1 2015 Bailiffs and Warrant Officers Conference Course Descriptions Optional Pre-Conference: Introduction to Court Security (21001) The purpose of this course is to provide participants with the history of court security and the changes that have occurred through present day. 1. Summarize the history of court security; 2. Identify current trends and practices in the court security system; 3. Examine current technological advances in court security; and 4. Recognize allowable uses of the Court Security Fund and the mandated reporting process. General Session Classes: Case Law Update This course is designed to keep municipal court officers, including bailiffs and warrant officers, apprised of recent trends and holdings in case law and to identify opinions of interest issued by the Office of the Texas Attorney General. Note: This course does not fulfill the mandatory TCOLE 3183 Legal Update course requirement. 1. Identify at least two recent federal and state court decisions that affect procedural and substantive legal issues in municipal courts; and 2. Identify at least two recent federal and state court decision that affect procedural and substantive legal issues pertaining to peace officers. Care Under Fire Care under fire is prioritizing and providing medical aid to oneself and/or others while still in an unsecured area, such as during an active shooter scenario. There are many things that can be done before backup and EMS arrive that can make a difference between life and death. 1. Identify techniques that can be used to quickly move casualties to cover while still engaged in a firefight;
2 2. Identify the rationale for early use of a tourniquet to control life-threatening extremity bleeding during Care Under Fire; and 3. Recognize the appropriate application of the combat application tourniquet to the arm and leg. Officer Survival In today s turbulent media storm around the very nature of law enforcement, officers must be ever vigilant in their safety and execution of their duties, all the while mindful they are under intense scrutiny from the public they serve. Regardless of duty assignment, a few universal truths explained through anecdotal experiences can help focus an officer s perspective and offer guidance in mental exercises designed to keep focus and promote officer safety. 1. Identify at least one universal truth in promoting officer safety; 2. Recognize mental exercises that promote officer safety; and 3. List one reason why officer safety is important. Ethical Decision Making Peace officers should maintain the highest standards of personal and professional behavior possible. While it may be difficult to achieve these ideals in the real world, officers should maintain an awareness of them and constantly work toward them. 1. Identify at least one ethical dilemma in law enforcement; 2. Recognize the existence of a law enforcement codes of ethics; and 3. Identify one step in ethical decision making. Break-Out Track Choices What Do You Say? Dynamic Interpersonal Communication No one likes to hear the word, no. And, few people like to have to deliver it. Yet often, those responsible for redirecting the behavior of people under normal to extreme influences must first be in control of themselves when they have to say no, or when they can t say yes. This presentation will reintroduce participants to the strategies and mechanisms of active, responsive adulting (including words, language, and postures), interpersonal communication, cooperation and relationship building and positive conflict behaviors through a series of skill exercises. It is true that in serving the public, one cannot often give people what they want, but by understanding the difference between redirection and punishment, participants can more easily help them get what they need.
3 1. Identify how to maintain the adult in us, under the worst of conditions; 2. Identify three traits of parent, adult, and child in themselves and others to the stimuli of everyday life; 3. Identify the importance of maintaining professional, not personal face under the influence of stress and pressure; 4. Identify the value of treating the public like customers, not violators; 5. Identify the origin of the natural fight or flight reflex; and 6. Differentiate professional responses from personal reactions. Dogs: Defensive Tactics This session is designed to equip officers who encounter dogs with recognition of canine aggressions, body language, less lethal techniques, and provide a better understanding of how to deal with dogs in the field. 1. Identify contributing factors in a dog bite; 2. Recognize levels of aggression in dogs; 3. Identify types of dog body languages; and 4. List two things they should do when encountering a dog. Bailiff Function in Court Security (21002) The goal of this course is familiarization of the bailiff s role in court security and their respective duties to the court, the pitfalls of jury handling, and how to prevent mistrials. 1. Identify the types of trials that are the responsibility of a bailiff; 2. Explain the bailiff s role in security and court service; 3. Differentiate the bailiff s duties for the two types of juries; and 4. Identify a plan for security risks for before, during, and after a trial. Spanish Courtroom Terms The purpose of this course is to provide officers a solid base from which they can study, understand basic legal terminology encountered in the courtroom, and improve their communication skills in Spanish. 1. Recognize common and applicable legal terms in Spanish; and 2. Identify resources for further study.
