1 GOOD GOVERNANCE, RULE OF LAW AND FUNDAMENTAL FREEDOMS EU INSTITUTION BUILDING INTRUMENTS TRAINING HELD FOR THE MINISTRY OF EDUCATION STAFF The European institution-building instruments Twinning and TAIEX represented the topic of the training held on 7 August for the Ministry of Education. Aurelia Ieseanu, Twinning, TAIEX and SIGMA expert presented the generalities of the Twinning instrument, the logic correlation regarding its application, the aim and principles of Twinning projects, the conditions that a Twinning project should meet, as well as the current status of Twinning projects implemented in Moldova. Twinning is an innovative European Commission model contributing to the successful promotion of reforms, said Aurelia Ieseanu. The main features of TAIEX, benefits that this instrument brings, TAIEX applications submitted by Moldova, as well as some useful tips that should be taken into account in the completion and submission of this European instrument were related by Vasilii Ciorba. The event was organized at the initiative of the State Chancellery in cooperation with the EU project Support to the State Chancellery TTSIB, being moderated by the experts from the TTSIB project, as well as Vasilii Ciorba from the State Chancellery. Contact persons: Iana Pustovaia, iana.pustovaia@gov.md or Rodriguez Ruiz Jordi, Jordi.RODRIGUEZ-RUIZ@eeas.europa.eu EXTERNAL ASSISTANCE TO MOLDOVA 2012 REPORT, PRESENTED TO CENTRAL PUBLIC AUTHORITIES The increased efficiency, effectiveness and impact of external assistance provided to Moldova, as well as increased transparency, relevance and amount of information regarding its implementation are some objectives of the External Assistance to Moldova 2012 Report, presented on 9 August, to central public administration authorities. The External Assistance to Moldova 2012 Report presents an overview of the official development assistance rendered to Moldova by its development partners in The external assistance is a thing that Moldova still depends on. Also our country depends to the same extent on the commitments made towards development partners in order to receive this assistance. In this context, the Report presented today comes to stress once again the importance of these resources for the socio-economic development of the country, declared Ion Gumene, Head of the Policy Coordination and Strategic Planning Division within the Department of Coordination of Policies, External Assistance and Central Public Administration Reform of the State Chancellery, in the opening remarks of the event. Those in attendance also addressed ways of simplifying existing rules and filling important gaps that are being exploited by organised criminal groups, and to enhance the ability of Ukrainian and Moldovan authorities to confiscate assets that have been transferred to third parties. Joining participants from the State Border Guard Service of Ukraine, Ministry of Revenue and Duties, General Prosecutor s Office and Supreme Court, Customs Service of Moldova, Information and Security Service of Moldova, Moldovan General Prosecutor s Office and Supreme Court was the Head of the Austrian Criminal Intelligence Service Asset Recovery Office. He shared information about EU best practices in asset recovery issues, including the activity of the Camden Asset Recovery Inter-Agency Network (CARIN) within the permanent secretariat of Europol s Criminal Asset Bureau. 2 NATIONAL INSTITUTE OF STANDARDIZATION AND METROLOGY STAFF TRAINED ON TASKS, RIGHTS AND OBLIGATIONS OF TWINNING BENEFICIARY ADMINISTRATION Tasks, benefits, rights and obligations of Twinning beneficiaries represented the topic of the training held on 22 August for the National Institute of Standardization and Metrology, one of the future Twinning beneficiary institutions. The training has been organized considering the fact that the future Twinning project within the institution is in the preparation phase, expected to be implemented during the next year; standardization and metrology representing, in this respect, key areas in the process of European integration. Twinning is the most suitable instrument to take the best standards and to learn how European practices could be applied in the activity of your institution, stated Oxana Draguta. According to Jordi Rodríguez Ruiz, Twinning means interaction; and only interacting, good results can be achieved. Regarding the responsibilities of the beneficiary administration, the EU Delegation official highlighted the significant role that each actor plays in a Twinning project, emphasizing the importance of dedication, commitment and motivation. Contact persons: Iana Pustovaia, iana.pustovaia@gov.md or Rodriguez Ruiz Jordi, Jordi.RODRIGUEZ-RUIZ@eeas.europa.eu SOCIAL AND HUMAN DEVELOPMENT ABOUT 100 CHILDREN WITH DISABILITIES IN 5 DISTRICTS ADMITTED TO MOBILE TEAM SOCIAL SERVICE About 100 children with marked and