1 ALBEMARLE COUNTY FIRE/EMS BOARD EXECUTIVE COMMITTEE MEETING County Office Building Stagecoach Road Fire Rescue Conference Room Monday, November 7, HOURS A meeting of the Executive Committee of the Albemarle County Fire/EMS Board was held on Monday, November 7, 2016 at 1600 hours in the Fire Rescue Conference Room of the County Office Building, Stagecoach Road, Charlottesville. The following members were in attendance: Dan Eggleston, Albemarle County Fire & Rescue Alex Belgard, Charlottesville Area Rescue Squad Calvin Butler, East Rivanna Volunteer Fire Department Mike Grandstaff, Scottsville Volunteer Fire Department Kostas Alibertis, Western Albemarle Rescue Squad Others in Attendance: Tom LaBelle, Albemarle County Fire & Rescue 1. Call to Order Chief Eggleston called the meeting to order at 1600 hours. MOTION: Chief Grandstaff moved to bring the Executive Committee out of executive session, in which EC members discussed financial matters. Chief Alibertis seconded the motion, which passed unanimously (5-0). a. From the Board: Agenda Additions Chief LaBelle stated that the Health and Welfare Report was presented to the Albemarle County Board of Supervisors at their November 2 meeting. He stated that the presentation went well, and they discussed points in the report related to available housing and employment opportunities in the county, and the impact of that on volunteers. Chief LaBelle said that there was also some interest from Supervisors in benefits programs for volunteers in an effort to encourage retention, which was the focus of the report. Chief Alibertis noted that Supervisor Liz Palmer had stopped him in the hallway at the meeting and indicated that she thought training was the big issue for fire/rescue. He said that he told her there were a lot of facets to the issue that all had impacts and training was a big issue, with a lot of the training items not being under ACFR s control, such as mandated course hours. Chief Alibertis stated that he told her that ACFR does have control over how the coursework is delivered and has tried to address those issues as

2 much as possible, with a lot of adjustments related to modular delivery and a hybrid approach. Chief Eggleston stated that he thought the report went very well and said that the information was presented very well, especially related to the affordability issue. He said that Assistant County Executive Doug Walker told him that he has been approached by the Police Foundation regarding affordability for public safety workers and teachers, who tend to get left out as assessments go up. Chief Alibertis noted that affordable housing levels of $255,000 are out of reach unless workers make a minimum of $75,000-$80,000, so the definition of affordable is not realistic. b. ACFR Conference Room Chief LaBelle stated that the next EC meeting is scheduled for December 12, with a meeting in January on either the 2 nd or the 9 th. He said that the idea of having the later January meeting was to follow up on the December FEMS Board meeting, but that would not take place because it was the week of Christmas. Chief Alibertis noted that there would be two FEMS Board meetings during that entire timeframe, so there was no need to have two Executive Committee meetings. Chief LaBelle clarified that the next EC meeting after December would be in February.

3 Chief Grandstaff mentioned that they have discussed in the past the idea of station assignments for people. Chief LaBelle said that every member of the FEMS Board would be responsible for two or three organizations, and noted that he would come up with a suggested list for their December 12 meeting so that assignments would be ready for Chief Eggleston mentioned that ACFR has assured Chief Ted Armentrout that they would be bringing Greg Frazier up to speed until the Stony Point can figure out what to do, noting that ACFR already worked with Greg on a regular basis. 7. Adjournment MOTION: Chief Grandstaff moved to adjourn the meeting. Chief Belgard seconded the motion, which passed unanimously (5-0). The EC adjourned their meeting at 1608hrs.
