1 Cameroon Humanitarian Situation Report SITUATION IN NUMBERS Highlights Between January and March, the number of internally displaced people in the Far North increased by 17% to 223,642. This is striking, given that UNICEF continues to face a funding gap of 71% for its humanitarian programs in Cameroon. Fifty-six schools in the Far North have developed safe and protective school plans, which aim at equipping teachers and children with the tools and skills to protect themselves in the event of an attack at school. 26, children have benefitted from this initiative. 2 Situation Overview & Humanitarian Needs Impact of the Lake Chad Basin Crisis: The Lake Chad Basin Crisis continues unabated with displacement following as a result. Due to ongoing military operations in the Far North, access to the most vulnerable areas remains difficult for UN agencies, particularly in the areas of Fotokol, Makary and Waza. The results of the DTM 7 indicates an increase in the number of IDPs from 191,98 (DTM 6 of January ) to 223,642(17% of increase) and out of camp refugees (not registered) to 3,593. Amongst the refugees in Minawao camp, the number has increased to 62,289 (UNHCR March ). The substantial increase in IDP and out of camp refugees is due to increased access to otherwise hard-to-reach areas. Between February and March, 181 persons including 122 children (65 girls and 57 boys) from Boko Haram-held areas surrendered to the Gendarmerie in Mozogo (Far North). A similar trend has occurred in Niger and Chad. The 122 children were assessed as being in dire need of humanitarian assistance, as they did not have food, clothing and had experienced trauma; furthermore, they have been rejected by the communities of Mozogo as being affiliated with Boko Haram. On a positive note, the regional department of social affairs is fully involved to support the children. Impact of the CAR crisis: During the reporting period, the unexpected passage of elements of the Seleka into two Central African towns bordering Cameroon (Ngaoundaye and Bang) caused panic among the population, estimated at 2, inhabitants. While no clashes or casualties were reported, there were movements of people, frightened by the Seleka firing shots, in the direction of Cameroon. Approximately 25 people, made up of mostly women and children, including 8 children, entered Mbaimboum (sub-prefecture of Touboro), according to the president of the refugees and the authorities and local partners. Once the two CAR towns were secured by MINUSCA, half the refugees returned home. As of end of March, about 1 people including 4 children remained in host communities. During this period, the Cameroonian-CAR border was closed on the Cameroon side as a precautionary measure, to defend territorial integrity, according to the local authorities. Registered refugees either crossed the border before the closing or utilised rural tracks. Under the leadership of OCHA, the humanitarian needs are quantified and humanitarian strategic response plans developed and coordinated. At the sectoral level, UNICEF and the Government are co-leading the nutrition, WASH and education sectors, as well as the sub-sectoral group for child protection. At the field level, UNHCR leads inter-sector coordination, which addresses particularly challenges and gaps both for refugees, IDPs and host communities in the Far North. This extends into the coordination of the humanitarian response to the Central African Republic refugee crisis in the regions of the East and Adamawa. UNHCR organizes bimonthly meetings with other humanitarian actors, to consolidate data and harmonize interventions.

3 Humanitarian Strategy In, UNICEF will focus on strengthening the resilience of Cameroonian communities, while addressing both the humanitarian and development needs of the affected regions. By working with all strata of society, in partnership with communities as well as local government, UNICEF will implement programs that address prevailing needs, while being responsive to any changes in context. UNICEF will build strategic partnerships with local NGOs who are able to reach populations that might otherwise be unreachable. This approach the nexus between humanitarian and development programming includes early warning indicators. An underlying criteria is an integrated approach, which will ensure that communities, particularly IDPs and unregistered refugees, receive a package that addresses all their basic needs. Children will have their educational needs met, receive psychosocial support to cope with their traumas and displacement, and have their primary health needs met. UNICEF is making a transition year, moving towards this comprehensive shift in program approach. As such, UNICEF will move towards reaching more communities in isolated areas. It will shift towards building the skills of national and sub-national partners, both government and civil society. Finally, UNICEF intends to explore innovative approaches to increase community involvement in programs, reach and accountability. Summary Analysis of Programme response Lake Chad Basin Crisis Child Protection Three new separated children (3 boys) and one unaccompanied boy have been identified by ALDEPA in Minawao camp. Since January, a total of 34 separated children (24 boys and 1 girls) and 5 unaccompanied children (2 girls and 3 boys) have been reached in Minawao refugee camp. Eleven separated children (7 boys and 4 girls) and five unaccompanied children (girls) had been identified amongst IDP communities by ALDEPA in Logone-et-Chari, Mayo Tsanaga, Mayo Sava and