2 2 February 20-26, 2006 I OFW Guardian COVER STORY The MIDDLE EAST AAccording to POEA statistics, nearly 400,000 overseas Filipino workers were deployed in the Middle East in On any given year, 30 to 40% of all OFW departures are Middle East contract workers. Ten years ago, the bulk of Filipinos living and working in the Middle East were construction workers. Today, most of them are nurses and office employees. While the job specifications may have changed, the number of Filipinos leaving to work in the Middle East continues to boggle the mind. In 2005, OFW deployment to the Middle East reached a level not seen since the Kuwait and Saudi Arabia construction boom of the early to mid 1990 s. 1. The Basic Creed the profession of faith there is no God but Allah, and Muhammad is the prophet of Allah. 2. Prayer consists of two forms, the personal and devotional spontaneous type and the ritual, often congregational. Specific words and postures are offered five (5) times a day: at dawn, midday, mid-afternoon, sunset and before going to bed. Before prayer, ablutions are performed by washing the hands, feet and face. Friday is the chief day of communal worship. 3. Pilgrimage to Mecca, where the most holy shrine of the Kaaba in the Great The Five Pillars of Islam The Middle East opens up a whole new world for Filipino skilled workers and professionals. As most Middle Eastern countries offer tax-free income, a lot of Filipinos, thinking about how much they can earn, try their luck at working there. If you are considering working in the Middle East, it is best to acquaint yourself with the land, the laws and the people. Geography The Middle East is located at the junction of three continents, namely Europe, Asia and Africa. This strategic location made the Middle East significant during the early years of conquests and trading. This region is significant today because of its vast petroleum reserve. It is also the seat of Islam. Mosque is located, is an annual Muslim rite that every believer is expected to take part at least one in his/her lifetime. This is done during the Ramadan which is the last month of the Islamic calendar. 4. Fasting is done during the whole month of the Ramadan. During each day, from dawn to darkness, all eating, drinking and smoking are forbidden. The breaking of the fast after dusk is often followed by feasting and merrymaking, and some households even receive guests. 5. Zakat is an obligatory tax or contribution by Muslims to the state or community. The People The people in the Middle East are of Arab origin. All Arabs consider the Arabian Peninsula their ancestral home where their language originated. Arabs distinguish themselves on the basis of descent, tribal affiliation, and social status. The family is the basic unit of Arab society, and Arabs are identified by the family to which they belong. Family life is dominated by men. Women are considered to be the property of their fathers or husbands. Marriages are usually arranged by parents for their children. A tribe is a collection of families headed by a sheik. Bedouins or nomadic tribes make up one-fifth of the Arab population. Nomads are wandering tribes but many now live in towns and cities. Religion Islam is a monotheistic faith, one of the Abrahamic religions, and the world s secondlargest religion. Followers of Islam are known as Muslims. Muslims believe that God revealed his divine word directly to mankind through many prophets and that Muhammad was the final prophet of Islam. More than 90% of the Middle East s population are Muslims. Islam originated in the Arabian peninsula in the 7th Century AD. Muhammad, the revered prophet of Islam, was an Arab, and the most sacred Islamic shrines are found in the region. There are two (2) branches of Islam: the Sunnis and the Shiites. Majority of the Muslims in Saudi Arabia, Kuwait and UAE are Sunnis. A minority belong to the Shiites. Islam is the most powerful force in the Arab world. Laws are based on the Koran, the holy book of Islam. Muslims believe that the Koran was revealed to the prophet Muhammad by God through the Angel Gabriel on numerous occasions between the years 610 and up till his death in 632. Islamic Laws or Sharia dictates all social attitudes and customs in both the public and private sphere from the operation of the justice system to the way of dressing. The term Sharia itself derives from the verb shara a, which according to Abdul Mannan Omar s Dictionary of the Holy Qur an connects to the idea of spiritual law (5:48) and system of divine law; way of belief and practice (45:18) in the Qur an. Muslims pray five times a day. Upon hearing the call to prayer, restaurants, stores and other public places close for approximately half an hour and Muslims stop their activities to pray during the day. Crime and Punishment Islamic social and legal literature prescribe the bounds of acceptable behaviour. Crimes are categorized into three: a. Haad crimes against divine commandments like robbery, theft, murder and adultery. Punishment is harsh, from amputation of body parts to execution. b. Ta zir crimes against the community and the punishments are lighter. It could be fine, imprisonment or whipping. c. Qisas includes murder and bodily harm and victim or his kin can seek retribution death for death or and eye for an eye.

