During the last 15 years, the government has initiated various development initiatives for the people of Assam. 12 Election Manifesto Assam Legislative Assembly Elections Assam Pradesh Congress Committee Peace and development march ahead hand in hand A humble appeal to the people of Assam My dear brothers, sisters and respected elders, On the onset, warm regards and greetings from the Assam Pradesh Congress Committee. We take this opportunity to extend our heartfelt greetings for the upcoming Rongali Bihu celebrations. We hope that the forthcoming New Year dawns new hope, dreams and aspirations in each and every individual's life. Wishing that peace, progress and prosperity become the part of your lives, we further take this opportunity to seek your blessings and good will for the ensuing Assam Assembly polls, which is scheduled to be held on April 4 and April 11, Not just in India, the Indian National Congress is one of the largest political parties in the world. The history of the Congress party and its contributions for the nation is known to all. Under the leadership of great leaders like Father of the Nation Mahatma Gandhi, Jawaharlal Nehru, Moulana Abul Kalam Azad and Sardar Ballavbhai Patel, the Indian National Congress was able to free India from the clutches of 200 years of British rule. Assam too played an important and active role in the fight for independence. Under the leadership of visionary leaders like Maniram Dewan, Piyali Baruah, Piyali Phukan, Manik Chandra Baruah, Faijun Ali, Jagannath Baruah, Tarun Ram Phookan, Nabin Chandra Bordoloi, Gopinath Bordoloi, etc, Assam witnessed a new wave of revolution, pulling the Assamese people into the war of independence. The list of Assamese martyrs during this war is not short either. People like Maniram Dewan, Piyali Baruah, Piyali Phukan, Kanaklata Baruah, Mukunda Kakati, Bhogeshwari Phukanani, Kushal Konwar, Madan Barman, Raouta Ram Koch, Manbar Nath, Maniram Bodo, Ratan Kachari, Mangal Haque, Sarunath Chutiya, Kumali Devi, Tileshwari Baruah and many more sacrificed their lives for a free and progressive India. We, the Assam Pradesh Congress Committee, offer our heartfelt salutations to those brave-hearts. Assam's populace still remembers how it waited for the elections for a 01

13 change as the state was gravely devastated prior to Gripped by fear, militancy and secret killings, the people were forced to stay indoors even in broad daylight. The callousness, corruption and misrule of the then AGP Government not only broke down the law and order situation but plunged the state in a serious financial crisis. Development ceased, government employees were deprived of their salaries for months and new appointments were stopped completely. The state was plunged into complete anarchy. To come out of this situation, the people of Assam with deep faith and hope voted for the Congress and brought the party to power. With huge challenges ahead, the Congress Government began the process of rebuilding the state. The AGP Government was running only on the basis of overdrafts and due to excessive overdrafts, the Reserve Bank of India on several occasions, even stalled monetary exchange. Taking some economically drastic and progressive steps, the government was able to bring in economic stability to the state within four years. In fact, since 2005 till date the Congress Government in the state has not taken a single overdraft from the Reserve Bank. Apart from regularising employees' salary, facilities available to them were also increased. Squashing the secret pact the previous AGP Government had with the NDA Government at the Centre, the Congress Government paved way for new recruitment in public offices. Since the time of its oath taking, the Congress Government initiated steps to improve the deplorable law and order situation of the state. By strictly controlling secret killings, curbing the SULFA and syndicate rule, the Congress Government in one of its biggest success was able to bring back the faith of the people in the state administration. The Assam Agitation Movement, which was led jointly by the members of All Assam Students' Union (AASU) and All Assam Gana Sangram Parishad (AAGSP), came to a peaceful and meaningful conclusion due to the sincere and sanguine efforts of then Prime Minister and one of India's visionary leader, late Rajiv Gandhi. As such, proper implementation of the Assam Accord is always a moral obligation of the Congress Government. The Asom Gana Parishad (AGP) formed out of the Assam Agitation, even after coming to power twice, did not initiate steps for the implementation of the Assam Accord. Even after being coalition partners with the NDA government at the Centre, the AGP failed miserably in the Accord's implementation. Moreover, the former AGP Government and the NDA Government did not pay any heed to the demands of AASU for holding a tripartite meeting on the issue where apart from an AASU delegation, the Prime Minister and Assam Chief Minister would also have been present. This act laid bare the true intent of the AGP Government and the NDA 02

14 government about their seriousness in implementing the Assam Accord. After coming to power the Congress government gave importance in stabilising the economic situation of the state and brought law and order situation under its control, apart from giving due importance in finding solutions of the various other problems faced by the state. Taking AASU as its aide, the government took measures in the implementation of the Assam Accord and accordingly a tripartite meeting was also held in 2005 in the presence of the then Prime Minister of India Manmohan Singh. Later on, the Congress-led UPA Government at the Centre made every effort for implementing the decisions taken at the tripartite meeting. As a result the process of updating the NRC gained momentum and the first phase of work is complete. Production from the gas cracker unit established at Dibrugarh's Lepetkata has begun and this has become possible only due to the efforts made by the then UPA Government at the Centre led by Manmohan Singh. On the other hand, when NDA Government was at the Centre, it did nothing worth mentioning for the development of th Assam and the state was deprived from a grant of Rs 1000 crore during the 11 Finance Commission. During that time neither the AGP Government of the state nor the state BJP leaders made any protest against it. Mahatma Gandhi, the Father of the Nation, dreamt of establishing Gramya Swaraj in India. With an aim to fulfil this dream, Prime Minister late Rajiv Gandhi made efforts of creating a stronger India by involving the people from the grassroots in the administration through a three-tier Panchayati Raj system. The AGP Government, which was in power from 1985 to 2001, however, did not hold Panchayat elections in the state. Is this their respect for the democratic set up of the nation? After coming to power in 2001, the Congress Government held Panchayat elections and paved way for the decentralisation of power to the grassroots and till date Panchayat elections are being organised at a regular basis. It is under the visionary and dynamic leadership of Congress President Smt. Sonia Gandhi ji and Vice President Shri Rahul Gandhi ji that the state of Assam vis-à-vis the entire nation progressing ahead. Their tireless endeavor for the upliftment of the common people is simply unparallel. The Mahatma Gandhi National Rural Employment Gurantee Act (MGNREGA), which has generated more rural employment than any other government scheme or private initiative in the history of independent India, was the initiative of the UPA Government. Again, introduction of the 03

