1 From: Palestine Subject: Israeli-Palestinian Conflict Recognizing the threat of the possession of Palestinian territory by force by Israel, Noting the idea of two democratic States, Israel and Palestine, where they live peacefully with defined and safe borders, Urging for the creation of a two-state solution with peaceful negotiation, Distressed by the Israeli s activity in Palestinian settlements including demolition of homes and the displacement of Palestinian civilians for their unnecessary expansion, Concerned that the continuing Israeli settlement activities will destroy the opportunity for a two- State solution n based on the 1967 lines, Calls For: 1. Demands that Israel immediately stop all construction or expansion in the Palestinian territory settlement, including East Jerusalem; 2. The encouragement of all parties to continue, in order to promote peace and safety, to work toward a final negotiation in order to end the Palestinian- Israeli conflict; 3. Stresses the removal of all Israeli construction and expansion activities in Palestinian territory in order to implement the two-state solution; 4. Urges immediate steps to stop all acts of violence and terror against Palestinian civilians that include the destruction of civilian s homes and land as well as anything that causes violence or prevents the implementation of a two-state solution.

2 From: United Kingdom Subject: Yemeni Civil War Aware of the current state of conflict that has existed in the Republic of Yemen from 19 March 2015 to the present, Affirming that the conflict is a result of the actions of Ansar Allah rebels, more commonly known as Houthis, who have received direct aid from the Islamic Republic of Iran, Emphasizing the arms embargo placed on Ansar Allah and the General People s Congress by Security Council Resolution 2216 and renewed by resolutions 2236 and 2342, Alarmed by the civilian death toll of 10,000 according to the UN Office for the Coordination of Humanitarian Affairs as of 16 January, 2018 as a result of actions of both sides of the conflict, Noting with approval the cooperation of both sides of the conflict in keeping the ports of Hodeidah and Salif open for essential supplies to flow into Yemen for 30 days in December of 2017, Recognizing the legitimacy of the Yemeni elections of 27 February 2012 and Abdrabbuh Mansur Hadi s presidency as the legal governing body of Yemen. Calls For: 1. Implores that member-states participating in the Yemeni Civil War take precautions during military action to minimize civilian casualties; 2. Encourages representatives from both sides of the conflict to meet with the UN Special Envoy of the Secretary General to Yemen (SESGY) to continue peace efforts and help resolve the conflict; a. Requests parties attempt to maintain a ceasefire beginning on 1 May 2018; b. Further requests that parties meet under the patronage of the OSESGY on 1 December 2018 should the ceasefire hold to this period; 3. Reminds Iran and other member states to comply with UNSC Resolution 2216 s arms embargo on the Houthi rebels in Yemen or they risk Security Council sanctions; 4. Requests that cooperation to keep the ports of Hodeidah and Salif continue indefinitely to ensure the well-being of the Yemeni people; 5. Reaffirms that the government under President Abdrabbuh Mansur Hadi is the legitimate, democratically elected government of Yemen.

3 To: Political and Security From: Panama Topic: Strengthening the protection of indigenous people in Paraguay through cooperative humanitarian assistance Reminds member states of the August, 2015 report published by Victoria Tauli Corpuz, United Nations Special Rapporteur on the Rights of Indigenous Peoples which reiterated that Paraguayan law is intended to assist in the protection of land and human rights to all indigenous people, Reaffirms the lack of compliance with the legal framework of Paraguay has created a general state of dispossession, poverty exceeding the nation s average at 75 percent, and the inability to access social services for indigenous people, Notes crude human trafficking, primarily women and children, is occurring in the border areas of Paraguay, Recalls on September 22, 2015, Juan Miguel Gonzalez Biboloni, Director of Human Rights in Paraguay s Ministry of Foreign Relations presented the inadequate efforts of 10 government departments such as educational and health to improve the quality of life in which the indigenous are living, Recognizes Biboloni as well recognized the efforts of the National Paraguayan Indigenous Institute (INDI) in assisting the indigenous with advocacy services, Having devoted attention to the multiple efforts of Paraguayan officials in previous years it is clear to the UN that the nation lacks the necessary resources, Calls for: 1. Urges member states of the UN to assist the nation of Paraguay through the creation of an international task force with the aim of protecting the indigenous people from discrimination and inequality; a. Funding for international task force will be provided by all voluntary nations, b. International task force ambassadors will be appointed by each voluntary nation, giving consideration that population will correlate equally with the amount of ambassadors with each nation in order to have equal representation, c. The duties of the task force will be written out by the legal committee in order to, validate the actions ambassadors may take in their aim of protecting the people; 2. Encourages the assistance in cooperative funding for INDI by all voluntary nations;

