1 THE ROAD TO BUSAN FOURTH HIGH LEVEL FORUM ON AID EFFECTIVENESS (HLF-4) updated 31 March 2011 Milestones on the road to Busan KEY ISSUES The Fourth High Level Forum on Aid Effectiveness (HLF-4) will be a milestone for international development, reflecting the collective effort by donors, developing countries and all development stakeholders to implement the international framework to improve the quality of aid: the Paris Declaration (2005) and the Accra Agenda for Action (2008). It will be held from 29 November 1 December 2011 at the Bexco Convention Center in Busan, Korea. PURPOSE The main purpose of the HLF-4 is to: draw conclusions on the commitments and targets set for 2010 of the Paris Declaration (2005) and the Accra Agenda for Action (2008): have they been achieved or not, and why? draw on evidence to identify characteristics of high-quality aid to be reaffirmed and taken forward towards implementation by 2015 and beyond

2 frame actions around aid quality in the broader context of development to situate the role and impact of aid in the broader development context, including challenges and partnerships FINDINGS BASED ON EVIDENCE Discussions and decisions at HLF-4 will be based on evidence. Accessible evidence of progress and challenges in implementing the Paris/Accra commitments and future priorities will be consolidated into three official HLF-4 documents targeting a political and more technical audience and the wider public. Final drafts are expected to be available in July Progress since Paris: Results from the 2011 Survey on Monitoring the Paris Declaration (carried out in 90 developing countries), conducted jointly with the Survey on Fragile States Principles (14 countries/territories).the survey findings will also draw on prioritised qualitative and quantitative evidence from clusters and workstreams, as well as from external sources including DAC subsidiary bodies. Phase II of the evaluation of the Paris Declaration: Evidence on the outcomes and impact of increased aid effectiveness from 22 developing countries and 18 bi/multilateral institutions. Key findings and recommendations: A single, brief volume which highlights key issues identified through the bodies of evidence, targeted at a political audience and the wider public PREPARATIONS AND CONSULTATIONS The Working Party on Aid Effectiveness The WP-EFF is a global platform that represents developing, middle-income and donor countries, multilateral organisations and civil institutions. It will lead the consultation process for HLF-4. Its Executive Committee will lead the preparations to support its decisions. Korea will take the logistical lead, organising and staging the event. All WP-EFF cluster and workstream leaders are implementing their work plans to provide inputs for HLF-4. Various others including DAC subsidiary bodies and other formal or informal working groups and platforms are also contributing. Regional consultations: Representatives from partner countries gave their main priorities for Busan 2011 in different regionally organised meetings. Events have already taken place in Cape-Verde and Tunisia (for the African region), Cambodia and Jordan (for the Asian region) and Barbados, Guatemala and Ecuador (for the Latin America and Caribbean, or LAC, region). Additional events are expected, among them a LAC region event in May and a Pacific region event in June. Consultations for developing countries: The WP-EFF s focus countries work to increase the consistent implementation between headquarters and field offices of aid effectiveness commitments. They provide evidence on implementation from a number of countries, including, to date, Ghana, Malawi, Rwanda, Mali and Ecuador. The Partner Country Caucus under the aegis of the WP-EFF has the role of identifying priorities for Busan. Groupings of countries, such as the g7+ fragile states groups as well as partners in South-South co-operation, are pursuing stakeholder-specific consultative processes. A Partner Country Contact Group drawing from WP-EFF partner country membership is currently being formed to consolidate a Partner Country Position for Busan. Civil society consultations: The CSO Open Forum General Assembly met from September 2010 in Istanbul, Turkey, concluding the regional and in-country consultation process and agreeing on eight principles for CSO development effectiveness. The draft holistic framework, which emerged from this process will be finalised at the

3 Second Global Assembly in Better Aid will continue to represent the CSOs at the WP-EFF and ExCom to facilitate multi-stakeholder consultations on aid effectiveness on the national and regional levels towards HLF-4. Parliamentarian and local authorities consultations: Recognising the important role of Parliaments, AWEPA and IPU, as WP-EF participants, will decide on and inform the process of consultations for parliamentarians. A common position from parliamentarians will be elaborated by capitalising on planned events in WP-EFF EXECUTIVE COMMITTEE Co-Chairs: Talaat Abdel Malek and Bert Koenders Canada Colombia As important development actors and managers of a part of ODA, local authorities are represented in the WP-EFF and are welcome to propose inputs for HLF Linkages with political processes: Securing high-level political engagement of donors and other stakeholders will be key. Consultations for Busan will thus take advantage of opportunities to raise political momentum through various international processes, including those led by the OECD DAC and its subsidiary bodies, and other political or stakeholder groupings (Multilateral Development Banks, UN agencies, G8/G20, Global Programmes etc.).
