1 OHIO STATE GRANGE PRESENT POLICY: (GOVERNMENT) LABOR AND JUDICARY RESOLUTIONS: 1. Opposes any attempt by the U.S. Congress to dissolve or incorporate PERS, SERS and STRS in the Social Security System. 2. Opposes any legislation which would result in an unfunded mandate. 3. Supports legislation requiring plaintiff(s) to reimburse all persons summoned as prospective jurors for all out of pocket expenses incurred (including lost wages) in preparation for their appearance when the plea bargain has been agreed to less than forty-eight (48) hours prior to the scheduled court date. 4. Supports legislation which would allow for State Representatives tenure to be extended from 8 to 12 years, the same as State Senate. 5. Opposes changes in the current structure of county government or suggestions for changes by the Ohio Futures Courts Commission. 6. Supports any enforcement requirements of the Brady Bill, including prosecution of criminals who make perjurious statements, be funded because it is a federal law. 7. Supports legislation requiring everything except guns, drugs and drug paraphernalia seized by any law enforcement agency be advertised to be sold at public auction. 8. Encourages our government to reduce the national debt RESOLUTIONS: 1. Supports reestablishing the funding of the Environmental Protection Agency s Office of Noise Abatement and Control. 2. Supports that the municipality should be required to post bond sufficient to cover the cost of services such as water and sewer, when annexing land. And when said services are not provided within a reasonable length of time, the proceeds of the bond should be given to the government body from which the land was taken. 3. Continue effort to see that Ohio continues to try for a postage stamp commemorating this event in the year Supports law in the Ohio State legislature that would levy a fine per incident on any one who is found to have attached an unauthorized sign to a utility pole.

3 5. Supports law to criminalize a refusal to take a breath, blood or urine test when arrested for DUI. 6. Opposes federal gun registration RESOLUTIONS: 1. Supports legislation that would prohibit the release of any information on National Elections, which may influence voting in the western states until all polls within the 50 states are closed. 2. Supports legislation that would lift the restrictions on American citizens traveling to Cuba. 3. Supports legislation to encourage the county auditors to test gasoline and other fuel. 4. Supports an attempt of the United Nations to reach an agreement to limit sales of these light weapons and have the United States support the effort to reach a treaty. 5. Supports the Aslanides Bill which allows for the carrying of concealed handguns under specific circumstances and requirements RESOLUTIONS: 1. Urges the state executive and legislative branches to restore funding to the Ohio State Fair and provide for additional funding and opportunities to serve Ohioans of all ages and interests. 2. Supports the development of a permanent site for Ohio State Fair archives on the Ohio Expo Center grounds and supports the appointment of a archivist to staff and maintain the records and displays, with the site to be open to those studying or publicizing the fair and to other interested persons. 3. Supports punishment of any terrorist tried and convicted by the USA, and/or International Courts, be given automatically a life sentence without parole or a death sentence. 4. Supports legislation both State and National levels to ensure that present and past workers who have invested in a bankrupt company s stock or retirement plan be compensated in full before any of the company s remaining assets are divided between corporate lawyers and other creditors. Also supports that the executives of these bankrupt companies receive an appropriate sentence to show other CEO s the necessity of accountability as opposed to looting it for their own personal gain. 5. Supports legislation to require law enforcement and the Federal Trade Commission to promptly investigate and prosecute all reported scam artists. 6. Supports better treatment to our veterans and encourage legislation to be introduced to protect the authority of Veteran Service Commissions RESOLUTIONS: No Resolutions passed on the delegate floor.

4 2004 RESOLUTIONS: 1. Supports legislation that would allow child support enforcement agencies to hold absent parents who are on social security responsible financially for their children. 2. Supports stronger penalties for all convicted criminals and jail them immediately after conviction. 3. Suggest that the Ohio State Grange Legislative Director make materials available to our local grange legislative chairpersons to educate members concerning wills, estates and trusts. 4. Supports limits on the amount of money spent on campaigning for public offices and issues RESOLUTIONS: 1. Supports the concept called Medical Injury Compensation Reform Act. 2. Opposes Puerto Rico as a state. 3. Supports maximizing the penalties given by judges to convicted drug dealers and users. 4. Supports repealing CAFTA and protect American jobs RESOLUTIONS: 1. Urges the passage of State of Ohio legislation requiring that dog pound fees, licenses fees and related citations be paid in full to regain ownership of nuisance dogs, etc., that have caused property and/or livestock damage RESOLUTIONS: 1. Supports requesting the Department of natural Resources to use Ohio State issued identification for fishing privileges for persons over the age of 65, therefore eliminating the cost producing annual licenses. 2. Opposes any legislation aimed at eliminating the Mayor s Court system RESOLUTIONS: 1. Opposing the construction of any Ohio Casino. 2. Supports the Ohio Secretary of State not mandating election requirements that result in higher operating cost for each County Board of Elections. Should the Secretary of State require these mandates then the State should supply the funds to cover the costs.

