2 A Bill to Impose an Excise Tax on the Stock Market BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 0 SECTION. SECTION. SECTION. SECTION. SECTION. An excise tax of.0% shall be imposed on all stock market trades, derivatives, and bonds. Trade shall be defined as any type of security that gives the investor a share of ownership in a company. Derivatives shall be defined as a contract between two or more parties who value is based on an agreedupon underlying financial asset. Bonds shall be defined as debt investment in which an investor loans money to an entity which borrows the funds for a defined period of time at variable or fixed rate. The Securities and Exchange Commission (SEC) will regulate the stock market along with the Department of Treasury. The tax collected will be allocated directly to the Department of Treasury as revenue for the federal government. The bill will be implemented immediately upon passage. The United States federal government shall require all companies to give employees one hour sick pay for every forty hours worked. All sick pay that is not used by an employee will be carried over to the next calendar year. Companies are allowed to put a cap on how much time an employee can earn in a single year but the cap must allow for five or more days. If a company violates the provisions of this law, the affected employee can file a civil action suit with damages equal to five times the full amount of sick leave that was unpaid. The Department of Labor will oversee this bill. This bill will go into effect immediately upon passage. All laws in conflict with this legislation are hereby declared null and void. 4 A bill to ban assault rifles to prevent gun violence 0 SECTION. Assault rifles, defined as a selective-fire rifle chambered for a cartridge of intermediate power may not be bought, sold, or transferred by private parties in the United States. SECTION. The manufacture, sale, or possession of bump stocks or other devices designed to mechanically increase the rate of fire of semi-automatic weapons is prohibited in the United States. SECTION. Prior to the purchase of any non-prohibited firearm, a purchaser must obtain and submit to the Bureau of Alcohol, Tobacco, and Firearms, in the six months prior to purchase, a mental health confirmation by a licensed physician or psychiatrist attesting that the purchaser s mental health. SECTION. The Bureau of Alcohol, Tobacco, and Firearms may seize, without compensation, any item in violation of Sections and, and establish appropriate fines for violations of this Act. SECTION. The Bureau of Alcohol, Tobacco, and Firearms will oversee all aspects this Act and will continuously update mental health check status with the National Instant Criminal Background Check System. 5 A Bill to Preserve Birth Control rights for Women in Colleges and Public High School 0 SECTION. (A) All public or employer sponsored health insurance plans must provide free birth control to persons with female anatomy who request it. (B) All K school systems and colleges receiving federal funds shall provide free birth control to individuals not covered by a public or employer plan. (C) Neither the health care provider or insurer/payer may disclose the provision of birth control to the sponsor of a plan or participant in the plan without the patient s written permission. SECTION. Birth control is defined as any contraceptive devices or preparations used to prevent pregnancy. SECTION. (A) The U.S. Department of Health and Human Services will oversee the implementation of this bill (B) Any non-compliant plans or schools will be a fined $0,000 per offense for violations of this Act. 6 A Bill to Preserve Net Neutrality 0 SECTION. Internet Network Neutrality should be maintained by all internet service providers and network traffic carriers in the United States SECTION. Network Neutrality is a principle that prohibits internet service providers and traffic carriers from blocking or slowing the delivery of data in a discriminatory fashion while allowing other data move at preferential rates across the same network. SECTION. The Federal Communication Commission will oversee this Act. The FCC may, at its discretion, deny operating licenses or seize and auction assets of non-compliant providers and carriers. SECTION. An aggrieved individual, either alone or as a member of a class, may file suit in federal court, seeking actual and punitive damages as well as reasonable attorney s fees, for a violation of this Act. No lawsuit may be filed unless the individual or class representative, sends notice to the provider or carrier to cease and desist at least 0 days prior to filing suit and the problem remains unremedied as of the date of filing. 