3 IACAAoP EGYPT HOSTS SIXTH ASSEMBLY OF PARTIES IACA6 th assembly of parties sharm el sheikh egypt Final preparations are underway for the sixth session of IACA s Assembly of Parties, which will convene in Sharm el-sheikh, Arab Republic of Egypt, from 2 to 4 October. Hosted under the auspices of the Egyptian Prime Minister, H.E. Sherif Ismail, the gathering is expected to attract national and institutional delegations from around the world. The Assembly serves as a forum for Parties to consult on the overall policy of the Academy and on other matters of interest under the IACA Agreement. IACA will post updates throughout the session on its website and social media channels. 4 cambridgesymposium slovakmeeting IACA AGAIN CO-SPONSORS THE CAMBRIDGE ECONOMIC CRIME SYMPOSIUM IACA emphasized the strong links between anti-corruption and combating economic crime at a major global conference at Cambridge University in September. IACA AND THE SLOVAK REPUBLIC SIGN LETTER OF INTENT IACA and the Slovak Republic, represented by its Prime Minister, Mr. Robert Fico, signed a Letter of Intent on 22 September that envisages closer cooperation in the areas of anti-corruption and compliance. In a keynote address to the 35 th Cambridge International Symposium on Economic Crime, Elena Helmer, IACA s Director of Academic Programmes, urged participants to consider a wide range of approaches to fighting both corruption and economic crime. She also pointed out that corruption is a major driver of economic crimes, including human trafficking, corporate bribery, and The two sides agreed to develop and implement joint activities, initially for a three-year period, to further empower anticorruption and compliance professionals at the national and regional levels. financing of terrorism, and threatens to undermine the United Nations 2030 Agenda for Sustainable Development. This Letter of Intent with IACA is a significant further step towards this goal, and we look forward to working with the organization across a range of projects, Mr. Fico said. 4

5 IACAtrainings programme update There is still time to apply for several of IACA s upcoming programmes and trainings. Discounts on programme and tuition fees are available under IACA s new fee discount scheme for passport holders from its Parties and for registered Alumni (see also page 6). OPEN TRAININGS ETHICS & COMPLIANCE SEMINAR FOR PRACTITIONERS 2 3 November, IACA campus This new two-day training is jointly offered by IACA and the Alliance for Integrity, focusing on ethics, integrity, and compliance issues in the private and public sectors. Application deadline: 8 October APPLY NOW ACADEMIC PROGRAMMES IACA offers two master s programmes for anticorruption and compliance professionals from around the world who wish to pursue their studies while remaining fully employed. Graduating students receive internationally recognized MA degrees with 120 ECTS credits under the EU s Bologna process. IACA also offers a limited number of scholarships for students from Least Developed Countries as defined by the United Nations. Please see our website for details. INTERNATIONAL MASTER IN ANTI-CORRUPTION COMPLIANCE AND COLLECTIVE ACTION (IMACC) November September 2019 This new two-year programme is specially designed for practitioners involved in the business sector in these fields. It consists of six modules, each including an intensive in-class session, as well as a practical final project or thesis. Application deadline: 1 November IACA REGIONAL SUMMER ACADEMY MIDDLE EAST 9 14 December, Kuwait City, Kuwait After sessions in Argentina in 2015 and Uganda in 2016, this third training in IACA s Regional Summer Academy series is being co-organized by the Kuwait Anti-Corruption Authority (Nazaha). Applications are open for citizens or residents of one of the following countries: Bahrain, Egypt, Iraq, Jordan, Kuwait, Lebanon, Libya, Morocco, Oman, Qatar, Saudi Arabia, Sudan, Syrian Arab Republic, Tunisia, United Arab Emirates, Yemen; and the State of Palestine. 6 DISCOUNTscheme KAZAKHmeeting NEW DISCOUNT SCHEME FOR PARTIES AND ALUMNI MEETING WITH KAZAKH FOREIGN MINISTER IACA is offering discounts on fees for its programmes and activities under its new fee discount scheme for passport holders of the organization s Parties and for registered Alumni. The discounts range from 10% to 20% of the fee and exclusively apply for participants or applicants registering or applying in their personal capacity. Please see our website for further details. MACSclass MACS CLASS ON CAMPUS On 10 July Mr. Martin Kreutner, Dean and Executive Secretary, met H.E. Mr. Kairat Abdrakhmanov, Minister of Foreign Affairs of the Republic of Kazakhstan, to discuss possibilities for further strengthening cooperation. The Minister welcomed the ties between IACA and Kazakhstan and received an update on current and upcoming activities at the Academy. From 2 to 4 October IACA will deliver its second tailor-made training for anti-corruption and compliance practitioners from Eurasian Economic Union (EAEU) Member States Armenia, Belarus, Kazakhstan, Kyrgyzstan, and the Russian Federation. Students from the Master in Anti-Corruption Studies (MACS) programme were back at IACA in late July and early August for the in-class phase of Module IV on The Economics of Corruption. They came from 17 countries on five continents to learn from Professors Johann Graf Lambsdorff (Germany) and Ivo Teixeira Gico, Jr. (Brazil), both of whom are members of IACA s frequent visiting faculty. The module also included a visit to the Austrian Federal Bureau of Anti-Corruption (BAK). 6