Maya Danay. To date, 115 separated children (111 boys and 4 girls) and 28 unaccompanied (23 boys et 5 girls) children have been identified and reached out to by ALDEPA, UNICEF s implementing partner. No unaccompanied child was reunified with its family in this month. All newly identified UAC were placed in foster families for temporary support, including follow-up home visits by social workers. Psychosocial support through family based children groups: 1,853 new internally displaced children and host community children (876 girls and 977 boys) from Mayo Sava, Mayo Tsanaga, Logone & Chari and Mayo Danay, benefited of psychosocial activities in family based children groups and child friendly spaces in communities, bringing the total since January to 3,371 children (, 1,646 girls and 1,725 boys). A total of 123 new children (71 girls and 52 boys), of which 65 children (43 girls and 22 boys) enrolled in 13 Child Friendly Spaces (CFS) in Minawao camp and 58 (28 girls and 3 boys) from the surrounding villages of the camp, benefitted of psychosocial support, bringing the total from January to 515 children (267 girls and 248 boys) benefitting from psychosocial support. Education During the reporting period, the construction of five Temporary Learning and Protection Spaces (TLPS) for IDPs and host community children was completed in Baigai and Zawandai in the district of Mokolo. These TLPS would offer shelter to about 3 children (estimated 6 kids per class). These additional spaces will help reduce over-crowding in the existing classrooms, which stands at about 9 children per class on the average, in the host schools. Fifty-six schools in the Mokolo, Mora and Kousseri districts developed safe and protective school plans that will be utilised to improve the safety of their environments. The safe and protective school plans aim at equipping children and teachers with the knowledge and skills that they can use to protect themselves and their school environment from threats of attack and harm. Nutrition Therapeutic care: As of 28 th of February, 5,958 children under five with SAM (14% of the expected caseload) were admitted in UNICEF-supported centers including 61 under-five refugee children with SAM (both in the Minawao camp OTP supported by MSF-CH and in the Mokolo hospital supported by ALIMA).

4 Provision of RUTF and essential medicines: UNICEF provided Ready to Use Therapeutic Food and essential drugs to the two regional health delegations to cover the needs for the management of 6, SAM cases. WASH Since January, 5 boreholes have been rehabilitated by UNICEF implementing partner CODA-CARITAS Yagoua for the benefit of 36,959 IDPs and host community members living in Makary, Hile Alifa and Fotokol (Logone and Chari Department). The construction of boreholes is ongoing in Mokolo commune targeting communities, health centers and schools. Fifteen new boreholes are in progress. An assessment of community led total sanitation (CLTS) has been conducted by the national CLTS validation Committee, with UNICEF support, in 36 communities, targeting 135, 836 IDPs and vulnerable community members in Makary, Pette, Bogo, Dargala, Moulvoudaye and Kalfou municipalities. In addition, ACEEN, a local NGO partner, is undertaking CLTS activities in 5 villages in Makary. CAR Refugee Crisis Child Protection Recruitment is ongoing for the Child Protection officer to be based in Bertoua. This post will provide technical guidance to local partners and ensure a timely implementation of program activities. Education During the month of March, the 13,283 children (7,777 boys and 5,56 girls) reported in the previous sitrep continued to participate in learning activities in the 112 temporary learning and protective spaces in the six refugee sites in the Adamawa and East regions. 7,575 children (3,143 girls) participated in the end of 2 nd term school examinations. An average of 7% of these children who sat for the examinations passed (65% girls and 73% boys). Nutrition Admissions for SAM: As of 28 February, 1,531 children under 5 with SAM were admitted in UNICEF-supported centres; 649 in Adamaoua and 882 in East region. WASH The construction of 14 boreholes resulted in a total of 8,655 persons, including refugees and members of host communities, having access to safe drinking water in the East and Adamawa regions. The Ministry of Public Health, along with the Ministry of Water Resources and Energy, is undertaking an evaluation of 1 communities in which UNICEF supported CLTS activities in 216. Thus far, the assessment indicated that 7% of the villages are Open Defecation Free. Security The general security situation in Far North remains volatile and unpredictable. Several attacks were reported by UNDSS between the end of March and the beginning of April in Mayo Sava department: a suicide attack of a girl coming from Nigeria (4 deaths); a kamikaze explosion (3 deaths among them, the kamikaze and 2 civilians, and 22 wounded of which six severely). The security situation in both regions of the East and Adamawa remains generally quiet with a gradual deterioration near the border. The security of the border area about 3 km from the border remains particularly degraded as a result of incursions of armed groups from CAR or highwaymen. This said, the attack against a mission in January in the locality of Koncha, Adamawa region, and frequent attacks by highwaymen in usually quiet areas reveal the volatile nature of the security situation, therefore needing a formal reassessment of the security situation and the need to maintain security measures.
