen obviously sees the benefit of working on the state level through this new initiative. As spring approaches, all four Area I chapters will be scheduling additional events and will be planning to participate in the VFC Convention in April. Plans are to encourage increased attendance at the Convention. We are currently working on a consolidated one page ad for the convention program book and are raising funds through the supporters, angels, etc. listing. I will once again close by saying it is my honor to represent Chapter 682, 685, 1757, and 1823 by serving as their Area I Vice President. Patricia Taylor VFC Area I Vice President AREA II Virginia Beach Chapter 974 sponsored a Meet the Candidates Forum for local elections on the last Thursday of September. NARFE members from four area chapters attended the meeting. Seven candidates for contested Virginia Beach city council seats gave 10-minute presentations followed by 5 minutes of questions and answers. The meeting also attracted several candidates for the Virginia Beach school board. After the questions and answers, refreshments were served and the candidates mingled with chapter members to discuss issues pending before the city council. For many of the attendees, having direct access to city council members in a casual environment is an important benefit of NARFE membership. VFC NOTES JANUARY 2015 PAGE 11

12 Virginia Beach 2014 Candidates Forum During October and November, I attended meetings of Chapters 1175 on the Eastern Shore, Virginia Beach Metro Chapter 5, and Virginia Beach Chapter 974. Chapter 5 has suffered from declining attendance for several years. A very small group of active members has served as chapter officers and chairs for the past ten years. The chapter has not been able to recruit younger members to replace chapter officers who have served far too long. At their January meeting, I will meet with Chapter 5 officers and chairs to determine if they will be able to continue as a chapter. Chapter 974 members Donald and Betty Warren set up recruiting tables for health fairs at the U.S. Postal Service Distribution Center in Norfolk and the Fleet Industrial Supply Center (FISC) at the Norfolk Naval Station. Chapter 974 hosted a Holiday Luncheon for all local NARFE members on the 12 th of December at Grand Affairs Catering in Virginia Beach. At $25 a plate it was more expensive than some of our past luncheons, but it is a beautiful facility with excellent food and service. Fifty-three local NARFE members and their guests from all local chapters attended the luncheon. As we have done in the past, our luncheon included numerous door prizes and entertainment. AREA III Holiday Luncheon at Grand Affairs Alex Adkins VFC Area II Vice President Petersburg Chapter 28 gained two new members bringing their total to 178 members. The President and Vice President had a booth at the Fort Lee Health Fair held in October. Chapter 28 held their Christmas Luncheon at the new Petersburg Library and it was well attended. I swore in the new slate of officers. Richmond Chapter 60 has dropped seven members in this quarter bringing their total to 233 members. I swore in the slate of officers in December. Their Christmas Luncheon was well attended and two new prospective members attended. South of the James Chapter 1138 will close during first quarter All avenues have been explored to keep this chapter alive but nothing has helped. Colonial Heights Chapter 1472 has gained one member since the last report; they now have 161 members. The Alzheimer's Auction held in November was successful and a lot of fun. This auction is always a highlight of the year. A Christmas Luncheon was held with a very good turnout. A slate of officers was sworn in on January 20, The programs have been finalized for the spring. VFC NOTES JANUARY 2015 PAGE 12

13 Imperial Plaza Chapter 1510 has lost two members since October. As the smallest chapter, they now have 37 members. The members of the chapter for the most part are residents of an assisted living home. The members turn out for all meetings and always have a great time. Ed Heflin is the new president, replacing Bettye Thornton who had been president for many years. Ed will be a great leader for this chapter. I swore in the new officers. Tuckahoe Chapter 1727 has lost three members, one of which had been a member for many years. He will be missed by the chapter. This chapter had their Christmas Luncheon provided by local businesses; the food was delicious and a great time was had by all. I swore in the officers. Midlothian Chapter 2265 had no change in number of members and remain at 