1 Trócaire Rwanda Country Programme Overview Trócaire was established in 1973 as the overseas development agency of the Catholic Church in Ireland. Trócaire has been working in Rwanda since Using our partnership model, Trócaire has supported more than 30 local partners over the past 23 years. Trócaire currently works in 7 of the 30 districts in Rwanda contributing to Sustainable Development Goals (SDGs) in Rwanda. The districts of focus are Nyaruguru, Nyamagabe, Nyanza, Gakenke, Rulindo, Nyagatare and Kirehe. Trócaire s Strategy for Rwanda for focuses on three programme areas: Trócaire s Vision Trócaire envisages a just and peaceful world where people s dignity is ensured and rights are respected; where basic needs are met and resources are shared equitably; where people have control over their own lives; and those in power act for the common good. Trócaire s Values Solidarity, Participation, Courage, Perseverance, and Accountability Resource Rights Ensuring that those in need have access to, control over and the ability to effectively protect and use critical resources. Women s Empowerment Ensuring that women have a voice in decisions that affect their lives, within their homes, communities, and beyond, and that they are free from violence. Humanitarian Response Ensuring communities are prepared for, can respond effectively to and withstand crises. Key interventions of the Rwanda programme over the years Value chain development including establishment of processing plants including Sosoma; Increasing access to and use of microfinance services; Climate resilience through water harvesting technologies in communities; Humanitarian response to Burundian Refugees from 2015; Increasing the participation of citizens and civil society organisations in decision making; and Engagement with policy development and capacity building of partners for sustainable change. 2 Empowered Citizens and Resilient Communities The change that Trócaire s current programme wants to bring about is empowered citizens, particularly women, and resilient communities across the target districts. The programme will contribute to this change through the pursuit of an integrated approach that seeks to tackle people s multifaceted vulnerabilities and specific needs at an individual, community, civil society and institutional level, while ensuring that men and women are empowered to engage in decision making processes that affect them and the society in general. At the same time, Trócaire will ensure that target groups and partners are prepared and respond to humanitarian needs and crises. The country programme is aligned to Trócaire Rwanda s Country Strategic Plan , which focuses on three programme areas, namely 1. Equitable Access to and Use of Natural Resources (land and water); preparedness and response 2. Women s Empowerment; and 3. Emergency Preparedness and Response

3 Operational areas and Country programme key statistics Operational areas: Key Statistics about the Rwanda Country Programme in FY 2018: in 2018 directly benefited from the Country Programme interventions. Resource Rights pillar: beneficiaries engaged in rain water harvesting and use for agricultural production activities; 12 water ponds established and used at community level; 41 water and climate change committees established and these have developed their specific climate change adaptation plans; 1 climate change network establish at national level; and 2 climate change network established at district level. Small scale farmer involved in irrigation for climate change adaptation. Women Empowerment pillar: people benefited (8 948 women and men). This beneficiaries are from the following categories: GBV, economic empowerment, marginalised people, disabled people, and youth and teen mothers. Humanitarian pillar: direct beneficiaries new arrivals, 902 people with disability, 964 with undergarments and 981 single mothers. 5 Trócaire Rwanda Resilience Mapping Trócaire mapping of resilience activities through Rwanda programme pillars captured the work that is being implemented by Trócaire through its partners in line of the three resilience levels: absorptive, adaptive, and transformative. Absorptive Activities Adaptive Activities Transformative Activities Psychosocial support at individual, household and community level Legal aid related to GBV for women and children Education on GBV prevention at community and household level to reduce GBV Building self-esteem of girls at secondary schools to prevent early pregnancies and school dropout as well as child right abuse Income generating activities for vulnerable women to reduce poverty and prevent domestic violence Skill development for women Changing gender norms to increase gender quality and reduce GBV Empowering duty bearers on GBV prevention in community structures to reduce GBV conflicts in household Building the capacity of local organization in women s empowerment, GBV and psychosocial support Policy engagement: GBV policy implementation, Gender Budget Statement advocacy and capacity building Psychosocial support at individual, household and community level Legal aid related to GBV for women and children Education on GBV prevention at community and household level to reduce GBV Building self-esteem of girls at secondary schools to prevent early pregnancies and school dropout as well as child right abuse Capacity building of CSOs in the domain of emergency preparedness, resilience, protection, do no harm, and safeguarding Steering the localization discussion in Rwanda Emergency preparedness planning Humanitarian Women Empowerment Resilience Resource Rights VSLA groups establishment and support Promotion and provision of drought tolerant crops Rain water harvesting Agroforestry Promotion fuel efficient stoves Bio-intensive agriculture promotion Small livestock promotion Promotion off farm activities Enhance the capacity of farmers and CSOs to participate in decision making process related to agriculture and food security Government engagement by CSOs and public policies Agriculture policy Climate change policy

6 Our Supporters Trócaire works with donor agencies, institutional partners, the Government of Rwanda and the people of Ireland who are a vital support to our programming in Rwanda. Currently our long term donors include: Irish Aid, European Commission, USAID. In recent years, Trócaire Rwanda has also received funding from: Bank of Ireland, Comic Relief, SCIAF, and Ikiraro Cy iterambere. Trócaire is member of the following networks and working groups: Caritas Internationalis: the International Confederation of 162 Catholic Development Agencies; CIDSE: the alliance of 16 Catholic Development Organizations in Europe and America; START Network: the first NGO funding mechanism for humanitarian response In Rwanda, Trócaire is a member of the Network of International NGOs (NINGO) and a member of various technical working groups. Trócaire Rwanda has been instrumental in the establishment of the Rwanda Climate Change and Development Network (RCCDN), a non-governmental organization. A policy brief reflecting the recommendations to different actors and stakeholders was developed. A national dialogue was organized and conducted in 26 February 2019, and the key element from that dialogue is to take forward the localization agenda in Rwanda. Programme strategies The country programme embraces the following key strategies: right based approach, programme integration, and empowerment approach. Under the programmes pillars, the following specific strategies are being implemented as part of the country resilience framework. Access to Markets; Behavioural Change; Climate change adaptation.
