Indian Constitution powers and privileges of Parliament in u/a State legislatures u/a (a) Provide freedom of speech in Parliament (b) Give immunity for all speeches and votes in Parliament from judicial scrutiny; and (c) Allow Parliament (and State legislatures) to codify the privileges Till now, Parliament and State legislatures have not passed any law to codify their privileges

While the British Parliament has not used it since Australia passed the Parliamentary Privileges Act in Dr. Rajendra Prasad said,- Parliament will define the powers and privileges, but until Parliament has undertaken the legislation and passes it. 11 Cutting tribunals to size Intro:- The rationalisation of tribunals has raised questions about their independence. The controversy over the Finance Bill, 2017, being passed as a money bill may have died down, but questions about the legality of the merger of several tribunals remain alive. Bill included amendments to legislation on multiple subjects, in an attempt to rationalise the functioning of multiple tribunals. As a result, what used to be 26 tribunals are now down to 19. For instance, 1)-Competition Appellate Tribunal will be merged with the National Company Law Tribunal 2)-Telecom Dispute Appellate Tribunal will also do the work of the a)-cyber Law Appellate Tribunal and the b)-airports Economic Regulatory Authority Appellate Tribunal. 3)-Tribunal relating to Employees Provident Fund will be subsumed in the Industrial Tribunal.

12 Continue This rationalisation- raised questions about the independence of these adjudicatory bodies. 1)- Qualifications, 2)-Tenure, 3)-Conditions of service, 4)-Removal and 5)-Emoluments of the chairpersons and members of these tribunals All be under the control of the Centre. Madras Bar Association has challenged in Madras High Court the validity of these amendments Essential question is whether the doctrine of separation of powers has been violated and the independence of judicial bodies compromised by the Finance Act.

Experts in Rajasthan have urged the State government to take steps to limit availability of tobacco products to save public health.
