About the Luce Foundation Established in 1936 by Time, Inc. founder Henry R. Luce, the Henry Luce Foundation seeks to broaden knowledge and encourage service and leadership in the realms of academia, art, public policy, media, and religion. The Henry R. Luce Initiative on Religion and International Affairs was founded in INTRODUCTION How does religion matter in international affairs? How can a better understanding of its impact inform better policy in the United States and around the world? Georgetown University and the Henry R. Luce Foundation are addressing these crucial questions together. A collaboration between Georgetown s Edmund A. Walsh School of Foreign Service and the Berkley Center for Religion, Peace, and World Affairs, the Luce/SFS Program on Religion and International Affairs was inaugurated in During its first two years, the program created and communicated knowledge in two critical areas: Religion and Global Development and Religion and U.S. Foreign Policy. In November 2008, the Luce Foundation s Initiative on Religion and International Affairs renewed the Luce/SFS Program through the academic year. The program s activities around global development and U.S. foreign policy will continue alongside two new priorities short courses for professionals in the U.S. government and international institutions; and a Religion and International Affairs Network that links thought leaders and practitioners worldwide. This report provides an overview of program achievements in and sketches its future direction. Highlights include: a regional consultation in Latin America on religion and development; issue surveys covering shelter, malaria, and governance; a symposium on the future of U.S. religious freedom policy that culminated in recommendations for the Obama administration; a three-day seminar for educators at The National Defense University on The Religious Sources of Conflict ; and the publication of new on-line knowledge resources for scholars, students, policymakers, and citizens L U C E / S F S P R O G R A M O N R E L I G I O N A N D I N T E R N A T I O N A L A F F A I R S A N N U A L R E P O R T 1

4 Program Highlights The Luce/SFS Program on Religion and International Affairs promotes research, teaching, and outreach in two content areas: Religion and Global Development and Religion and U.S. Foreign Policy. Two new program areas inaugurated in short courses for professionals and the Religion and International Affairs Network will foster creative engagement with scholars and practitioners in the U.S. and around the world. Religion and Global Development. Under the leadership of Professor Katherine Marshall, this program area analyzes the role of faith-inspired groups and ideas in both donor and developing countries with the goal of improving religious-secular cooperation. Its components include new undergraduate and graduate courses; a series of global consultations on the role of faith-inspired organizations (thus far in Washington, DC, The Hague, and Antigua, Guatemala) and issue surveys (thus far on HIV/AIDS, Gender, Shelter, Governance, and Malaria); as well as the development of online knowledge resources that provide an ongoing mapping of regional trends and issue evolution activities will include an Asian consultation in Cambodia, a conference on religion and migration, and further issue briefs and online resources. Religion and U.S. Foreign Policy. This program area examines the domestic and international dimensions of religion as a foreign policy issue for the United States. Led by Professor Thomas Farr, its key components include new undergraduate and graduate courses; conferences on the religion/politics interface in key countries (Iraq, Afghanistan, and Israel); and symposia on the origins, trajectory, and future of U.S. international religious freedom policy activities will include conferences on the role of religion in U.S. efforts to promote democracy and on the politics of proselytism. Short Courses for Professionals. Coordinated by Professor Eric Patterson, this program area involves the development of short courses for U.S. government and international organization professionals designed to improve their knowledge of religion as it intersects with foreign policy and global development issues. The courses will be flanked by the development of case studies that address the role of religion in key countries and regions and around critical issue areas. An inaugural three-day seminar was held in collaboration with The National Defense University in June 2009 on the theme of The Religious Dynamics of War and Peace activities will include further seminars and new forms of outreach to the U.S. government and international organizations. Religion and International Affairs Network. The construction of the network will begin in with a workshop in Berlin, Germany to convene scholars and practitioners on both sides of the Atlantic working at the intersection of religion and global policy challenges. WALSH SCHOOL OF FOREIGN SERVICE Founded in 1919 to educate students and prepare them for leadership roles in international affairs, the School of Foreign Service conducts an undergraduate program for over 1,300 students and graduate programs at the Master s level for more than 700 students. Under the leadership of Dean Robert Galluci (through July 2009), the School houses more than a dozen regional and functional programs that offer courses, conduct research, host events, and contribute to the intellectual development of the