2 Conference outline The year 2017 is critical for the future of European integration with a planned European Council in December 2017, which may already decide on the new orientation of the European Union. What direction will be taken and what vision will be chosen? In its White Paper on the Future of Europe (1 st of March 2017), the Commission proposed five non-exclusive options for the future of Europe. Although they can be criticized for many different reasons, they have the merit of showing the flexibility of the European project, and opening a democratic debate on the visions for Europe. As put by the Commission, the five scenarios are illustrative in nature to provoke thinking. They are not detailed blueprints or policy prescriptions. Likewise, they deliberately make no mention of legal or institutional processes the form will follow the function. The aim of this conference is not only to debate the political vision of Europe, but also to discuss the issue of legal integration beyond Brexit. In this respect, two key areas are selected for further discussion: rule of law and security; looking more specifically at legal questions related to the protection of the rule of law and the expansion of security within and beyond AFSJ and CFSP. Rule of law and security are not only paradigmatic for the future of Europe but are also closely connected to a particular vision of Europe based on integration through law. This vision has been strongly contested and revisited in the last years. But the question still remains: what is the place of legal integration in the future of Europe?
