ABOUT US About us Centre for Civil Society Promotion (CCSP) is a local, non-governmental, non-partisan organization, which since its founding in 1996, works on strengthening civil society in B&H and the region. At the same time we build organizational capacity and strengthen own capacities. Our strategic goals in the coming years are: the creation of an enabling environment for civil society development; promotion and development of civic engagement and participatory democracy and institutional development of CCSP. Our vast experience in democratic processes resulted in institutionalized partnership of civil society organizations and authorities at different levels. We are specialized in building capacity of social entities and individuals. Our activities in 2015, are in line with our objectives and priorities: The planning and implementation of advocacy and lobbying campaigns, information sharing, awareness raising and promotion of good practice; Monitoring and evaluation of results and impact of public policies, including public policies for support and development of civil society; Organization of conferences, professional meetings, counselling, seminars, workshops; trainings; Analysis and research in key areas of CCSP s scope of work; Providing training services and technical assistance, mentoring and consulting services; Networking, making coalitions and partnerships. Our Vision: Bosnia and Herzegovina as an open and democratic society, in which representatives of government, civil society and business sector work in partnership for the common good and welfare of all its citizens and peoples. Our Misssion: The promotion and development of civil society and democracy in Bosnia and Herzegovina. After the organizational capacity assessment in 2014, and according to the OCA methodology (Organizational Capacity Assessment) and creation of Capacity Building Plan, in this year we have created a long-term Sustainability Strategy and Communication Strategy of the Organization for the period of These documents contain the basic guidelines for our future course of action and long-term sustainability. 7 THE AREAS IN WHICH WE PROVIDE SERVICES TO WHICH WE ARE PROUD The areas in which we provide services to which we are proud CIVIL SOCIETY DEVELOPMENT Democratic societies are characterized by the coexistence of three sectors: public (state), private (market) and civil (civil society). In short, civil society are citizens who are active and feel free to get involved in all spheres of social activity. We formed up with the idea of providing B&H citizens with the possibility of joint action, and to encourage them to participate in decision-making processes in order to influence and monitor the work of government, but also to organize themselves in services provisions the authorities do not meet, but there is a need for it. Therefore, we engaged ourselves in strengthening the role of civil society through raising capacities of this sector organizations. We establish contacts between this and the government sector, and in the last few years, we have been including the business sector and make links in areas of cooperation, which have not been exploited yet. Our goal is to achieve an enabling environment for civil society development through legislation, which will enable more favorable conditions for business sector to invest in community and to engage civil society organizations in delivering services for which they are specialized in. We have established a network of socially responsible companies, which brings together civil society organizations, for the purpose of consultation and cooperation. ADVOCACY CAMPAGINS Advocacy is an organized political process through which all interested citizens, especially underprivileged and marginalized ones, realize their rights and power and use them to successfully and equally participate in decision-making process at all levels of authority, with intention to introduce a system of equality and justice and produce a positive affects to the quality of peoples life. More than a decade, we have been advocating for institutional cooperation of governmental structures and civil society organizations, which would result in establishment of mechanisms for cooperation between these two sectors at the end. We organized the largest campaign ever Page 5

THE AREAS IN WHICH WE PROVIDE SERVICES TO WHICH WE ARE PROUD conducted in Bosnia and Herzegovina for 2006 General Elections. Over a half of million B&H, citizens signed the document, by which they stated their expectations and demands for future officials. Over 15 years we have been present in the processes of advocacy at all levels. QUALITY ASSURANCE SYSTEM The quality system is a managing system that leads to the achievement of the set goals in terms of quality of operations and services. This system is consisted of organizational structure, responsibilities of individuals in the organization, processes and resources needed to manage the system, guidelines for performance improvement based on the principles of quality system management. It serves as a framework to guide the organization, taking into account the needs of all interested parties, not just clients. More than a decade, we have been advocating for institutional cooperation of governmental structures and civil society organizations, which would result in establishment of mechanisms for cooperation between these two sectors at the end. We organized the largest campaign ever conducted in Bosnia and Herzegovina for 2006 General Elections. Over a half of million B&H, citizens signed the document, by which they stated their expectations and demands for future officials. Over 15 years we have been present in the processes of advocacy at all levels. EDUCATIONAL PROGRAMS We are especially proud of our Resource Centre, located in the multimedia space, which allows learning in various fields through the most advanced methods. We welcomed thousands of participants over a ten-year education program. We have established an interactive e-learning platform (distance learning); forwarded tens of thousands of timely information; provided hundreds of consulting services and held more than 500 trainings. We have established educational programs and extracurricular activities for the school population as well. Page 6