field of international affairs. In 2007, a survey of faculty published in Foreign Policy ranked Georgetown University as #1 in Master s degree programs in international relations. THE BERKLEY CENTER The Berkley Center for Religion, Peace, and World Affairs, created within the Office of the President in March 2006, is part of a university-wide effort to build knowledge about religion s role in world affairs and promote interreligious understanding in the service of peace. The Center explores the intersection of religion with contemporary global challenges. Through research, teaching, and outreach activities, the Berkley Center builds knowledge, promotes dialogue, and supports action in the service of peace. Thomas Banchoff, Associate Professor in the Department of Government and the School of Foreign Service, is the Center s founding director. Carol Lancaster MORTARA CENTER FOR INTERNATIONAL STUDIES The Mortara Center for International Studies is a critical partner in the implementation of the Luce/SFS Program on Religion and International Affairs. Located within the School of Foreign Service, the Center is at the heart of campus-wide activities centered on foreign policy and international relations, one of Georgetown s research and teaching strengths. Center Director Carol Lancaster is a leading expert on development policy and its links to domestic U.S. politics. She is author of Foreign Aid: Diplomacy, Development, Domestic Politics (University of Chicago Press, 2006) and, most recently, of George Bush s Foreign Aid: Transformation or Chaos? 6 Religion and Global Development Since the UN announced its Millennium Development Goals in 2000, worldwide efforts to combat economic and social inequality have moved up the global agenda. Religious communities have long been among the most engaged in the fight against poverty and disease and advocating for education and shelter. Against this backdrop, the lack of communication and cooperation among religious and secular actors in global development is striking. Many professionals in governments and NGOs have tended to view religion as marginal, divisive, or dangerous. And leading religious groups have often viewed the state-directed development enterprise with suspicion. The Religion and Global Development program area serves two related goals. Through teaching and research activities, it builds knowledge about the role of faith communities in global development as a source of ethical commitment, material resources, professional expertise, and effective policy implementation. And through outreach activities, it brings together practitioners and analysts for structured conversations about the challenges of development policy and the potential for deeper collaboration across the religious/secular divide. Katherine Marshall faculty leader: Katherine Marshall Katherine Marshall is a Senior Fellow at the Berkley Center for Religion, Peace, and World Affairs and a Visiting Associate Professor in the Department of Government. After a long career in the development field, including several leadership positions at the World Bank, Marshall moved to Georgetown in 2006, where she directs the Berkley Center s program on religion and global development. She helped to create and now serves as the Executive Director of the World Faiths Development Dialogue. Faith in Action Katherine Marshall s blog, Faith in Action, appears as part of Georgetown/On Faith, a collaboration between Georgetown and the Newsweek-Washington Post website On Faith. The blog explores struggles, alliances, and common efforts of people of faith public and private to address challenges of economic and social development at the local, national, and global levels. Topics Marshall has addressed include the alliances among diverse groups confronting challenges like global warming, rising food prices worldwide, and the role of women and gender in global development. 7 Consultation on Faith-Inspired Organizations and Development in Latin America On January 30 31, 2009, Georgetown University s Berkley Center for Religion, Peace, and World Affairs, the United Nations Population Fund (UNFPA), and the World Faiths Development Dialogue (WFDD) hosted a consultation in Antigua, Guatemala on the role of faith-inspired organizations in responding to development challenges in Latin America. Made possible through the support of the Luce/SFS program, the meeting brought together practitioners, religious leaders from a range of faith traditions, and academics to review major issues facing the region. Issues explored included the role of fast-growing Protestant churches in service delivery alongside more established Catholic organizations, as well as challenges facing children and youth in the region, ranging from sexual abuse to gang violence. Participants agreed on the need for an ongoing forum for faith-inspired organizations working on development issues to collaborate and share ideas. The meeting was part of a multi-year global regional survey, and followed similar consultations in Washington, DC (March 2007), Doha, Qatar (December 2007), and the Hague, Netherlands (June 2008). The Guatemala consultation, like the others, will give rise to a meeting report and a publication that maps the role of faith-inspired organizations around development issues in the region. Oscar Azmitia, Universidad de la Salle World Faiths Development Dialogue The World Faiths Development Dialogue (WFDD) was established in 2000, at the initiative of James D. Wolfensohn, then President of the World Bank, and Lord Carey, then Archbishop of Canterbury. Its aim is to facilitate a dialogue, catalyze action on poverty and development among people from different religions, and improve communications between individuals and international development institutions. 