3 City of Holland Human Relations Commission Meeting Minutes May 17, 2018 I. Call to Order. Meeting called to order at 6:02 by Chair Sestric. II. III. IV. Attendance. Present: Chair Sestric, Commissioners: Carroll, Holmes, Greenlee, Johnson, and Orozco. Student Representatives: Samuel Zylstra, Samuel Martens. Staff: Councilmember Klomparens, Fifelski. Absent: Marroquin, excused. Other Present: Ralph Kickert, Peter Smyk, Andrew Smyk, Jan Schaap, and Edgar Mandujano. City Council Liaison Update: Klomparens reported on Civic Center promotion of Heart of the Community public fundraising. Each commissioner received fundraising information. Student Representative Update: Zylstra reported this would be his last meeting as a student representative. He will be attending the University of Michigan to study art. Samuel Martens reported campaign at Holland High School: Racism Stops Here. He also shared Holland High Schools YouTube presentation: V. Approval of April 19, 2018 Regular Meeting Minutes. Motion to approve meeting minutes by Commissioner Johnson; supported by Dr. Holmes. Motion carries. VI. Next HRC Meeting: Motion by Dr. Holmes to suspend meeting in June, July and August and hold Inclusive Cities subcommittee meetings for members interested in being on the subcommittee; supported by Commissioner Carroll. Motion carries. A. Future Venues. No change in venues. B. Summer Schedule. Inclusive Cities subcommittee meeting to occur in place of the Regular Meetings. VII. Chair Report. A. Ordinance Language. Motion to create subcommittee in September to review ordinance language by Dr. Holmes; supported by Greenlee. The summer months can be used to review previous language submitted and benchmark other communities. B. Community Conversation: Policing at Maple Avenue Ministries Update. Commissioner Carroll provided update on the event. Pastor Grier was respectful in the community dialogue. The event was a positive event. Fifelski reported Chief Messer would be scheduling private meeting with those pastors who submitted letter to Holland Sentinel. The Police Community Relations Commission meets the 1 st Tuesday of the month at 4:00 p.m. in the Conference Room at the Public Safety Department. These are public meetings.

4 C. Inclusive Cities. Discussed above. Fifelski to send subcommittee date reminder to all. These meetings are not public meetings (subcommittee meetings are not public). 1. Recommendation for Consideration by Johnson to be discussed at subcommittee meeting. 2. Subcommittee Updates: Updates to be provided when Regular Meeting convene in September. 3. New Dates and Venues: Fifelski has dates through end of May. She has asked Commission for their assistance in scheduling venues in our community. 4. Upcoming Inclusive cities meeting dates: Tue, May 22, 2018 at 10:30 a.m. Evergreen Commons Wed, May 30, 2018 at 1:00 p.m. Lakeshore Nonprofit Network Herrick District Library Postponed- date tbd Maranatha Christian Reformed Church D. SAVE THE DATE: Fair Housing Center of West Michigan: Opening Doors to Housing Choice Breakfast: October 4, 2018 at 8:30 a.m. at Baker Lofts. Fifelski to send reminder in summer and will make reservations. E. SAVE THE DATE: PRIDE Festival: June 23, 2018 at Centennial Park. Johnson, Keiffer, Beth and Greenlee have volunteered to attend and help at the table. Fifelski to set schedule and get table items ready. VIII. IX. Board and Commission Training. Fifelski reminded commission of training we had started and stopped due to the other priorities. We will continue the series in September. Fifelski would like to make this a standard training for all Boards and Commissions. Human Relations Commission Rebranding. Commissioners asked to review brochure and get revisions to Chair Sestric. Fifelski will prepare text for inclusive cities and include mission and sent to Chair Sestric. Commission expressed appreciation to Chair Sestric for the update of current brochure. X. Other Business. A. Paul Kivel Event Update. Commissioner Greenlee reported concern with putting Christianity and adultism in negative light. Commissioner Carroll reported that as a pastor she appreciated her privilege as a Christian pastor and as a pastor and felt she learned and benefited from the discussion. Mehall reminded Commission we need to be tuff on systems; soft on people. B. Holland Equity Alliance. Mehall reported a book club starting this summer on the Guide for White Women Who Teach Black Boys, by Dr. Eddie Moore. She is sending link to commission. Book Club Meeting starts in July. XII. 6 September 2018 Activity Report Faith Leadership Thursday, September 20. Anna Bednarek from Ottawa County Mental Health was the guest speaker for this event. There was pastor discussion on the Be Nice, mental health awareness program and how to bring greater awareness in the faith community. A separate meeting will be scheduled to address as subcommittee. 2018/2019 Building Bridges Calendar. See Attached. Community Network for Education. Strategic Planning on October 5, International Relations. a. International Relations: 1. Youth Queretaro Student Exchange. No update until October th Anniversary of the Queretaro Fountain/Festival. Targeted for Saturday, August 17, a. Performer invitations went out to the community. b. International Festival Board Meeting. The board met again at the end of August and is meeting the first week of October. Since the meeting in August: i. Two hundred sixty one ask letters went out. The International Festival Board has asked that we develop a budget. However, we cannot develop a concrete budget until we have funds. We have asked potential sponsors to get back to us by November. At this time, we can develop a more solid plan. 3. Invitation to the Potawatomi-Pokagon Tribe for Visit with Nicole Halloway. Target event for November. We have a budget established. However, I would like to see Holland Public School engagement. This is our public school and if we host this event, we should try to maximize participation. 4. Reel Time: A Film Series Connecting Us to the Wider World: Speaker engagement. a. August 14, 2018, at 6:30 p.m./the American Experience. Guest Speaker: David Stark. We had 72 attendees. b. September 17, 2018 at 6:30 p.m./ Harvest of Empire. The turnout was much smaller. The guest speaker was Alfredo Gonzalez. We had a 19 people there; not including IRC Commissioners. c. October 22, 2018 at 6:30 p.m./ ABC News Classics: The Fall of the Berlin Wall

