1 CIRCULAR NO.01 / To All CEC Members, We wish all our members and their families and entire PNB Parivar a Happy, peaceful & prosperous New Year Let all your resolutions and wishes come true in The year 2013 was an eventful year for our Nation as well as the world. Some of the happenings which impacted the people during the year needs a mention as they make us pride or brings sorrow. In March India successfully test fired the BRAHMOS. In July launched first navigation satellite IRNSS 1A and joined the exclusive club when India successfully launched The Mars Orbiter Mission. Mr. Sachin Ramesh Tendulkar retired from active cricket after completing his 200 th test in Mumbai. A devastating flood and landslide affected Uttakhand in June causing loss of lives and property worth crores damaged. Officers and employees collected Rs.7 crore by encashment of one day s P/L which was handed over to the CM of Uttarkhand by our CMD. Nature has shown its fury by cyclone PHAILIN in Odisha. In the political scenario, millions deposed faith in the Aam Admi Party an infant in Indian politics for their anti corruption plank and Shri Arvind Kejriwal was sworn in as CM of Delhi. There was change of guard in Karnataka & Rajasthan whereas Chattisgarh and Madhya Pradesh were retained by BJP. Indian economy showed lowest GDP growth in a decade. The CAD touched record high thereby pushed depreciation of Rupee against Dollar and most other currency to a scary teritory. By taking concerted steps by RBI & Govt. the CAD & value of Rupee brought to manageable level by the year end. The fall out of this lower GDP growth with very sluggish growth in manufacturing sector has been the raising NPA in Banks in India. Most banks are grappling with unprecedented Gross NPA and net NPA as well. The NPA provisioning has come down drastically. Though PNB maintained number one position in most parameters in bottom line, it lost the No. 1 slot in terms of total business first time in 30 years as on and slipped to No. 2 position as on amongst Nationalized Banks. At the international level, Pakistan for the first time in history successfully completed the full term of the democratically elected Govt and went into election in 2013 to elect another Government. Mr. Nawab Shariff became the PM of Pakistan in A meteor flared through the skies over Russia's Chelyabinsk region triggering an atomic bomb-sized shock wave that injured more than a thousand people, blew out windows and caused some Russians to fear the end of the world. A powerful earthquake struck the steep hills of China s southwestern Sichuan province, leaving at least 156 people dead and more than 5,500 injured. Egypt's military toppled the country's first democratically elected president on 3 rd July night.

2 Margaret Thatcher, Britain's Iron Lady, died on April 8 at age 87 was laid to rest with a level of pomp and protest reflecting her status as a commanding, polarizing political figure. Nelson Mandela born, on July 18, 1918, died at his home in Johannesburg on December 5, 2013, at age 95. South Africa's beloved son Nelson Mandela will be remembered as much as an Indian leader and an inspirational figure in India. The year 2013 had been eventful for our Association from many angles. First of all we have stepped into 50 th Golden Jubilee Year in September 2013 and dedicated the year long celebration of Golden Jubilee by social activities by helping the poorest of poor in the society. In that direction, we have organized our inaugural function of the Golden Jubilee Celebration of the Association at Burdwan, West Bengal and felicitated 203 students from all Districts of West Bengal, mostly from the poorer section of society out of which 158 students were from poorest of poor section of society. Besides giving all study materials, school bag, medal etc., these students were presented cash award up to Rs.3,000/- each. Mothers and teachers are always a source of inspiration and due to their support children could pursue studies against all odds including poverty. Therefore, Mothers & Teachers were also felicitated by presenting Sari & Shawl. On the occasion of Gandhi Jayanti our Ahmadabad Circle organized a Free health check-up camp for the poor and the needy, which also included senior citizens to show our commitment to the society. In continuation of the ongoing Golden Jubilee Celebration our Jharkhand Circle organized a grand function on 20 th October 2013 at Ranchi, which was inaugurated by the Hon ble Chief Minister of Jharkhand Shri Hemant Soren. More than hundred Children of two non-government aided orphanages were given daily utility goods through the hands of Hon ble Chief Minister Shri Hemand Soren. A similar function was also organized by Delhi NCR Circles on 27 th Nov where our CMD Shri. K R Kamath was the Chief Guest. The function witnessed unprecedented gathering & enthusiasm by the officers of Delhi NCR. As part of social welfare activities the Delhi NCR Circles extended Financial assistance to The Hemophilia Society, presented with Braille Watches and other supporting equipments to Specially abled visually impaired bright students from Life Line Care Society, Delhi and distributed blankets, sweaters & caps to needy old ladies from Arya Mahilla Ashram, Delhi. We must also evaluate the performance of the Association during the year and list a few items here for our members to judge. 1. Got SFF limit enhanced substantially, new items added, quantity & amount ceiling removed. 2. Had meeting with Management through small committee in Jan & March 2013 to improve promotion policy enforced by Govt. and our suggestions were taken up with Govt. which resulted in: a. reduction of cut-off mark from 75 to 60 b. rural/semi-urban service relaxed along with many other reduction on conditions of eligibility