7 A Bill to Address Campus Sexual Assault 0 SECTION. All universities receiving federal funds must report to local police authorities, within hours, any allegations of sexual assault. SECTION. A university may not initiate any process for academic or disciplinary action against the accused until the police authority completes its investigation without charges or a judicial trial has been completed. Upon request of either the accused or accuser, a university shall hold a hearing and impose measures to reduce or eliminate contact between the accused and accuser. SECTION. The Department of Education shall enforce this bill. Violations of this bill shall result in penalties up to and including the loss of all federal funds. Further, persons injured by a university s non-compliance may bring a personal injury action against the university. SECTION. This bill shall take effect on January, 0. SECTION. 8 A Bill to Protect Workplace Speech SECTION. No private employer in the US may, as a condition of employment, require employees to engage in political or patriotic displays or speech, unless such displays are integral to the primary operation of the business. SECTION. Employers may dictate how non-participants are excluded from the displays or speech, provided the action is not punitive. SECTION. 9 A Bill to Address Sex Offender Registration 0 SECTION. No State receiving federal law enforcement spending shall impose lifetime placements on sex offender registries. SECTION. States shall hold a judicial hearing, no less than once every four years after the end of incarceration, to determine if an individual convicted of a sexual offense continues to pose a substantial risk of recidivism. The burden is on the State, by a preponderance of the evidence, to prove risk. A failure to hold a hearing or prove risk shall result in the individual being removed from registries. SECTION. Any new convictions for a sexually related offense or a violation of registry requirement shall restart the four year period. SECTION. Registration or other fees on hybrid and electric vehicles shall not be higher than comparable solely gas-fueled vehicles of a similar class. SECTION. THEREFORE BE IT RESOLVED BY THE CONGRESS HERE ASSEMBLED THAT: No Federal Court should dismiss or otherwise bar the prosecution, conviction, or sentencing of any individual on the basis that a Presidential pardon was issued, unless the pardon specifies the scope, circumstances, and nature of the Offence so pardoned. 12 A Bill to Label Political Ads on Social Media 0 0 SECTION. This legislation applies to all internet based social media companies offering individual user profiles with greater than million user accounts operating in the United States. SECTION. During the 0 days prior to the Federal general election held in November of even numbered years, social media companies must label all political ads run for or against a candidate, or for or against a political policy. SECTION. The label must appear above any headline or graphic. The label shall clearly state THIS IS A POLITICAL AD if advocating for or against the election of an official or ballot measure, or THIS IS A POLITICAL ISSUE AD if advocating or educating about a political policy. The label must contain the name of the person or organization paying for the placement of the ad, including, if an organization, the names of any individuals providing more than 0% of the organization s funding in the four years prior to the current election. The text of the label must be in a font which displays at an equal or greater pixel height and in a color equal or darker than the standard font used to display the headlines of user shared content. SECTION. This legislation shall be overseen by the Federal Election Commission. A. Social media companies selling ad space are responsible for ensuring all paid ads are in compliance with the requirements above. B. If a social media company posts non-compliant paid ads, they may be assessed a fine of: $.0 per ad impression or $.00 per ad click, whichever is greater. The FEC may, by regulation, increase these fines, or establish new fines to reflect current advertising billing models. SECTION. This law shall take effect starting with the 0 election cycle. Public universities receiving federal financial aid may establish diversity goals to insure the university s in-state student population reflects the composition of their State. SECTION. (A) To encourage enrollment which matches an institution s goals, a university may, after establishing the level of tuition necessary for university operations, reduce the level of in-state tuition for members of diverse groups by the corresponding difference between the average household income of the majority group and the diverse group in the State. (B) The Federal Government, through Department of Education shall provide grants to participating universities in the amount of the reduced tuition. SECTION. 15 A Bill to Address Disaster Relief Funding 0 SECTION. All States requesting non-agricultural federal natural disaster relief funding shall pay fifty percent of any funding requested. SECTION. The federal government may establish a repayment program, not to exceed years, for reimbursement of a State s share of funding. Non-payment by a State shall result in a reduction of all federal funding received by a State until repayment is completed. SECTION.