4 Terry Frisks As protectors of the court, bailiffs should be aware of the law related to detaining and searching visitors to the court. Bailiffs and warrant officers, in performing their duties, must balance court security, officer safety, and 4th Amendment protections. 1. Identify sources of law related to searching for weapons; 2. Identify requirements and procedure for performing Terry frisks; and 3. Identify limitations related to searching for weapons in a courtroom setting. Social Media Intelligence Social media monitoring is on the rise among law enforcement agencies. It has proven to be an effective tool for investigation and preventing crimes. According to a report by LexisNexis Risk Solution, 25 percent of police departments used social media every day in 2014.This session will help officers understand the importance of and possibilities with gathering data from social media conversations. 1. Identify why understanding the nature of social media conversations by location provides valuable insights to law enforcement; 2. Identify two uses for social media by law enforcement; and 3. Identify one benefit of social media monitoring software. Civil Process This session is intended to be an overview of the rules, codes, and laws that govern the service and execution of civil process. 1. Identify types of writs issued from a municipal court; 2. Identify service rules and requirements; 3. Identify the rule that determines computation of time; and 4. Identify who can serve a citation. Human Trafficking Human trafficking is the illegal trade of human beings and is a modern-day form of slavery. Human trafficking is a criminal enterprise frequently cited as the second-largest criminal industry in the world. Recent statistics identify that an average of 800,000 people are victims of human trafficking. In 2009, the Texas Legislature created a statewide Human Trafficking
5 Prevention Task Force housed in the Office of the Attorney General (OAG) to develop policies and procedures to assist in the prevention and prosecution of human trafficking crimes. The 2011 Texas Human Trafficking Prevention Task Force Report was released by OAG and included legislative recommendations agreeable to all 47 task force members. Several of these recommendations resulted in the passage of new laws in the 2011 legislative session. Many defendants that appear in municipal court could be involved in the commission of human trafficking crimes or could be victims of human trafficking. This session will discuss the correlation between municipal prosecution and human trafficking. Note: This course does not fulfill the mandatory TCOLE 3270 Human Trafficking course requirement. By the end of the session, participants will be able to: 1. Define human trafficking and distinguish it from other crimes that may be occurring simultaneously; 2. Identify warning signs that human trafficking may be occurring within their jurisdiction; and 3. Recognize best practices and resources. Automatic License Plate Readers (ALPRs) Invented in 1976 in the UK and first widely used in the 1990s, automatic license plate recognition (ALPR) is a mass surveillance method that uses optical character recognition on images to read vehicle registration plates. Mobile ALPR use is widespread among U.S. law enforcement agencies at the city, county, state, and federal level. According to a 2012 report by the Police Executive Research Forum, approximately 71 percent of all U.S. police departments use some form of ALPR. Use of this software is a significant component of municipal predictive policing strategies and intelligence gathering, recovery of stolen vehicles, identification of wanted felons, revenue collection from individuals who are delinquent on city fines, and monitoring for Amber Alerts. 1. Identify what ALPR is; 2. Identify at least two uses for law enforcement; and 3. Identify at least one potential concern by the public of use of ALPR. Crisis Intervention: Individuals with Mental Health Issues The goal of this course is to provide a basic understanding of interacting with people with mental illnesses in the course of duty and to orient them to a variety of advanced modes of communication.
6 1. Identify why crisis intervention training is important to the law enforcement community; 2. Identify at least three types of advanced forms of communication; and 3. Identify at least three effective crisis intervention skills to be used when interacting with a person with a mental illness. Recognition of Child Abuse and Neglect According to the Texas Department of Family and Protective Services, there were 66,572 confirmed victims of child abuse and neglect in 2014 in Texas. Understanding what child abuse is and the role of law enforcement in identifying, reporting, and preventing it is crucial to reducing that number. This course will give officers a heightened awareness of what to look for in routine encounters with the public as officers in municipal courts and what to do upon recognizing signs of child abuse and neglect. 1. Identify relevant statutes concerning child abuse and neglect; 2. Identify victim statistics; 3. Identify definitions of abuse and neglect; and 4. Identify the role of law enforcement in reporting and investigating abuse and neglect. Body Worn Cameras Body Worn Cameras are making their way into police departments across the country. Whether this infiltration is a positive change for both the public and officers remains to be seen. The technology is relatively new and the subject of proposed legislation in the current legislative session. 1. Identify how body worn cameras work; 2. Recognize benefits and challenges to the use of body worn cameras; and 3. Identify one reason why body worn cameras are so prevalent in the media. Outlaw Motorcycle Gangs This course will include a brief overview of 1% Biker Clubs ( Path of a Biker handout) and a history of the Bandidos Outlaw Motorcycle Gang (OMG) along with recent major arrest and significant events, with a focus on the OMG vs. OMG violence that is increasing. The course will include a handout on Dos and Don ts when encountering Bandidos or other OMG members.
7 1. Identify clues for Outlaw Motorcycle Gang members and support clubs, including patch location and meanings; 2. Identify threats inherent to law enforcement when encountering Bandidos or other Outlaw Motorcycle Gang members; and 3. Identify elements of the history of the Bandidos Outlaw Motorcycle Gang. Introduction to Court Security Technology (21005) The goal of this course is basic understanding of current technology as it relates to court protection practices. 1. Identify current trends in court security technology; 2. Illustrate the use of technology integration in a court security environment; and 3. Demonstrate basic system technology design and purchasing.