severe disabilities in the districts of Anenii Noi, Dubasari, Falesti, Singerei and Ungheni were selected as beneficiaries of the Mobile Team social service. Decisions on the admission of beneficiaries were made at multidisciplinary team meetings held in August in all five districts. Multidisciplinary teams include experts in different fields (social assistance, healthcare, education etc.), who decide on admitting applicants to the Service. The experts study applicants cases based on a number of criteria: severity of disability (as stated in the certificate issued by the respective authority); high risk of abandonment and/or institutionalization; written consent to accepting services provided by the Mobile Team, given by the applicant or their legal representative. The meetings held in each of the five districts were attended by deputy presidents of districts responsible for the social issues, managers of territorial social assistance units, experts in children s rights, problem child family issues and disability issues, community social assistants, medical staff, Mobile Team experts and other participants. Contact persons: Marcela Strechie, mstrechie@keystonehumanservices.org or Elena Madan, Elena.MADAN@eeas.europa.eu 40 YOUNG PEOPLE ATTENDED THE SUMMER SCHOOL ACTIVE CITIZEN, BUDDING LEADER Irina, Corina, Andrew, Stephen, Igor and other 35 young people aged years old from Moldova have learned how to become leaders within the summer school Active Citizen, Budding Leader, held between the 18th and the 22nd of August The aim of the summer school was to develop leadership skills among young people in the four pilot districts of the project: Ungheni, Calarasi, Falesti and Causeni, so that later they would promote the decent work concept and their socio-economic rights in their native communities. Thus, throughout the event, trainers with experience at national level have carried out activities and practical exercises for personal development, public presentation and communication, and for conflict overcoming, which gave young people the opportunity to work in teams, to strengthen the team spirit and to practice the decision making process. The event was carried out by the Association for Children and Youth Faclia within the Project Decent work for YOUth Improving the social economic situation of young people in Moldova by empowering Moldovan youth and Moldovan civil society, implemented in partnership with CNV Internationaal from the Netherlands and the National Confederation of Trade Unions of Moldova, financed by the European Union Delegation in Moldova and cofinanced by the Ministry of Youth and Sport of the Republic of Moldova. 3 LOBBY AND ADVOCACY STRATEGIES TO PROMOTE SOCIO-ECONOMIC RIGHTS OF YOUTH Between 22 and 30 August, the Association for Children and Youth Faclia organized a training course in lobby and advocacy strategies to promote decent work and socio-economic rights of youth, addressed to the representatives of socio-economic actors and civil society organizations in the districts: Ungheni, Falesti, Calarasi and Causeni. The goal of training was to familiarize the participants with the concepts of advocacy and lobbying, to develop their communication, public presentation, persuasion and negotiation skills. The beneficiaries of the training have also learned about the structure of the lobby and advocacy strategies as well as the situations when they must be applied to ensure the success of the promoted cause. An important exercise of the training was the planning and development of lobbying and advocacy campaigns based on real case studies. Angela Ciocirlan, national coordinator of the project, prezident of the Association for Children and Youth Faclia : Promoting the decent work and socio-economic rights of young people is not easy. It is not easy to persuade an employer to hire the staff i.e. on the basis of a labor contracts and pay legal wages. For that we need the right tools, tactics, Lobby and advocacy strategies, to be adapted to the reality of local communities. Therefore we intended to have within the project a training course in advocacy and lobby. Contact persons: Ludmila Gurau, ludmila.muncadecenta@gmail.com or Elena Madan, Elena.MADAN@eeas.europa.eu OLDER PEOPLE IN 8 COMMUNITIES CONTINUE PARTICIPATING IN THE OUTREACH ACTIVITIES TO PREVENT ELDER ABUSE AND DOMESTIC VIOLENCE Groups of older volunteers from eight communities across Moldova are organising informational and educational activities, called outreach activities, in order to prevent domestic violence and elder abuse and facilitate the re-integration of older people in society. Activities are organised under the EU Project Breaking the silence: Elder abuse in Moldova implemented by HelpAge International and the Gender Centre. In August, the project volunteers invited older people from their communities to meet various experts like