THE AREAS IN WHICH WE PROVIDE SERVICES TO WHICH WE ARE PROUD We designed a multi-day training - Financial Academy for civil society organizations encompassing all aspects of financial operations. We are in process of Project Academy preparation. This new product is to deal with project implementation from its beginning and writing project proposal to the final report. All programs aim at strengthening the organizations/building up individual and organizational capacities, with special emphasis on developing the potential of school age youth. EVENT MANAGEMENT We have achieved a professional level in design and organization of project events and those we deliver as service. Following the trends of this growing need, we have established a set of procedures in order to fully respond to this demand. During 15 years of experience in this field, we have become experts in costs projection, establishing deadlines, choosing locations, obtaining permits, coordinating transportation, providing logistical support, organizing activities within the event itself. We have developed special skills of risk management and contingency plans creation. We are specialists in organizing street events, promotional events, conferences, public debates, round tables, press conferences. Because of our strengths in this area, international organizations recognized us and offered us services contracts. GRANT DISTRIBUTION Re-granting of donors funds give us the opportunity to direct these funds to strengthening civic engagement and involvement of individuals and groups in social change in the community in which they live. For six years, we carry out this activity, by distributing small grants for capacitating of civil society organizations dealing with community issues at local level and which will then in the best way represent the interests of their users and advocate for changes. Page 7

THE AREAS IN WHICH WE PROVIDE SERVICES TO WHICH WE ARE PROUD Therefore, CCSP redirected the funds for more than 300 grants, amongst which actions that required urgent action in the community were represented also. We ensure Grantees permanent mentoring support to all grantee during the project duration. Serious changes in local community can be made with a little effort, goodwill and resources through this program. NETWORKING Networking is a dynamic process in which individuals/groups who have common interests interact. By networking, civil society organizations achieve abundance and power, encourage civic activism, given the fact that by joint efforts and activities they can easier initiate changes in legislation, in favor of better living conditions. Networking encourages belief in possibility of reaching solutions, reduces social apathy, makes an individual stronger and allows him a space for action. Because of these advantages, we believe in linking actors from all three segments of society, which means new opportunities for joint action and civil society development. We have launched several networks and coalitions, we act as the Secretariat for the largest network in B&H, which advocates for the institutionalization of cooperation between the Government and civil society organizations and which brings together 470 organizations. We participate in the institutional strengthening of several networks; we are one of the founders of the Balkan Civil Society Development Network (BCSDN). GENDER EQUALITY Gender equality assumes that there are equal opportunities for women, men and persons of different gender identities in a society, community or organization, who contribute to cultural, political, economic and social progress, and who must have equal opportunities to enjoy all the benefits of progress and welfare of one community (according to the European Charter on Gender Equality at local level). We are proud of this approach in our work environment, aware of the fact that diversity enriches. Page 8

ADVOCACY PROGRAM Advocacy Program Donor: United States Agency for International Development USAID In 2015 CCSP, following its basic mission of promoting and developing civil society in B&H, continued to implement the Advocacy Program for building an enabling environment for civil society development in B&H, whose main objective is to promote and support the creation of a more favorable legal, institutional and tax framework for civil society development in B&H. This Program was presented at the press conference, and public and commercial services in B&H reported this throughout the country. Within this Program, four separate, but interconnected advocacy campaigns have been implemented: Advocating for establishment of functional mechanisms of cooperation between the Government and civil society organizations in B&H; Advocating for transparent system of public financing for civil society organizations in B&H; Advocating for stimulating tax framework for strengthening of individual and corporate philanthropy; Promotion and implementation of the Code of Ethics and good governance in CSOs in B&H. Alongside of CCSP, the main carrier of these activities is cross-sectorial coalition "Civil Dialogue", which brings together 67 members, representatives from civil society organizations, government as well as individuals. ESTABLISHMENT OF FUNCTIONAL MECHANISMS OF COOPERATION BETWEEN THE GOVERNMENT AND CSOS IN B&H Page 9 Having in mind that cooperation and dialogue between the government and civil society is one of the political condition for EU membership, and guided by the principle that local actors have to be owners of this process, CCSP has taken leading position as an Organization for more than ten years in the process of establishing institutional mechanisms of cooperation. Although B&H raised the issue of institutionalization of these relations and became one of the first countries in region as of May 2007, when the B&H Council of Ministers adopted and signed the "Agreement on Cooperation between the B&H Council of Ministers and NGO Sector in B&H", not much has been done regarding application of this document in practice. There are many political inconsistencies and