7 d. December 3, 2018 at 6:30 p.m./the Occupation of the American Mind. Fifelski to follow-up with Hope College. Films are ordered. Inclusive Communities Initiative: As a result of the Inclusive Cities exercise, the Principal Shopping District met at West Coast Chamber of Commerce to do the same exercise with an expanded community of stakeholders. The Inclusive Cities subcommittee met and reviewed comments. Dr. Vicki Lynn Holmes recommended that we widen the reach. Assignments were made: o Asian American Community (Esther). Completed a series of smaller feedback loops due to language barriers and diversity within this community. o Lakeshore Refugee Resettlement Network (Esther). Unable to do in this scheduling cycle, due to citizen crisis. However, it is rescheduled for November/December. o Out on the Lakeshore (Tiara & Esther). Completed. o Hispanic Community (St. Francis) (Keiffer/Tiara). o Holland Rescue Mission- Both Men and Women o Locations) (Dr. Vicki-Lynn Holmes). Holland Future Links: Met with Craig Spoelhof with financial update. Discussed fundraising efforts for Crisis Response Plan: No further work in this area. In previous community conversations, there have been expressions of the concern around community trauma.

9 Faith-based Leadership: September s guest Anna Bednarek from Community Mental Health spurred discussion on Mental Health Series in faith community. Diversity Rocks the Books: An application was submitted to Herman Miller Cares. The first meeting will be held in October. Community Days: Long, hot exhausting evening. We gave away over 200 tickets to local nonprofits. We will have a better idea in a couple of weeks. Identified Key Non-Profits to give Free Tickets. Visited non-profits and delivered packages. Will be providing support the evening of the event as part of the City Hall support. Total Complaints: The Human Relations Department will be taking the Tenant/Landlord complaints. Sue Harder will be retiring from the City of Holland and moving with her husband to California. Going forward Tenant/Landlord issues will come directly to the Human Relations Department. TENANT/LANDORD: Landlords Tenants - 1, unknown, female, concern about neighbor parking on his property. 1, unknown, female, housing discrimination. The woman had applied for housing unit in another affordable housing unit. During this time the state guidelines changed and said that she needed to be homeless to be qualify for housing. Resolved with a couple of telephone calls. The women will be moving into her new housing unit. 1, female, unknown, housing. She is having tenant/landlord issues around security deposits. There is misunderstanding around her statement. Contacted the leasing company and scheduled meeting with both parties. 1, Hispanic, female, tenant landlord charges, possible eviction. Letter to leasing company and tenant landlord book to tenant. RFIs 1, Hispanic, husband/wife business owner. They wanted to provide a percentage of their profits to Head Start or Spanish Immersion classes. I have put them in touch with the local organizations in their area of residence. (outside city limits) 1, Hispanic, female, workplace harassment (EEOC). Referred to MDCR, EEOC, provided other free resources.