3 COVER STORY February 20-26, 2006 I OFW Guardian 3 Religious Restrictions and Cultural Practices T here are many things that are taboo in the Middle East and some could lead to a severe punishment. In most instances, the laws are black and white, there are no grey areas. Also committing such taboos, even out of ignorance is not an excuse in the court of law. It is of extreme importance that you understand what these taboos are. 1. Public practice and observance of any religion other than Islam is prohibited. Some countries do not allow foreigners from bringing into their borders any form of religious artifacts such as the crucifixes, rosaries or prayer books of other religions. 2. The religious police or muttawa roam the streets to ensure the strict observance of Islamic religious practices and severely punish offenders, Muslim or non-muslim. 3. If you must pass a person who is praying, it is courteous to pass behind or by the feet of the worshiper. 4. The host, according to Arab custom, has the privilege to set the topic of conversation. It is considered impolite to appear impatient or in haste. Doing so means you don t care about the person or you can t control yourself. 5. Most conversations start with a wish for peace, (Asalamu Al-Akum) and proceed to small talk, how are you? and How is your family? before getting down to the business at hand. 6. Politics and religion are best left alone. Generally Arabs will not debate the Islamic religion, though many are happy to explain their religion to non-muslims who are genuinely interested. 7. In most Arab countries, the left hand is considered unclean. The left hand earned this reputation in the harsh desert, a land of few trees and no paper. It was the custom to eat, shake hands, wave a greeting, all with the right hand while the left hand was reserved for certain hygienic functions or blowing the nose. (The left hand was cleaned by rubbing in the sand). Traditionally at meals the left hand is kept hidden in the folds of the robe. 8. The sole of the foot is also considered unclean because it touches the ground. It is considered impolite to point the sole of the foot at an Arab when sitting together. This does not mean that when sitting people cannot cross their legs. The custom is more applicable when sitting on cushions or mats at a traditional Arabic feast. Then, if seated with legs extended, the soles of the feet could point at another guest and cause insult. Generally, Arabs kneel or sit cross-legged at traditional dinners. 9. It is impolite to pass food or eat with the left hand. When eating and drinking, use your right hand. Use your right hand also when you pass, offer or receive anything. 10. Still, there are several commonly used hand gestures which could have a different meaning if used in the Middle East. a. The thumbs up in the West can be equated to the middle finger in the Middle East. b. The Peace or the victory sign is generally understood when the pads of the fingers are pointed away form the person making the sign (in other words, palm out.) When the sign is made with the knuckles facing away from the person making the sign (palm in) the sign may be taken for a devil sign or the middle finger extended. c. The Okay sign, or the circle made with the thumb and index finger, the other three fingers extended can be misunderstood to be the sign of the evil eye 11. The Koran forbids Muslims to touch or eat pork or the products of swine. It is possible that this originated in an effort to protect people from contracting diseases that resulted from eating tainted or contaminated pork products. 12. Many Muslims don t like to be photographed. If you really want that picture to remember the interesting local fashions, ask before you photograph. Photographing a person without asking first is considered very offensive. 13. In most Arab countries, holding hands, kissing, walking arm-in-arm, and even flirting between men and women in public (even between husband and wife), is strictly taboo! Such behavior can result in arrest and imprisonment. Married couples are not allowed to hold hands in public and they must always bring their marriage certificate with them. 14. Conversely, holding hands, kissing, and walking arm-in-arm, between Arab men, is considered perfectly acceptable behavior. 15. Muslim women cannot marry non-muslims but men may in certain circumstances. Women may not travel without seeking permission from a senior member of her family. Women may be arrested if caught talking, smiling or even staring at a man she is not related to. 16. For women, an abaya, a black cloak that covers the woman from head to toe, and a veil is required when going out into the streets. The Changing Job Market The most number of new jobs are expected to be generated not only by the sustained construction activities but also by the expansion in the medical, tourism, retail, and ICT sectors. T he Middle East is seen to remain the biggest source of employment for the overseas Filipino workers (OFWs) in the next three years with the Kingdom of Saudi Arabia (KSA), United Arab Emirates (UAE), Bahrain, Kuwait, Qatar, Oman, Lebanon, Israel, Libya, and Jordan generating the most number of new job opportunities, the Department of Labor and Employment (DOLE) said. A report reaching Labor and Employment Secretary Patricia A. Sto. Tomas said that the Philippine Overseas Labor Offices (POLOs) in the Middle East would pursue various marketing strategies to ensure the OFWs access to the new job opportunities that are projected to be generated in the region starting 2006 until Undersecretary for Employment Danilo P. Cruz said that marketing strategies