321. Midlothian was very successful with their Alzheimer's donations; a total of $2, was donated this year. Rachel Murphy-Weast was the winner of a NARFE $1000 scholarship. Rachel is the granddaughter of Sally Weast, a member of Chapter VFC President Dick Giangerelli installed the new officers which included a new president, Helen Willis, at their Holiday Luncheon. Bill Shackelford, Region X VP, NARFE; Donna Shackelford NARFE and VFC Alzheimer's Chair; and Leslie Ravenell, VFC 2 nd VP and her husband Richard also attended the luncheon. I continue to be busy with the Chesterfield TRIAD and Chesterfield Council on the Aging. Unfortunately, due to three deaths in the family, one in October and two the week of Christmas, I have been in West Virginia most of this quarter. Of course, I was always just a phone call away if one of the chapters needed assistance. As I announced early in this fiscal year, I will be leaving office at the 2015 VFC Convention. I will be nominating Jack McMurchy, President of Chapter 28 and prior Area III VP, as my replacement. Carolyn Wilson - VFC Area III Vice President AREA IV VFC Area IV consists of five chapters: Brentwood 1697, Chesapeake 1682, Churchland 1293, Portsmouth 63 and Suffolk See individual chapter websites under VANARFE for further information. Area IV is active in supporting NARFE and VFC goals and objectives by meeting with U.S. and State Congressional representatives and their staff assistants. Monthly chapter meetings focus on NARFE and VFC actions and plans; but also strive to be entertaining and mind-broadening through guest speakers from a variety of occupations and backgrounds such as Congressional matters, financial, elder care, music (singing, etc.) and sporting activities. During the last quarter our chapters were active in recruiting events to publicize NARFE and to distribute brochures, pamphlets, applications and gifties to federal workers and retirees. In November, our Churchland Chapter staffed two tables at a Federal Employees Health Fair at the Portsmouth Naval Medical Center. We spent two hours distributing about 200 NARFE recruiting bags and talking with federal employees. A week later, we distributed another 200 bags at the Norfolk Naval Supply & Logistics Center Health Fair. Finally, we received an invitation to attend a health fair at an FBI Field Office located in Chesapeake in early December, but the date conflicted with our Chesapeake Chapter s monthly meeting and annual Christmas Party. I spoke with Region X VP Bill Shackelford, who volunteered himself and wife Donna to drive down and pass out the NARFE materials to the FBI personnel. Afterwards, Bill and Donna drove to our chapter meeting place and enjoyed our lunch and Christmas entertainment. Area IV wishes to thank Bill and Donna for their assistance and support for a field activity. Following some changes in chapter officers, I have traveled to several chapters and installed their officers for this year. My home chapter (Churchland) was successful in filling our Secretary and Membership Chair positions at the end of Conversely, the Chesapeake Chapter is still solvent but is in need of members volunteering to become officers. I am currently serving as Acting President and Treasurer to keep it operating. It has a strong membership, is financially sound and has good monthly attendance at meetings. 14 I have been stressing support for the April VFC Convention from chapters, outlining our responsibilities as chapters. The chapter presidents agree and are allegedly moving forward in lining up attendance, advertising and personal donations. I intend to hold another Area IV President s Breakfast the latter part of January (after our Quarterly VFC meeting) and will again be soliciting convention support from all of our chapters. Another initiative is to coordinate a date when John and Connie Bails can visit our Area and provide training to our chapters. Bobby L. Whittington, VFC Area IV Vice President AREA V Area V continues to struggle for Chapter leadership. Of the 6 chapters, only half currently have officers. I started working with Lynchburg Chapter 110 and currently they are on the way to regaining their strong leadership and membership. As the Area VP, I personally called all current members with correct contact information to invite them to come to a meeting to reorganize and elect new officers. We were able to elect new officers and organize meetings for the near future. The Chapter is enthusiastic and gaining more attendance at each meeting. I feel that personal contact and being present to give the new officers encouragement is a