15 Right to Information Act empowered the citizens and the Act promoted transparency and accountability in the working of the government. Both Smt Sonia Gandhi ji and Shri Rahul Gandhi ji envisioned of a vibrant democratic India, where there is no place for corruption and communalism. In fact, their vision helps in making India a vibrant democracy. For solving various burning issues of the state like improving law and order situation of the state, financial security, solutions to Bodo problems, establishment of peace at Bodoland, paving way for peace talks with the various active militant organisations of the state, employment generation and for sowing new seeds of hope, aspiration among the minds of educated unemployed, profits in business due to the improved law and order situation of the state gave birth to a new trust for the Congress party and as a result the party was reinstated to power in 2006 and then By bringing to power for the second time, people of Assam not only showed their trust on the Congress Government but it also forced the government to be more responsible towards the people. In its second term the government focussed more on developmental work. From 2006 to 2011, the UPA Government at the Centre helped the state government in every possible way for carrying out developmental work in all fiends including infrastructure and thus placing Assam as one of the most developed states of the country. The prevailing situation of peace and tranquillity in the state and numerous developmental work cemented trust and faith for the Congress party among the hearts and minds of the people of Assam. The policy of previous AGP Government in the state and the BJP-led NDA Government at the Centre was 'First peace, then development' and thus only due to this the rebel leaders of the state were secretly killed, apart from carrying out stringent army operations against them in name of taming them. But after coming to power, the Congress Government disapproved of this policy and it worked holistically for making peace and development walk hand in hand. Within a very short span of time people of the state soon realised the sweet results of these efforts. Educated unemployed, through various initiatives of the government, besides being employed in government and non-government sectors, found various ways of self employment. A new raw of hope and aspiration dawned in the minds of the youth of the state and many, who joined the path of rebellion, returned back to the mainstream. As a result of this, new recruitments in the militant organisations dipped considerably. Except 'ULFA' C-in-C Paresh Baruah, 04

16 several top ULFA leaders including President Arabinda Rajkhowa came forward for peace talk with the government. The BLT returned to the mainstream later went on to govern the BTC administration after being elected through a democratic process. In the similar way, several top leaders of the DHD and NDFB also returned to the mainstream and as a result, not only did secret killings stopped completely but killings of innocent people decreased from 412 to 2001 to 10 in With peace finding its way back, the state continued to climb new heights of development. For making unprecedented progress in the agriculture sector and making farmers self sufficient and self dependent, the Central Government awarded Assam with the Krishi Karman Award consecutively for the fourth time being a record in itself. The proposed and under construction bridges over Brahmaputra connecting Dhola-Sodia, second Saraighat bridge, Bogibeel bridge, Dhubri- Phoolbari, etc will bring in a new era of development in communication. Similarly, by constructing several stadiums of international standards and developing the sports infrastructure if the state, the government successfully rd th hosted the 33 National Games and 12 South Asian Games (SAG) in the state. This has not just brought laurels to the state, but also to the country at international level. After coming to power consecutively for the third time, the Congress kept its promise made to the public but post 2014 Lok Sabha polls there has been a hiccup in that process. Sweeping the minds of the public with his false promises like stalling of construction work of mega dam, expulsion of Bangladeshi nationals from Assam, curtail price rise, jobs to around a lakh unemployed within a year, etc, the BJP was able to win seven Lok Sabha seats in Assam. But after Modi donned the hat of Prime Minister, he forgot all the promises and instead has taken a complete u-turn. Early completion of mega dam, visa to Bangladeshi nationals, citizenship to Hindu Bangladeshis, who came to Assam post March 25, 1975, unable to cut down prices even after the decrease in the prices of petrol-diesel, stalling of fresh recruitment in the government sector for one year, scrapping of 'special state' status from Assam and other Northeastern states, etc, has brought the actual face of Modi and the BJP government in front of the people. And at this point, the Modi government is trying its best to indirectly hinder the developmental work of the state and in this way he tried every possible way to put our government at fault. But the conscious people of Assam have understood the real face of the Modi government. Moreover, after BJP came to power at the Centre, the biggest threat with which the entire nation is dealing with is 'intolerance'. A group of BJP 05

17 leaders along with organizations like the RSS is trying to create a religious imbalance in the country, which is a threat to the age old harmony and cultural unity of the country and has brought down serious threat not only on the basic human rights but also on the Constitution as well. The intellectual class of the country has been forced to take to the streets, opposing the intolerance which has existed in the country in the last one and a half years. They will try to do the same in Assam as well. But the people of Assam, conscious enough to understand the sinister designs, have led to a complete change of the situation prevalent six to eight months earlier. The common men have understood the reality and once again taken a stand with the Congress party. The number of leaders and members from different parties and organizations, who have joined Congress, testifies to the fact. We don't give false promises. We do what we say. th th On April 4 and 11 Assam goes to polls and before that every party will approach to lure the voters in different ways and one of their tools is to malign the name of Congress by speaking against it. The biggest thing is that in Assam, the BJP and the AIUDF is trying to polarise the population in the name of religion. Development and peace means nothing to them, power is what they want. But the Assam Pradesh Congress Committee is determined to counter such evil designs. We want to see that peace and progress march ahead hand in hand. With this positive thought, we want everyone's good wishes and blessings to form the government in Assam for the fourth consecutive term. A mélange of communal harmony, Assam, the land of Shankar-Ajan, stands testimony to their message of humanity and the Congress party under the strong and able leadership of Smt. Sonia Gandhi and Sjt. Rahul Gandhi, is determined to keep this secular flag flying high. We promise that in the next five years, Assam will reach new heights of development and no religious polarisation will be able to touch the unity of the state. 18 Our Promises at a Glance All vacant posts in government sector schools will be filled in the next five years and more than 2 lakh teachers will be given employment. Primary stage computer education will be provided in 67 selected colleges which will be extended to all colleges in the next 5 years. Government employees to be provided with Central pay scales to improve their financial situation. One Agriculture Bank to be set up for the welfare of farmers. Sasya Bima Achani' to provide farmers relief from natural disasters. Agriculture colleges will be set up in Dhemaji and Bongaigaon. A state of the art organic farming training institute to be set up in each Agro Climatic Zone. Unemployed graduates in the age group years will be provided with a monthly stipend. A financial trust to provide loans for higher studies in any subject will be instituted. A special package of Rs 500 crore for development of tribes and scheduled tribes to be disbursed. 50 % reservation for women in government jobs and facilities. 5 new degree colleges to be instituted in the char chapori areas. Two multi-faceted Universities to be instituted in Lower and North Assam. New Assam Assembly building will be completed by next year. All preparations for completing the Bogibeel Bridge by 2017 will be taken. Construction work for announced Engineering colleges in Goalpara, Karimganj, Kokrajhar, Dhemaji, Nalbari, Udalguri and Golaghat has already started. These will be completed in the next two years. Construction of a Mini Secretariat at Barak Valley and plans to hold Assembly sessions there Plans to set up four regional divisions of every directorate at Upper Assam, Lower Assam, North Assam and Barak Valley 07