8 Issues Surveys Malaria: Scoping New Partnerships This report surveys the contributions of faith-inspired organizations to the global fight against malaria and suggests ways to increase their participation and effectiveness. A collaboration between the Berkley Center and the World Faiths Development Dialogue, the report highlights the importance of malaria as an issue for religious communities throughout history and explores the current state of the epidemic and attempts to control it. An important finding is that faith-inspired organizations play important, if still underdeveloped roles, both in terms of mobilizing resources and political will in the developed world and delivering prevention and treatment services in malaria-endemic countries. The report grew out of a leadership consultation held at Georgetown and sponsored by the Center for Interfaith Action on Global Poverty in December RELIGION AND DEVELOPMENT KNOWLEDGE RESOURCES Development professionals, academics, and the media often neglect the role of religion in development work because of a lack of reliable information. Thus the programmatic work of religious groups often goes unnoticed. In order to address this gap, the Luce/SFS program supports online knowledge resources that map religious organizations, programs, and events related to development around the world and across religions. 9 Faith and Good Governance: Towards Strengthening Global Coalitions This report outlines the role of faith-inspired organizations in seeking to improve governance around the world. The term governance has multiple meanings, ranging from the nature and operation of political systems, to their legitimacy and effectiveness, and encompassing their human rights policies. It is often used to refer to pervasive problems of corruption. These different and complex topics are not primarily the domain of faith leaders and communities, but they are increasingly engaging them at the local, national, and international levels. In addition to surveying these growing activities, the report examines potential areas for collaboration, particularly in the anti-corruption struggle. The report was discussed in draft form at a consultation with practitioners at the Berkley Center in October 2008, and distributed at the November 2008 International Anti-Corruption Conference in Athens. Decent Shelter for All: Roles for Faith-Inspired Organizations The report provides an overview of the role of faith-inspired organizations in seeking to expand access to decent shelter around the world. It was preceded by an October 2008 consultation at the Berkley Center that brought together leading players, including representatives from Habitat for Humanity International, the World Bank, the United Nations, and the Salvation Army. Co-sponsored by the World Faiths Development Dialogue, the consultation took stock of existing programs and discussed areas for collaboration going forward. The report is designed as a resource for policymakers and practitioners who want to know more about the problem of shelter and best practices for addressing it. Its publication was supported by the Luce/SFS Program on Religion and International Affairs. 10 Religion and U.S. Foreign Policy U.S. policymakers, like their counterparts in other countries, are seeking to better understand the complex role of religion in international affairs. Unfortunately, both the practice and analysis of U.S. foreign policy have traditionally marginalized religious questions. In order to address knowledge gaps in this critical area, the Religion and U.S. Foreign Policy program area supports conferences, symposia, and publications that examine the role of faith-related issues in domestic politics and external affairs, both in the United States and around the world. Special attention is paid to issues of human rights and international religious freedom. Faculty Leader: Thomas Farr Thomas F. Farr, a former American diplomat, is Visiting Associate Professor of Religion and International Affairs at Georgetown s Edmund A. Walsh School of Foreign Service. He is also Senior Fellow at the Berkley Center for Religion, Peace, and World Affairs, where he directs the Religion and U.S. Foreign Policy Program. A leading authority on international religious freedom, Farr has published widely, including Diplomacy in an Age of Faith in Foreign Affairs (March/April 2008), and World of Faith and Freedom: Why International Religious Liberty is Vital to American National Security (Oxford University Press, 2008). Farr received his B.A. in history from Mercer University and his Ph.D. in modern British and European history from the University of North Carolina. Thomas Farr World of Faith and Freedom: Why International Religious Liberty Is Vital to American National Security In this pathbreaking book, Thomas Farr argues that our foreign policy is gravely handicapped by an inability to understand the role of religion either nationally or globally. There is a strong disinclination in American diplomacy to consider religious factors at all, either as part of the problem or part of the solution. In this engaging insider account, Farr offers a closely reasoned argument that religious freedom the freedom to practice one s own religion in private and in public is an essential prerequisite for a stable, durable democratic society. 