notary, psychologist, lawyer, Mayor and others. The experts informed the participants about their rights and about prevention of abuse in old age. It was surprising for older people to find out they don t have the necessary papers on the house or land they own. It s the case of two old men from Cazangic village in Leova, Mr. Grigore and Mr. Petru, who exchanged two lots of land with extra payment and exchanged the property certificates. During the meeting with the expert from the Territorial Cadastral Office, Mrs. Ina Busuioc explained the two men that their transaction is not official and the selling of land needs to be registered at the notary and after, at the Cadastral office. Contact person: Dina Ciubotaru, dsava@helpageinternational.org NEXUS TEAM CELEBRATES NATIONAL HOLIDAYS WITH A COLORFUL SPLASH A joyful highlight of the summer for the NEXUS Moldova team was to celebrate the national holidays together with friends and partners at local levels. The official launching of Local Service Centers for the NEXUS Moldova Project Strengthening the Link between Migration and Development: Testing an Integrated Service Provider to Moldovan Migrants and their Communities is just one step away. Meanwhile, beneficiaries were given an opportunity to interact with the NEXUS team and especially to meet the local directors. Balloons, flyers and the smiles of the entire NEXUS team that is how people where met at the NEXUS tent placed in the city centers of Cahul and Ungheni cities during Independence Day and the National Holiday of Limba Noastra. Interested persons were able to discover more about the NEXUS Moldova initiative and the key findings of recent research conducted by lead implementer IASCI and partner CIVIS. Most importantly, future NEXUS Moldova beneficiaries could express their views, interests and concrete questions related to migration. Thousands of people were greeted and nearly 70 persons from Cahul and 200 from Ungheni invested their time with the NEXUS team to share their stories and to complete an in-depth NEXUS survey. As another early indicator of interest and enthusiasm for NEXUS activities, one third of these interviewed people signed up for the newsfeed. 4 EU PROJECT ORGANISES A STUDY VISIT TO THE RABBIT FARM On Friday, 9 August, a Workshop was held in Mindresti (Telenesti district) on Dissemination of best practices in implementing the micro-project Rabbit farm. The visit was attended by around 40 people: young entrepreneurs from Telenesti district; beneficiaries of micro-grants from the EU project Remittances develop the communities in Moldova ; beneficiaries of the project Support in using the remittances for creating new businesses and job places, mass media representatives, etc. Roman Popa, the event s host, is one of the 7 recipients of micro-grants from the project Remittances develop the communities in Moldova. Roman has benefitted of 48 cages for rabbits, which were imported from Italy in the framework of the project. During the study visit Mr Popa has told in detail about his experience in this field, and participants asked him numerous questions. Perhaps the most important aspect of the visit is that entrepreneurs expressed the need to continue this dialogue at a more professional level. Contact persons: Victor Koroli, victor.koroli@hwa.md or Speranta Olaru, Speranta.OLARU@eeas.europa.eu LAB FOR HONEY EXTRACTION DONATED TO MOLDOVAN BEE GROWERS A foundation from Austria donated to Moldovan bee growers a mobile lab for honey extraction on Monday, August 19 within the Honey Fair, on the occasion of the Professional Bee grower Day. This donation is part of the EU Project of Development Fund from Austria and together with the Agriculture Ministry will form associations of bee growers, based on criteria of professionalism. According to the project manager Victor Koroli, this equipment is purchased from European funds and amounts at 15 thousands euros. In premier, on their professional day, bee growers participated in a contest wherein 33 bee growers proved their abilities. Stefan Sandic from village Sipca, Soldanesti was nominated the winner. He has experience gained abroad. On the Bee growers Day, bee growers participated in the Sweet Fair from the square of Opera and Ballet Theatre where they sold their products for a 5 day period. They say that now they are better informed for their future activities. Source and more details at: Contact persons: Victor Koroli, victor.koroli@hwa.md or Speranta Olaru, Speranta.OLARU@eeas.europa.eu TRADE AND SUSTAINABLE DEVELOPMENT NEW WORKSHOP ON THE QUALITY OF SOLID BIOFUELS The producers of briquettes and pellets as well as the manufacturers of biofuel-fired boilers, experts from ministries, state institutions, and Academia will participate in the second National Workshop on the Quality of Solid Biofuels in the Republic of Moldova conducted on 5 September The event is organised