step in the right direction. Piedmont chapter 2080 has great officers and a good attendance at their meetings. In the coming months, I will work with the remaining 4 chapters to get new officers and be the support system to encourage a strong chapter. I will also be encouraging all chapters to attend the state convention in Fredericksburg in April. This will be a great opportunity to meet other members and get new ideas for programs and membership growth and retention. I look forward to the challenge and pleasure of working with the Chapters in Area V. I know there are many great members and prospective members in this area and we need each and every one of them to remain strong. Happy New Year to all chapters holds a lot of promise. Debra Laughon - VFC Area V Vice President AREA VI My personal health issues have kept me from being as active as I normally am. A pacemaker/defibrillator is doing wonders for my mobility and vitality. During the months of June through November I stayed in touch with the Chapters in Area VI by , phone and visits to my local chapter. Chapter 1134 has been under siege, health wise. In addition to my situation, President Poole experienced a ruptured aorta and is just now ready to attend the January Chapter meeting. First Vice President Collins is on a kidney machine two or three times per week and Co-Chair of the Membership Committee Woodard is recovering from a long time in rehab. As 2 nd Vice President, I tried to pick up the slack along with Secretary Barton. Chapter 1134 Secretary Barton filed the F-7 in a timely manner (the President had done this in the past). She also went through VFC Convention Bulletin #1 and provided a list of action and due dates for our use. I shared these with Chapters 111 and All three active chapters in the area have elected a full complement of officers for 2015 and have most of their committee chairs appointed. Chapter 2330, while still being treated as active by National and the VFC, has disbanded. Many of their active members have joined an E Chapter or chapters in Wytheville, Bristol and Johnson City, Tennessee. I attended and installed officers in Chapter 111 (Roanoke Valley) at their Christmas party. Wanda Ware of Chapter 111 and Area V. VP. Debbie are planning a Service Officer training in March to be hosted by Chapter 111. They have invited Chapter Service Officers from Areas V and VI to attend. John and Connie Bails have agreed to lead the workshop. I hope I will be successful in finding someone else to serve as Area VI Vice President for 2015 and beyond. With my health improving I intend to take part in the VFC Board meetings and to attend the VFC Convention in April. VFC NOTES JANUARY 2015 PAGE 14 Del Dyer VFC Area VII Vice President

15 AREA VII Area VII, centered in the Shenandoah Valley, was very busy this quarter with Alzheimer s Research collections, December holiday parties, chapter elections in November and preparations for the U.S. National November elections. Our chapters were honored to have attendance at our monthly meetings officers from the NARFE National Executive Board, and the Virginia Federation of Chapters Executive Board. Here are the highlights: Winchester Chapter #180: Elected a new president: Tom Cooper, among others Collected over $6400 for Alzheimer s Research Assisted in Kid s Voting in Frederick County Conducted 6 tours in & out of the State which resulted in over $4000 to Alzheimer s Research. Planned a going-away luncheon for retiring VA 10 th District Congressman Frank Wolf Shenandoah County chapter #2358: Held the annual Alzheimer s Research collection meeting in November. Collecting over $1600 in donations. Meeting was highlighted by a presentation by Dr. Tara Singer, from the Alzheimer s Association Elected a new VP, Bob Lowerre, among others Received matching funds in October for an ad in the Shenandoah County Fair Program Booklet Hosted Kathy Bass, the Regional Blue Cross/Blue Shield (BC/BS) Coordinator in October During our December Holiday celebration, Chapter Member Dave Lewis entertained on guitar and Region X VP Bill Shackelford, installed the chapter officers. Also in attendance were Bill s wife Donna, the Region X Alzheimer s Research Committee Chair, Leslie Ravenell, the VFC 2 nd VP & husband, Richard, and the VFC Immediate Past President, Luther Santiful. Also in November, sent a check to VFC Alzheimer s Chair Donna Shackelford for $1293. In addition our chapter provided $250 to the Page County Walk to