19 A training centre to be set up at every block for the benefit of women entrepreneurs Apart from arranging of four yarn banks, medicine, fodder, poultry fodder and animal husbandry, four additional projects would be set up for developing pisciculture Training centres at each block to be opened for imparting training to unemployed educated youth. An innovation centre will be opened up at each districts and sub-divisions. A research centre for mitigating the unemployment problems would be set up at each University. Schemes will be taken up for employment oriented education Process to develop a correct NRC will continue, through which we will get a proper registrar of citizens International borders will be completely sealed. An observatory committee will be set up at the district level and this committee will help in the identification of foreigners Assam Film Finance Corporation would get more government aid to encourage the film producers. Government aid would be given to the tribal religious institutions and to namghars, various temples, churches, dargahs and gurudwaras which have completed 100 years. Pensions to be extended and offered annually on the basis of merit to stage, mobile theatres, radio and cinema actors and actresses along with technical artists and musicians (including singers, composers, lyricists, instrument players and music directors). Artists belong to fine arts, painting and other form of arts would be included in pension scheme. Majuli will be declared as a district of historical importance Places and monuments of historical importance would be protected. Cultural centres of the tribal communities will be constructed at the same place Assam Emporium will be constructed at big cities of India such as Delhi, Mumbai, Kolkata, Bangaluru, Ahmedabad, Bhubeneshwar, Chennai, Pune, etc. IAS and ACS training centres will be set up for employment generation. Moreover, for preparing the youth for police, navy, army, para-military and air force special training centres will be set 08

Special training will be imparted to the members of self help groups Infrastructure will be developed so that every family has at least one earning member Students, youth, women, farmers, labourers, weavers, members of self help groups will be strictly monitored so that they receive employment House for All' scheme will be strengthened by investing more funds. Everyone will be ensured proper drinking water, medical facilities, sanitation and electricity. Special emphasis will be given for developing agro-based industries along with pisciculture, animal husbandry, poultry farming and fruit packaging industry Supply of rice of Rs 2 per kg will be made hassle free Every Indian citizen will be protected and election guidelines setup by the Supreme Court will be followed Necessary steps would be taken for establishing a campus of Aligarh University For char areas, funds would be utilized by taking up more schemes BRDF to be increased Insurance schemes for crops destroyed in natural disasters will be implemented Process of rehabilitation and help for those affected by floods and erosion will continue Two ambitious project for stopping the erosion caused by the Brahmaputra and Barak will be taken up Brahmaputra control measures to reclaim land by dredging the Brahmaputra using state of the art technology will be taken up. These measures will not only create new land but will also generate employment avenues and industrialization. Under these measures agricultural land claimed by the Brahmaputra will be reclaimed. Highways on both banks of the Brahmaputra will be constructed leading to new horizons in the transport system of the state. An ambitious plan will be chalked out taking the advice of various specialists in the field. The number of Boat Ambulances will be increased. Government sponsored fully residential schools will be instituted. 09

21 Low priced fare buses and boats will be introduced. Necessary measures to transfer the headquarters of Tea Board to Assam will be initiated. Transfer of the headquarters of all tea gardens in the state to Assam will be made mandatory. A special package for development of micro tea growers will be given. Employment avenues in tea gardens will be increased. Tea garden oweners will be pressurized to provide houses for tea labourers. With special steps in tea research, multi faceted development of the tea industry will be given special priority. Fast paced implementation of schemes to provide land for the landless and homes to the homeless will be taken. Developmental schemes for Bengali, Hinidi speaking, scheduled tribes and castes, other backward classes and eceonomically weaker section of the society will be taken. Special package for Karbi, Dima-Hasao Autonomous Council, BTAD will be announced. The Congress government extends full support to the administrative process for giving ST status to the six tribal communities. The Congress government will accept and implement all measures for the benefit of the newly constituted ST without hampering the interests of the previously declared STs. The Congress Government is also supportive of any administrative steps for providing equal status to underdeveloped and economically weak communities such as Kalitas, Keots, Khilonjiya Muslims and others. Electrification of villages and tea garden areas will be completed. A Vigilance Authority will be created to remove issues arising out of Rajiv Gandhi Electrification scheme Use of solar energy will be popularized in the char chaporis and hill areas. An independent corporation will be set up for distribution of solar energy Endeavours for overall development of the BTAD areas will be continued. Under the Tribal Welfare Department, all Boros residing outside the BTAD areas will be given equal status as other STs for their economic and social development. Special measures to stop human-animal conflict will be taken by the Forest Department. 10

22 Measures to be taken to stop climate change damages by way of deliberations To increase royalty and importance of Assam in the field of natural gas, resource will be given to oil producing companies to increase production Shelter home named 'Apon Griha' for the elderly and children will be constructed at every districts Pressure will be given to IOCL to give weightage for appointing director general from Assam. The implementation of national herbal and aromatic tree plantation project would be done The farmers would be benefited through massive bamboo plantation in the deforested area under national bamboo plantation drive To prevent erosion and flood in other rivers, dykes would be constructed by using geo textile tube, geo tube bag on the same line of Matmora. DPR for several projects are now being prepared for other rivers also to use this same technique. Will ensure that no genuine Indian citizens are harassed in the name of foreigners After finalizing the NRC, deportation of all illegal foreign nationals will be taken up with the Centre and keeping the interests of the state under consideration, a time bound process to carry out the same will be implemented. Clean drinking water issues in the city will be solved in the next two years A well chalked out strategy to end the problem of artificial floods will be implemented within the next two years.. Present initiatives will continue. Land patta will be allocated to the landless residing in government land 11

23 Finance Department Our Promises With a mission for increasing the per capita income from the present Rs 49,363, and to improve the living standard of the citizens, emphasis will be given in the financial aspect. In 2001, the per capita income was Rs 12,803. More than 4.15 lakh Government vacancies were filled up in the last 15 years. In the coming 5 years, with increased employment avenues, 10 lakh unemployed persons will be provided with jobs in the government and private sectors. Government employees to be provided with Central pay scales to improve their financial situation. All temporary employees to be regularized by next year. All employee welfare schemes to be implemented. Unemployed graduates in the age group years will be provided with a monthly stipend. A financial trust to provide loans for higher studies in any subject will be instituted. 2,000 crore fund earmarked to be distributed in the developmental blocks as per population. Special schemes to convert atleast one development block in each district as model development block will be implemented. A special package of 1,000 crore for development of the Hill Districts, Diphu, Dima-Hasao and districts of the Barak Valley will be disbursed in the next 5 years. A special package of Rs 500 crore for Majuli development and protection to be disbursed. A special package of Rs 500 crore for development of tribes and scheduled tribes to be disbursed. A special package of Rs 500 crore for Hill district development to be disbursed. A special package of over 1,500 crore for scientific development of the char and chapori areas from Sadia to Dhubri to be disbursed. Additional schemes will be taken up for the upliftment of more backward developmental blocks All venture schools to be provincialized. 50 % reservation for women in government jobs and facilities. 5 Degree colleges to be instituted in the char chapori areas. Two multi-faceted Universities to be instituted in Lower and North Assam. 12