by the Energy Efficiency Agency, in partnership with the EU-UNDP funded Moldova Energy and Biomass Project. We install modern biomass heating plants, we bring new technologies to schools, kindergartens and community centres from the Moldovan Villages. At least, 100 rural public institutions will be heated with biomass energy during this heating season. The quality of the employed biofuel is of great importance for ensuring smooth operation and maximal efficiency of biomass heating plants. Also it is required that the biofuel meets the relevant standards, Nicolae Zaharia, Business Development Expert of the EU-UNDP funded Moldova Energy and Biomass Project has stated. So far, the R. Moldova has approved 37 non-binding European quality standards related to the solid biofuels. The standards have been developed by the Technical Committee 32, created within the National Standardisation Institute. The Ministry of Economy has set a Working Group in charge for the development of Technical Regulations to outline the minimal technical parameters for solid biofuels. The number of briquette and pellet producers has increased twice during the last two years, reaching 65. 5 14 SCHOOLS AND KINDERGARTENS FROM TARACLIA, CALARASI, CAUSENI, IALOVENI, NISPORENI AND STRASENI DISTRICTS SWITCH TO BIOMASS ENERGY Mayors from 14 Villages have signed on August Memorandums of Understanding with the EU-UNDP funded Moldova Energy and Biomass Project, a document that serves as basis for launching the connection of public institutions to biomass energy. 14 schools and kindergartens from Taraclia, Calarasi, Causeni, Ialoveni, Nisporeni and Straseni Districts will have an alternative energy system to the one currently in place. The works aimed at designing and installing the new heating systems will be commenced in autumn. Our kindergarten was renovated three years ago. However, due to the shortage of funds, we did not manage to have a heating system installed. Hence, we were forced to use power convectors for heating the premises in winter time. I am so glad we won the contest, and, thus, 70 children attending the kindergarten as well as the kindergarten staff will benefit from clean energy during the next cold season. Also, we will create three new jobs thanks to the biomass heating plant, Parascovia Antoniuc, Mayor of Carnatenii Noi Village, Causeni District has mentioned. The Ribnita Business School, created with the assistance of the EU-UNDP Support to Confidence Building Measures Programme, will offer beginner entrepreneur, managers of small and medium enterprises and local public authorities from the left bank of the Nistru River training courses in the field of business start-up and development, as well as support for the implementation of the most innovative and feasible business ideas. The participants at the school s training courses will be selected based on a contest, and the training cycle will last three months. The Ribnita Business School, opened today, is part of a network of three schools created with the assistance of the European Union and the United Nations Development Program in the Transnistrian region. During the last three years, other two schools, from Tiraspol and Bender, have offered modern courses to beginner and experienced businessmen coming from both cities and villages. So far, over 1,000 people have benefited from the services of these schools. To open the Ribnita Business School, the Chamber of Commerce from the Transnistrian region purchased a building, which was repaired and endowed with necessary equipment through EU and UNDP financial assistance, and will serve as a venue for the training activities of the School. DUHOT@eeas.europa.eu CHESS UNITES PEOPLE FROM BOTH BANKS OF THE NISTRU RIVER 16 August. For the first time in Moldova, 20 schools from both banks of Nistru will have qualified teachers, teaching materials and the items required to study chess, starting with this autumn. This has become possible due to a project implemented with the assistance of the EU- UNDP Program Support to Confidence Building Measures. Teachers who attended the first qualification training courses in the field of chess held public chess classes that everybody could attend in the center of Chisinau. The Chess Unites project implemented by the National Chess Academy aims to create the necessary conditions to develop this sport in Moldova and improve the collaboration between pupils practicing chess and trainers from both banks of the Nistru River. To this end, the first educational curriculum for chess in Moldova has been developed, as well as the first program of qualified training for teachers and a methodological guide. 20 chess trainers from both banks of Nistru have already completed the qualification training and will be able, starting with autumn, to teach this subject to 600 children in the schools participating in the project.