3 3. Placement policy (though not to our fullest liking) declared before promotion process, enabling prospective candidates to make an informed choice to appear or not. 4. Result declared on merit basis for the first time making it transparent while giving placement (earlier result declared as per PF No. wise & circle wise but placement was always on merit basis). This helped to bring in fore the anomaly in formula of placement i.e. merit wise 1st choice of all candidates exhausted before moving to 2nd choice resulting in lower in merit getting better posting than higher in merit in few cases. Next year we will insist different formula where top in merit will get better placement than lower in merit. 5. ZAOs were included in choices to be exercised by promotes (not allowing to apply for parent ZAO made it unattractive, which we will try to change in future). Nonetheless it is a beginning and offers scope of improvement in functioning of ZAOs. 6. Circle-wise vacancies were put up in notice board to help candidates make a informed choice. 7. Flooded by request transfers due to illness, we demanded a Critical Illness transfer policy in MRM in Dec 2012 and got a policy which covers 7 critical illness for self, spouse & dependent children for the first time and over 3 dozen officers got relief so far (a first in the industry). 8. Some members complained that after taking Education loan their children did not get proper job and being employee they are paying almost their full salary towards installments (one officer from Kolkata was in worst condition). We took up in MRM to extend repayment as per new scheme i.e. 15 years for existing loans. It was referred to IBA & got positive response, circular issued. 9. After an officer refuse promotion, he loses stagnation increment, automatic movement & PQP. This is applicable to all PSU banks. We demanded in MRM reversal of this & more particularly for those who are not selected by bank in subsequent promotion process. Management wrote to IBA and IBA concurred where candidate not selected in subsequent promotion process should be released these benefits. (We are first starter in the industry). Any one who refused due to bad placement and may not be in a position to go out in future due to family problem would have lost these permanently but now can appear in next exam and if under-prepared or not selected will get the benefit restored. 10. There was anomaly in fitment from Scale I to II & II to III which was taken up in Central MRM and a reference was made to IBA. Further clarification received from IBA which has been circulated. Anomaly of fitment & consequent recovery for promotion from Clerical to officer are governed by understanding with workmen unions at Industry & bank level and therefore is beyond our control.

In one hand we criticized the accountability fixed on officers & unreasonable punishment through DAC strongly through various letters, personal meeting with ED, CMD and at other forums, we also had the courage to give in writing an alternative accountability policy to the management (no other trade union dared to do that ever). Today we have an accountability policy which has 85-90% of our suggestions incorporated. Few Policy highlights are: Up to 10 lacs no special investigation, 10 to 80 lacd (loaning power of Scale III), no spl investigation but only one form to be submitted by branch. Above 80 lacs to any amount, if appropriate committee decided no spl investigation is required then it's decision is final. Not referred to IAC or vigilance as was the case earlier who used to overturn their decision. Spl. investigation report is not sacrosanct any longer under the new policy. A vetting authority will vet it as to whether it is within rules or beyond rules or imaginations & opinions of the auditor. Earlier the report was used for calling comments and framing charge sheet without verifying facts. When a committee of GM finds no actionable lapse on the part of an officer, it is final and not to go to IAC or vigilance. Only a note will go for accounts of 10 crore & above. Therefore, no scope to overturn their decision which was happening earlier. Earlier, comments were called in 2008/ 2009 but charge sheet served in Now, if within 6 months of calling comment it is not finalized for dropping or otherwise, no accountability can be established on officer subsequently even if such items are pointed out in subsequent IR. There is a whole new chapter on Renewal, Renewal cum enhancement of loans and clarity is given under what circumstances earlier officials, subsequent officials or renewal officials will not be accountable. Many accounts though standard but has shortcomings/ irregularities have to be renewed but subsequent officials were afraid of taking a bold step due to fear of accountability. Now if they list out such deficiencies and write solutions/compulsions while renewing, they will not be accountable. Amount wise Competent Authority (other than DA) concept clarified. 4 year/ 2 year clauses, fraud by officials / outsider, advocate/valuer opinion followed etc are clarified and protection where documents & mortgage vetted are introduced. Most importantly whether lapses are responsible/ cause for account becoming NPA or not to be compulsorily mentioned in inspection/ Spl investigation report. Many revolutionary changes introduced and care taken for practical implementation. Some Minority union leaders who always spread falsehood or take credit on our efforts or those who are having doubts about our role in getting the new accountability policy within few months of the last policy issued in May &Dec 2012, can refer to our letter to CMD & others put up in website of AIPNBOA vide Cir No. 10 dt & 42 dt and tally it with present policy. 12. Long standing demand of reduction on clean OD which is reduced by 2%, now at BR. 13. We demanded transparency in PAF be communicated to all scale in MRM and it is now agreed to put up PAF of Scale IV to VII in HRMS before next promotion process.

5 14. Though cut-off mark in PAF is a Govt. direction, we have demanded system of appeal on PAF rating / marks atleast for those who are getting below cut-off mark. It is agreed by Management and shall be introduced from current year. (We are demanding that cut-off for earlier period be dispensed with for eligibility in promotion by taking up with Govt.). 15. At our initiative, system of reducing 1/3 pension in CRS cases pursued for last few years are changed for all undecided cases as on and new cases w.e.f Hence forth no such reduction in pension resulting in officers punished under CRS to get full pension & thereby full commutation. 16. In case of death of an Officer and if his/her family is eligible for Ex-gratia payment, this was denied if the officer was punished with major penalty. Management agreed to change this and work going on where all eligible cases shall get ex-gratia. 17. Though rule was there, both spous were not put in same station. Through our efforts, most cases resolved (though many beneficiaries don't know our efforts due to non publicity by us). 18. Brought transparency in working of Association. Re-launched website in Jan 2013 and kept it up to date with information and activities on a day to day basis. 19. There are many small issues for individuals and groups resolved and many other designs of management which could have affected officers negatively were stopped. Our aim is to improve the promotion, placement policy in the year 2014 along with many financial and non financial issues. We shall also keep our focus and work to get a better & fair wage revision for officers. Let s work together.
