2 The SEUPB Special EU Programmes Body A public body created as a result of a treaty between two member states of the European Union - The Belfast (Good Friday) Agreement A statutory body incorporated by joint legislation by two Member States - The British and Irish Government Act 1999 Currently a Managing Authority and Paying Authority for EU Programmes in Northern Ireland and the six border counties of Ireland Undertaking the role as Joint Technical Secretariat for the upcoming EU Programmes

3 Key tasks Managing Authority for: PEACE II million INTERREG IIIA million Responsible for cross border dimensions of other Community initiatives Paying Authority Responsible for Common Chapter National Development Plan (Ireland) and Community Support Framework (Northern Ireland) Advise two member states on future funding Two new programmes: PEACE III million INTERREG IVA million

14 Impact of the PEACE Programme More than 99,000 people have participated in cross- border activities. 25,000 people participated in rural projects and 9,500 received qualifications. 46,000 people participated in projects facilitating reconciliation and peace building, social and urban regeneration and providing training for children and young people who have been affected by the conflict. 9,600 of the 46,000 have gained qualifications and over 5,000 have entered or progressed in employment, education or further training.

15 Impact of the PEACE Programme 9,354 small businesses supported creating 2,581 jobs Two new rural bus stations, an additional 20 buses, upgraded facilities at four railway stations and two new bypasses Over 1,694 projects have been supported by the Local Strategy Partnerships and County Council Led Taskforces. 122 small to medium sized enterprise linkages or clusters.

16 Lessons from PEACE II Reconciliation defined as involving five interwoven strands: Developing a shared vision of an interdependent and fair society. Acknowledging and dealing with the past. 17 Lessons from PEACE II PEACE II was a complex programme Bottom up approach is resource intensive Need for monitoring and evaluation framework Variations in community uptake Peace building is long term and multidimensional

18 What s next? PEACE III ( ) A 333 million cross-border programme to promote social and economic stability through reconciliation by including actions to facilitate cohesion between communities.

19 PEACE III To be funded from ERDF Strand 1 of Territorial Cooperation Objective To address issues of community cohesion Allocation of 333 million ERDF for 7 year period Need for more targeted and strategic use of reduced funds available
