The 30-year old Sabal posted a time of 1 hour, 9 minutes and 42 seconds to win the 21- kilometer race participated by world-class foreign triathletes. A lot of self-discipline and preparation went into my winning the gold medal today, Sabal said after the race. It pays a lot if you prepare hard and persevere, said the Army officer, who first earned his Milo Marathon title in Sharing Sabal s triumph was veteran triathlete Bella Bayliss of Great Britain who posted a time of 1:19:39 to win the gold in the women s division. Other winners in the Subic elimination race include: Bernardo Desamito Jr. (Phils.), with a time of 1:10:47 to bag the second place in the men s division; James Cunnama (South Africa), 1:11:19, third; and Crifrankreadel Indapa, 1:12:50, fourth place. In the women s division, the winners were: Erika Csdmar (Hungary), 1:23:13, second place; Angel Naeth (Australia), 1:27:14, third; and Monica Torres (Philippines), 1:27:28, fourth place. The winners will again try to outrun other competitors in the national finals of the Milo Marathon in Metro Manila on October 4. Subic Bay Metropolitan Au- BI asks travel agencies help in anti-human trafficking drive BUREAU of Immigration (BI) Commissioner Marcelino Libanan has urged travel agencies to be extra cautious in selling airline tickets to suspected victims of human traffickers and illegal recruiters. In a dialogue last week with officers and members of the Philippine Travel Agencies Association (PTAA), Libanan sought the travel agents support to the BI s campaign against illegal recruitment and human trafficking. Libanan suggested that the travel agencies conduct due diligence and make a profile of a departing passenger before selling plane tickets to the latter. If you suspect that the passenger is not a legitimate tourist but a potential victim of illegal recruitment, don t sell them a plane ticket, the BI chief told the PTAA officers led by their chairperson Pat Alberto. The BI chief said that due diligence dictates that it is the travel agency that give would-be victims of human trafficking the first base in flying to their designated country by issuing the necessary plane tickets. Libanan made the appeal to the travel agencies as he noted a resurgence in attempts by human trafficking syndicates to facilitate the departure of undocumented overseas Filipino workers (OFWs). Last week alone, more than 50 OFWs were offloaded by immigration officers at the Ninoy Aquino International Airport (NAIA) for not having the necessary employment permits and clearances from the Philippine Overseas Employment Administration (POEA). Tourist workers have been offloaded in large numbers not only at the NAIA but at the Diosdado Macapagal International Airport in Pampanga as well. It is a common knowledge that these tourist workers buy their tickets from your travel agencies, thus you, too, can play a part in our campaign to protect our OFWs from harm s way, Libanan said during the dialogue. We are urging the PTAA to help the government in its campaign against travel fraud syndicates by scrutinizing first your prospective clients, he added. Atty. Floro Balato, BI spokesman, said it was agreed during the dialogue that the BI will train travel agency employees in the art of detecting fraudulent travel documents, such as fake passport and visas, and provide them with a list of personalities known to be engaged in human trafficking. Balato added that Libanan also advised the travel agencies not to sell plane tickets to unaccompanied minors, unless they have a clearance from the Department of Social Welfare and Development (DSWD). He said that last year, the BI prevented a total of 1,200 travelers from leaving the country, most of them victims of travel fraud syndicates. Barangay Lagundi, Mexico, Pampanga SUBIC BAY FREEPORT The national government and other concerned sectors should come up with a practical solution to address safety problems at the Hanjin shipbuilding facility while guaranteeing the jobs of about 18,000 shipyard workers, a top labor official said recently. Nathaniel Lacambra, director of the Department of Labor and Employment (DOLE) in Central Luzon, said that while the Hanjin Heavy Industries Co.-Philippines (HHIC-Phil) may be required to adhere strictly to safety standards, shutting down the facility would not be a good idea. Our laws allow the issuance of cease and desist order (CDO) to Hanjin. But to shut down the entire plant, I think, is not a win-win solution, Lacambra said. If we shut down the entire plant just because one unit or one sector has violated labor standards, then we will be starving 15 to 17 thousand Filipinos, he added. Lacambra, who accompanied Senator Jose Jinggoy Estrada in inspecting the Hanjin facility last Thursday, was reacting to suggestions that work at the shipyard be suspended after 19 deaths had been recorded there since Estrada himself, who heads the Senate labor committee, had proposed that Hanjin should halt its operations here until it has complied with standards to ensure workers safety. However, Lacambra said that a practical solution should be worked at for the benefit of workers. One way to do this, he said, is to require HHIC-Phil to apply for variation orders to improve health and safety conditions in the shipyard and avoid being penalized. At the same time, the government will require Hanjin to comply with the DOLE s occupational safety standards (DOSS), he said. As an example, Lacambra cited Hanjin s request for a variation order from the Bureau of Working Conditions (BWC) regarding the 600- ton capacity goliath cranes that Hanjin uses thority (SBMA) Chairman Feliciano Salonga, who flagged off the marathon participants on Sunday, said that the Milo Marathon is just one of the many sports events regularly held in Subic Bay. Subic Bay is actually not only the best tourist destination in the country, but it is also a favorite place of athletes for their training, Salonga said. He added that organizers of local and international sports events are choosing Subic more than any other place in the country because of its superb environment and world-class facilities. Subic is actually a sports haven now and soon will be the region s sports center, he said. Meanwhile, Rolen Paulino, the Milo sports director for the Subic Bay-Olongapo area, said that most of the winners in major races now were foreigners who have trained in Subic. This only proves that Subic is already an international sports center, Paulino added. According to race records, of the top nine top finishers in the female division, five are foreigners who have trained in Subic under Coach Melvin Fausto. Lacambra said that because no professional testing organization in the country could test the cranes, the variation order allowed