1 UN VOLUNTEER DESCRIPTION OF ASSIGNMENT AGOR Associate Public Health Officer The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.in most cultures volunteerism is deeply embedded in longestablished, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.in all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive. Living Conditions The incumbent will be based in Dundo, Angola. The UNV Volunteer will be provided with the applicable allowances. Accomodation in Angola is a bit difficult to find and generally expensive. As a tropical country the climate is mostly hot throughout the year with a cold season from around May to August. Angola is in phase 1 of the security phases and travelers to Angola are advised on their arrival to receive a security briefing. 2 Organizational Context & Project Description The Office of the UNHCR was established on 14 December 1950 by the UN General Assembly. The agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country ( Sustainable Development Goals 16. Peace, Justice and Strong Institutions UNV Focus Area Securing access to basic social services Task description Under the direct supervision of the Head of Field Office and the technical supervision of the SPHNO based in Pretoria, the UN Volunteer will undertake the following tasks: 1. Coordination and technical standards Ensure, in close co-ordination with other humanitarian actors, that public health, reproductive health, HIV and nutrition services provided to refugees are based on Ministry of Health, UNHCR and/or internationally recognised and most up-to-date standards and policies. Ensure that national and/or internationally accepted and relevant standards and policies are applied and adapted in close coordination with the host country and relevant UN agencies and partners in order to guide the provision of essential public health services (preventative and curative primary health care including maternal and child health services and essential lifesaving referral care. Ensure UNHCR internal guidelines and procedures to streamline inputs and improve efficiency of programme activities through integrated public health response also taking into account crucial services such as nutrition, water, sanitation and hygiene. Promote inter-sectoral coordination outside and within UNHCR in all matters related to public health programmes Chair coordination meetings with health/nutrition implementing partners 2. Monitoring and evaluation Monitor and evaluate public health and nutrition programmes against standard UNHCR and international indicators to ensure that programmes are evidence-based and implemented in a comprehensive and cost-effective manner. Involvement in all aspects of programme monitoring and evaluation with emphasis on checking levels of implementation and impact vis-à-vis resource inputs to measure cost-effectiveness and re-orient the programmes as appropriate Monitor public health programmes with emphasis on: Application of standard guidelines and protocols Comprehensiveness of public health interventions Organisation and use of UNHCR s Health Information System Apply various mechanisms and tools to ensure proper monitoring: site visits, regular flow of data and information (reporting), data analysis and interpretation, etc. Provide technical support and guidance to partners where required 3. Needs Assessment and public health prioritisation Undertake needs and resources assessments with government, UN and NGO partners in order to establish priority needs, identify gaps and overlaps in public health programming, Accordingly develop work plans to address public health priorities. 4. Capacity building Support health and nutrition focal points and coordinators to develop training plan, act as resource persons in workshops and 16 Mar 2018 Page 2 of 5

3 training both in-service (formal) and on the job (coaching) Share with local and international partners on the ground relevant guidelines and information materials on refugee health including reproductive health, HIV/AIDS and nutrition materials 5. Advocacy and information management Advocate, inform, and communicate amongst stakeholders to ensure that refugee health and nutrition issues are documented and addressed. Ensure regular updates and share information within UNHCR as well as with relevant government, UN and NGO partners. Furthermore, UN Volunteers are required to:- Strengthen their knowledge and understanding of the concept of volunteerismby reading relevant UNV and external publications and take active part in UNVactivities (for instance in events that mark International Volunteer Day)- Be acquainted with and build on traditional and/or local forms ofvolunteerism in the host country- Reflect on the type and quality of voluntary action that they areundertaking, including participation in ongoing reflection activities- Contribute articles/write-ups on field experiences and submit them for UNVpublications/websites, newsletters, press releases, etc.- Assist with the UNV Buddy Programme for newly-arrived UN Volunteers- Promote or advise local groups in the use of online volunteering, orencourage relevant local individuals and organizations to use the UNV OnlineVolunteering service whenever technically possible. Results/Expected Outputs The health status is monitored and basic health needs are addressed. Technical oversight and leadership is ensured in order to effectively implement public health priority interventions. The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counter-parts, including Implementing Partners (IPs); Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment A final statement of achievements towards volunteerism for peace and development dur-ing the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed Qualifications/Requirements Required Degree Level Master degree or equivalent Education - Additional Comments Type of Degree: Clinical degree in health care with a Masters-level qualification in public health or related field. Required experience 36 months Experience Remark At least 3 years of relevant experience in progressively responsible functions, including in an international capacity. Knowledgeable of the latest developments and evidence in Public Health, Nutrition, Reproductive Health and HIV/AIDS. Technical and managerial competence in emergency public health programming. However, there is no expectation of renewal of the assignment. A UN Volunteer receives a Volunteer Living Allowance (VLA) which is composed of the Monthly Living Allowance (MLA) and a Family Allowance (FA) for those with dependents (maximum three). The Volunteer Living Allowance (VLA) is paid at the end of each month to cover housing, utilities, transportation, communications and other basic needs. The VLA can be computed by applying the Post-Adjustment Multiplier (PAM) to the VLA base rate of US$ 1,602. The VLA base rate is a global rate across the world, while the PAM is duty station/country-specific and fluctuates on a monthly basis according to the cost of living. This method ensures that international UN Volunteers have comparable purchasing power at all duty stations irrespective of varying costs of living. The PAM is established by the International Civil Service Commission (ICSC) and is published at the beginning of every month on the ICSC website For example, kindly enter the link Calculator In non-family duty stations that belong to hardship categories D or E, as classified by the ICSC, international UN Volunteers receive a Well-Being Differential (WBD) on a monthly basis. Furthermore, UN Volunteers are provided a settling-in-grant (SIG) at the start of the assignment (if the volunteer did not reside in the duty station for at least 6 months prior to taking up the assignment) and in the event of a permanent reassignment to another duty station. 16 Mar 2018 Page 4 of 5

5 UNV provides life, health, permanent disability insurances as well as assignment travel, annual leave, full integration in the UN security framework (including residential security reimbursements). UN Volunteers are paid Daily Subsistence Allowance at the UN rate for official travels, flight tickets for periodic home visit and for the final repatriation travel (if applicable). Resettlement allowance is paid for satisfactory service at the end of the assignment. UNV will provide, together with the offer of assignment, a copy of the Conditions of Service, including Code of conduct, to the successful candidate.