11 Symposium The International Religious Freedom Act: Ten Years Later In October 1998 Congress passed, and President Clinton signed, the International Religious Freedom (IRF) Act. The legislation mandated the promotion of religious liberty around the world as a central element of American foreign policy. Ten years later, three symposia supported by the Luce/SFS program examined the origins and promise (February 25), performance (April 21), and future (October 10) of IRF policy. Held at Georgetown University and co-sponsored by the Institute for Global Engagement, the symposia convened experts from different sectors scholars, policymakers, activists, and journalists to address the strengths, weaknesses, and the prospects of a policy designed to advance international religious freedom as part of a human rights agenda. The third symposium, held on October 10, 2008 under the heading The Future of U.S. Religious Freedom Policy: Recommendations for the New Administration featured panels on U.S. policy and democracy promotion, civil society, religion-based terrorism, law (domestic and international), and public diplomacy. The symposium, which received additional support from the John Templeton Foun dation, helped in the formulation of concrete policy recommendations for the Obama administration. 12 Religion and U.S. Foreign Policy (continued) PUBLICATION: The Future of U.S. International Religious Freedom Policy: Recommendations for the Obama Administration Building on the three symposia held on the occasion of the tenth anniversary of the International Religious Freedom Act in 2008, Thomas Farr of the Berkley Center and Dennis Hoover of the Institute for Global Engagement crafted a series of detailed policy recommendations for the Obama administration. Their issue brief, published in March 2009, includes a thorough critique of U.S. international religious freedom policy to date. That policy has focused more on rhetorical denunciations of persecutors and the religious prisoners than on facilitating the political and cultural institutions necessary for religious freedom. The authors point out that U.S. initiatives are often viewed abroad, however unfairly, as a kind of cultural imperialism and a front for American missionaries. To be effective going forward, U.S. policy should be more carefully integrated into broad-based democracy promotion, public diplomacy, and counterterrorism programs. Religion and U.S. Foreign Policy Knowledge Resources The range of organizations and initiatives active at the intersection of religion and U.S. foreign policy is growing. It encompasses departments and agencies of the U.S. government, including State, Defense, and USAID, as well as religious communities, advocacy groups, foundations and think tanks engaged around questions ranging from security issues to human rights and economic and social development. The Berkley Center s on-line knowledge resources are mapping this shifting constellation. 13 CURRICULAR INNOVATION Religion and American Foreign Policy This course examines the impact of religion on U.S. foreign policy through time and across issue areas. Since the early days of the Republic, faith-based groups have lobbied for or against particular policies, and American exceptionalism has been energized by a religious sense of mission. During the late 20th century, the fourth great awakening intensified the involvement of some religious groups in foreign affairs, especially in advocacy for human rights and religious freedom. Evangelical Protestants, Catholics, Jewish supporters of Israel, and, particularly after 9/11, American Muslims have had a significant impact on our foreign policy. Abroad, religious actors and communities have become major players on the international stage, with enormous implications for American national interests. In surveying these developments and their policy implications, the course moves from an historical survey to an examination of major contemporary controversies, including terrorism, war, economic development and the spread of democracy. Thomas Farr November 2009 Conference on the Obama Administration On November 3, 2009, the Luce/SFS Program will host a conference on Religion, Democracy, and the Foreign Policy of the Obama Administration. The day-long event will consist of four panels, each of which will examine the question of religion and democracy in U.S. foreign policy from a different perspective. Topics will include: Engaging religious actors in U.S. democracy programs and policies The twin tolerations and democratic stability in highly religious societies What data tells us about the relationships between religion and democracy The connection between Islam and democracy in key Muslim countries Participants will include Former Spanish Prime Minister José Maria Aznar, Alfred Stepan, Jean Bethke Elshtain, and Abdullahi An-Na im. 14 Short Courses for Professionals The United States government and United Nations system have not systematically incorporated religious issues into their professional development programs. In the U.S., the training of foreign service and military officers still all but excludes questions of religion and its cultural, social, and political impact. Officials at the World Bank and the United Nations, while they grapple with religious issues more and more in their work, are too seldom exposed to them in their professional education. The