1 working document COP20/CMP10 The 20th session of the Conference of the Parties and the 10th session of the Conference of the Parties serving as the Meeting of the Parties to the Kyoto Protocol will be held from 1 to 12 December COP20/CMP10 will be hosted by the Government of Peru, in Lima, Peru. UNFCCC Overview Schedule UNFCCC Provisional Agenda Lima, Peru & COP20 Information Desired Outcomes Gender equality needs to be a central part of any new agreement. UNFCCC is only RIO convention that does not have gender in its start. Many programs and decisions after Copenhagen include a gender reference but there is still a lack of an overarching UNFCCC mandate on gender. Organizations and parties are working together to bring gender forward in COP20 negotiations. Priorities for Gender Decision Seeking new decision on gender. Work is being done to formulate conclusions from Warsaw into something stronger on gender. Priorities on Gender & ADP Ensure gender in new climate agreement as an overarching mandate. Ensure gender as part of operative paragraph so it speaks to all areas of UNFCCC negotiation in addition to individual areas. Ensure gender as a cross-cutting issue in all UNFCCC areas. Ensure progress on gender across Subsidiary Bodies. Member & Partner Activities A strong contingent of GGCA members and partners will be present in Lima championing gender equality as a key element of the new climate agreement. From trainings to interventions to stakeholder engagements and beyond, each organization plays an integral part in building the foundation for advancing the implementation, monitoring and evaluation of gender-sensitive climate change policies and actions at all levels. ActionAID Hosting a side event Adaptation & Agroecology: women's strategies for climate change - Women small-scale farmers are using agroecology to adapt to climate change. But these gains are threatened by a lack of climate finance, false solutions, and a reluctance to address Loss & Damage. ActionAid will demonstrate how communities' experiences and rights must be key to UNFCCC policies. AIWC The All India Women s Conference will host a side event highlighting work with women and low carbon developments focusing on alternative energy and climate change advocacy at grassroots level. 2 AVD Vital Actions for Sustainable Development will host a side event On the road to COP21 and beyond Discover the Youth Climate Action project. Launched for the United Nations Secretary-General Ban Ki-Moon's Climate Summit, Youth Climate Action is a new tool created on one hand to inspire, empower and mobilize. CEPLAES Team Members: Lourdes Barragán Alvarado CARE CARE, working closely with CARE Peru, looks to deliver a main message that social inequalities include gender inequality. The team, in conjunction with CCFAS, will focus on small holder farmers, agriculture, and food security. CARE will also launch a small report on gender and climate change based on their recent research findings. Also hosting a side event The challenges of local adaptation planning and initiatives for communities - local adaptation plans are still scarcely developed - starting from the European Alps, a case of transnational cooperation and exchange among different countries. Team members: Sven Harmeling, Agnes Otzelberger CIAT Centro Internacional de Agricultura Tropical is preparing a pre-cop event on gender and climate change policies with a focus on NAPs & NAMAs and extending an invitation to Latin policy makers (Peru, Columbia, Nicaragua, Costa Rica, plus others). CIAT is also hosting a side event Climate smart agriculture innovations to raise rural incomes under climate change - Growing climate risks require transformations to climate smart agriculture innovations by farmers, private sector and public services that can provide widely shared livelihood. Team members: Tatiana Gumucio CGIAR CGIAR is hosting a seminar to raise awareness about and discuss approaches to help address climate change challenges to food and nutrition security. The half-day event will take place on Sunday 7 December 2014, in Lima, Peru. HBF Team members from GGCA partner Heinrich Boll Foundation North America will be in Lima following policy on climate finance, the Green Climate Fund, supporting information sharing and capacity building events that have a gender perspective, and providing key informative material. HBF will host a side event that will focus on carbon majors and the contribution of private actors. Team members: Liane Schalatek ICIMOD International Centre for Integrated Mountain Development is hosting a side event Changing climate in the mountains: how countries are coping and planning long-term response - This side event will highlight the challenges of dealing with climate change in the mountains and how countries have developed customized approaches. ICIMOD is also a co-sponsor of the Gender Pavilion at the Global Landscapes Forum 6-7 December. IUCN The IUCN Global Gender Office team will be in Lima supporting gender issues and priorities on the COP20 agenda. IUCN will co-host an evening event on gender day, a cocktail social in the Peruvian 2 P a g e
