The book questions the rigid intergovernmental-nongovernmental dichotomy used in the International Relations literature. It asks when global governance is likely to take a more intergovernmental approach to resolving global problems rather than a nongovernmental one. The research is based on archival and current sources from a dozen organizations in the global health, education, labor, and technical standards realms over more than a century.