4 3. Calls for the implementation of a Paraguayan Indigenous People s review board to formulate a stronger national policy in conjunction with the legal committee to promote humanitarian equality; a. All voluntary nations are encouraged to have representatives on the review board, the number of representatives will correlate equally with the population of the nation to promote equal representation b. Funding is called for by all accepting nations in order to establish education systems, health care, and protected resources and territory for indigenous people in Paraguay 4. Requests the creation of a police and law enforcement training board in order to validate the actions of Paraguayan authorities; a. Funding is called for by all accepting nations to ensure that the board has all necessary materials for training 5. Further requests a task force with the objective of assisting in enforcing Article 1 of Paraguayan law, Statute of Indigenous Communities ; and a. The task force will enforce the fact that the 100 hectares per family law is only a minimum b. The task force will ensure the obligated amount of land is given to the indigenous communities 6. Endorses the creation of a border security task force in order to prohibit illegal immigration of indigenous people from Paraguay into the neighboring nations of Brazil, Bolivia, and Argentina. a. Funding is requested by the nations of Brazil, Bolivia, and Argentina although the respective nation is free to decide the amount of funding in order to protect its own borders b. The task force will employ personnel from the nations of Brazil, Bolivia, and Argentina.

5 From: Greece Subject: Addressing Illegal Immigration Recognizing modern immigration issues in Europe and the Middle East, which are creating societal and economic issues in affected countries, Realizing the negative economic impact immigration has in a given society, especially those struggling economically as it stands, Acknowledging the efforts of member states such as the U.S. who have spent well over 100 billion dollars on this issue, Draws attention to Sustainable Development Goal 8, which strives to Protect labor rights and promote safe and secure working environments for all workers, including migrant workers, in particular women migrants, and those in precarious employment, Noting with concern that, in 2001, the number of unemployed immigrants in Greece was nearly 40,000 and the respective number of employed immigrants was around 391,700, Calls For: 1. Proposes the implementation of tariffs on goods made by companies with a workforce with over 25% of employees being illegal immigrants; 2. Encourages member states to allocate tax breaks to companies who hire a greater percentage of native-born citizens and legal immigrants; 3. Emphasizes the importance of working with organizations such as the World Pensions Council to help send current immigrants to work training programs looking to implement them into society and help create a more stable workforce by: a. Building programs for illegal immigrants looking to enter the member state s workforce to educate them in the member state s culture and preparing them for the rigorous work ahead as a legal worker; b. Grants an illegal immigrant the right to remain in the country of refuge if they attend the programs; c. Gives workers shelter, food and a source of minimal income while they are attending the work training programs which will be funded by the World Bank;

Encourages the reinforcing of security among ships entering a member state s port systems and docks looking to prevent future illegal immigrants from coming in funded by the World Bank and member states which choose to do so; 5. Proposes a convention aiming to report on the success of this plan and the improvement to the lives of illegal immigrants made through the implementation of these select workers to their member state s society in 2030 as measured by the yearly average of illegal immigrants entering member states as compared to the aforementioned rates prior to the passing of this resolution.

7 From: Serbia Subject: Disarmament and withdrawal of U.S. Military Forces from Eastern Europe. Fully alarmed by the increasingly bombastic, warmongering actions and rhetoric the United States has used to intimidate and threaten the sovereignty of Russia, other eastern European nations and most importantly International peace and security. Aware of the United States alliance network with NATO Russia looks to promote nothing more than its number one goal of independence and prosperity for itself and all international peoples. Observing that the United States cannot insure peace and security within its own nation with the events of violence that occur throughout their own mainland. Recognizing that the United States uses the European nations of Germany, Italy, United Kingdom, The Netherlands and even the non-european nation of Turkey as beachheads for its harassment and intimidation of non-conformers to U.S. foreign policy, including non-nato and non-eu member nations. Having Examined all possibilities for continued International peace, security, and partnership, the disarmament and de escalation of tensions Internationally wide, specifically in Europe that would prevent any misconceptions and an international proclamation of peace between eastern Europe and the United States. Calls For: 1. Recommends the withdrawal of if all U.S. Equipment, Troops and strategic weapons from Europe specifically those in which the United States pursues military war games along nations bordering Russia and her allies. a. The formation of a Security Council sub-committee to judge and perceive whether the perceived threat shall be taken as viable and prescribe a solution to the threat. b. The United States become a co-sponsor in this resolution and have Russian support in the assurance of international peace and security and the continued commitment to guarantee overnight and independence to those nations whose people s desire so. 2. Requests the international community's support and recognition that these types of military drills perceive a clear and immediate danger to International and Russian peace and security. 3. Endorses the efforts of the International community to further decommission and reduce the number of international WMD to promote International peace and security.

