1 Sustainable Development Peace and Security Human Rights Humanitarian Action Advocacy Goal: Recognition and promotion of young people as drivers of Sustainable Development Support the Advocacy efforts of the EOSG, especially the Deputy Secretary-General s efforts in UN System support to the 2030 Agenda for Sustainable Development, the Paris Agreement on Climate Change, and the Sendai Framework on Disaster Reduction, with special focus on youth issues and the active engagement of the most marginalized youth Raise awareness on by adapting a youth friendly communication strategy Advocate for the realization of young people as active partners in development as Goal: Promotion of the UNSCR 2250 on Youth, Peace and Security Advocate for the realization of young people as peacebuilders as opposed to victims and perpetrators of violence Promote young people as agents of prevention of conflict Promote inclusion, respect for diversity and tolerance in all fora related to youth, peace and security Raise the importance of non-formal and informal education in creating peaceful societies Contribute to the Progress Study on Youth Peace and Security, engage in its launch and follow up activities and advocate for the Goal: Promotion of the full realization of young people as right holders Widen and deepen the discussion on Youth rights Advocate for the increased focus and investment on empowering young women and girls Advocate for the rights of marginalized and vulnerable youth groups such as Young people from indigenous communities, ethnic and minority groups, young people with disabilities, young people living with HIV, rural youth, migrants, refugees and internally displaced persons (IDPs) Advocate against stigmatization, exclusion and disempowerment of Lesbian, Gay, Bisexual, Goal: Promotion of full inclusion of young people as equal partners in Humanitarian response and planning as well as the promote the needs of young people in humanitarian settings Raise awareness on the Compact for Young People in Humanitarian Action and its 5 action areas Advocate for disasterrisk reduction, and crisis prevention strategies and programmes focusing on youth Raise awareness of the need to generate ageand sex-disaggregated data pertaining to young people in humanitarian settings Advocate for the meaningful inclusion of young people in the development and
2 Participation opposed to passive beneficiaries Raise awareness and engage in advocacy efforts to call attention to youthspecific/related themes, such as Education, Decent Jobs for Youth, Future of Work, Gender Equality and Girls and Young Women s Empowerment, Health, including SRHR, Climate Action, Civic and Political participation etc. Goal: Ensure meaningful youth participation in the Implementation and Follow Up and Review of at national, regional and global levels Annually Co-convene with the President of the ECOSOC; the ECOSOC Youth Forum to ensure meaningful youth participation in the work of the High- Level Political Forum study s recommendations at all levels Raise awareness and ensure alignment of the youth, peace and security agenda into the UN s work on PVE and counter-terrorism, including in the context of the CTITF, SG s High- Level Committee on the PVE Plan of Action and SG s Counterterrorism meeting etc Goal: Ensure meaningful participation of young peacebuilders in all levels of decision making, implementation and review related to peace and security Encourage the inclusion of young peacebuilders, especially young women in conflict negotiations at national and international arena Transgender, Queer, and Intersex youth Advocate for identifying and addressing obstacles to the enjoyment of human rights by youth as mandated by the HRC and actively raise awareness of the findings of this exercise Promote the work of young human rights defenders and youth human rights activists Goal: Ensure young people s right to participate in decision making that affect their lives, communities, countries and the world Encourage the participation of youth organizations in the work of the Human Rights Council, Universal Periodic Review and National Human Rights Commissions Global Compacts for Refugees and Global Compact on Migration Goal: Ensure the meaningful participation of youth-led organizations in Humanitarian emergencies and settings Encourage humanitarian organizations both within and outside UN to include youth organizations as field partners in decision making and implementation
3 Encourage member states to include young people and youth organizations as implementing partners in the national Urge member states to include youth in the Follow Up and Review of the goals, including but not limited to VNRs, data collection efforts etc Encourage member states to include youth delegates in the national delegations to UNGA and HLPF Mobilize UN country teams to execute related programmes in partnership with youth organizations Encourage and support UNCTs to engage with youth organizations and networks in the development and implementation of Encourage the inclusion of youth organizations as implementing partners of peace agreements Work with UN country teams and Assistance Missions to appoint focal points to coordinate and ensure implementation of 2250 Ensure the inclusion of marginalized and vulnerable youth groups in for a convened by the UN Explore lessons learnt from the AU, OIJ and YJF on promoting youth rights and encourage other regions to embark in similar dialog Encourage all UN country teams to increase youth participation in formulation, implementation and evaluation of policies and programmes by ways of appointing youth advisors, advisory panels and youth focal points in RC s team Call for policies and programs that recognize and support young people as key actors in promoting resilience, including affected groups such as young refugees and internally displaced persons Encourage the establishment and expansion of creative avenues such as arts and culture, sports to include young people in resilience building