have been lined up during the POLO regional command conference held recently in Dubai, UAE. Middle East-based Labor Attaches Manuel Roldan, Delmer Cruz, Angel Borja, Bulyok Nilong, Alejandro Santos, Felicitas Bay, Romeo Young, Glenda Manalo, Nur Al- Din Tamano, Leopoldo de Jesus, Jaime Gimenez, Teresita Manzala, Elena Calingasan, Vicente Cabe, and Florencia Ardivilla attended the conference. Cruz said that the labor attaches projected a total of 258,950 new jobs that would be generated in the Middle East in the next three years - some 173,600 new jobs in the Gulf Cooperation Countries (GCC) of KSA, UAE, Qatar, Bahrain, Kuwait, and Oman; and another 85,350 new jobs in non-gcc countries of Lebanon, Israel, Libya, and Jordan. OFWs deployed in these countries totaled 347,311 or percent of the total number of land-based OFWs deployed in the Middle East in They constituted almost half (49.3 percent) of the total land-based OFWs deployed globally last year. In the GCC countries, the most number of new jobs are expected to be generated not only by the sustained construction activities but also by the expansion in the medical, tourism, retail, and ICT sectors. Exploration of oil and gas will also be expanded and, thus, expected to generate new jobs. The non-gcc countries, on the other hand, are projected to need more foreign household workers and caregivers. Sto. Tomas said that the DOLE and the Philippine Overseas Employment Administration would market OFW services directly to the employers through the conduct of labor marketing missions in the region. Jobs fairs in which foreign employers would be invited will also be conducted. This is geared at enabling the Philippines maximize the benefit for the OFWs from the expanding labor market in the Middle East, Sto. Tomas said. At the same time, efforts will be pursued geared at enhancing the image of the OFWs as world-class workers and to sustain the continued preference for them in the Middle East, the DOLE chief said. 5 OFW ALERT February 20-26, 2006 I OFW Guardian 5 Hong Kong OFWs Return Home The POEA reiterates its earlier warning to job applicants that there are not much jobs available in Macau even as 10 Filipino victims of illegal recruitment were repatriated from Hong Kong. The victims arrived in Macau last January 15, 2006 and found out that there is no job vacancy waiting for them. The victims were advised by the Philippine Consulate to return to the Philippines because of lack of documents for further stay in Macau. Macau is implementing its localization program where local residents are given priority in the recruitment, particularly those who are qualified for basic level jobs. Foreign workers are allowed only to fill up shortage occupations in Macau like supervisors in the executive, finance, casino, gaming operations, hotel and restaurant, information technology and marketing departments. Non-residents who are working without valid work permits will be penalized up to 20,000 patacas and will be banned to work in Macau for two years. (POEA) Pinoy Pilots Like medical workers and teachers, Filipino pilots are now joining the exodus of skilled workers leaving their loved ones behind in search for high-paying jobs in foreign lands. The exodus of pilots started when Indian recruiters came to the Philippines offering a salary of US$6,000 to US$8,000 while South Korean recruiters offer a much higher salary of US$12,000 a month. These monetary compensations attract Filipino pilots who reportedly receive around US$ 3,000 a month in local commercial airlines like the Philippine Airlines (PAL) while pilots in the Armed Forces of the Philippines who man old units receive a much lower compensation compared to those connected with commercial airlines. The salaries of Filipino pilots in the local commercial airlines are relatively high here in the Philippines but their educational investment is also very high. One has to spend as much as P2 million to complete a two-year pilot training in a reputable flying school. To make these pilots stay, PAL gave a 10 percent salary increase effective February 1 despite their five-year employment contract to avoid piracy. With the exodus of Filipino pilots, Malacañang said that sound economic management from the top, political resolve and an enterprising people are working wonders for the economy. We shall be relentless and unwavering on this score as we assure that macroeconomic gains will continue to be translated into microeconomic gains. We are all stakeholders in this drive and we need all hands on deck to row the nation forward. (Lani Tupaz / PIA-Biliran) Heaven-Sent Fil-AM Medical Donations Medical mission headed by Van Ong of the Illinois, Michigan Fil-AM medical and surgical group and other foreign visitors are in Davao to conduct a four-day surgical operation (starting Monday Feb 6) at the Davao Medical Center. DMC chief of hospital Dr. Gerry Cunanan said that on top of the free medical and surgical operations for indigent patients, the group also donated a hospital ambulance, medical surgical equipments, anesthesia machines, surgical instruments, medical surgical supplies, brand new aircon units, stuff toys, used clothings for hospital patients and boxes of other equipment that filled the DMC s supply room. Director Cunanan, together with surgical department chief Dr. Abe Jun Versoza, Dr. Manuel Tan and other DMC officials welcomed the surgical group. Today is a blessed day for DMC with all the blessings we received from our friends and visitors from the United States who brought gifts to the Filipino people in Southern Mindanao. Dr. Cunanan said. UPDATES FROM HERE AND ABROAD Upon learning