24 Agriculture Department Our Promises State of the art cold storage facility to be built in each developmental block producing essential food crops. One Agriculture Bank to be set up for the welfare of farmers. One seed depot to be constructed in each Agricultural development block. More people to be provided with Kisan Credit Cards in the next five years. Special steps will be taken to balance out cost of production, wholesale and retail price Sasya Bima Achani' to provide farmers relief from natural disasters. More farmers to be provided with government subsidized power tillers, tractors and other agricultural equipments. One time grant to be provided to farmers from Chief Minister's Relief Fund. Agriculture colleges will be set up in Dhemaji and Bongaigaon. Pension will be given to model farmers. A state of the art organic farming training institute to be set up in each Agro Climatic Zone. A primary agriculture training center to be set up in each district. Six live crop production training centres to be set up in six agricultural mandals. 13

Apart from the Bogibeel bridge, construction work for the Dhola- Sadia, Dhubri-Fulbari, Numaligarh-Gohpur, Silghat Tezpur, Guwahati-North Guwahati, Jorhat-Majuli (Nimatighat-Kamalabari Ghat), Disangmukh-Tekeliphuta- Lakhimpur proposed bridges over the Brahmaputra to be taken up in phases. The Dhubri-Fulbari bridge will touch the National Highway connecting Tura in Meghalaya. Construction work of all proposed Medical and Engineering colleges will be completed within the next 3 years. All roads connecting National Highways, with priority to commercial roads and roads of educational institutes will be made pucca. Flyovers will be constructed in 14

26 various cities of the state. Official buildings of all newly declared districts will be constructed in a brisk pace so that administrative duties could be dispensed in orderly and timely manner. Under the Chief Minister's Pucca Road scheme 50 km roads will be constructed in every block. Modernization of the road from Pathsala to Barpeta via Rampur- Sarthebari will be done. A National Highway from Orang to Banderdewa in the Assam- Arunachal Bordert area will be constructed. Four laning work of the National highway from Gohpur to Jonai via Narayanpur, Bihpuria will be taken up. Four laning works of the Tengakhat to Naharkatia, Joypur and Naharkatia to Moran road in Dibrugarh district will be done. 15

27 Panchayat and Rural Development Our Promises Rural Planning and Development Authority will be formed in the next 5 years to formulate rural planning. In the district level such planning committees are already formed. th Under the 14 Finance commission, 2201 Rural Development Commissions will be formed. To eradicate rural unemployment, steps will be taken under Assam State Employment Authority. Certificates to persons under BPL will be provided, also people with income less than 2.5 lakhs will be be given Special BPL certificates. Grants to 1000 persons below poverty line will be increased from Rs to Rs Subsidy to the self help groups will be increased under ASRLMS scheme. 500 self help group in each block will be targeted to be formed. 100 work day guarantee under MGNREGA will be continued. Necessary steps will be taken to increase the number of job cards. Home for homeless' scheme and settlement to the landless scheme would be continued. 50% jobs in government sectors will be reserved for the rural populance. Focus will be given to 16

28 development of Rural roads, bridges, embankments and agridams. Chief Minister's Self Employment scheme will be extended to the rural areas for greater employment generation. People with income below 2.5 lakhs and people with BPL cards will be identified and provided with houses. Under proposal from the public and representatives, new development blocks will be created in LACs with more than 10 Gaon Panchayats. All contractual and temporary posts will be regularized to strengthen Panchayati Raj. Social Welfare Our Promises Chief Minister's 'Jivan Jyoti' scheme will be continued. Chief Minister's 'Mahila Samriddhi scheme will be continued. In the next 5 years more Anganwadi centres will be opened for greater employment. Unemployment stipend will be given to physically handicapped and families with specially abled children. Benificaries under Baideo, Nabou, Nabowari schemes will be increased constituency wise. Scope and boundary of the popular Dharmajyoti and Gyanjyoti schemes will be extended. Eligible brides of BPL families will be given a one time grant of Rs for marriage. Priority will be given to construction of Old age homes and orphanages at every district. 17

29 Education Our Promises All vacant posts in government sector schools will be filled in the next five years and more than 2 lakh teachers will be given employment. A special fund trust will be created to provide scholarship to students opting for higher education. The trust will be inducted in the education budget to regularize flow of fund. All non provincialised schools to be provincialised in the next 5 years. All teachers and officials in schools and colleges will be regualrised within the next 5 years. All problems pertaining to the field of education and educational institutes to be solved, if necessary by amendment of Bills. th th 2 pairs of uniform will be given to students from the 9 to 12 th standards. The scheme is already underway for students upto the 8 standard. Creation of Technical Education Development Corporation will be completed by next year. Primary stage computer education will be provided in 67 selected colleges which will be extended to all colleges in the next 5 years. Rajiv Gandhi Computer Education scheme will be implemented in all High and Higher Secondary schools, Sanskrit Tols, Madrassas, High madrassa and Khariji madrassas. 18

30 Grant to Sanskrit Tols and khariji Madrasas will be increased from Rs 5 Lakhs to Rs 20 Lakhs. Model school construction in 249 developmental blocks twill continue. English education will be imparted in all government schools from Class 1 onwards. Posts vacated by teachers and officials will be filled up within 3 months. All eligible candidates under the Assam Venture Educational Provincialisation of Services Act 2011, will be given employed within the next one year. In this period they will continue to receive the same stipend as before. Construction of Toilets and Latrines in all provincialised schools will be completed in the next two years. Clean drinking water facilities will also be provided. All government schemes to ensure right of education for all under RTE will be successfully implemented. Under Chief Minister's special scheme, one time scholarship for meritorious students will be increased from Rs 5000 to Rs Scientific training to teachers for imparting proper education will be provided. History and Geography will be made mandatory subjects for st th students from 1 to 8 standard. 19

