Transition to Humanitarian Reform & Clusters INTRODUCTION TO HUMANITARIAN RESPONSE

Humanitarian Reform Humanitarian Response Review Emergency Relief Coordinator (February to June, 2005) Review of capacity of humanitarian system Identification of weaknesses and gaps Findings of the Review Weak preparation among humanitarian organizations Limited human resource and sectoral capacity Poor coordination between UN, Red Cross, and NGOs Uneven contributions and forgotten emergencies

Humanitarian Reform Review Recommendations Global mapping of capacities Strengthen human resources Ensure adequate and predictable funding for response Develop appropriate sectoral plans Improve recruitment and capacity of RC/HC Improve coordination between actors

Humanitarian Reform!"#$% &'()*+',)*"*+% -.#/*"'/("/*% 0)123*1)% <5%="*/*7"*+% 45%6/2/7"'8%9% :)/;)(1,"2% >5% 633(;"*/?3*%

Goal 1: Capacity & Leadership Goal 1: Adequate Capacity and Predictable Leadership in All Sectors How: Build on established global leads by establishing clusters for technical (sectoral), cross-cutting and common service areas. Previously Established Global Leads Agriculture: FAO Education: UNICEF Food: WFP Refugees: UNHCR

Clusters!"#$%"&'(")*+,-.&/,%0*& 1,23452%"&%-,%*& )"+)-, & & & & & & & &:8;& <7 =)+-5>#4& & &&&&&&& & & & & & B7 C%+,-DE%45+%>#4 & &&&&&&& & & & & F7 G,%"+3 & &&&&&&&&&&&&&&&&&&&&&&&&& && & & & &CG;& H7 AI,-9,42J&E3,"+,-K & & &?=G(R& & & & & & &=%+)-%"&05*%*+,-*! & (-#**V2)W49&%-,%*& X7 & & &?=G(R& & & & & & [7 M-#+,2>#4K& & & & & & & & &=%+)-%"&05*%*+,-*D25T5"5%4*& & & & & & \7 A%-"J&R,2#T,-J& &&&&&&& & & & & & &?=LM& ]7 A0)2%>#4 & & & & & & & & (#II#4&*,-T52,&%-,%*& 6_7 /#95*>2* & & &&&&&&& & & & & & &C:M& 667 1,",2#II)452%>#4* &&&&&&&&&&&&&&&& & & &

Clusters The activation procedure should be followed, which entails the following: 1) The humanitarian coordinator (HC) or resident coordinator (RC) consults relevant partners; 2) He/she proposes leads for each major area and sends a proposal to Emergency Response Coordinator (ERC); 3) ERC shares proposal with Global Cluster Leads; 4) ERC ensures agreement at global level and communicates agreement to HC/RC and partners within 24 hours of receiving the proposal; HC/RC informs host government and all partners. During on-going emergencies, it has been endorsed by the Inter-Agency Standing Committee (IASC) in late 2006, that all countries with Humanitarian Coordinators will implement the cluster approach.