10 1, Hispanic, male, passport matter. His passport can not be processed because he does not have a picture id. The Secretary of State will not give him id because he does not have picture id. He was born in California and has his birth certificate and social security card. His mother was a Mexican citizen and his dad is American. His father abandoned the mom and her child in Mexico when he was a baby. He just moved to the United States as an adult. They will not accept his Mexican id at DMV. We cannot process passport without this information. Referred to LAUP, Lighthouse Immigrants, and Legal Aid. 11 June 2018 CRP/PCR Building Community through Faith. The meeting was held in June; but, we did not have a very big turnout. The police matter at Maple Avenue Ministries created pastoral concerns. A letter was sent by area pastors to the Sentinel. Chief Messer responded directly to those pastors. Many of those pastors who had signed were on the group that meets at City Hall. One of the pastors would like to continue the format at the Police Department. The intent has always been to allow the police department educate the community on policies. The dates for the next meetings are as follows: Thursday, July 26 Thursday, September 20 Thursday, November /2019 Building Bridges Calendar. Originally, we planned to share in June. However, we will share after the break in September. Community Network for Education. This meeting was held at the Grand Valley State University Meijer Campus. The presenters were Grand Circus. An organization that trains people for careers in tech and helping local businesses grow by hiring local tech superstars. They have a coding bootcamps that provide people critical skills for tech jobs while introducing them to businesses looking for talent. They currently work with over 30 employers in West Michigan (and 200 across the state). In Grand Rapids, Grand Circus has partnered with multiple community organizations including Women's Resource Center, GROW, The Source, StartGarden and The Midwest Tech Project to help increase the awareness of STEM education and provide training for jobs in I.T. International Relations. a. International Relations: 1. Youth Queretaro Student Exchange. I met with Susan at Pathfinder and two Holland Christian High School Spanish teachers Mrs. Slenk and Mrs. VanderBeek. They would like us to reach out in mid-september. They are getting a new principal and are in leadership transition th Anniversary of the Queretaro Fountain/Festival. Targeted for Saturday, August 17, a. More performer invitations will go out to performers. The list has expanded to include cultural organizations in Chicago. b. Informational letter were sent to shortlist of chamber members (360) c. Google dox to Commission for signup for sponsorship. d. Subcommittee Meeting being scheduled for July. 3. Invitation to the Potawatomi-Pokagon Tribe for Conference call to plan opening act.

