1 MINUTES OF REGULAR MEETING The City Council of the City of Volga, SD met for a regular meeting Monday, November 5, 2018 at 5:30 PM in the conference room of City Hall; Mayor Randy Santema presiding. Members present: Ken Fideler, Jody Havrevold, Nichole Hofer, Matt Jaquet, Kelly VanderWal, and Doug Wermedal. Also present: City Attorney Steve Britzman, City Administrator Jameson Berreth, Finance Officer Ashley Rentsch, Fire Chief Matt Anderson, First Assistant Fire Chief Jamie Russell, Wendell Karlstad, and Kathi Granum with the Volga Tribune. Following the Pledge of Allegiance, Wermedal made a motion to approve the agenda. VanderWal seconded the Havrevold made a motion to approve the October 15, 2018 regular meeting minutes. Hofer seconded the Fideler made a motion to approve the second reading of Ordinance , an ordinance amending chapter 2.12 of the zoning ordinances of the City of Volga, South Dakota. Havrevold seconded the motion. Discussion was held. This ordinance pertains to storage in the CB Central Business Overlay District. Berreth stated that no changes had been made since the first reading. On roll call: Fideler, Yes; Havrevold, Yes; Hofer, Yes; Jaquet, Yes; VanderWal, Yes; Wermedal, Yes. Motion carried. This ordinance is published separately in the November 15, 2018 issue of the Volga Tribune. Community Development No report. Jaquet entered the meeting at 5:35 PM. Public Safety First Assistant Fire Chief Jamie Russell reported that there were ten medical calls in October. There were also three fire calls that were all false alarms. Fire Chief Matt Anderson said the new rescue truck is now in service. Discussion was held regarding the former rescue truck. Anderson will reach out to other fire departments to see if there is any interest in purchasing the vehicle. Otherwise, the Council will declare it surplus at a subsequent meeting. Electric Berreth stated that he, Santema, Jaquet, and Rentsch attended the annual Heartland Consumers Power District budget meetings in October. Public Works Wermedal made a motion to authorize Mayor Santema to sign a contract with Banner Associates for engineering services associated utilities extension and boring under Highway 14 and the railroad near Caspian Avenue for future economic development. Hofer seconded the motion. Discussion was held. Berreth stated that under the contract design services will not exceed $23,000 and construction engineering will not exceed $19,000. These costs also include permitting fees for the railroad and highway. Total construction costs for this project are estimated at $183,000. Berreth stated that the painting and repairs on the water tower have been completed, as well as the Caspian Avenue water main extension to Prairie Aquatech and the City wastewater treatment facility.

2 Parks, Recreation, and Buildings Hofer made a motion to approve RESOLUTION BE IT RESOLVED that in accordance with SDCL , prior authorization for persons to consume or blend alcoholic beverages on Friday, November 16 th, 2018 at the Volga Community Center is hereby given. All such consumption or blending shall occur during the party Geffrey. Jaquet seconded the Finance & Economic Development Fideler made a motion to approve RESOLUTION , a supplemental appropriations transfer of contingency funds. VanderWal seconded the motion. Discussion was held. Rentsch stated that the contingency transfer is necessary due to the floor refinishing and step replacement at the Auditorium. All in favor; motion carried. The resolution reads as follows: RESOLUTION SUPPLEMENTAL APPROPRIATIONS TRANSFER OF CONTINGENCY FUNDS WHEREAS, the City of Volga desires to supplemental appropriate the transfer of contingency funds to meet the obligations of the municipality. According to SDCL , in preparing the annual

3 estimate of expenses provided by SDCL , the auditor or clerk may include in the budget a line item for contingencies. The line item shall be included in the annual budget adopted pursuant to SDCL and shall not exceed five percent of the total municipal budget. No expenditures shall be charged to this item, but such appropriated amount may be transferred, by resolution of the municipal governing body, to any other appropriation in which insufficient funds were provided for items for which no appropriation was provided. Jaquet suggested looking into more permanent or durable solutions for painting lines on Caspian Avenue, as they often fade quickly. Berreth stated that a Downtown in December event is scheduled for Saturday, December 1. The Council moved to the Fire Hall to view the new rescue truck. Fideler made a motion to adjourn at 6:29 PM.