8 From: Republic of Uganda Subject: Rebuilding and Rehabilitating Areas Affected by the Conflict with ISIS Bringing to attention to the fact that there has been over fifty despicable terrorist attacks in the Middle East and northern Europe, Recognizing that than five member states have been physically, economically, and politically torn apart by this extremist group, Reminding the body that it is clearly stated in the Cairo Declaration of Human Rights in Islam that no one should be subjected to any form of violence or punishment for not submitting to a certain religion; it is not permitted without legitimate reason to arrest an individual, or restrict his freedom, to exile or to punish him. It is not permitted to subject him to physical or psychological torture or to any form of humiliation, cruelty or indignity. Bearing in mind that the counter-terrorism committees, under the leadership of the Security Council, having been working tirelessly in the attempt to slowly rid our world of these monstrous people, Stressing the importance of committees like these in working towards melding the horrid devastation caused by said terrorist groups, Noting that destruction and devastation, such as physical ruin due to conflict, leads to economic and political issues, affecting surrounding Member Nations, Ensuring that all Member States realize the importance of this subject, for it affects every on of our marginalized populations, Calls for: 1. Calls for the counter-terrorism committees in the Security Council to: a. Place peacekeepers as a temporary aid to the most damaged countries, b. Provide even the minutest amount of financial aid to nations such as Syria and Iraq who would benefit greatly; 2. Encourages all respected Member States to raise awareness concerning terrorist education to: a. Prevent future generations from being persuaded to join groups such as ISIS by means of propaganda and false justification by the religion of Islam,

9 b. Ensure that these future citizens have a deep understanding the damage and hatred people such as extremists cause to many nations and areas; 3. Authorizes the formation of the Rehabilitation of Terrorism and Extremist Affected Areas (RTEAA), which will: a. Work to solely aid overall destroyed areas and damages individuals in recovering from terrorist attacks and acts, b. Rebuild or create new facilities to temporarily house those who have been affected. c. Provide these citizens with their well deserves hospitalization and medical aid, d. Ensure that these areas and individuals have a stable education System for the children who have been affected; 4. Recommends the help of fellow Member Stats in funding this new committee by donating , or if not possible, donating sullies to be used for said shelters and schools; 5. Affirms the fact that terrorist and extremist groups have been the cause of some of the most destructive conflicts in history; 6. Invites all nations to join together in aiding all of our fellow nations, and securing our borders and working towards an eventually complete plan to eradicate terrorism, as we know it.

10 From: People s Republic of China Subject: Addressing the Threat Posed by the Democratic People s Republic of Korea Recognizing the terrible threat the Democratic People s Republic of Korea poses, and it s potential to continue causing troubles for all peoples of the world, Deeply regretting the thousands of people who have died in conflicts, such as the Korean War, Fully alarmed by the recent threats, made by the North Korean Dictator Kim Jong Un, to fire missiles at the United States territory of Guam, Deeply conscious of how it feels to live under the constant threat and fear radiating from the DPRK, Bearing in mind that the sanctions placed on Korean imports, such as oil, lead, coal, and other vital natural resources, have had little effect on neutralizing the issue of North Korea, Fully aware of the social and humanitarian concerns that will arise from putting an end to this detrimental conflict wreaking havoc on every nation in this body, Keeping in mind the hardships of the citizens living under the tyrannical government of the Democratic People s Republic of Korea, Guided by a desire for peace in the Korean peninsula which will thereby benefit all, Convinced that, in order to solve this dilemma, we must change our personal perspective on the matter, and work with renewed vigor and innovative solutions, Stressing the need for a united front in order to put an end to the incessant threats from the Democratic People s Republic of Korea, Confident that, in this body, Member States have the capability and conviction necessary to put an end to this conflict, Calls for: 1. Considers the daunting task before our body and recognizes the draconian steps necessary to resolve this conflict so that future generations of our world can prosper and enjoy the peace and security outlined in the Charter; 2. Draws attention to the three nations bordering North Korea and all those who receive imports from North Korea. (I.e. Russia, India, Pakistan, Thailand, and the Philippines);

11 3. Calls upon these nations among others to halt continuous import of materials from North Korea, which include automobile parts, coal briquettes, clothing, wires, and other materials; 4. Invites such nations to look upon other suppliers and substitute imports from these in place of their current provider (North Korea) as this will prove economically detrimental and draw the nation out to the world stage by making diplomatic relations and interaction with other countries and peoples necessary; 5. Further invites Member Nations to comply with every sanction placed on North Korea. If said sanctions punish the people of the DPRK rather than address the issue at hand, these sanctions must be re-crafted; 6. Solemnly affirms that to complete such actions will invoke an unfavorable time and may cause internal havoc and issues for the population of North Korea; 7. Reminds all Member States of the terrible wars and the thousands of people who have lost their lives because a military response was chosen before pursuing a diplomatic solution; 8. Fears that, without international diplomatic resolve, a war is inevitable with North Korea a fear based on the recent militaristic press releases regarding its development of nuclear weapons; 9. Affirms that military action will not resolve the situation and that such action will bring about massive casualties on every side; 10. Recognizes our duty as the United Nations to minimize or eliminate the number of casualties and losses of every Member State on this planet; 11. Further reminds this body that our inactivity regarding this conflict given the current situation and given the deadly threats which have been emanating from North Korea; 12. Notes the world scale destructive effects that will occur, and could potentially occur in every nation if immediate action is not taken; 13. Requests that Member States recognize the risk of allowing this problem to grow and that they respond carefully and responsibly, placing the welfare of humanity first; 15. Fully believes that actions such as those that are listed in this resolution will have an impact on the country of North Korea and will draw us closer to a peaceful solution with North Korea.