ADVOCACY PROGRAM obstacles, misunderstandings and very low set priority of relations with civil society in public policy. Despite this, CCSP organized a panel discussion in 2015 and brought together 21 representatives of ministries and agencies at all B&H authority levels, which discussed the ways and models of efficient dialogue and cooperation with civil society. ADVOCATING FOR TRANSPARENT SYSTEM OF PUBLIC FINANCING FOR CIVIL SOCIETY ORGANIZATIONS IN B&H; Each year, Bosnia and Herzegovina allocates over 100 million KM at all authority levels to support and finance projects of associations and foundations, but the way the funds are allocated as well as reporting is very uneven. In 2015 in the Republic of Srpska the Methodology of Grants Management which are (co)financed by this entity is adopted and is to be applied as of This is the first time that one government in B&H established a funding model. Activities of CCSP, which are referred to the same issue are directed towards the level of Federation of B&H and the B&H Council of Ministers and shall be carried out and in the next year. ADVOCATING FOR STIMULATING TAX FRAMEWORK FOR STRENGTHENING OF INDIVIDUAL AND CORPORATE PHILANTHROPY; By in-depth analysis, drafting quality legislative amendments and activities directed towards entity governments, CCSP succeeded in income tax abolition for civil society organizations in the Republic of Srpska, as well as to include social services as an activity of public interest. This solution expands the circle of activities for non-taxable tax expense in amount of 3% of total revenue for potential donors. The same set of legislative proposals and activities aimed at their adoption will be continued in 2016, toward the FB&H Government, as well as to both entities when it comes to individual philanthropy for individuals. PROMOTION AND IMPLEMENTATION OF THE CODE OF ETHICS AND GOOD GOVERNANCE IN CSOS IN B&H CCSP believes that CSOs can count on credibility and legitimacy of partners and the public only if they consistently apply in practice the core values and principles for which they advocate for and declaratively support. For this reason, CCSP will create a 'Code of Conduct for CSOs in BiH' and advocate for transparency and accountability of the civil society sector, which should practice everything that sector as such advocates, and act in accordance with the standards of solidarity, transparency, independence, accountability, legality, professional relationship with users and public. 15 BALKAN CIVIL SOCIETY ACQUIS Balkan Civil society Acquis Donor: EU and BTD Within the Balkan Civil Society Development Network (BCSDN), CCSP was involved in many activities in 2015: - preparation of information for making the Report on Enabling Environment for Civil Society Development for current year, which is core activity of this four-year program, for each of the years separately; - promotion of the findings and recommendations of the Report for previous years, as a basis for initiating a process of advocacy in addressing identified problems. In this context and based on recommendations from previous Report on Enabling Environment for Civil Society Development in B&H, the aforementioned advocacy campaigns will be implemented, and in cooperation with other projects implemented by the CCSP. Unlike previous years, the program for 2015 foresaw the implementation of two sub-grants, awarded by Open Call, and addressed to representatives of civil society in B&H. By selection process, we chose the organizations: Association for Public Policy Analysis (ZAJP) from Banja Luka and the Association for Democratic Initiatives (ADI) from Sarajevo. Campaigns carried out by these two organizations aimed at informing stakeholders and launching of preparatory process for the establishment of the Agreement on Cooperation between the Government and civil society organizations at entity levels. The activities of these organizations, numerous meetings, prepared documents and materials, as well as two round tables that brought together the most important representatives of government and civil society organizations have contributed to increase awareness of the key actors in decisionmaking process that institutional framework of cooperation between the two sectors as an adequate approach, which leads to effective solutions. The joint activity of members at the BCSDN level was data collecting for evaluating the economic value of civil society. The goal was to collect data according to unique methodology, which will be mutually comparable, and therefore regional analysis will be enabled, as well as recommendations and action, i.e. articulated pressure on decision-makers in order to improve the current situation. Our engagement on collecting information for Bosnia and Herzegovina, Page 13

BALKAN CIVIL SOCIETY ACQUIS according to data collected by agencies AFIP and APIF, it is shown that these data are not even mutually comparable, so for B&H itself, the unique analysis cannot be made. Thus, it is evident, and it is not necessary to emphasize that B&H is in the last place regarding possibility for preparing appropriate analysis of civil society economic value, when we consider it regionally. CCSP representative presented main recommendations from the Report on Enabling Environment for 2014, and answered questions raised by present European parliamentarians, at the session held in Brussels. They were particularly interested in the process of implementation of the Agreement on Stabilization and Association, and the involvement of civil society in its implementation. On that occasion, the facts related to authority attitudes towards civil society in Bosnia and Herzegovina were inevitably highlighted, independently of the implementation of the Agreement itself. Such a relationship can be characterized as neglecting, non-transparent and often ignorant, what was subsequently confirmed in the European Commission Progress Report for Bosnia and Herzegovina for Page 14