4 UNDAFs and other policy frameworks Recognize and support youth organizations, young innovators and youth entrepreneurs who are working on Globally and Locally Partnerships Goal: Build and maintain strong partnerships with non-traditional and traditional partners to mobilize support and generate momentum for the implementation of Actively contribute to the creation of a movement of young people and youth organizations who care about the goals and work for their success Build partnerships with private sector to achieve Build partnerships with traditional and new media entities to raise Goal: Leverage partnerships to support full implementation of UNSCR 2250 Support the consultations and work of the Progress study on YPs Support resource mobilization for the implementation of 2250 Coordinate follow up action to the progress study such addressing identified gaps with UN agencies member states, youth organizations and other civil society organizations Goal: Ensure partnerships across the board for the full realization of young people s inherent rights Work with Member States to consider addressing, through the universal periodic review and the treaty bodies, issues pertaining to the full and equal enjoyment of all human rights for youth Work with Member states, UN Agencies and civil society actors to adopt a human rights based approach to youth development Work closely with OHCHR on the detailed Goal: Strengthen existing and create new partnerships for the advancement of the compact Strengthen and create partnerships with donors and governments and youth organizations to support and promote youth-led initiatives, while ensuring consistent attention to gender equality Encourage member states in which youth are vulnerable to humanitarian emergencies to share lessons learnt and
5 awareness and call for the implementation of the goals Build partnerships with technology sector to explore new ideas to boost the goals with the support of young people Advance partnerships with UN agencies and foundations to track the progress of youth specific targets and indicators Create new Partnerships with Regional Economic commissions to convene youth forums during the regional High-Level Political Forums Convene Global Forums to create new partnerships to facilitate recommendations of the Progress Study study on the implementation of human rights with regard to young people and work for the implementation of its recommendations Engage in partnerships that seeks to build young people s awareness of existing Human Rights frameworks advance the work of the compact Create and support partnerships to develop capacities of youth-led initiatives and organizations who work in the field Showcase stories of young humanitarian responders via partnerships through media Coordination Goal: Ensure the effectiveness of UN System wide interventions to mainstream young people in the 2030 Agenda Create a platform that tracks action and best practices on mobilizing Goal: Put forth a UN System wide coordinated approach to the implementation of 2250 Work closely with PBSO, UNDP, UNFPA, UNWOMEN and other partners to explore co- Goal: Ensure that the UN system adopts a coordinated approach to safeguard youth rights in both internal and external interventions (Co-)convene an UN System-wide meeting to Goal: Ensure that UN Agencies, Funds and Programmes mainstream youth in Humanitarian Action Working closely with the co-chairs of the Compact and other UN
6 youth for and advancing youth development in the context of the 2030 Agenda Convene the second Global forum on youth policies to reflect and act on the complementarities between the Baku Principles and 2030 Agenda Co-chair the Interagency Working Group on Youth and the 2030 Agenda to ensure knowledge sharing and leveraging of synergies across the UN-System to advance youth development and engagement in the relations and complementarities between 1325 and 2250 Create opportunities to share lessons learnt and strategize implementation of both resolutions Co-ordinate with UN Political Missions and Country Offices to mainstream youth in processes related to peace discuss the key learnings of the HRC study on youth rights Work with UN country teams to strategize country-specific interventions Build a coalition of Member states, Youth Organizations, networks and civil society organizations in support of youth rights Humanitarian actors to provide expertise and share knowledge when needed Support the efforts of the Compact for Young People in Humanitarian Action to embed its principles in the form of 5 actions into the existing humanitarian architecture, including for example the Inter- Agency Standing Committee. Ensure coordination between UN Agencies and youth organizations working in the Humanitarian Field