16 end Alzheimer s held on October 4. The combined total of $1,543 in donations represents a 15 percent increase over 2013 Chapter Alzheimer s giving. Staunton/Waynesboro Chapter #178: At the chapter s lone meeting in the quarter, they hosted speaker, Marsha Howard, a local comedienne, and longtime friend of chapter past president, Anne Smith Elected new president Phyllis Hockman among others Harrisonburg Chapter #164: In October the chapter hosted speaker Mr. Joe T. May, a Broadway native and former member of the Virginia House of Delegates representing the Leesburg area for 20 years before being defeated in His topic, Inventing America, provided insight into some of his inventions, many of which affect our everyday lives. He currently holds 23 patents as well as 3 additional pending patents. In November, the chapter s guest speaker was Kim Koeppen from the Virginia Department of Juvenile Justice. Kim is the daughter-in-law of members Bob and Patsy Koeppen and spoke to the chapter about adolescent mental health and substance abuse. Canned goods were collected for the local food bank at both the November and December meetings. The Chapter s Annual Christmas party was held at Traditions and featured a Holiday sweater contest. Area VII Vice President Steve Dansker attended the meeting and swore-in the new Treasurer Glenn Goetz. Following the luncheon, members enjoyed singing Christmas carols with Browning Boggs accompanying on the piano. On a personal note, Jon Joyce, CDL for 10 th District, stood in for me at the VFC Quarterly Board of Directors meeting in January while I was on vacation. I thanked him for his dedication to VFC and Area VII. Steve Dansker VFC Area VII Vice President AREA VIII I attended Louisa Chapter 2065, Lake of the Woods Chapter 1885 and Falls Run Chapter 2343 chapter meetings. I am scheduled to install the new officers at the Falls Run Chapter. All chapters have been provided with information about the upcoming VFC Convention. Chapters 1885 a new slate of officers have been installed. This was the first chapter for me to install new officers. They are looking to bring more people to general meetings & perhaps getting new members. They have eliminated 2 meetings & added food to the remaining meetings. The Charlestown trips have gone well. They started with 2 and now have 4 successful trips. They will be adding a 5 th trip in Their 50/50 for Alzheimer s has increased for their contribution for Chapter funds with the addition of the arm s length ticket sales (15 tickets) which was well accepted. Chapter struggling with new officers for The current president is attempting to step down. They hope to have a new president soon. Their Annual Big Band Dance grossed $1400; net: $1000 to Alzheimer s Research. The chapter participated in the Veteran s Day wreath laying at the VFW. Members of the chapter entertained residents of the Westmoreland Rehabilitation Center in December singing holiday songs & presenting gifts to the residents. Chapter 90 a new slate of officers have been installed. The guest speaker at their October meeting was a representative from Blue Cross & Blue Shield. One of the chapter members was featured in the Free Lance Star newspaper. George Billing, a past president & an active member passed away. Chapters a new slate of officers have been installed. They have contributed $ to local charities in December. I have been assisting Area IX with planning for the 2015 VFC Convention. I am serving as the Facilities Manager. Maureen Nolet, Area VIII Vice President VFC NOTES JANUARY 2015 PAGE 16

17 AREA IX Area IX has just completed a very successful quarter. Of the six chapters in the area, half (Springfield 893, Annandale 1159 and Woodbridge 1270) have new Chapter Presidents. I was honored to swear in new officers in most of the chapters. The Holiday celebrations were excellent at very upscale venues with outstanding entertainment. I appreciated Kathy Arpa (VFC 1 st Vice President) and Gaston Gianni (VFC Public Relations Chair) being available to substitute for me, when I was not available. At the holiday celebrations, in addition to the traditional door prizes and 50/50 drawings, many chapters also brought in food and other items for those less fortunate in their respective locations. I have been very pleased at the progress that is ongoing in preparations for the April VFC Convention in Fredericksburg, VA. Since we are meeting in a new location for the first time in three years, much planning is required. Chapter Presidents (old and new) have stepped up to the plate. For example, Nick Andrus (Chapter 232) has taken the lead in finding entertainment for the reception and the banquet, as well as presenting the National Anthem. (Chapter 356 s Former President) Jack