31 Awareness campaingns to encourage education among the children of backward people in tea gardens, char chapori and underdeveloped areas will continue. Institution of colleges by the public to be recognized by amending prevelant laws. Priority will be given to char chapori areas, tea garden areas and areas with large population of underdeveloped tribes. Employment Generation Our Promises Merit based scholarship will be given to 100 students in each districts for preparations for IAS, ACS and other National level examinations. Merit based government subsidiary will be provided for training in engineering, medical, paramedical, nursing and other technical fields. Upper age limitations in jobs for unemployed youths will be relaxed by 5 years for the next 3 years. Application age to government subsidized schemes will be increased. Employment oppurtunities for 10 lakhs youth will be created in the next five years. Self employment schemes will be taken up to provide employment to rural unemployed youths. 20

32 Health and Family Welfare Our Promises Free treatment at hospitals including all tests to BPL people will be extended to those with income less than Rs 2.5 lakhs. Provisions will be made so that eligible patients can avail free treatment at government hospitals after registering their names. All costs will be borne by the government. Ongoing work of establishment of primary healthcare centres at every Gaon panchayat will continue. Provisions will be taken to make all new medical colleges self reliant. Classes at the proposed medical colleges at North Lakhimpur, Diphu, Nagaon and Dhubri will start within the next five years. Renumeration of ASHA workers will be increased to Rs Realistic provisions will be taken to ensure proper implementation and monitoring of National Health Mission schemes. To facilitate investment in the health sector, Assam Medical 21

33 Development Corporation will be instituted in a short time. Election Manifesto Mobile Healthcare Units constituted at District levels will be extended to Mahkuma levels. Strong measures to prohibit cigarette, bidi, gutkha and other intoxicants will be t a k e n b y a m e n d i n g prevelant laws. A special cell under the Exise Department will be created to implement the laws. 22

34 Forest and Environment Department Our promises: To create a healthy environment through massive forestation would be continued in next five years The implementation of national herbal and aromatic tree plantation project would be done The farmers would be benefited through massive bamboo plantation in the deforested area under national bamboo plantation drive Strict steps to be taken to curb poaching and a modern approach to be implemented The forest guard battalion will be modernized to raise the skills of forest guards Though many families are already given land patta under Schedule Tribes and Other Traditional Forest Dwellers (Recognition of Forest Right Act/ 2006) many are yet to be given. Those living in Gahpur, Daiyang Tengani reserve forest will be given right to land after removing legal complicacies. Special drive would be taken out to raise awareness about reduction of global warming among the masses. Importance would be given in building green houses and creating greenery in inhabitant areas. A state water body act will be introduced on the same line of 23

35 Guwahati Water Body Act to bring all historic beels, water bodies, ponds, etc under environment and forest department. Initiatives would be taken to convert all proposed reserve forests in Assam to reserve forests. New forest would be created through social forestry. Illegal wide encroachment in Kaziranga and other forest areas to be evicted. Earth filling in low land would be done by digging bed of Brahmaputra to prevent land cutting in hills Veterinary doctors would be employed under forest department to offer veterinary service to animals and a Rapid Action Force would be formed in every range. Fast Track Court to be introduced to expedite the cases related to forest animals. Tree plantation would be done in fast pace three times more than trees fallen during the widening the national highway. Special initiative would be taken to protect heritage trees and animals. Border Forest Protection Force would be formed to protect border forest and animals and deforested areas would be revived. Large number of forest villages would be established and nature based industry would be set up. A short term compulsory course would be introduced among MLAs, ministers and govt. officers to raise awareness about natural environment. More open playground would be set up for students in every district, sub division, head quarter, town and village. Priority would be given to set up such playgrounds rather than giving those govt. lands to other organizations keeping in view of requirement of such playgrounds in large. 24

An ambitious plan to buy the produce of farmers under Assam State Civil Supply Department will be taken. Distribution of sugar will be again taken up by the Public Distribution system of the state along with the sale of white kerosene at fair prices through 'Aamar Dukan' outlets Under the Food Security Act, computerized system for fast paced mitigation of consumer complaints will be instituted. The government will continue to provide rice of Rs 3 at Rs 2 under the purview of the law. 26

38 Industry and Commerce Our Promises: To give a better edge of industrialization in the state proper land for industries would be found out and developed. Developments of various heads like proper road connectivity, supply of electricity, water supply etc. would be meted out through respective departments. Such Industrial Estates would be developed in every district. Land of dying industries owned by state would be seized. The land of those industries closed down more than five years would be taken over by revenue department even with due compensation and would be allotted for new industrial set up. Industrial estates would be developed for special industries. Interested unemployed youths would be helped in setting up industries and offered all possible government aids. To establish small scale industry industrial estates would be developed in every district and sub divisional head quarters. Deadline would be given to all uncompleted heavy industries in the state. An advisory committee would be formed under the presidentship of honourable chief minister to look after the increase of production of tea, export and welfares of labours. This committee would take decisions on development of tea industry and if required the state govt. would offer aid to tea gardens. The present tax collection system would be changed to give relief to small tea growers in Assam. 27

39 S p e c i a l t e a exhibitions would be organized across the world to popularise Assam tea. The proposed Tea Park in Choygaon would be completed within December Directorate of Tea would be developed in every possible way. The amount of annual Angel Fund would be increased to 40 crores and 2000 small entrepreneurs would be benefited annually. Training for skill development would be funded. Government will take due necessary steps for the development of cottage industry and weavers. Artisans and weavers would be provided with aid and MoU would be carved out with national agencies for their benefits insurance and pensions. For industrial trade state govt. will adopt state export policy for the development of export, import and development of infrastructure. The state would push centre to establish two more border trade center. The state also would put pressure on centre to open a visa office in Assam to spread external trade and to connect Assam through airways with ASEAN and SAARC countries. Steps will be taken to reopen the closed paper mills in Panchgram in Cachar and Jogighopa in Bongaigaon. The fund for subsidy to promote small industry would be increased by twofold. Expert committee would be formed for reopening of several big industries in the state. 28

40 Water Resources Our Promises: To prevent erosion and flood in other rivers, dykes would be constructed by using geo textile tube, geo tube bag on the same line of Matmora. DPR for several projects are now being prepared for other rivers also to use this same technique. The state govt. would put pressure on central govt. for approval of master plan and 100% aid for funding to protect Majuli from erosion. It would take initiative to get 100% aid from central govt. to implement all the plans to prevent flood. Congress government would take initiative for immediate release of fund to implement the advices of taskforce on flood prevention and erosion. The party is quite aware of the fact that certain sections of people have fears of adverse impact on downstream due to construction of Lower Subanshiri Hydro Electric Project. After analyzing various aspects we give assurance to the people of Assam that if anything comes out to be dangerous to Assam we won't support such construction of river dam. Required protective measures would be taken out by reexamination of the project so that Upper and Lower Subanshiri, Siang Hydro Electric Project can not destroy the cultivation at Lower Subanshiri area. The Congress party and govt. would continue its scientific approach in coming days to produce hydro-electricity by controlling the vast water resources and also to control flood and erosion without having adverse effect on bio diversity. A special plan would be carved out for giving shelter to those families who lost their livelihood in erosion. 29