BE THE CHANGE Be the Change Donor: SIDA-Swedish International Development Cooperation Agency In February 2015, two-year Project "Be the Change" ended. There were five trainings on financial and administrative management, attended by 95 organizations, and about 500 leaflets were distributed, and the Program itself was promoted 700 times in media. 20 MENTORING mentoring Donor: Centre for Civil Society Promotion The fourth year in continuation, CCSP organizes mentoring program, which each year brings together a growing number of successful women, who are willing to transfer their knowledge to others and thus strengthen and encourage other women to follow their footsteps. Many women, who after participating in the Program decided to become mentors, recognize the Program as highly successful. This program allows users to share experiences and the ability to acquire new skills and knowledge, which are required in the labor market but also the realization of important contacts in the fields for which they express the interests. This year the mentoring Program merged 230 mentoring pairs from 16 cities across Bosnia and Herzegovina. Understanding a growing need in society of equal opportunities for all, and as of this year unlike previous years, since when this Program is in continuation, beneficiaries will be able to be mentees and get help from their male colleagues, who recognized the importance of the Program and offered their expertise and support in developing career of this Program mentees. Elma Music, Sarajevo: "I am pleased to say that my expectations from mentoring have been fulfilled. I really had the honor and pleasure that I had a mentor who has extensive work experience and is exactly the area that interested me a lot. She provides me with directions and gives me maximum support, but also generously share with me very interesting and useful details of her experience." Marlena Trlin, Mostar: "I think this is a great opportunity where mentors can" get out of their shoes "and help young women who are eager for knowledge and opportunities for advancement and so help themselves at the same time. To share own experience with others, offer the hand of friendship, to give advice, to support, to recommend, is the richness for both, the mentor and mentee. Facebook Group ''The Most Powerful Women of Bosnia and Herzegovina'' established under this Program has fewer than five thousand members across the country. Page 18

THE HOUR OF CODE The Hour of Code Donor: Centre for Civil Society Promotion Each year the global ICT Week is denoted in December. In 2015, during this Week from 7-13 December events of Hour of Code were organized with more than 60 million participants worldwide. CCSP invited for this occasion the competent institutions, schools and civil society organizations to join this event, which we launched in 2014, when Bosnia and Herzegovina for the first time took part in this event, what resulted in involvement of the biggest number of young people in the region. Through a specially designed program and workshops, CCSP implemented the "Hour of Code" in more than 200 schools, colleges and organizations, with more than 300 organized groups for coding, and thus formally involved over young people from our country, what made the best result in the region, for the second time in continuation. Page 20

THE HOUR OF CODE It is important to point out that "The Hour of Code", is organized again without any financial support, i.e. on a voluntary basis, like previous year, but with the support of partners that provided prizes for prize competition. This competition gave the opportunity the schools, teachers and students to compete each other in achieving the best results and get valuable prizes, which is a motivation for participation. Centre for Civil Society Promotion would like to thank the companies, which provided prizes for the winners: Microsoft BiH, AuthorityPartners, R&S doo, JICA, Coca-Cola HBC B&H doo, Podravka doo, and Didacta doo. for the generous support of the youth and non-formal IT education in BiH. Arijana C engic, Engineer in Electronics, teacher: "In our school there are specialized school subjects to study programming and information technology, and these subjects can be elected in the third grade.therefore, in 2014, after Week of Code, we realized that more students were interested in IT sections. Thus, we managed to include all pupils of first and second grades in the beginning of 2015, and we even divided the classes into groups in order to achieve bigger success. The students showed great interest, they involved completely and even expressed a desire for more of these classes. In classes attended by pupils of third and fourth grades, we did some more complicated examples and tutorials, and so they met with some codes that they do not have the opportunity to do it during regular classes. Emrah Kapetanovic, Primary School "Mula Mustafa Bas eskija", Visoko, pupil: "While we coded at school we had only one laptop, and the classroom was small, so we had to have two shifts, from sixth to ninth grade. When we get a link requests we me made connection, but when it took the name of the pupil making coding, we agreed that we would give the name of the pupil who is coding the fastest. I was the fastest and in two minutes, I passed through all levels of Minecraft game. At home, I coded and permanently code because I like to code and play games." Page 21