that testing be made by Hanjin suppliers. If they could do that with the cranes, then probably they could do the same with the hospital or the medical facility requirements. That could be the win-win solution, said Lacambra. The labor official also pointed out that under the DOSS, firms are required to provide one doctor for every 100 workers they employ. In this case, Lacambra added, Hanjin which has about 18,000 workers should have from 150 to 200 doctors, who are to be assisted by full time nurses, dentists and first aid workers. As a result, we might be building a hospital here that is bigger than the (Philippine) General Hospital, he said. Meanwhile, Estrada said during last Thursday s inspection that he gave Hanjin a poor rating for its poor implementation of occupational health and safety regulations. On a scale of 1 to 10, I am giving them a rate of 5 or 6, Estrada said. As you have seen there are some workers without safety helmets, and there are others wearing worn-out shoes. Then there is this serious allegation from workers that they have to finish their work at all cost because they have a deadline to beat, even if it means more accidents. That is not fair on the part of the workers, he added. Estrada also noted the lack of regular medical personnel in the area, especially after 5:00 p.m., Injured workers had to be brought to a hospital in Olongapo City which is about 20 kilometers away. He also reiterated that he would like officials of Hanjin to answer more safety concerns at the shipyard safety when the Senate probe resumes on Wednesday. Still, Estrada added that he will await recommendations from DOLE officials before taking actions on the Hanjin safety issues. Angeles village chief withdraws resignation BY JOEY PAVIA ANGELES CITY A barangay captain here who is an ally of Mayor Francis Blueboy Nepomuceno withdrew his resignation after his councilors persuaded him not to leave. Agapito Del Rosario Village Chief John Sladky said yesterday he had filed his resignation letter due to family and personal problems. I used some of our savings just to fulfill my obligation to the people. It angered my wife, said Sladky in the dialect. Asked to comment on the reports that he resigned after the mayor had failed to fulfill his campaign promises to him, Sladky said: That s a minor reason. I was asking the mayor to provide me JO [job order] workers to help me clean the streets. I took back my resignation after my councilors had asked me to finish our terms and the jobs, said Sladky who refused to give the names of the councilors. Hotel Sogo to rise in Dau CLARK FREEPORT It s a done deal as construction has started for the Hotel Sogo branch in Barangay Dau, Mabalacat. Mayor Marino Boking Morales and Hotel Sogo executives Gus Corpus and Rey Malaca met at the Holiday Inn Resort here on Monday night to announce the start of the construction of the 80-room hotel at the former Dau Plaza building along MacArthur Highway. Morales thanked the Hotel Sogo officials for investing in the first class municipality. More importantly, he added, it will generate employment for his people. I have but one wish: Be sure at least 80 percent of your future workers are from Mabalacat, said Morales to the hoteliers in the meeting attended by Marlon Castro, owner of the land leased by Sogo for 25 years. Corpus, Sogo s chief operating officer, disclosed that they will have an initial 45 employees for their hotel in Dau, the business center of the town. 3 4 Editorial Mimic Mamac NOT ONLY barangay chairmen but all elective local officials have a thing or two to learn from the Honorable Rodel Tony Mamac, chair of Angeles City s bustling, bubbling, vibrant Barangay Balibago. The retired decorated police officer has been doing wonders to his turf, to the benefits and delight of his multi-cultural, and multi-national constituencies. To the uninitiated, Balibago is the city s melting pot, being its entertainment mecca. On sheer size alone, area and population, Balibago is virtually a city within a city. An international city at that, given the foreign delegation it hosts: Americans, Australians, British, Germans, Dutch, Japanese, and the mushrooming, noisy Koreans. A city within a city indeed, and befitting that status is the imposing city, er, barangay, hall that Mamac erected last year. Throughout its long history as top money drawer for Angeles, Balibago got the barangay hall it deserved only at Mamac s watch. That is manifest of some greatness in the chairman. The state of peace and order obtaining in Balibago the recent killings all happened elsewhere in the city is a tribute to Mamac s no-nonsense initiatives in some sort of neighborhood crime watch in his community. Combating crime is 24/7 not only for the police but also for the local officials and the people themselves, Mamac says. Last week, Mamac took the campaign against drugs to the next level: He challenged all city officials from the mayor and the city council to the barangay chairmen and the kagawads to voluntarily submit themselves to drug testing. This, he said, to show their support for the President s anti-drug crusade. We can make ourselves the champions in the comprehensive anti-illegal drug campaign in the locality, Mamac said. We should set the example. What business have we leading such campaigns if we ourselves are drug users? Walking his talk, Mamac and his council have set their own drug testing next week, and invited Mayor Francis Blueboy Nepomuceno, members of the City Council, and other barangay officials to witness the event. And if they so desired, undergo the test too. The Balibago Barangay Council has also passed a resolution to make drug testing not only applicable to students in the public schools, but also to cover government employees, public officials, candidates for elective posts, and criminal suspects as required by Section 36 of the Comprehensive Dangerous Drugs Act on While the national government wages war against drug traffickers, we in the local level should purge our ranks of the pernicious addiction, Mamac said. The three consecutive terms at the provincial board of the man popularly referred to as Richard Gomez makes a very strong argument, if not a solid testament, to the electoral efficacy of this fallacy. Item D: I would have not have been elected mayor if I was corrupt as congressman. This is argumentum ad verecundiam the appeal to respect, or prestige being equated with evidence. Item F: They are accusing me of impropriety. How about the string of cases of malversation, abuse of authority, grave misconduct etc. filed against them? Offense as the greatest defense. The accused turned accuser appending similar allegations of wrongdoing to his nemesis. This is the fallacy of tu quoque you yourself do it.