41 Handloom and Textiles Our Promises: Yarn bank would be set up in remaining districts to supply yarn to weavers in subsidized rate. Yarn and blanket would be supplied to poor weavers. Poor weavers would be benefitted by various employment schemes. Production of Eri, Muga andpaat would be recognized as industry Special schemes would be implemented to revive weaving of Sualkuchi. Transport Department Our Promises: 1000 new buses would be introduced in next 5 years for fast rural connection with various urban areas. Public Health Department Our Promises: The supply of pure drinking water would be ensured to 36,426 localities across the state. Every educational institute would be covered under sanitation schemes. 46 Cultural Affairs Our Promises: Assam Film Finance Corporation would increase Govt. aid to encourage the film producers. Government aid would be given to the tribal religious institutions and to namghars, various temples, churches, dargahs and gurudwaras which have completed 100 years. Various cultural festivals would be organized to showcase vivid cultural facets of Assam in different places in India. Pensions to be extended and offered annually on the basis of merit to stage, mobile theatres, radio and cinema actors and actresses along with technical artists and musicians (including singers, composers, lyricists, instrument players and music directors). Artists belong to fine arts, painting and other form of arts would be included in pension scheme. Various awards named after eminent and historic personalities would be given regularly annually. Construction of govt. housing would be increased to allocate various artists phase wise. Rupees 5 crore would be released to Madhabdev Kalakhetra An ambitious plan would be carved out to make documentaries to preserve cultural festivals, traditions, music, dance, costumes and other cultural heritage of various tribes. 35

47 In the town and other populated areas of an administrative block a mini cinema hall would be built with government fund and run by govt. itself or given to private party. These cinema halls would be powered by solar energy. 40% of revenue from ticket selling in these cinema halls would be given to film makers (producer). The existing law would be amended. JyotiChitraban would be developed into an modern studio and training centre. Central fund along with state fund would be provided to Shankardev Kalakhetra. 48 Tourism Our Promises: Quality of infrastructure of entire tourism sector in Assam would be developed and improved and every probable facility would be provided to the tourists. Advertisement would be given in national media to promote tourism of Assam and to attract tourists. Proper initiative would be taken to identify the various tourists' spots. Communication to the various tourists' spots would be developed. To open the opportunity for employment local educated youths would be trained to be tourists guides A training institute would be started in Guwahati for the aspiring tourist guides To popularize the sunset in Brahmaputra like the famous sunrise in Darjeeling a special plan would be carved out Night bus service would be introduced to carry tourists to Kazirangato embark elephant and jeep safary More funds would be provided for restoration of various monuments and war cemeteries. They also availed facilities such as IAY, SGSY, Kalpataru, Randhan Jyoti and food security schemes. Womenfolk have been receiving widow pensions, threads, blankets, and weaving tools under the schemes like Baideo and Nabau. Various development schemes have been implemented for eradicating poverty of the ex-tea workers and those schemes are going to continue for the next five years. For eradication of poverty of the present and former tea workers, pottery makers, carpenters and small time entrepreneurs' one time assistance amount to be increased to Rs 25,000. Government and government ceiling lands under the inhabitance of tea workers will be given pattas. Children of the tea tribe workers will be given employment opportunities in the tea gardens according to their educational qualifications. Similarly, they will be given weight age for getting jobs in government and other institutions. There will be modernization of hospitals under the tea gardens. Subsidised cylinders will be provided to tea workers. Under Rajiv Gandhi Electrification Scheme to cover all populace in tea gardens Government grants will be given to tea and ex-tea workers for using solar light 40

57 Assam Accord Implementation Our Promises As the NDA government has implemented the Land Swap Agreement with Bangladesh which was designed by the Dr Manmohan Singh led UPA government, all fencing work in the border will be completed within the next three years, forever sealing the Indo-Bangla border. Indo-Bangla frontier river connected areas will be provided with watertight security. After finalizing the NRC, deportation of all illegal foreign nationals will be taken up with the Centre and keeping the interests of the state under consideration, a time bound process to carry out the same will be implemented. Assam Rajyabhasha Act to be implemented in the true letter and spirit for protection and expansion of the languages of the local people. The longtime demands of the Congress government regarding D voters have been ratified by recent supreme Court rulings which are in line with the governments stance. According to the ruling list of all D voters whose cases are pending with the Foreigner's Tribunal to be given to Border Police and forward it to the election officer or returning officer for further action. The Supreme Court has directed the process to be carried out as per the Constitution without any bias. The Supreme Court ruling added that if the D voter comes under the purview of the 1955 Citizenship Act (A), then that person should be allowed to cast his vote. 46

58 Fishery Department Our Promises To give stress to fish rearing: Assam being full of waterbodies, there is ample scope for scientific fish rearing, especially in the districts of Barpeta, Bongaigaon, Goalpara, Sibasagar, Nagoan, Marigoan and Kamrup. In these areas fish rearing will be popularised as a mean of employment. The eligible waterbodies, identified by the Fishery Department, will be developed to increase government sponsored fish rearing leading to generation of employment avenues in one hand and lesser export of fish from different states in the other hand, improving the overall unemployment scenario of the state. A scientific scheme to establish Assam as one of the leading producers of fish in the country will be taken. All steps will be taken to make the Fishery College in Raha as a developed and state of the art scientific institution. Financial grants to institute government sponsored Fisheries at every district will be increased. 47

