5 Vade-mecum of the speakers Fons LEROY, Managing Director, VDAB Master in Law and Criminology. Special master in Public Administration and Management. After finishing his studies, Fons Leroy (23 June 1954) lived in Canada for some time where he made a study of the legal assistance system. He lectured at the HISKWA-Arbeidershogeschool in Brussels and was responsible for the RVA (National Employment Office) research division. In 1990 he became Deputy Chief of Cabinet of the Community Minister for Employment of that time. During 15 years, he worked as a Deputy Chief of Cabinet and later as a Chief of Cabinet at the Flemish Employment Cabinets. In this capacity, he contributed to the establishment of the Flemish employment policy. In 2005, he became the CEO of the Flemish Employment and Vocational Training Service (VDAB). Fons Leroy is also a visiting HR management lecturer at EHSAL, president of Synerjob (the Federation of the Belgian Public Employment and Training Services). He is a member of the Hoge Raad voor de Werkgelegenheid (Employment High Council). Fons Leroy is also a frequent and much-appreciated speaker at seminars and colloquia about labour market policy and employment. He authored several books and contributes to public debate through columns and blog posts. Fons Leroy was elected Public Service Manager of the year in 2009 and HR Ambassador of
6 László LOVÁSZY PhD, Expert to United Nations CRPD Committee, advisor for MEP Ádám Kósa Dr. Lovászy has lost 80 % of his hearing at being only a few days old which heightens his sense of the obstacles that the hard of hearing and the deaf endure when communicating in a world in which the oral component of communication has taken on such importance. He started learning English only at age 20 in He was trained at Council of Europe in Strasbourg as a youth leader representing the Hungarian NGO for the hearing disabled people in After having received his law degree in 2000, in his Ph.D. work (the supervisor of his thesis was Ottó Czúcz, currently one of the judges of the European Court of Justice) and papers published in various reviews and journals he has compared and contrasted policies in the EU and the USA in general and also scrutinised the activities and legislation of the UN and other international bodies that have an influence on the disability movement. He has written in the major economics, law as well as labour market reviews and journals and have had articles accepted in a wide range of domains in Hungary. As a representative of the Committee on Rehabilitation and Integration of People with Disabilities (CD-P-RR) at the Council of Europe (Strasbourg, France) he also gained experience in international cooperation and work while working for the government between 2002 and Having worked for many years as a civil servant, he is aware of how ministries and departments operate. He worked on a number of disability related dossiers and projects at the Ministry of Labour in Hungary. Later, between in particular, he was partly responsible for evaluating and programming EU structural funds projects related to the interests of people with disabilities at theministry, too. He was one of the proof readers to the respected Hungarian edition of the Human rights - YES! - Action and Advocacy on the Rights of Persons with Disabilities1 in Alongside his daily work, he had lectured at the Bárczi Gusztáv College of Special Education, Eötvös Loránd University (ELTE), Budapest as a guest speaker for many years and now he has been teaching at University Pécs since 2013 and at National Public Service University since As the first disabled adviser (with hearing impairment) to a member of the European Parliament (EP) since 2009, he has been closely cooperating with international NGOs and EU agencies. In September 2011, he delivered a presentation on disability and ageing in the European Parliament in the presence of Commissioner Viviane Reding, Vice President of the European Commission and Commissioner László Andor responsible for social inclusion alongside several other distinguished experts. Since 2011 he has held more than 10 international presentations and lectures (e.g. Apple, EASNIE, LUMOS, etc.) in the field of disability. Mr Lovászy, having been elected by secret ballot with strong majority of the State Parties in 2012, he has been taking part in five sessions at United Nations Committee of the Rights of Persons with Disabilities (UN CRPD) sessions in Geneva (Switzerland). He serves UN CRPD until

Vice-Chairman of the EPP Group. MEP since György SCHÖPFLIN MEP, EPP Group coordinator on Constitutional Affairs (AFCO) in the European Parliament Born in Vas. Until 2004, György Schöpflin was a Jean Monnet Professor of Politics and Director of the Centre for the Study of Nationalism at the School of Slavonic and East European Studies, University College London. His principal area of research was the relationship between ethnicity, nationhood and political power, with particular reference to post-communism. He is the author of Politics in Eastern Europe (Blackwell, 1993) and Nations, Identity, Power (Hurst, 2000). He is co-editor and contributor to Myths and Nationhood (Hurst, 1997, with Geoffrey Hosking) and State Building in the Balkans: Dilemmas on the Eve of the 21st Century (Longo, 1998, with Stefano Bianchini). His latest book, The Dilemmas of Identity, is forthcoming and has already appeared in Hungarian as Az identitások dilemmája (Attraktor, 2004). Award for International Relations of the Republic of Hungary (2011). MEP since Branislav STANICEK, Member, Chatham House, the Royal Institute of International Affairs, London Member of the EIN since 2003, Branislav Stanicek is Member of the Chatham House, the Royal Institute of International Affairs in London and Administrator at the Committee of the Regions in Brussels. He studied Geopolitics at Sorbonne University and International Law at Harvard University. His publications for EIN include topics such as social implications of the financial crisis, youth unemployement and demographic changes. Previously to his appointment at the Committee of the Regions he worked at the Foundation for Political Innovation in Paris. 7