5 2009 RESOLUTIONS: 1. Supports working with legislators to restore funding of Ohio State Extension under the Ohio State University to the initial $26.3 million and permit OSU Extension to continue its reorganization plan and provide information to all Ohioans. 2. Oppose installing private slot machines at horse race tracks around Ohio. Add to existing policy opposing the building of casinos. 3. Urges the revision of the Ohio Revised Code 6101 so that any continued assessment and future assessments be submitted to the voters within the district for their approval or disapproval. 4. Oppose any bill that includes a government run health care system RESOLUTIONS: 1. Urges our federal legislators to put a tax on any imported material or goods that are manufactured in a foreign country after the jobs are moved there by a company that originally manufactured the goods here in the U. S. This tax should be used to fund unemployment benefits in the U. S. 2. Encourages legislation of stiffer penalties upon criminals who are charged with the theft of any prescription drugs. 3. Support lobbying for legislation to balance the federal budget. 4. Supports legislation that would require all agricultural workers who want the benefits of citizenship to pay taxes. 5. Supports legislation of harsher penalties for individuals convicted of credit card scams using telecommunications devices and teletypewriter (TDD and TTY) machines. 6. Opposes the FDA Food Safety Modernization Act in its current form, UNLESS the amendment proposed by Senator Jon Tester (D-MT) exempting small local farms in included. 7. Supports the elimination of the federal estate tax. 8. Opposes the 2010 Development Relief and Education for Alien Minors (DREAM) Act and, encourages our members to contact their U.S. Senators requesting that they vote no on the DREAM Act or the Defense Bill if attempts are made to place the DREAM Act and an amendment to the Defense Bill RESOLUTIONS: 1. Urges the Congress of The United States to pass a law phasing in the use of E-Verify by all employers. 2. Urges those elected members of the House of Representatives and Senate of the United States of America, have the same health insurance coverage afforded to the citizens of the United States of America.

6 3. Supports the consolidation of County services with similar services provided by cities within each county, when feasible. 4. Support the exact same language placed on the ballot that appeared on the petition, so that the wording on the petition can t be changed after the person has signed it. 5. Supports the Earmark Transparency Act and its mandate for a public, searchable database of all earmark requests. 6. Supports legislation to prevent sitting members of Congress from funneling of funds toward projects with their names attached. 7. Oppose efforts to weaken, and support laws and activities to strengthen vicious animal laws. 8. Supports an effective reform of the rules to allow better coordination of major public building projects in Ohio. 9. Urges National legislature to adopt the single subject rule for each Congressional Bill. 10. Urges legislators in passing legislation that would increase the permit fee to an amount that could prevent people from owning exotic animals and a more stringent regulation on owning these animals, with regard to care and the number that a person would be allowed to own RESOLUTIONS: 1. Support changing the requirement for jury duty to be anyone that has a social security number and that is over the age of Opposes the ratification of the Law of the Sea Treaty. 3. 7 2013 RESOLUTIONS: 1. Oppose any change in U. S. immigration law before the U. S. borders are sealed against any further illegal immigration, and resolve, that the National Grange oppose any change in U. S. immigration law before the U. Support a change in federal law that requires that the costs for defending a trademark be reimbursed to the winner of a trademark infringement legal action plus a penalty equal to 50% of the legal fees in order to deter the continual violation of trademark infringement. 4. Oppose United Nations representatives at any U. S. Polling places. 5. Support a change in Ohio law that requires that any registered voter who has not voted within six years be removed by county boards of election from the list of registered voters RESOLUTIONS: 1. Support a change in government laws that forbid the issuance of bonuses to the Internal Revenue Service and the Veterans Administration employees unless performance is satisfactory. 2. Supports the Ohio State legislature in passing Annie s Law to allow by court order, a first time alcohol related DUI offender to drive with an ignition interlock device. 3 Supports The Taxpayer Non-discrimination & Protection Act or any similar law which outlaws the actions of any government agency from denying service to individuals or organizations whose political opinion may be disliked by those in government agencies. 4. Supports legislation not requiring a wait for terminally ill persons to get their Social Security Disability benefits.