59 A gist of major accomplishments during the last 15 years of the Congress led Assam Government During the last 15 years the government has not only initiated the momentum in taking the state towards development, it has also improved the standard of living of the common men compared to before. Till 2001, extremism and secret killings had terrorized the people of Assam, but today, majority of the insurgents have given up arms and returned to the mainstream. Secret killings have stopped. Innocent people, killed by extremists, have come down from 812 in 2001 to 10 in 2015 (till December 8). Per capita income has increased from Rs 12,803 in 2001 to Rs 49,480 in Bank savings increased from Rs 10,992 crore in to Rs 76,795 crore in ,900 km of pucca roads and 4,370 concrete bridges constructed against 4,300 km of pucca roads and 309 concrete bridges till The number of Universities has increased from 5 in to 19 in Medical colleges have increased from 3 to 6 while Engineering colleges have increased from 2 to 19. 2,19,735 students have been provided with computers and laptops. 72,703 regular and contractual TET teachers were appointed. 65 Public Work Department What we have done From 2001 to 2015 the condition of roads improved quality wise. In the year 2000 out of 37,500 km only 4300 km were blacktopped. But in the last 15 years 25,900 km blacktopped roads were constructed out of 56,500 total road connectivity. Conversions of 5000 wooden bridges to concrete are underway and works of 4370 bridges are completed. Constructions of another 1038 bridges are going on. In many places by-passes on national highways are completed. Mohanbari-Chabua by-pass, railway over bridge in Makum, bypass from Makum via Rupai, road from Islampur Tinali to Sonitpur gate, from Kanubari to Bogibeel road, from Rupai to Talap by-pass and connecting road from Bogibeel are completed. Buildings of Jorhat, Borpeta and Tezpur Medical Colleges are completed. The construction of super specialty hospital in the Guwahati Medical College campus is almost completed. Preliminary works of five big communication projects funded by World Bank are completed. The projects are development of Jorhat- Morioni-Mokokchung road, development of Morigaon-Nowgaon Naltali road, development Dudhnoi-Goalpara-Pancharatna road, Borpeta-Abhayapuri-Bongaigaon road and preparation to construct bridges over river Khabolu and Lohit are almost completed. Panchayat and Rural Development What we have done 6,88,818 houses are allocated under Indira Awas Yojona between Assam State Employment Guarantee Authority is formed. Till now: lakh job cards have been issued. A fund of rupees 315 crores were raised to build 1000 homes for poor in rural areas in every LAC and already 25,000 people are given home loan. 54

66 2500 groups are formed for employment generation of people. To implement the plan to form self help groups under Chief Minister's Special Employment Scheme, a fund of 5,086 crore are allocated. Between age group elderly persons received old age monthly pension of rupees 250 under National Social Pension Scheme. Another persons received 'Indira Gandhi National Handicap Pension' and widows received 'Indira Gandhi Widow Pension' persons of 80 years and above age group have received pension of Rs.550 per month under Indira Gandhi National Old Age Pension Scheme. One lakh elderly people are given rupees 200 monthly under Chief Minister's special programme. Nine lakh elderly persons are already covered under NSAP and 6242 persons are included under NFBS. On the other hand 200 widows are given monthly rupees 200 in every LAC. To help the self help groups state govt. has allocated a fund of crore under SGRY scheme. 500 self help groups are already given rupees 5000 each under Chief Minister's special scheme persons are benefited under Chief Minister's Jivan Jyoti self employment scheme. In 2001 per capita income of people in rural areas were rupees 13,059. In this income increased to 44,263 rupees. Administrative Reforms What we have done To reduce the distance between people and government 'Raijor Podulit Raijor Sarkar' reintroduced. Apart from that Assam Right to Public Service Act was introduced. Power sector What we have done Assam Power Generation Co. Ltd (APDCL) was established. 55

67 Works are underway in 100 MW Namrup project, 70 MW Lakwa replacement project, 120 MW Lower Kapili Hydro Electric project and 750 MW Bongaigaon Thermal Power project. Once completed all these project would provide required 1475 MW electricity and the deficit would be over. A solar power project of 69 MW would be set up in Amguri. Free supply of power provided to 12 lakh poor families under Rajiv Gandhi Rural Electrification Scheme Special plans are taken out to provide electricity in 2139 interior villages. 40,035 houses of 776 villages in 19 districts are connected with solar power. Solar lamps were distributed among 93,000 students crore rupees are allocated for transmission and power distribution under trade development fund. Another 850 crores are allocated in development scheme. 10,584 transformers are distributed under Chief Minister's special scheme. Customer base were increased to 34 lakh in 2015 from 9.02 lakh in In 2001 the state produced 935 million units of its own. That was increased to 1894 million units in According to power consume index of govt. India, among 42 power distribution companies Assam Power distribution Company is th positioned on 18. The distribution capacity of 550 MW in was increased to 1600 MW in The loss of 42.5% during distribution and transportation in was reduced to 25.93% in Power supply to 8348 villages was completed where there was no electricity and along with that electricity was supplied partially to villages. 12,14,182 persons under BPL were connected with electricity under Rajiv Gandhi Rural Electrification Scheme till March,

68 Minority Development What we have done To maintain a peaceful environment all necessary steps were taken in minority dominated areas. Funds are allocated to develop 89,836 Indira Awas Yojona houses, 38 girls hostels, 15 new ITIs, 1 polytechnic institute, 3096 additional classrooms, female wards and labour rooms in 182 health centers under Minority development Fund in various minority areas. An aid of rupees 284 crore is allocated for 6.8 lakh pre matric and post matric scholarship to minority students. Since rural markets, 57 godowns and 13 air conditioned cold storage were set up in minority areas. Veterinary centers have been set up in minority areas and charchaporis. Health and Family Welfare What we have done As we promised- a special care centre for HIV affected children is set up in Guwahati. th Sneh Sparsha' was introduced on 7 June 2013 for under 14 children in BPL and APL category. Under this scheme children below 14 years of BPL families with an annual income below 2.5 lakh would be provided free treatment for 10 ailments including kidney transplantation, liver transplantation, bone marrow transplantation, artificial limb transplantation in hand and legs, leukemia, special eye surgery, special neuro surgery and thelasemia. 172 children were offered treatment under this scheme so far. Preliminary works completed to set up a new Ayurvedic College in Dhubri. To promote alternative medicine regular courses are introduced in and DPR is sent to central govt. to construct new buildings of Tezpur, Lakhimpur, Nowgaon, Kokrajhar and Diphu Medical College. 57

69 Presently there are 1014 primary health centers are functioning in the state. Proposals are on table to establish 165 new primary health centers and 50 of them in char areas under NRHM. An amount of Rs. 1,000 per month per ASHA is provided to ASHA s for monthly routine activities under NHM from ambulances under 108 Mritunjay service, 5 Boat ambulances, 316 ambulances under 102 national ambulance service and 235 ambulances under the 'ADARANI' scheme are on operation across the state. 116 model hospitals are under construction and 14 nos. hundredbeded hospitals are to be in full service very soon. Emergency river ambulance service in Majuli, Dhubri, Sodia, Dhemaji and North Guwahati are on operation. A super specialty hospital is under construction in Guwahati Medical College. Modernisation of 200 bed cancer hospital is underway. 42 model hospitals are ready as community health center under national health mission. GNM Nurse Schools and hostels are under construction in 8 districts and 5 of them are already completed and functional. Two new B Sc Nursing Schools are ready in Silchar and Dibrugarh. A children heart center is completed in Silchar. Till September 2015 total 30,173 patients are treated. Moreover 14,255 patients were treated successfully for cleft operation. 307 patients were given aid of rupees 1 lakh each for kidney treatment Till now. Education What we have done contractual assistant teachers, 4466 regular assistant rd th teachers, 107 sub inspectors and and 4 grade employees were appointed. Jobs of teachers and employees were regularized. Regularisation of jobs of another teachers and employees are on process. 58

