2 Problem because state-federal partnership we don t have enforcement officers. Also need better coordination. More presence Better laws that say what appropriate behavior is Broader mission does make sense don t know extent of outreach to the fishing community seems like they re not onboard Sanctuary has been doing multi-species [already] if sanctuary can help with enforcement, [it needs] frontline grassroots people behind it Ahihi kinau = good example [that shows that a protected area] works Not a battle, all in this together. How to get out to the community? Incorporate bigger picture, work into management plan in practice Partnerships get convoluted Marine debris: hard time reporting who do we report it to? There is no quick response team What s our mission this year? How do we get things done? How do we plan? [Sanctuary] needs more [public] meetings, and communicate annual plans Transparency with the budget Number of whale strikes has been escalating, how do we stop that? MPA for each island that is totally protected. Zoning, no-go rules Reef protection rules: water quality and fishing regulations Noise rules [because whales get disoriented] Propeller protection Fund DLNR at least on Maui Go after (in other words, enforce) the ESA and enforce the MMPA Ban aquarium reef fish collection Ensure accurate and up-to-date information Expand scope to ecosystem additional species (ocean, nearshore, streams) More teeth Multi-species to include more of the ecosystem (water quality, reefs) Be more involved/ engaged at a policy level (e.g. climate change) More partnerships with other groups More publicity of related laws More education on other species (coral reefs) More enforcement/ more presence Concerned about diluting efforts under limited resources Educating more than school groups Educate the teachers Raise awareness for voluntary compliance Educate about fishing (may need to expand mandate) Be more involved in cultural issues Enforcement and protection of injection wells

3 Q3 Does anyone enforce illegal subsurface buoys? [which are placed and GPS marked by fishermen] [The sanctuary should use the help of] jet ski network / association Why don t we have authority? E.g. OLE officer Can the sanctuary do anything about run-off? What is the sanctuary s definition of sense of place? How do you accomplish it? Number of staff? Division of effort to tourist versus local education? What kind of advisory panel contributes cultural information (either regional or local) Where is the money going? How is it allocated? [Knowing this would help the public to] understand why there s no enforcement. Volunteer program: size, scope, role? What sort of enforcement would we do? Recreational, fishing? How was the boat-strike incidents handled? Where does the fine money go? Ship strikes, etc why can t we enforce [things] when other sanctuaries can with similar budgets? How does the budget / role / how and where actions are done compare to other sanctuaries? Why did the sanctuary wait to do management plan review? Why can t we complete the management plan review in less than 3 years versus 5 years? Where are the teeth? Sanctuary s position on open-ocean aquaculture? What has Naomi created in terms of rules / regulations in the time she s been with the sanctuary? What triggers cultural involvement? At what point do you determine that a cultural person should be involved? Is it surface-level involvement or in-depth? How are we committed? Regulations for commercial / cruise vessels Is there anyone from the sanctuary attending IWC in Morocco? How can we improve the relationship between sanctuary and other stakeholders in Maui and other Hawaiian islands? Do marine sanctuaries work? Why is there no enforcement of rule #5? No dumping in sanctuary waters or outside waters that will affect sanctuaries waters? Given sanctuary is federal government agency, how can we trust that actions are based on science rather than politics? Is it possible to amend the law that prohibits jet ski fishing during whale season (Maui)? Could we designate areas for jet ski fishing in the sanctuary? Is there an internship program for high school and college students with sanctuary? If humpbacks get de-listed does sanctuary go away? If other resources are added what are the criteria for including specific resources or issues such as injection wells that may affect other species? What is the precedence to add other resources? Does everything that you currently do for protection have to pertain to humpback whales?

4 Is this the only single species sanctuary? Could you drop humpback from sanctuary name if additional species were added? Who is in charge of enforcement if additional resources are added? I don t see any reason for sanctuary a lot of whales whenever there is a sanctuary there could be regulations that affect the livelihood of fishermen. How will sanctuary regulations affect fishermen? (existing and any new regulations?) Sanctuary volunteer on every commercial boat during whale season Focus Maui Nui was not implemented, will this actually be implemented? Is it possible to separate from the state? Could a final plan be implemented before 2014? Why can t this be done sooner? Will there be enough funding / enforcement if the sanctuary expands scope? May need to have realistic expectations Volunteers are already doing outreach beyond mission. Would like it to be officially part of sanctuary for funding support How can sanctuary reach out to kayakers and standup paddlers? If sanctuary included WQ in its scope, would this expand mission to include broader ecosystem? Tsunami warning system/ How can funding disaster relief be secured to protect this? Are the sanctuary boundaries going to be extended/ changed? What is the procedure? What information is needed? How is it decided? How are new species added? How does the sanctuary get more people/ volunteers involved? Incentives? Recognition? Q4 Tourists, visitors Native Hawaiian community Families Locals Interagency cooperation, address chain of command Reach out to ohana, get them to understand that we re working together Locals are the enforcers Use media; papers, presentations Commercial for Channel 7: how to take care of the ocean, work with the [Maui] Ocean Center Cultural protocol for whale deaths Other National Marine Sanctuaries that do have protections Reach out to other parts of the world (in terms of marine debris, for example) Hard time finding location even though public meeting Maui Nui Marine Resource Council Craigslist

More involvement with schools Outreach: Local communities, ie: Hana, Waihee, etc., Native Hawaiian schools Kamehameha Will the information gathered at this meeting be recorded and shared? Groups to include: parent groups in schools (PTA, etc.)
