3 GUEST SPEAKER STEVE AUSTRIA U.S. Representative, Ohio 7 th Congressional District Congressman Steve Austria is currently serving his second term in the United States House of Representatives and represents the 7th Congressional District of Ohio. The district is comprised of Clark, Fairfield, Greene, Fayette, Pickaway and Perry counties, as well as parts of Ross and Franklin counties. Austria is only the 35th person to represent this portion of Ohio. In the 112th Congress, Austria was appointed to the House Appropriations Committee, which is one of the most influential committees in the U.S. Congress as it wields control over all discretionary spending. In addition to other areas of jurisdiction, the committee and its subcommittees oversee funding for the Department of Defense. Congressman Austria has also been assigned to three House Appropriations Subcommittees: Military Construction and Veterans Affairs (MILCON), which controls funding for the Department of Defense related to military construction, and Base Realignment and Closure Account (BRAC), and oversees all funding for the Department of Veterans Affairs; Commerce, Justice and Science (CJS) which provides funding for the Department of Commerce; Department of Justice; National Aeronautics and Space Administration (NASA); and the National Science Foundation.; and State and Foreign Operations, which determines funding decisions for the Department of State and the Agency for International Development (USAID). As the only MILCON Subcommittee Member from the Ohio region, Congressman Austria has been tasked with oversight of military construction projects in the region. This responsibility will make Austria a leader as the Subcommittee begins the difficult work of deciding which military construction projects should be funded and which should be delayed or eliminated to rein in federal spending. Previous to serving in U.S. Congress, Austria served eight years in the Ohio Senate and two years in the Ohio House of Representatives. While in the Ohio Senate, Austria was elected to the post of majority whip, where he helped advance legislation such as tax reform and tort reform. He also championed legislation to protect Ohio s children and families by introducing and passing into law Jessica s Law and the Adam Walsh Child Protection Safety Act. Prior to his time in public service he was a small businessman and financial advisor. The oldest of nine children, Austria grew up in Xenia, Ohio. He received his Bachelor of Arts degree from Marquette University. The Congressman has resided in Beavercreek for the past 20 years, where he currently lives with his wife, Eileen and their three sons Brian, Kevin, and Eric.

4 GUEST SPEAKER LEO M. HERRERA-LIM Philippine Consul General, Chicago Leo Herrera-Lim is a career diplomat. Prior to his posting in Chicago, he has represented the Philippines in the United States as Second Secretary and Consul at the Philippine Embassy in Washington, D.C. from 1991 to 1998 and had frequent interaction with the World Bank Group, Intelsat, U.S. Department of State and U.S. Treasury and in the United Kingdom of Great Britain and Northern Ireland as First Secretary and Consul and later Minister and Consul General at the Philippine Embassy in London from 2000 to 2007 dealing with government, international organizations and the private sector. He studied economics and law at the University of the Philippines. In the Philippines, he previously served in the Department of Foreign Affairs in various capacities, such as Special Assistant in the Office of the Undersecretary for Policy (OUP) and in the Office of the Undersecretary for Administration (OUA) and in the Office of Legal Affairs (OLA) as Director of the U.S. Division and Assistant Director of Treaties Division, the Philippine Senate with office of Senator Edgardo Angara and the Regional Trial Court of Bulacan. He has an extensive experience working with foreign governments, international organizations and financial institutions. He was intricately involved in the crafting and formulation of Government policies and positions on bilateral, multilateral and special issues. He is also a member of Philippine delegations to the United Nations (UN), Association of South East Asian Nations (ASEAN) and treaty negotiations. He attended trainings, seminars and programs at the Foreign Service Institute in Manila, the United States, the United Kingdom of Great Britain and Northern Ireland and Italy. Consul General Herrera-Lim comes from Manila, is married to Fidelis Cariño and father to Leonardo Ignatius and Frances Leanne.

6 KEYNOTE SPEAKER JOSE L. CUISIA, JR Philippine Ambassador to the United States H.E. Jose L. Cuisia, Jr. is the Ambassador of the Philippines to the United States. He was nominated by President Benigno S. Aquino III to the position on November 30, 2010 and confirmed by the Commission on Appointments on February 09, Ambassador Cuisia had been the commissioner (representing the Employer s Group) of the Social Security System (SSS) from September to December 2010 prior to his appointment as ambassador. He was Central Bank governor and chairman of the Monetary Board and concurrently chairman of the Philippine Deposit Insurance Corporation (PDIC) Board from 1990 to He was also president and CEO/administrator of the SSS and director of the Philippine National Bank (PNB). Ambassador Cuisia s expertise in banking and insurance is backed up by his years of service in several financial institutions such as the Philippine American Life & General Insurance Company, American International Group, Far East Bank & Trust Company, and Union Bank of the Philippines. He also sat on the board of a number of the Philippines leading companies, including SM Prime Holdings, Phinma Corporation, Genesis Hotels and Resorts Management, Manila Water Company and Holcim Philippines. Ambassador Cuisia is an alumnus of De La Salle University, where he graduated in 1967 with degrees in Bachelor of Arts in Social Science and Bachelor of Science in Commerce (magna cum laude). He finished his Masters in Business Administration-Finance at The Wharton School, University of Pennsylvania in 1970 as a University Scholar. Ambassador Cuisia is a recipient of numerous awards and accolades, including the Ten Outstanding Young Men (TOYM) Award for Domestic Banking, Distinguished La Sallian Award, Management Association of the Philippines Management Man of the Year for 2007, the Joseph Wharton Award for Lifetime Achievement, the Manuel L. Quezon Award for Exemplary Governance and the Raul Locsin CEO of the Year Award in Ambassador Cuisia is married to the former Maria Victoria Jose with whom he has five children.
