2 LAW OF NEW ZEALAND GUTIERREZCRACY GOVERNMENT UNIVERSAL GOVERNMENT PRELIMINARY Part 1 Citation I. This Law may be cited as the Universal Government and The Government that Run by Power, Control and rights of Money and Belief and bearer of Money of New Zealand/Nation and World Government of Money. 2. Interpretations (1) Nation Shall means as the Office of the Prime Minister, Executive & Judiciary branch of Nation s. (2) Government Shall mean as the Executive Branch of the Nation, Government. (3) Religion Shall mean as the Religions of the New Zealand and in the world. (4) Society Shall mean as the people and citizen of the Nation s, Society, Organization and groups of people of Nation s. (5) Military Shall mean as the Arm Forces of New Zealand, Arm Forces of Nations, This is the Nations Police, Army, Navy, Air Force and Intelligence. (6) Gutierrezcracy Government shall mean as the Universal Government or Universal Type of Government and is a form or type of Government which is semi aristocracy, monarchy and kleptocracy where people run by the power of money and wealth, or by following the belief of money of nations and wealthy people. (7) Kontrolerism Society shall mean a "State and Nation Society of New Zealand and World State and Nation Society in the World and the New Generation Society and One World Society and Universal Society and a way of life of anyname and allname. (8) Kontrolerism shall mean as the unity of Gods and Society of Gods and group of people that has the highest position in the Nation, Government, Military, Religion and Society.
3 (9) Kontroler Shall mean as the officially alias of the member of Kontrolerism society and an allias of people that has the position in the Nation, Government, Military, Religion and Society. Part 2 LAW OF GUTIERRREZCRACY GOVERNMENT 3. Law of Gutierrezcracy Government (Declaration of Policy and Principle) (1) To declare the GUTIERREZCRACY GOVERNMENT as a Universal Government or Universal form or Type of Government that under by the rights of Kontrolerism Society and Government of Nation s. (2) To declare the GUTIERREZCRACY GOVERNMENT as a social political system of Government and a form or type of Government which is semi aristocracy, monarchy and kleptocracy where people run by the power of money and wealth, or by following the belief of money, currency of nations and wealthy people, that under by the rights and control of Kontrolerism Society and Nation s Government and Military. (3) To declare that the Gutierrezcracy Government will have the rights and control in Money or Currency of Nation s that under by authorized by the Nation s Government and central banks of Nation s with respect to the belief of Gutierrezcracy Government that shall be known as the World Government of Money. (4) To declare that Currency of the Nation s and his bearer and belief will have the rights and to use and control over people lives and livings as a way of life that under by the authorized, control and rights by the Gutierrezcracy Government. (5) For the semi-aristrocracy, Kleptocracy, Monarchy-Gutierrezcracy; is to declare the aristocrats and wealthy families and people of the Nation s to have the rights and authority to control over their own people lives and be follow and obey as the way of life that this people that be assure to live and be given the enough money, income to sustain their needs in their lives and livings and with also respect to Human Rights, that this rights is the rights of personal attachment to this people in term of sexual, physical and psychological etc. that under by authority, Rights and control of Gutierrezcracy Government. Part 3 Construction Purpose of Gutierrezcracy Government 4. To have a Government and Society and Community that center on rights and importance and value on money in people life and livings and to help the needs and support the people s in their financial when it comes to knowledge and services and to have a ONE WORLD GOVERNMENT OF MONEY in the World.
4 Part 4 Acts and Rights 5. Acts to the Gutierrezcracy Government (1) Protects the public interest of the People. (2) To give a priority to education, science and technology, arts, culture and sports for poster patriotism and nationalism or internationalism World and Worldwide accelerate social progress and promote total human liberation and development. (3) To Protect the Rights of the people. (4) To recognized the sanctity of members family life and shall protect and strengthen the member s family as a basic autonomous social institution. (5) To values the dignity of every members and people and guarantees the full respect for human rights. (6) represents, advances, and defends the interests of the independent legal Profession of individual. 6. Acts of Violence to the Gutierrezcracy Government, Kontrolerism Society (1) Psychological Violence - Psychological violence occurs when someone uses threats and causes fear in an individual to gain (2) Physical Violence - Physical violence occurs when someone uses a part of their body or an object to control a person s actions. (3) Sexual Violence - Sexual violence occurs when a person is forced to unwillingly take part in sexual activity. (4) Financial Abuse - Financial abuse occurs when someone controls a person s financial resources without the person s consent or misuses those resources. 7. Law and Rules 1. The Law and Rules of Gutierrezcracy Government is the existing law and rules of money of New Zealand to the society. That may apply to the Gutierrezcracy Government and its people that committed violence of this law. 2. The Law and Rules of Gutierrezcracy Government is the law of the following:
