Like America, most African states appreciate the importance of the private sector, trade, rule of law, secure borders, and effective responses to global terrorism. As in America, increased trade and foreign investment has spurred economic growth and development in Africa. Washington s policymaking leaders acknowledge Africa s great potential, but there are some not-inconsiderable hurdles that must be overcome for Africa to grow into the prosperous, equitable, and just continent that its people desire. 9:40 10:30 a.m. Regional Security Officer Panel: Tackling Constituent FAQs in Sub-Saharan Africa Moderated by Kristen Adams, East & Southern Africa Analyst, Overseas Advisory Council (OSAC) Panelists: Vincent Carpenter, RSO, U.S. Consulate General Lagos Yvon Guillaume, RSO, U.S. Embassy Addis Ababa Eli Whitney, RSO, U.S. Consulate General Cape Town Jason Willis, RSO, U.S. Embassy Lusaka Ivan Wray, SRSO, U.S. Embassy Pretoria This is an interactive panel discussion that examines the most frequently asked questions constituents have on operating in Sub-Saharan Africa. 4 11:00 a.m. 12:30 p.m. Session Block 1: Crime; an Inevitable Tax on Business? The Effect of Crime on Duty of Care Iain Findlay, Global Security Unit, Regional Security Manager, Europe, Middle East & Africa, Black and Veatch Organizations have a duty of care for their employees abroad. In this session, Iain Findlay will discuss the consequences of ignoring duty of care and help participants identify and understand the difference between low level and organized crime. The session will also cover measures for mitigating the threats and discuss actions to take when an event occurs. Organized Crime, Political Influence, and Patronage in Africa Robert Besseling, Executive Director, EXXAfrica This presentation will identify key trends in the development of organized crime in Africa and assess the commercial impact of such criminal activities. Mr. Besseling will draw examples from crime hotspots across the African continent and relate these to shifts in political influence and entrenched patronage structures. This session aims to inform the audience of how African politics, business, and organized crime are often inter-linked and therefore difficult to combat. This presentation will also outline how organized crime is often intertwined with terrorism and insurgency, as well as state corruption. 5 1:30 3:00 p.m. Session Block 2: Terrorism in Africa; Systematic Threat, or Over-Hyped? Just How Big a Barrier is Terrorism to Doing Business in Africa? Mark Wolsey, Group Security Director, CRH Plc The session will focus on perceptions vs. reality and how different organisations are dealing with the threat and risk landscape in Africa. It will address terrorism in the context of the overall security risk spectrum and examine just how much of a priority risk it should be considered by businesses. This will be set against the backdrop of increasing levels of global volatility, uncertainty, complexity and ambiguity and the growing requirement for corporations to establish their own intelligence functions. Terrorism in Southern Africa - Risk or Ruse for Business? Ryan Cummings, Director, Signal Risk Nick Piper, Managing Director, Signal Risk Ronak Gopaldas, Director, Signal Risk This discussion will address key questions regarding the expansion of the terrorism threat in southern Africa, its various iterations and its potential impact on the business and investment environment in a region where the phenomenon is not an established security threat. Key areas of focus will be the emerging threats in South Africa and Mozambique, which are driven by trans-nationalist extremism; and the threat profile in countries such as Madagascar and Zimbabwe where acts of urban terrorism are forming part of the prevailing political climate. Trending in Security A Global Perspective for Africa Wayne Hendricks, Head of Global Security, Macquarie Group Global security risk trends present old and new challenges to security professionals everywhere. Wayne will discuss prevailing and future global security risk and opportunity trends and how they apply in an African context. Activity Based Intelligence and Travel Security: A Case Study of Sub-Saharan Africa Michael Padilla, CEO, Al Thuraya Consultancy This presentation will explore case studies on incidents concerning business travelers in Sub Saharan Africa and the contributions that activity-based intelligence could have made in mitigating those risks and events. Attendees will learn to utilize a combination of digital resources, local assets, and cultural and social networks to prevent and mitigate hostage situations for business travelers while establishing a hybrid approach to enhance security and manage risk effectively. John Bray, Consul General, U.S. Consulate General Lagos Nigeria is the most populous African country with the largest economy and is an important strategic American partner. Security challenges, which hinder economic prosperity, political stability and national development, will be highlighted in the Nigerian national elections scheduled for February Our Africa Story: Strategies for Growing a Faith-Based Organization in the Dynamic Environments of Africa Greg Dunn, Managing Director and Chief Security Officer, Church of Jesus Christ of Latter-day Saints The Church of Jesus Christ of Latter-day Saints (LDS) enjoys an expanding presence on the African continent today, but in 1989 the Ghanaian government evicted LDS Church volunteers and outlawed activities within their borders. This roller coaster ride from eviction to valued partner in Ghana Accra is now the center for Church operations in West Africa; and provides an example for growth strategies in Sub-Saharan Africa. Duty of Care as it Relates to Local Staff and Gender Differences John Schafer, Director, Global Security, Abt Associates In this presentation John will discuss methodology and commination tools used to identify the risks that staff face while living and working abroad. John will discuss how different locations pose different threats and the ways in which threats can vary by gender. This session will offer practical advice for implementing a duty of care process that enables organizations to have a more communicative work environment and allow staff to feel safe when abroad. Applying an Enterprise Security Risk Management (ESRM) Philosophy to New Business Acquisitions in Africa Bryn Parry-Jones, Group Resilience Director, Prudential plc This session will explore challenges and opportunities of attempting to enhance security risk management within joint ventures in Africa. It will further examine the role played by key stakeholders and underline the requirement to incorporate multiple business, cultural and personal perspectives when developing a robust security risk management framework. 8

This session will feature a case study of a parent company s journey in managing risk associated with the rapid development of an organically grown subsidiary. The session will address the transformation of security s support profile for the evolving business, and the pros and cons of each phase.