70 Curriculum are being renewed and changed according to NCTE-9 to raise the standard to the levels of other states. Changing methods of study (REP) are introduced in 12 districts toilets are constructed school builds are completed. Target is set to offer scholarship to 3 lakh students. 53,555 in and 93,266 students in were brought into the ambit of Chief Minister's special package to offer a scholarship of 5000 for 5 years. (5000 were fixed deposit) Curriculum is published in 10 different languages namely- Assamese, Bangali, Bodo, Hindi, Nepali, Manipuri, Hmar, Garo and Karbi are distributed in all govt. schools. Free uniforms are distributed among SC, ST and BPL students. Free mid day meal are introduced and 1, 22,724 cooks and assistants are appointed. 12, 81,783 equipments are distributed. Secondary Education Sector What we have done In the last five years 2793 graduate teachers, 157 vocational teachers along with 125 PG teachers, 543 TET passed PG teachers, 706 Fourth grade employees and 56 lower division employees are appointed schools established before 2006 are provincialised and the posts of working teachers and other employees are regularized. The staff of venture schools would be given a fixed pay till they are provincialised. In the last five years a grant of lakh were offered to 3943 middle schools. Similarly 1072 Madrasas were offered a grant of Rs. 21, lakh contractual science, mathematics and social science teachers were appointed in various schools and Madrasas middle schools, high madrasas, senior secondary schools and junior colleges were included under 'Rajiv Gandhi Computer Education Programme'. In near future venture schools also would be included under the same scheme. 59

71 35 crore were granted to 700 Khariji Madrasas, rupees 5 lakh each. Constructions of model schools have begun in 81 under developed blocks crore rupees would be sent for each model school. Instead of depending on funds from central govt. construction of these model schools with state govt. fund is under consideration. MoU is signed with Guwahati IIT for training of science and mathematics teachers. Toilets and drinking water introduced in every high and higher secondary school. Higher Education What we have done In the last five years ( ) 2956 teaching and non teaching posts were created by provincialising colleges. Teachers of colleges which are yet to be provincialised are given a fixed pay with govt. aid. State Education Commission was formed. 10 crore was released after formation of Assam State Higher education Council. Rupees lakh were released for meritorious students to raise the quality of higher education during , Kumar Bhaskar Berma Sanskrit College was founded in Nalbari. Constructions of engineering colleges in Golaghat, Dhemaji, Bangaigaon, Nowgaon, Borak velly and B B Engineering College are almost completed. Assam Science and Technical University is founded in Jalukbari. Home Department What we have done Several insurgent organizations were neutralized by putting armed forces. And thus the govt. was able to decrease the deaths of civilians at the hands of rebels. In 2000 there were 412 died of insurgency, in 2012 there were 56 and in 2015 it came down to 9 people. Govt. has handed over 8 cases related to communal clashes 60

72 in BTAD. Our govt. has started negotiaon with several insurgent groups to bring permanent peace solution. Our govt. in center successfully brought a major faction of ULFA to the table of discussion and thereby contributed to restore peace in the state. Similarly main faction of NDFB was also brought to the table of discussion. Surrendered insurgents were rehabilited through adopted plans. 240 such surrendered insurgents were trained for self employment. Families of 176 victims died in secret killing during the tenure of previous AGP govt. were given an aid of 5 lakh each. Several crore were spent for modernization of Assam Police and thousand of vacant posts were filled. 97% of works of border fencing completed. Total workforce of Border Security Battalion was increased to 4037 by appointing 1280 police personals. 4 river police station and 7 river police outpost were established. Foreigners Detection Tribunals were increased to 100. Assam State Human Rights Commission was strengthen according to the instructions of National Human Rights Commission. Animal Husbandry and Veterinary Department What we have done Assam Agriculture University has decided to introduce milk science as a subject from next year. 524 Milk Co operative Society and 397 Milk Producer Organisation would be instituted to train 18,896 milk producers for employment generation. Numbers of artificial incubation were increased to in from 6400 in Numbers of animal insurance were increased to 1,50,254 from zero in Numbers of artificial incubation centers were increased to 1275 in from 553 in Daily production of 45,000 liters of milk could be possible by West 61

73 Assam Milk Union Ltd. through 'Operation White Flood'. Veterinary hospitals are set up in Tezpur, Silchar, Jorhat, Dhemaji, and Bongaigaon cycles and 5400 milk drums are supplied to milk farmers. Daily liters of milk could be produced by establishing 25 milk farms. Personal Administration What we have done Leave of 2 years for baby care introduced during service period for woman employees. State Wages Commission is formed for the benefits of state employees. Science and Technology What we have done A MoU was signed with the National Council of Science Museums to establish a Science Museum in Guwahati. As per the election manifesto, construction of Guwahati BioTech Park in Amingaon, North Guwahati was completed in June Construction work of jorhat Science Centre and Planeterium completed. Meanwhile construction work of the planeteriums at Kokrajhar, Nalbari and North Lakhimpur has been completed and they are being equipped with modern equipments. General Administration What we have done As per the suggestions of cabinet sub committee formed by the Govt. of Assam, the state govt. has formed 7 new districts namely- East Kamrup, South Kamrup, Biswanath, Charaideo, Hojai, South Salmara-Mankachar and West Karbi Anglong with a view of equal all round development of all areas of the state. 62

74 Necessary scheme to establish all government offices in one campus in the districts is being readied by the DPR. Similarily an ambition scheme to construct a secretariat for all departments at Guwahati is being implemented. Handloom, Textiles and Sericulture What we have done Yarn Banks for poor weavers have been constructed in 11 districts. Rs 469 Lakhs have been released and for construction of 9 more Banks, a process to expediate Rs 400 lakhs has been initiated. Construction of sheds and other accessories has been distributed to 5,486 weavers to help work on their looms. Measures have been taken to provide employment to 21,000 weavers. In the previous 5 years, 3,85,189 poor weavers have received yarn free of cost. To provide yarn and blankets to 25,20,000 weavers, an amount of Rs 125 Cr has been spent. 220 Hectares land has been inducted in government farms for silkworm rearing to increase the production of Ari Silk. 3,500 Hectare of forest land has also been taken up. Similarily to rear Muga silkworm, necessary measures to increase 915 Hc land in government farms, 4,838 Hc of Forest land, 2,299 Hc Myadi Patta land, 29,860 Hc from Businesses and 4,502 Hc land for private sector silk worm rearing has been completed. Snehjuri scheme to provide subsidy for silk production has been implemented covering 2,25,000 weavers and producers. 63