Luce/SFS program is working to improve professional training offerings in this critical area. In the first year of engagement around this imperative, the program found an important partner in The National Defense University s Institute for National Security Ethics and Leadership (INSEL), co-directed by former Chairman of the Joint Chiefs of Staff General Richard B. Myers (USAF, Ret.). The Berkley Center and INSEL co-hosted a three-day symposium on the topic The Religious Dynamics of War and Peace in June Under the auspices of the Luce/SFS program, faculty also gave several presentations at the Foreign Service Institute and spoke at the Defense Department s Africa Center for Strategic Studies and the Army National Guard Readiness Center will include further outreach to these and other organizations, including various United Nations agencies. Faculty Leader: Eric Patterson Eric Patterson, Assistant Director of the Berkley Center for Religion, Peace, and World Affairs and a Visiting Assistant Professor in the Department of Government, directs the Luce/SFS program area Short Courses for Professionals. His research and teaching focus on religion and politics, ethics and international affairs, and just war theory in the context of contemporary conflict. Patterson is the author or editor of five books, including Just War Thinking: Morality and Pragmatism in the Struggle Against Contemporary Threats (Lexington Books, 2007) and the edited volume Christianity and Power Politics Today (Palgrave Macmillan, 2008). He also serves as the Project Consultant for the Chicago Council on Global Affairs Religion and U.S. Foreign Policy Task Force, which is supported by the Luce foundation. 15 Seminar at National Defense University on Religious Dynamics of War and Peace From June 22 25, 2009, the Berkley Center and the The National Defense University s Institute for the Study of Ethics and Leadership (INSEL) conducted a three-day interactive faculty development seminar for uniformed military faculty from the 18 U.S. military staff colleges and senior service colleges. The seminar focused on religion and conflict from three perspectives: (1) how religion can be a factor in causing conflict; (2) how religion can be a factor in conflict resolution; (3) how religion can be a force for peacebuilding and development. 16 Short Courses for Professionals (continued) Case Study Series The Berkley Center case study series is a key part of the Luce/SFS program s outreach to the U.S. government and international organizations. A first set of studies, under the rubric Religion, Peace, and Conflict, was developed in in the context of the Center s partnership with The National Defense University (NDU). Each case provides a historical introduction and an analysis of the religious, domestic, and international factors involved in conflict and post-conflict situations from civil war among communities in Bosnia and Lebanon to faith-inspired violence in Uganda to religiously-motivated peacemaking in Northern Ireland and Colombia. The case studies, vetted by leading experts in the field and written in a format appropriate for classroom use, are designed to inform focused analysis of problems and deliberation on innovative policy responses. Three of the case studies on Afghanistan, Bosnia, and Columbia debuted at the joint faculty development seminar held at The National Defense University in June In , the case studies will migrate to a dedicated website and be made available to a wider national and international audience. 17 Religion and International Affairs Network The years since September 11, 2001 have seen an explosion of interest in religion and international affairs. Through its support of colleges and universities, the media, and non-government organizations the Luce Foundation has pioneered efforts to deepen knowledge of religion as it pertains to global policy challenges. Other foundations, think tanks, educational institutions, governments, and international organizations have moved into this space as well, both nationally and internationally. Yet despite all this activity, only fragmentary efforts to network expertise and pool knowledge have taken place. Conferences, curricular development, and policy outreach tend to proceed in parallel fashion, with only sporadic sharing of information and best practices. As a result, the global visibility of religion and international affairs issues is lower than it should be, and the impact of expertise and new insights on educational programs and policy is limited. Two major workshops are planned, in Berlin in 2009 and Washington, DC, in 2010, to convene scholars and practitioners with the objective of reinforcing networks and advancing knowledge at the intersection of religion and world affairs. In the Luce/SFS program began building the online resources to support this effort: an interactive website that will track organizations, programs, events, and publications related to religion and world affairs generated in the United States and around the world. The site will help to advance communication and cooperation among universities, think tanks, governments, and international organizations working in this space, and will include topic pages such as Religion and Human Rights and Religion and Development that pull together and present the best research being done nationally and internationally on these topics L U C E / S F S P R O G R A M O N R E L I G I O N A N D I N T E R N A T I O N A L A F F A I R S A N N U A L R E P O R T 15
