1 REGULAR MEETING July 20, 2015 The Board of Education of Community Unit School District No. 7 Madison County, Edwardsville, Illinois met in regular session at 7:30 p.m. at Hadley House, 708 St. Louis Street, Edwardsville, IL on Monday, July 20, President Monica Laurent presided over the meeting. The following members answered roll call: Jill Bertels, Terri Dalla Riva, Dorothy Hummel, Lelan Olsen, Jeff Miller and Monica Laurent. Also in attendance were: Dr. Lynda Andre, Superintendent; Dave Courtney, Assistant Superintendent of Business Operations; Nancy Spina, Assistant Superintendent of Personnel; Bill Miener, Director of Technology; Marion Brooks, Director of Special Education; Channel 10 Technician; Julia Biggs, Reporter for the Intelligencer; and Diane Walkenbach, Secretary to the Superintendent. Other administrators present were: Hillary Stanifer, Cindy Steele, Martha Richey, Mary Miller, Beth Jacobs, Steve Stuart, Cathie Wright, Ryan Ketchum, Adam Garrett, Wendy Adams, and Jasen Foster. Welcome to Visitors President Monica Laurent welcomed visitors and guests. She also welcomed Dr. Lynda Andre to her new position as District 7 Superintendent. 2 Board Committees, Special Committees Jill Bertels, Personnel Committee Chair, reported that the Personnel Committee met earlier this evening in open session to approve the action items on the agenda which will be presented later to the full board for approval. Jeff Miller, Finance Chair, reported that the Finance Committee met earlier this evening to discuss the year-end audit, to receive an update on the fiscal year-end, to discuss the preliminary budget, and to approve the June 15, 2015 Finance Committee Meeting Minutes. 6 A.C Approval of District #7 Depositories A motion was made by Jill Bertels and seconded by Terri Dalla Riva to designate the list of financial institutions as Edwardsville Community Unit School District #7 depositories for the school year. Before District 7 funds can be deposited into any financial institution or investment pool, the Board of Education (by action at a regularly scheduled meeting) must designate the institution or pool as a depository. This is an annual requirement under Section 5/ of the Illinois School Code. These depositories have historically been designated at the beginning of the fiscal year. Appeal to the State of Illinois Property Tax Appeal Board A motion was made by Jill Bertels and seconded by Lelan Olsen to adopt a Resolution for Tax Appeal Intervention to authorize Attorney Ellen M. Edmonds to file a Request to Intervene in the 2014 Wal-Mart Stores, Inc. tax appeal at the State of Illinois Property Tax Appeal Board. Wal-Mart Stores, Inc. is appealing the 2014 assessment decision made by the Madison County Board of Review. At the Board of Review level, Wal-Mart Stores, Inc. sought to reduce the property s assessed value on Parcel number Wal-Mart Stores, Inc. is appealing the decision to the Property Tax Appeal Board and is seeking to have the assessed valuation reduced from $4,772,270 to $4,139,280. The resolution for Tax Appeal Intervention under consideration would authorize Attorney Ellen M. Edmonds to file a Request to Intervene in this appeal on behalf of District No. 7. Ayes- Bertels, Olsen, Dalla Riva, Hummel, Miller, Laurent Carried 6 0 A.C Approval of Resolution to Intervene in the 2014 Shop n Save Appeal to the State of Illinois Property Tax Appeal Board A motion was made by Dorothy Hummel and seconded by Jeff Miller to adopt a Resolution for Tax Appeal Intervention to authorize Attorney Ellen M. Edmonds to file a Request to Intervene in the 2014 Shop n Save tax appeal at the State of Illinois Property Tax Appeal Board. 6

7 Shop n Save is appealing the 2014 assessment decision made by the Madison County Board of Review. At the Board of Review level, Shop n Save sought to reduce the property s assessed value on Parcel number and Shop n Save is appealing the decision to the Property Tax Appeal Board and is seeking to have the assessed valuation reduced from $1,616,270 to $1,379,862. The resolution for Tax Appeal Intervention under consideration would authorize Attorney Ellen M. Edmonds to file a Request to Intervene in this appeal on behalf of District No. 7. Ayes Hummel, Miller, Bertels, Dalla Riva, Olsen, Laurent Carried 6-0 A.C Approval of Resolution to Intervene in the 2014 Best Buy #1426 Appeal to the State of Illinois Property Tax Appeal Board A motion was made by Dorothy Hummel and seconded by Lelan Olsen to adopt a Resolution for Tax Appeal Intervention to authorize Attorney Ellen M. Edmonds to file a Request to Intervene in the 2014 Best Buy #1426 tax appeal at the State of Illinois Property Tax Appeal Board. Best Buy #1426 is appealing the 2014 assessment decision made by the Madison County Board of Review. At the Board of Review level, Best Buy #1426 sought to reduce the property s assessed value on Parcel number Best Buy #1426 is appealing the decision to the Property Tax Appeal Board and is seeking to have the assessed valuation reduced from $710,040 to $499,950. The resolution for Tax Appeal Intervention under consideration would authorize Attorney Ellen M. Edmonds to file a Request to Intervene in this appeal on behalf of District No. 7. Dr. Andre announced that Jasen Foster has been named Assistant Principal at Liberty Middle School for the school year, joining the administrative team of Principal Hillary Stanifer and Assistant Principal Allen Duncan.
