4 CONTEST UK Government Strategy To reduce the risk to the UK and its interests overseas from international terrorism so that people can go about their lives freely and with confidence

5 CONTEST - 4 P s Pursue: stop terrorist attacks Prevent: stop people from becoming terrorists or supporting terrorism Reduce Threat Protect: strengthen our protection against terrorist attacks Reduce Vulnerability Reduce Risk Prepare: mitigate the impact of a terrorist attack 5

6 PREVENT: (3 I s) Respond to the ideological challenge of terrorism Safeguard individuals from being drawn into terrorism. (Channel) Work with sectors and institutions where there are risks of radicalisation The Channel programme is all about safeguarding - no different to drugs, gangs, sexual exploitation, domestic violence Sharing a concern can lead to a multi-agency approach to identify and provide support to a young person and their family

7 Extremism definition 1.Vocal or active opposition to fundamental British values, including 2.democracy, 3.the rule of law, 4.individual liberty 5. mutual respect and tolerance of different faiths and beliefs. We also include in our definition of extremism calls for the death of members of our armed forces

9 There is no single profile of a terrorist or extremist. Factors which may make people more vulnerable include:- Feelings of grievance and injustice Feeling under threat A need for identity, meaning and belonging A desire for status A desire for excitement and adventure A need to dominate and control others Susceptibility to indoctrination A desire for political or moral change Opportunistic involvement Family or friends involvement in extremism Being at a transitional time of life Being influenced or controlled by a group Relevant mental health issues Issue: where are boundaries crossed??? 9

10 CT&S Act necessity? Lee Rigby attack / Extremism task force Government wanted to :- Ensure consistent delivery Enhance efforts to prevent terrorism Respond to the ideological challenge of terrorism Understand risks of travel to Syria and Iraq UK Terror Alert at Severe 40 plots foiled since 7/7 Recent attacks in Paris, Sydney, Canada and Woolwich Lone Actors ( increased risks with the internet) 10

11 CT&S Bill - timeline 26 November 2014: Bill presented to Parliament 7 January 2015: Bill passed by Commons 30 January 2015: End of Public Consultation 13 February 2015: Bill becomes Law 12 March 2015: Draft Statutory Guidance published 1 July 2015: Requirement commences 11

12 CT&S Bill statutory duty The new duty will require specified authorities to have due regard to the need to prevent people from being drawn into terrorism Sec 26 CT&SAct 2015 These bodies will include local government, the police, prisons, providers of probation services, schools, colleges, universities and others. Prevent and Channel now statutory the CT Bill does contain several other Pursue related legislative measures and others were announced last week

13 Inspection and oversight Implementation of the Duty will be inspected The Home Office /Ofsted and others will: Oversee compliance Gather data from specified authorities Issue direct guidance if there is non-compliance with the Duty 13

14 Principles All specified authorities must: Assess risk of radicalisation in their area or institution (prioritisation) Develop an action plan to reduce this risk Train staff to recognise radicalisation and extremism Work in partnership with other partners Establish referral mechanisms and refer people to Channel Maintain records and reports to show compliance 14

15 Sector Guidance Schools Establish a single point of contact for Prevent. Assess risk of students being drawn into terrorism. Develop an action plan to reduce the risk. Train staff to recognise radicalisation and extremism. Refer vulnerable people to Channel. Prohibit extremist speakers and events. Manage access to extremist material. 15

17 Prevent duty: prioritisation of areas Prioritisation: The Prevent prioritisation process has identified 3 tiers of threat; resource allocation will be made according to identified threat. Funding will be available through the national offer to all 3 tiers of local area. Tier 1: 10 highest threat priority areas (No Lancashire areas) Tier 2: 36 medium threat priority areas ( Blackburn with Darwen and Burnley) Tier 3: 307 local areas in England captured by the Prevent duty ( i.e. the rest of Lancashire) 17

18 Channel Local authorities must : Ensure a multi-agency panel exists and chair the panel pilot areas 2012 Lancashire panel constituted chaired by Paul Lee BwD Proposal at Chief Executive s next week to agree continuation Channel Panels must: Develop a support plan for accepted cases and signpost to other support where cases are not accepted. Ensure consent is sought prior to support being provided. Cooperate with other panel partners..in place 18

Clear leadership and accountable structures are in place and visible throughout your school Staff and Governing Body have been trained appropriately to role Appropriate reporting and referral process is in place and referrals are managed Broad and balanced curriculum that helps protect students against extremism Policies & Procedures Training, Recruitment, Bullying, Cohesion, Equality, Safeguarding British Values Democracy, Rule of Law, Tolerance of different faiths and beliefs.