5 (1) Imperative Law - means a rule of action imposed upon mere by some authority which enforces obedience to it." In their words it is a command enforced by some superior power either physically or in any other form of compulsion. (a) Divine laws are consists of the commands imposed by God upon men either by threats of punishments or by hope of his blessings. (b) Human laws are the laws by analogy. (2) Physical or Scientific Law (3) Conventional Law - It is the body of rules agreed upon- and followed by the concerned parties to regulate their mutual conduct. It is a form of special law and law for the parties which can be made valid or enforced through an agreement. (4) International Law - is the body of principles and rules which civilized states consider as binding upon them in their mutual relations." It can be defined as "the name for the body of customary and conventional rules, which are considered legally binding by civilized states in their intercourse with each other. (a) Public International Law: It prevails universally in all over the world. (b) Private International Law: It is enforced only between some of states. (5) The Law and Rules of Money or the Law and Rules of God of Money of Kontrolerism Society. 8. People Rights This is the Human Rights of Gutierrezcracy Government. (1) The Gutierrezcracy Government people values the dignity of every people s and guarantees the full respect for human rights. (2) Gutierrezcracy Government people shall cooperate to the Nation Laws and Rules of HUMAN RIGHTS. (3) Investigate, on its own or on complaint by any party, all forms of human rights violations involving civil and political rights. (4) Grant immunity from prosecution to any person whose testimony or whose possession of documents or other evidence is necessary or convenient to determine the truth in any investigation conducted by it or under its authority. (5) Gutierrezcracy Government people may provide for other cases of violations of human rights that should fall within the authority of the Commission, taking into account its recommendations. 9. Government Rights (1) Government Shall cooperate to the Nation Laws and Rules of HUMAN RIGHTS

(3) Monitor the Gutierrezcracy Government peoples and its Organization compliance with international treaty obligations on human rights. (4) Investigate, on its own or on complaint by any party, all forms of human rights violations involving civil and political rights. (5) Adopt its operational guidelines and rules of procedure, and cite for contempt for violations thereof in accordance with the Rules of Court. (6) Appoint its officers and employees in accordance with law; and Perform such other duties and functions as may be provided by law 10. Religion Rights This is the Rights of the Religion to the Gutierrezcracy Government. (1) Religion shall cooperate to the Nation Laws and Rules of HUMAN RIGHTS. (2) Rights of Religion to be an agent of socialization and social control the Rights of religion as one of the most important agents of socialization and social control. It has significant role in organizing and directing social life. It helps in preserving social norms and strengthening social control. It socializes him individual and exercises control over both individual and group in various ways. As an informal means, religion regulates the activities of people in its own way. (3) Rights of Religion to promote welfare - Religion has the rights to teaches to the people to serve the masses and promote their welfare. It gives message that "the service to humanity is service to God". For this reason, people spend money to feed poor and needy. Great religions like Hinduism, Islam, and Christianity etc. (4) Rights of the Religion to gives recreation the Rights of Religion to plays a charming role in providing recreation to the people. Religious rites and festivals are more or less performed in every religion which gives relief to the people from mental exertion. (5) The Rights of Religion to influence economy (6) Rights of Religious to influence political system (7) The Rights of the Religion to converts the animal qualities to human qualities Rights of the Religion to inculcate the spirit of self-service. It demands that people should be charitable and benevolent. Through various religious experiences the people forgets the worldly life and problems. This experience suppresses the animal desires and converts the animal qualities of man to human qualities.

The Gutierrezcracy Form and Types of Government may be cited as the Form and Types of Gutierrezcracy Government Use by the Nation s Government, This is the Form and Type of Government that run by power and right of Money. This are the Following: 12. In Behalf of the Kontrolerism Society and Gutierrezcracy Government I Jorge Marlo Mira Gutierrez founder of Gutierrezcracy Government I hereby propose and declare the Form and types of Gutierrezcracy Government to be use and be include in this Law. This Form and Types of Government as follows: 13. The Democracy-Gutierrezcracy Government May be cited as the one form or type of Gutierrezcracy Government where people has the power, control and rights of Money of Nation s, Government. 14. The Republic-Gutierrezcracy Government May be cited as the one form or type of Gutierrezcracy Government where Authority and Government Officials has the power, control and rights of Money of Nation s, Government and people. 15. The Federal-Gutierrezcracy Government May be cited as the one form or type of Gutierrezcracy Government where control and rights of Money of Nation s, Government and people is divided by one central and several regional authorities or one central power and rights. 16. The Monarchy-Gutierrezcracy Government May be cited as the one form or type of Gutierrezcracy Government where Royal Families has the power, control and rights of Money of Nation s, Government and people. 17. The Gutierrezcrats-Gutierrezcracy Government May be cited as the one form or type of Gutierrezcracy Government where bearer of Money or currency of Nation, wealthy people has the power, control and rights of Money of Nation s, Government and people. 18. The Aristocrats-Gutierrezcracy Government May be cited as the one form or type of Gutierrezcracy Government where noble family, wealthy people has the power, control and rights of Money of Nation s, Government and people. Part 6 Final Provisions 19. Rules and Regulation Upon The approval of this Act the legislative branch and administrative offices shall submit and promulgate the implementing Rules and Regulation (IRR) of this act.
8 20. Funding The Funding and necessary amount to implement the provision of this act shall be get from the Government Funds issued from the Office of the Prime Minister of New Zealand. 21. Suppletory Application or Appropriations The purposes of this Act, the applicable laws, shall have suppletory application. 22. Separability Clause If any Sec. or provision of this Act is held unconstitutional or invalid, the other Sec.s or provisions shall not be affected. 23. Repealing Clause: That All laws, Prime Ministerial decrees, executive orders and rules and regulations, or parts thereof, inconsistent with the provisions of this Act are hereby repealed or modified accordingly. 24. Effectively Clause: This Act shall be effective fifteen (15) days from the date of its publication in Official newsletter or in at least two (2) newspapers of general circulation Submitted to the Office of the Prime Minister of New Zealand on September via