of the informal sector s (squatters) plight, Van Ong family donated additional thousands of dollars for the construction of houses for the poor people who were residing at the compound of DMC but were demolished to pave way for an additional construction undertaken by DMC s expansion program. In his speech, Surgical mission head Van Ong said we have formed the newest nursing FANA organization in the state of Michigan and this is the second year that we have visited Davao to help our Davao constituents. Van Ong, who is a Davaoeno and a first batch nursing graduate (in 1969) of San Pedro Nursing College said their nursing organization is committed to be here every year to conduct similar medical mission purposely to help indigent families in Davao. We wish to share the blessings and success to our fellowmen,. Our medical mission is one way of paying back what is due to the Filipino people, he added. For so long I have been contemplating of retiring in my nursing profession and was thinking about what I am going to do with all the time that I have. I really don t travel as an individual and I thought of having a medical mission and at the same time seeing places, added. He said this was how the mission and the nursing organization was born with his brother, who has been getting in touch with him always in his mind. I have seen the commitment of all our members who are now with me and the commitment of the Davao people here at DMC in helping the people especially the poor. While most of our members are not from the Philippines, we saw the need for medical services and we are here to do that, he said. (Rose B. Palacio / PIA) PDOS OFW Updates Labor and Employment Secretary Patricia A. Sto. Tomas said that the Overseas Workers Welfare Administration (OWWA) has taken steps to improve and update the Pre-Departure Orientation Seminars (PDOS) aimed at enabling departing documented overseas Filipino workers (OFWs) to understand the culture including the laws, rules and regulations of their countries of destination. Sto. Tomas, who chairs the OWWA board, said that OWWA supervises the registered agencies and organizations which conduct the PDOS. She said that the industry follows the PDOS curriculum designed by OWWA and submits their speakers and discussants to OWWA trainers training. She added that OWWA constantly revises the PDOS curriculum to ensure uniformity of seminar topics and discussions. Also, she said that the agency gives the PDOS providers with updates and advisories on developments in various OFWs destinations, including cases of OFWs who have had brushes with the laws of the host countries, thereby to warning departing OFWs of the consequences they may suffer if they committed violations abroad. The recruitment industry considers the conduct of PDOS a serious requirement and undertaking and they are held jointly liable with the principals in case the OFWs committed violations in the course of their employment overseas. Sto. Tomas said that recruitment agencies strictly require newly-hired OFWs to attend PDOS. The OFWs, she added, are asked to present a PDOS certificate at the airport prior to their departure. The PDOS providers include 303 land and sea-based agencies, 14 non-government organizations, five industry associations and three private organizations which conduct country-specific PDO Seminars. The OWWA conducts PDOS only for name hires and government-placed OFWs since it is impossible for the agency to singly conduct the PDOS in view of the huge volume of OFW deployment, which in 2005, reached almost a million. Sto. Tomas noted that many OFWs who committed offenses abroad were recruited illegally and subsequently failed to attend PDOS and were, thus, ignorant of the laws and regulations of their host countries. She stressed, however, that all OFWs including those who have gone and worked abroad through illegal means and who have had brushes with the laws of the host countries are extended legal assistance onsite as provided for by Republic Act No (DOLE) OFWs in Beirut The Philippine Overseas Labor Office (POLO) in Beirut is coordinating with the host country s government in providing appropriate assistance to overseas Filipino workers (OFWs) who are currently under the custody of the Surete General (Immigration) of Lebanon prior to their repatriation to the Philippines, the Department of Labor and Employment (DOLE) today said. Philippine Labor Attache to Beirut Ma. Glenda A. Manalo reported to Labor and Employment Secretary Patricia A. Sto. Tomas and clarified that the 31 OFWs inaccurately reported by media to be languishing in a Beirut jail are actually under the custody of the said Lebanese office and are being assisted by the POLO. Manalo said the Beirut jail where the OFWs have been ostensibly imprisoned as per media reports is in reality the Immigration center where OFWs about to be repatriated from Lebanon to the Philippines pass through or temporarily stay in. She said this is necessary as a last recourse in order for the Lebanese government to summon any abusive employer and compel them to surrender the travel documents, as well as provide for the airfare for the repatriation of an exploited OFW. Manalo said that the POLO, in coordination with the Philippine Embassy in Beirut, is coordinating with the host country s government for this purpose, while at the same time rendering continuous appropriate assistance and conducting regular visits to the victims who may be undocumented OFWs. She added that the POLO in Beirut is also pushing for the adoption of measures to prevent the recurrence of exploitation and abuse on vulnerable migrant Filipino workers.

