3 Why we need social economy in Poland? Population affected by poverty or exclusion in the EU regions in 2013 in many Polish regions, a significant risk of poverty and social exclusion is up to 40% but from 2004 each year Poland reduce the number of people living at risk of poverty or social exclusion
4 Why we need social economy in Poland? The rates of households living below the relative poverty line in 2013 the statistical subregions with the highest risk of poverty rates are in the east and southeast of the country
5 Why we need social economy in Poland? Current debates and challenges for social services Very tradictional social care system, based on benefis Lack of public social services Increase of informal services and co-production services Increase of paid social services Decentralization and recentalization Deinstitutionalization Integrated services approach Active social policy The growth of social services will be made by the activity of non-profit organizations and social enterprise 5
6 Why social economy? 1. Crisis of neoliberalism as a doctrine of last 30 years investing social policy now? 2. Focus on inclusion and activation European Social Policy 3. Social economy as a concept of inclusion of people at risk of marginalization into the processes of employment, 4. In many countries social economy was built on the grassroot level. In Poland SE is stimulated with the use of top-down approach, mainly from EU funds (risk of crisis of social economy after financing from the EU will finish)