Shipley is taking the lead on Registration and John Restall s (Chapter 401) folks are handling the evaluations and their tabulations. Pat Harahan (Chapter 893 s Former President) is taking the lead on Exhibitor Tables and Current President Deanna Shepherd (Chapter 893) is handling the banquet and all issues associated with it. Doug Jones (Chapter 1159 s Former President) is taking the lead on all advertisements (both commercial and internal), while Mary Lou Vroman (Chapter 1159) is taking the lead on Credentials and Ballots and Tellers. Jim Little (Chapter 1270 s Former President) is our Data Base Manager. We had to reach outside our Area, and Moe Nolet (VFC Area VIII Vice President) and Mary Heck (Area VIII) will assist us with Facilities Management (Moe works there part-time!) and the Program Book; we are very grateful to each of them!! These current and former presidents are welcoming members in their chapters, not only to assist them, but attend the convention as well. We are looking forward to the best convention ever, so I encourage Area Vice Presidents to urge their members to register to attend EARLY! The Area IX chapters have been providing extremely interesting programs this autumn, and Chapter 893 (Springfield) even had our National Treasurer Jon Dowie and his wife attend their holiday function! As my term as the Area IX Vice President comes to a term limited end, we are seeking my successor. If you or any of your chapter members are interested in so serving, please have them contact me. I have enjoyed serving as your Vice President and have been pleasantly surprised that several chapters enlisted me to become THEIR chapter president. Fortunately (for me), but unfortunately (for other chapters), I am currently a member of chapter 1270 (Woodbridge)! Best wishes to all for a happy and successful new year! Pierce Johnson VFC Area IX Vice President AREA X Because of my health problems during the past quarter, my NARFE activities were limited. I swore in Chapter 7 s officers in November and attended Chapter 1665 s Xmas-time luncheon. I also attended the State Board Meeting in January in Fredericksburg and toured the new location for the 2015 VFC convention. Area X chapters have been active with elections, installation of officers, holiday parties and a variety of programs. Five of the six chapters had returning presidents. I would like to welcome Pat Wolfe, a new Chapter President in Chapter 1241 (Dulles). Pat also serves as the Editor of VFC Notes. Over the past months Dulles Chapter has welcomed the transfer of many members from the Loudoun Chapter 1133 which closed in December VFC NOTES JANUARY 2015 PAGE 17

18 Dulles Chapter leaders want to find luncheon speakers that are of interest to Loudoun County attendees as well as those in Fairfax County. Programs included speakers on Alzheimer s research, health insurance, a Smithsonian research project, the author of the Arlington County Chronicles, representative from the Silver Line Metro, Blue Cross, and Tammy Flanagan. Tammy drew such a large crowd that she was recommended and selected as a guest speaker for the 2015 VFC Convention. One chapter held their holiday party on a Saturday with a big turnout so they are planning to continue that tradition in the near future. Using various techniques like raffles and piggy banks and personal donations at monthly meetings, the Chapters continue to raise money for Alzheimer s Research. Several chapters participated in the Congressional candidate forum at which challenger, Suzanne Scholte and Representative Gerry Connolly each made a speech and then participated in a question and answer session moderated by NARFE Legislative Director Ms. Jessica Klement. Chapters publish monthly newsletters and many of them post their newsletters on the VFC website. Because of the decline in membership, one chapter may lose their bulk rate permit for mailing the newsletter. Dulles Chapter hosted Congressional Candidate Suzanne Schultz (R-11 th District) and Mr. Pete Snyder who spoke on behalf of Congressional Candidate Barbara Comstock (R-10 th District) at the September Luncheon Program. In October the chapter hosted U. S. Representative Gerry Connolly (D-11 th District) and Congressional Candidate John Foust (D-10 th ). Chapters participated in the January Caucus Meeting and are encouraging their members to attend the VFC Convention in Fredericksburg and to prepare a chapter ad in support of the convention. Vienna-Oakton Chapter 1116 will lose their meeting place when the Vienna Community Center closes in June. Members are looking for other locations for the chapter to meet.