7 PACTtraining PROCUREMENT ANTI-CORRUPTION TRAINING Participants from 13 countries and various sectors completed IACA s fifth annual Procurement Anti- Corruption Training in mid-august. Among the frequent IACA lecturers were Prof. Christopher Yukins (United States of America), Max Kaiser Aranda (Mexico), Johannes Schnitzer (Austria), and Candice Welsch (UNODC). The programme combined one week of on-site training at IACA with four weeks of distance learning. Topics covered at IACA included reverse auctions and e-procurement, developing compliance programmes, and the integrity of public finances, plus several case studies. Participants successfully completing the course are entitled to receive 6 ECTS credits under the European Credit Transfer and Accumulation System. anticorruptioncompliance IACA IN PARIS On 11 September at the OECD in Paris, Prof. Han-Kyun Rho and Petra Susac from IACA gave an update on the organization s activities during the 2 nd Annual International Conference on Standards and Guidelines in Anti-Corruption Compliance. They also met several IACA alumni and other friends of the Academy. 7

8 THAILANDmission MISSION TO THAILAND Upon invitation by the Kingdom of Thailand, Mr. Martin Kreutner, Dean and Executive Secretary, flew to Bangkok in late August to give a keynote address and two lectures at an international anti-corruption workshop and discuss further cooperation with some of the organization s partners in Thailand. The workshop was organized by the Ministry of Foreign Affairs of Thailand together with the country s Permanent Mission in Vienna, in particular H.E. Mr. Songsak Saicheua, Ambassador and Permanent Representative of the Kingdom of Thailand to the International Organizations in Vienna. (OAG) all expressed strong interest in working more closely with the Academy. In this regard IACA signed a Letter of Intent with the OAG on 31 August. In addition, the NACC President, Pol. Gen. Watcharapol Prasarnrajkit, presented Mr. Kreutner with a copy of the NACC s new book entitled Partnership with IACA: Thailand as State Party to IACA. During the mission the heads of Thailand s National Anti-Corruption Commission (NACC), Public Sector Anti- Corruption Commission, and Office of the Auditor General 8

9 EHFCNcollaboration LETTER OF UNDERSTANDING WITH EHFCN IACA and the European Healthcare Fraud and Corruption Network (EHFCN), a not-for-profit organization based in Belgium, signed a Letter of Understanding on 12 July that paves the way for closer mutual cooperation in the field of anti-corruption. This could take the form of, for example, knowledge and expertise exchange, the provision of education and training, and other activities related to preventing and fighting corruption. IACA previously delivered a two-part webinar for EHFCN officials in November UNCACconference CONFERENCE OF THE STATES PARTIES TO THE UNCAC: 6-10 NOV The 7 th Session of the Conference of the States Parties to the United Nations Convention against Corruption will take place in Vienna from 6 to 10 November. IACA will be (co-)hosting two side events one on 7 November about Corruption in Cyberspace, and the other on 8 November concerning Development of Anticorruption Compliance and Collective Action: Modern Challenges and Trends. Further details about the Conference are available here. newstaff NEW IACA staff Mr. J. Pietrusiewicz (Poland) has joined IACA as Senior Officer for External Relations and Protocol. An international lawyer by training, he has been a member of his country s foreign service and served as Minister-Counsellor in the Permanent Mission of the Republic of Poland to the UN Office and International Organizations in Vienna. He also held several positions at the Organization for Security and Co-operation in Europe, including Deputy Director of the Conflict Prevention Centre and Acting Head of the OSCE Mission to Montenegro. 9

10 newstaff NEW IACA staff Ms. B. Gilhofer (Austria) joined IACA in August as Administrative and Project Officer. An economist with several years of experience in the private sector, Ms. Gilhofer previously worked as an international proposal manager at A1 Telekom Austria AG and as a management consultant at Accenture GmbH. She holds a BSc in Management and Economics from the University of Innsbruck (Austria) and an MSc in International Economics from the City University London (UK). Ms. C. Schuber (Austria) joined IACA in August as External Relations and Protocol Officer. A lawyer by training and lecturer in international law who also studied International Development, Ms. Schuber has extensive experience in external relations, coordination, and programme management, including in the area of anti-corruption. She has previously worked for the European Anti-Fraud Office (OLAF), the Secretariat of the UN Convention against Corruption at UNODC, the Office of the Executive Director of UN Women, and the UN Women Country Offices Cameroon and Sierra Leone. Mr. M. Chamkakala (Malawi) joined IACA in August as Project Coordinator for Academic Programmes. A practising lawyer with extensive knowledge and experience of governance and corruption issues, Mr. Chamkakala has worked with the World Bank Integrity Vice Presidency as an investigator as well as an independent consultant and has investigated numerous corruption cases across Africa. RESEARCH FELLOWS Mr. D. Moretti (Brazil, and a MACS graduate) and Ms. L. Gelling (Australia) are currently conducting innovative research at IACA under the organization s new research fellowship programme. The programme is open to highly qualified and motivated young researchers in the areas of anticorruption, compliance, and/or collective action. Applications may be submitted at any time.