12 Diversity Rocks the Book Update: had a very positive meeting with Alison Freas from Herman Miller to discuss support for DRB through the Herman Miller Cares Foundation. We were invited to submit a proposal to expand the program for 2019 reaching more classrooms and providing training for teachers, parents, and guest readers. We expect to receive a funding decision by end of summer. Inclusive Communities Initiative: met with Elizabeth Kidd to ask for referrals to serve on committee. No recommendation will be made as they would like to remain neutral. Met with LaToya Booker to speak about the Allies group and the inclusive Cities. Another follow-up is planned week of 6/24 or 7/1. 14 Working with 5/3 rd Bank to schedule budget module and banking account information on Orientation dates. A budgeting session was held Schedule Orientation for youth and supervisors. Public Relations: Boys and Girls Club and GoodTemps. Mayor and Esther promoting as well. Memo of Understanding. Developed by City Attorney based on original scope of responsibility, the contract is currently being reviewed by BGCGH, pending. Consulate of Mexico Visit / Community Consultation Update. Confirmed by consulate. Event centered more around education: Know Your Rights, Dual Citizenship, Consulate Services with respect to prevention, immigration options as related to children, parents, etc. Crisis Response Plan: Contact list has been updated; includes 50 contacts. A training/update meeting was held Thursday, April 26th from 3-4:30 at City Hall. The training covered the following issues: City of Holland s Discrimination Complaint Reporting and Processing (will cover at next event) Immigration Policy and Law Update (will cover at next event) Understanding the Impact of Trauma/ Victim Services Public Safety Response to Racial Bias Incident Community Conversation at Maple Avenue Ministries: Monday, May 7, See article. Another meeting to be hosted by Holland Public Safety with pastors who sent letter to Holland Sentinel editorial dated 5/13/2018. Public is always invited to the Police Community Relations. Ottawa County Youth Assessment Survey: The Assessment has been shared with Mayor DeBoer and Elliot Hallet (Holland Youth Advisory Council Coordinator). I explained to him what housing discrimination looks like and he did not have hard evidence. Referred to FHCWM as well because they can do investigations. Housing is very difficult to find in Holland right now. 1, female, Hispanic, lost passport. Assisted with process to obtain new passport. 1, male, white, employment discrimination. Referred to EEOC. 1, female, African American, concerns related to property next to her lot. This is an ongoing matter. 1, male, traffic accident, wasn t sure how to navigate third party insurance. Walked him through the process. We were able to get him the correct forms, etc. 1, female, unknown, eviction. Conversations with public safety, housing inspector as residence deemed unlivable. Individual s lease ends June 30, I explained her rights with respect to her property. She was given a Tenant/Landlord handbook, until matter is resolved. 1, female, Hispanic, healthcare services. She was concerned about going to the doctor because she is undocumented. I explained that Hospitals are safe places and they are required by law to serve their patients. 1, female/male, Caucasian, eviction notice. Referred to Mediation Services (I cannot do because matter involves delinquent landlord repairs), Legal Aid of West Michigan, set appointment up with Veteran Affairs for rental assistance, Good Samaritan Services and Holland Rescue Mission, looking for non-profit to help with credit counseling.

As many of the pastors are asking for trauma support for those that were involved in the traffic stop at Maple Avenue Ministries. A new representative attending the faith-based leadership meeting suggested that we meet with Movement West Michigan to identify ways the church can support our public safety. We met with Jay Lindell, Lynn Kotecki, and Pastor Liske at Christ Memorial to discuss future opportunities. This was a positive way to move forward with the Faith Leadership. Anna Bednarek from Community Mental Health will be meeting with us at our next meeting on September 20, They will also be recommending other faith members to the table. Pastor Liske will meet directly with Chief Messer. I will continue to work with Lynn Kotecki. Diversity Rocks the Books: We are applying for a Herman Miller Cares grant. Community Days: Long, hot exhausting evening. We gave away over 200 tickets to local nonprofits. We will have a better idea in a couple of weeks.

Directed her to manual for options. 2, males, African Americans, had a concern regarding the service they were getting from the police department. They had contacted the police department regarding animal control matter. They say the police department does not take them seriously because they are African American. I encouraged them to submit a police complaint at the police department. They refused to go there and address the matter. Forwarded details and contact information of the complainants. Later that evening one of the men left the report number of the original complaint and the name of the officer. It was reported to Public Safety the following morning. Captain Wolters followed up directly with the gentlemen.

There was pastor discussion on the Be Nice, mental health awareness program and how to bring greater awareness in the faith community. Resolved with a couple of telephone calls. The women will be moving into her new housing unit. 1, female, unknown, housing. She is having tenant/landlord issues around security deposits. There is misunderstanding around her statement. Contacted the leasing company and scheduled meeting with both parties. 1, Hispanic, female, tenant landlord charges, possible eviction. Letter to leasing company and tenant landlord book to tenant. RFIs 1, Hispanic, husband/wife business owner. They wanted to provide a percentage of their profits to Head Start or Spanish Immersion classes. I have put them in touch with the local organizations in their area of residence. (outside city limits) 1, Hispanic, female, workplace harassment (EEOC). Referred to MDCR, EEOC, provided other free resources.