3 Pavilion, inviting negotiators to learn more about the linkages between gender and climate change. The event will have a brief armchair discussion followed by a celebration on progress made on gender and sharing information with delegates on what to look for/next steps towards Paris. IUCN will also cofacilitate a workshop to develop gender indicators for the Green Climate Fund. In addition, IUCN will represent GGCA at the Gender Pavilion during the Global Landscapes Forum 6-7 December. Team members: Lorena Aguilar, Margaux Granat, Jackie Siles OxFam OxFam is hosting a side event A fair and accountable climate finance regime: Confronting the contentious issues - Related to accountability and climate finance: How adaptation finance needs can be met fairly by different countries and how developing countries are increasing. PAI Population Action International is hosting a side event to discuss the integration of rights-based reproductive health services in climate adaptation with a new report, Making the Connection: Population Dynamics and Climate Compatible Development, which includes recommendations from an expert working group on population and climate change. Team members: A.Tianna Scozzaro PHI/UCLA Ms. Tirado will participate in the 2014 Climate and Health Summit hosted by the Global Climate and Health Alliance on December 6th at Swissotel, Miraflores. The Summit aims to raise awareness about the negative impacts of climate change on health, and highlight the potential for mitigation and adaptation efforts to create a cleaner, healthier and more equitable world. Team members: Cristina Tirado REFACOF REFACOF will represent GGCA at the Gender Pavilion during the Global Landscapes Forum 6-7 December. Team members: Cécile Ndjebet RECOFTC Hosting a side event Forest governance experiences in ASEAN: Lessons for REDD+ - ASEAN representatives working on forestry and climate change will reflect on the differing forest governance approaches pursued by member states, including best practices. RECOFTC will also represent GGCA at the Gender Pavilion during the Global Landscapes Forum 6-7 December. Team members: Chandra Silori, Regan Suzuki UNDP/UN-REDD UNDP is closely involved with planning Gender Day and working with the Peruvian government to host an event focusing on gender and climate change. Several team members will remotely support the integration of gender aspects into the UN system wide high-level side events (across various thematic areas of climate change) with particular emphasis on supporting the side event focused on forests/redd+. This side event is proposed to focus on lessons learned and good practices with a view to the future of REDD+ in the upcoming years. UN side events look to incorporate gender dimension. 4 UN SD Ed Caucus The UNSD Education Caucus team will be in Lima working on a parallel initiative to COP20 that will reach global audiences. One of the themes will be "Finding common ground" with a reach to change messaging towards action, not competing agendas. Working with Global filmmaker John Lu, Environmental Education Media Project, several stages will be setup to focus on substantive content [of which gender will be a part] and on art, music, and culture. In addition to this exciting initiative, the UNSD Ed team will host side events that support gender integration through public participation, public decision making, and international cooperation. Team members: Pam Puntenney UN Women UN Women will be in Lima and joining the UN system in side events (at least one on migration and climate change) and supporting exhibits. A primary message will link Beijing+20 into events for COP20. Team members: Verona Collantes WECC/WECAN WECAN is hosting a side events Women Leading Solutions on the Frontlines of Climate Change and Women and Youth Leading Solutions on the Frontlines of Climate Change Team members: Osprey Orielle Lake WECF Women in Europe for a Common Future will co-host a side event Towards a Gender-Responsive Mitigation Framework for transformative change in the energy sector - Gender equality is a key component for the new climate change agreement. Gender mainstreaming in the energy sector is taking place from national policies, to institutional levels. Team members: Sabine Bock WEDO Women s Environment and Development Organization will be in Lima supporting the Women s Delegate Fund (expecting delegates) and hosting the WDF night school prior to COP20. Team members will also be on the ground advocating to ensure gender language is included in overall agreement, sharing technical tools for government s and advocates, delivering action plans for COP agenda items, and promoting an update of the compilation of gender in decisions and negotiations. WEDO, in conjunction with the Women & Gender Constituency (WGC), will also host a workshop (2 day capacity building for human rights advocates) and side event Towards a Gender-Responsive Mitigation Framework for transformative change in the energy sector with WECF focusing on gender methodologies in mitigation. Team members: Bridget Burns WEP Women Environmental Programme is hosting a side event Achieving Universal Energy Access: A development imperative in addressing climate change - To showcase innovative approaches to reach the ambitious but achievable goal of universal energy access by It will bring together policy makers, practitioners, and more. 5 WHO World Health Organization is co-hosting the 2014 Climate and Health Summit, in parallel with COP-20 in Lima. The Summit aims to raise awareness about the negative impacts of climate change on health, and highlight the potential for mitigation and adaptation efforts to create a cleaner, healthier and more equitable world. Gender and Knowledge Tools Specific Most recent UNFCCC ADP documents can be found at including a revised non-paper on elements of the 2015 agreement (references to gender in 4 areas, including a strong statement in the preamble which includes human rights), a draft decision on advancing implementation of the Durban Platform, and a scenario note for the ADP session in Lima. Existing Mandates and Entry Points for Gender Equality in current UNFCCC decisions and conclusions. Available in English and Spanish, and soon in French, this technical guide was developed to support decision-makers, negotiators and advocates in mapping current decisions that contain specific references to gender equality (e.g. in relation to gender balance or gender-sensitive approaches) across all main areas of the negotiations. This mapping further serves to support users in more effectively monitoring the implementation of gender-sensitive climate change policies and actions at all levels.
