WESS was established in Mobilization, capacity building and advocacy activities in different sectors like strengthening democracy, governance, health, Child rights, Education, Community Development, Alternate energy Environment,Empowerment of marginalized communities Prior Experience with the UN Affiliation Other Grants WESS has successfully implemented 30 projects with UNHCR, UNICEF, WFP, IUCN, UNILO, WWF, WHO and UNDP. 80% projects were development and 20% were humanitarian projects. Currently WESS is partner of UNICEF and UNHCR, working on WASH, Community Empowerment,Youth and women empowerment among other activities. PROJECT PROPOSAL INFORMATION Project Title Project Scale Country (if local): Please specify which countries Empowering women through democratic oppertunities Local (Country) Pakistan NA Geographical Area (Regional) Select Specific Countries (Regional) Project Summary The proposed project will be aimed to create more forums and opportunities that enable women actively participate in the democratic process and empowered them towards enhanced participation in electoral process. 10 women groups will be formed and organized with their training's on leadership skills. Voter educations for 500 women will be organized. Media campaigns will also be conducted with dissemination of 1000 IEC material on same topic. For CNIC registration meetings and campaigns will be launched with ECP and NADRA to register women as voter. A charter of demand will be presented to legislators regarding women enhanced seats in assemblies. 175 women each will be prepared to contest in national elections, provincial and local government elections. Meetings with Women Caucus members will be conducted to play their role for enhanced participation of women. Dialogues with political parties will be conducted for enhanced seats in party elections. 3 Participation's Right and Democratic Dialogue Previous Initiatives Innovation Sustainable Development Goals Sustainable Development Goals: Explain Other projects of WESS were covering one or two themes, whereas this project is covering different aspects of women empowerment. project is different from different aspects i.e. advocacy and interaction with line department like ECP and NADRA, effective involvement of Media, women voter registration and CNIC, formulation of charter of demand, interaction with women Caucus, inspiring minority women to contest in elections, dialogues with political parties for increase women seats are new ideas. Women empowerment issues will be tackled with some innovative ideas likewise aspiring minority women to contest in coming election. So far in Balochistan work on this side is very negligible. Minority seats are very less especilly minority and disable women will be focused to compete in election. Goal 5: Gender Equality The SDGs 5 stresses on women empowerment and gender equality. In this regard the project is focusing women equality and interventions are design to significantly contribute to the women equality aspect. The project is covering this aspect by advocating and informing legislator and legislature to play due role for equal participation and representation of women in different tires of election with equal treatments. 3. PROJECT PROPOSAL DESCRIPTION Democratic Context Problem Analysis_P Project Beneficiary Project Objective_P Women political marginalization and empowerment is a longstand issue in Pakistan,ruled by conservative politicians to give women equal right. Pakistan constitution and other international provisions stresses on full participation of women and guarantees women to vote, contest elections and take part in political processes. But poor implementation and conservative social factors prevent women from playing a active role in the political arena. Women participation as contestant is also negligible. In Pakistan s democracy has been consistently hampered by military spells resulting in skewed process of democratic tradition. The feudal structures have been imposed by military lords who invariably get elected in the name of democracy and obstruct women from basic right of political participation. Illiteracy further compromises women ability to learn about the democratic tradition and use vote shrewdly. Balochistan Province is the least developed province of Pakistan, with poor track record regarding women empowerment. This is due to low literacy, limited opportunities to women political participation, poor political commitment, lack of realization about the power of women vote in the electorate process. In 2013, out of total 3,336,659 voters in Baluchistan, women turnout was 43% even lower than other provinces of Pakistan. Moreover, women voters do not get enough opportunities to get engage in a democratic process due to passive role of political parties. There is need to create more forums and opportunities that enable women to better understand the democratic process and power of vote. Women participation in national assembly election was very poor likewise out of 74 contenders only 04 were female in At provincial seats there was no general seat for women except 11 reserve seats for women. Again the representation of minority women seats is only one out of three minority seats. There is a dire need to educate minority women to participate in elections. A comprehensive database will be developed to register all women who are registered as a new voter, trained on electoral process, registered as a contestant in elections and information related to valuable women. All the performance indicators will be measured through a monitoring plan according to set frequency. The data will be tracked in progress sheets to show the impact of the programme. Process monitoring will significantly supplement the learning of programme activities The formed groups will be linked at different level with media, ECP and political parties to interact with these segments for increased participation of women in electoral process. Dialogues with legislators will be conducted for effective legislation towards increasing the number of MPA and MNA seats in coming elections. The formed women groups will be linked with different INGO and UN agencies to leverage their activities after project life for enhanced results about women political rights. Gender considerations are taken into account in the project design Apart from interaction with male groups of ECP, Political party and media, the project is significantly covering female groups and communities of the target area. The programme will be focusing on marginalized women voters with special focus on disable and minority women of the target area. Under the programme women of the target area will be actively engaged and empowered on gender equality, engagement with the democratic process, right participate as voter and contestant. The needs of marginalized or vulnerable groups are taken into account in the project design. Marginalized groups like minority women and disable and vulnerable women will be included in all components of the project i.e. voter education, aspiring women to compete in election on general seats. Registration of new women will be equally focused to vote in coming elections WESS has successfully intervened with 35 different donors and UN agencies across different sectors. Promotion of democracy is one of the core programmatic areas at organization level. WESS is confident to contribute for the promotion of democratic values in marginalized communities of the province. 4.