12 From: Nigeria Subject: Threat of Boko Haram in Nigeria and worldwide Referring to the recent years in which Nigeria s sovereignty has been under siege from Boko Haram and other militant terrorist groups. Noting with regret that Nigeria s President Buhari has not dealt well with the terrorist insurgency and has called for help from other nations in the past. Believing that Boko Haram represents a twisted interpretation of the Islamic religion. Keeping in mind that Nigeria is the largest African oil producer and is vital to the United States economic interests. Fully alarmed that Boko Haram has become, statistically, the deadliest terrorist group in the world. Believing that if action is not taken immediately the sovereignty of Nigeria and surrounding countries will be destabilized. Calls For: 1. Realizing that negotiating with the leaders of Boko Haram and that providing amnesty for the leaders of Boko Haram is unacceptable and detrimental to not only Nigeria, but to all the countries affected by Boko Haram. 2. Calls upon the Commonwealth countries including but not limited to Ghana, Cameroon, United Kingdom, Canada, and Australia to provide military support in order to aid in the combat against the threat of Boko Haram in Nigeria and the entirety of West Africa. 3. Further calls upon the United States to provide anti-terrorist and anticorruption advisors to not only protect Nigeria s economy but the United States as well.

13 From: Ecuador Subject: Syria as a Terrorist Regime Recognizing the issue of terrorism as a threat to international peace and security and as an issue that extends to all states, not just those where the regime is present, Seeing terrorist organizations working across state borders to create training camps, to obtain financial resources, and to manage media outlets as a means of control and networking, Declaring that terrorist states are equally, if not more so, dangerous than terrorist organizations, Noting the lack of international effort to dismantle terrorist regimes and to establish peace and control in affected areas, Condemning the use of chemical and biological weapons as a means of terrorist control in vulnerable areas, Believing that the Syrian government uses these terrorist methods to control and oppress its people, Fearing that the Syrian government will continue to use terrorist methods to subjugate its people unless it is stopped, Calls for: 1. Recommends that the international efforts to protect those under the control of terrorist authority are increased through cooperation and discussion; 2. Invites other states to condemn the actions of the Syrian government and to recognize it as a terrorist regime, a. Specifically, the use of chemical and biological weapons as a means of oppression; b. Also, the creation of a hostile environment that causes millions to seek refuge; 3. Requests collective UN action to enforce international sanctions against the Syrian Regime and to bring international aid to refugees and displaced persons affected by this regime; 4. Further Requests that collective military action is taken to end Asaad s control and oppression of the Syrian people.

14 From: Tanzania Subject: Online Propaganda Alarmed that Islamic Extremist have a growing presence in Africa, despite faltering battle fronts in the Middle East, Concerned that terrorists attacks in Africa have increased by 200% from 2007 to 2015, Acknowledging that a decrease in online terrorist propaganda would decrease terrorist attacks and increase stability in the area. Worried that ISIL is able to spread propaganda over the internet to encourage attacks in Africa and Europe, Recognizing the right of each country to take their own measures to prevent terrorism and right to refuse international aid, Calls For: 1. Creation of the United Nations Online Terrorism Propaganda Prevention Committee (UNOTPPC) tasked with finding major areas of online propaganda created by terrorist group, and identifying them to the companies which run the platform on which the propaganda is being spread; 2. Tasking the committee further with helping African governments prevent access to sources of propaganda that have been previously identified; 3. Implementing yearly checks to make sure governments are not using the program to censor vital information from their citizens; 4. Allowing countries to decide whether they would like to receive help from the program or not; 5. Notifying governments of areas with areas of high viewing of identified online propaganda;

15 6. Encourages companies to prevent their platforms from being used for propaganda; 7. Creating threat levels for websites and social media pages based on how much evidence of terrorism is present and monitoring them accordingly; 8. Targeting sites that pose the greatest threat first, such as those that offer bomb building instructions and how to travel to the middle east undetected; 9. Attempting to work directly with Facebook and other large social media sites to combat online terrorism; 10. Funding the UNOTPPC through the World Bank and donation from countries that wish to contribute.