If you are asking if this will give you more weight when you apply for a job, then the answer would be dependent on the country, the type of job and school that you will choose to enroll in. Some countries recognize the academic standards of our top universities, others do not. So what I will suggest is that you look for the country that you are planning to go to then check out their policies. Most of the developed countries have websites already, so you can surf through their immigration policies. There are also a list of the labor skills that that specific country is in shortage of. After researching and identifying the country you wish to go to, and you find that one of the skill shortage suits your profile, it is now time to check if the school you wish to enroll in is accredited by the country. Another thing to keep in mind is that although you have the Master s degree, experience still weighs a lot, specifically years of experience for the employer. Not just total work experience but also the number of years in an industry. This is given more weight as foreign employers are not looking to train new hires. Well CY, I am quite confident to say that hard work and patience are all that you need to be a successful OFW. All you need to do is research and a healthy dose of common sense and you will be on your way achieving your dreams. Include how much you have now, how much you need to help you launch and run the venture, how you plan to use it, and finally, how you intend to pay for the loan. For you to be granted a loan, you must satisfy the question foremost in the investor s mind: Why is this a good investment? A good business plan, should be able to answer that by telling them about the following: Business - What is it all about? How it is going to make money? Who will run the business and are they qualified? Competition - Who is your competition? What makes your business stand out in the industry? How do you fare against your competition? Market How big is the demand for your product/services? Does the product have brand recognition? Promotions - What is your marketing plan? How dependent is your sales on marketing / advertising? Overhead - How many employees will you need? Positions, training needed? What equipment will your business need? How much is needed to maintain it? Do you own or rent your place? What are your projected capital requirements for the next five years? Ten years? Mayor Aser S. Baladjay said that the grand historic affair united Lauan-ons as one people enriching its identity and remembering the historic deeds of those who worked and died for the freedom and independence of today s generation. Laua-an became an independent municipality in January 1915 by virtue of Executive order No. 129 of then Gen. Francis Burton Harrison. It is the 12th municipality of the province during the Filipino-American regime. Located in north-central town of the province, 55 kilometers from the capital town of San Jose, Laua-an is the leading producer of muscovado sugar (brown sugar). Muscovado sugar is a major industry in the municipality with big number of sugar mills exist since the 19th century. Lauaan is also a home of sugar migrant workers in the sugar land of Negros Occidental and other parts of the country. Pahinis Festival derived its significance from the Muscovado sugar as a promising industry in the town of Lauaan. Pahinis is a local term for cleaning and preparing equipment, tools, paraphernalia and materials before the production of brown sugar. It also stages ritual or thanksgiving for a bountiful sugarcane harvest. This year s theme is Paghanduraw kang Nagriligad, Tulay sa Paghiriugyon sa Pag-ugwad (Reminiscing the past, a Bridge for Unity and Progress). It is important to understand the basic concepts of saving and investing. If you are smart with your money while you are young, chances are you will live to enjoy a peaceful and prosperous retirement. 1. Chose your objectives. You won t be able to achieve every financial goal. Identify your goals clearly and decide which are most important, and why they matter to you. By concentrating your efforts, you have a better chance of achieving what matters most. 2. Focus first on the goals that matter. To accomplish primary goals, you will often need to put equally desirable but less important ones on hold. 3. Put time on your side. The most important ally you have in reaching your goals is time. Money stashed in savings accounts or invested wisely will grow and compound. The more time you have, the more chance you have of success. Age is a big factor. Younger people (who have more time to build their nest egg) can act differently than older ones. 4. Choose carefully. Sport : Basketball Team : Utah Jazz Did You Know Andrei began his basketball career with Spartak St. Petersburg (Russia) in at the age of 15. He was the youngest player ever in the Russian League at age 15. At 18, Andre was also the youngest ever European drafted into the NBA when he was selected by the Utah Jazz 24 th overall in the 1999 draft.
