Portuguese Ministry of Internal Administration TOWARDS A PAN-EUROPEAN MONITORING SYSTEM ON TRAFFICKING IN HUMAN BEINGS Pan-EU MoSy 6 th Session of the Working Group on Trafficking in Persons National Coordination Mechanisms against Trafficking in Persons" UNODC/Vienna - 16th/17th of november, 2015
3 Levels, 1 Objective The PAN-EU MoSy main objective is to provide countries with a monitoring system (MoSy) in the framework of Best Practices regarding the harmonization of procedures for the collection, treatment, and analyses and sharing of information, namely geo-statistics. The MoSy database has 3 operational levels: National (Central Focal Point) International Local (data providers) Local Repository (Data Providers) Collect, validate and publish disaggregated data on Victims and/or Traffickers/criminal justice in order to guarantee data quality at a national level and its comparability at a European level. National Repository (National Focal Points) Collect, analyze and publish national aggregated harmonized data that ensures comparability of the aggregated statistics produced at national and transnational level. European Repository Collect, analyze and publish aggregated cross-national comparable statistics and geostatistics on THB between countries.
Victims Questionnaire Dimensions Metadata Socio Demographic Information Exploitation Recruitment Transportation and Routes Identification Reflexion Period Residence Permit Assistance Criminal Procedure Victims Core Indicators (comparability) Dissemination Statistical Reports Minimum data set share between all countries information on Victims by Gender and Age - Number of victims by registering Organisation; - Number of victims by form of exploitation; - Number of victims by citizenship; - Number of victims by country and means of recruitment; - Number of victims by assistance and protection (received assistance, given a reflection period, requested and granted residence permits).
Traffickers Questionnaire Dimensions Metadata Socio Demographic Information Exploitation Recruitment Transportation and Routes Crminal Procedure Investigation Accusation Trial Appeal Traffickers Core Indicators (comparability) Police Data on Suspected Traffickers by Gender and Age - Number of suspected traffickers by citizenship; Dissemination Statistical Reports Minimum data set share between all countries - Number of suspected traffickers by form of exploitation. Data on Prosecuted Traffickers by Gender and Age - Number of prosecuted traffickers by citizenship; - Number of prosecuted traffickers by form of exploitation; - Number of final decisions by the prosecution service. Court Data on Convicted Traffickers by Gender and Age - Number of court judgements and convictions and sentences; - Number of convicted traffickers by form of exploitation; - Total value of assets confiscated from the traffickers convicted.
- Filters: - Statistical Unit (Victim or Trafficker) - Date of recruitment - Form of Exploitation - Gender - Citizenship - Age group - Status - Date of register - Geographical Unit (e.g. for Spain): - NUT 3 Provincias, Consejos insulares y Cabildos - NUT 2 Comunidades Autónomas, Ciudades Autónomas - NUT 1 Agrupacion de comunidades Autonomas - Country Spain Dissemination Territorial Analysis Note: NUT Nomenclature of Territorial Units for Statistics Base maps in which data can be visualize: a) Street map b) Aerial imagery c) Imagery with streets
Choropleth Maps - Based on statistical data aggregated over previously defined regions (e.g., countries, counties ); - A specific color progression is used to depict the data properly. For instance: a single-hue progressions fade from a dark shade of the chosen color to a very light of relatively the same hue: the darkest hue represents the greatest number in the data set and the lightest shade representing the least number. - For instance, this map presents the numbers of victims, per country of recruitment (r) or country of exploitation (e).
Routing Maps - graphs - Based on statistical data aggregated over previously defined regions (e.g., countries, counties ); - A route map is a cartographic representation using a line to connect points (for instance, recruitment region/country, transit and exploitation region/country). - The length of the line represents the number of events.
Routing Maps - nodes - Choosing the Node Layer, the user can visualize the number of registers through a symbol (a circle); - The radius of the circle is proportional to the number of associated registers (victims or traffickers). - These kind of maps are especially useful to identify possible hot routes. - It also shows the number of events, per country used as recruitment, transit, or exploitation
Routing Maps graphs and nodes - Simultaneously layers can also be visualized
Cluster Maps - Based on statistical data aggregated over previously defined regions (e.g., countries, counties ). - It identifies areas that contain dense clusters of THB events (hotspots). - When zoom in or zoom out the map, the number of events increase or decrease.
Heat Maps - Based on statistical data aggregated over previously defined regions (e.g., countries, counties ); - Heat maps is one the most effective tools to identify areas of higher criminal activity. - The gradient colours indicate the concentration of the phenomenon, thus becoming a simple and perceptive way to identify clusters where this concentration is higher.
Human Influence Index Version 2 Additional features - Search Locations - Measuring areas - MoSy Catalog Service (useful for a broader comprehension of THB, besides the administrative data collected). For instance: - Human Influence Index Version 2 (global dataset covering human population pressure (population density), human land use and infrastructure (builtup areas, nighttime lights, land use/land cover), and human access (coastlines, roads, railroads, navigable rivers). - Percent of Population Below the Poverty Level - Percent of Population Aged 25 Years and Older - Population Count Future Estimates - Export and print map Population Count Future Estimates 2010
