3 CURRENT SITUATION GOVERNMENT GoH imposed a night time curfew for Port-Au Prince (PaP) on 18 Jan 10. GoH has identified water production and distribution as its most urgent need. GOH reports two week fuel supply on hand. GoH government/administrative institutions are in disarray (decapitated). GoH security concerns mount.
4 CURRENT SITUATION GOVERNMENT MINUSTAH and US Forces in Haiti have established a Coordination Center. ESPANISH Vice president met yesterday at Dominican Republic with other countries. US sniped at. Accused of occupying Haiti, selectively choosing who can deliver aid and using Haiti to preposition military forces in the Caribbean. Bolivian President Evo Morales visited Haiti on 18 Jan. American former President Bill Clinton visited Haiti 18 Jan. Deputy OAS SG would fly tomorrow for Dom Rep and on Thursday for Haiti. New UN Special Representative of Secretary General Edmond Mulet in PaP.
5 CURRENT SITUATION OTHERS INICIATIVES UN Secretary General briefed the UN Security Council on Monday 18th and requested raising MINUSTAH s strength. Jan, 18 th - World Summit Preparatory Meeting (Dominican Republic) The meeting was attended by Government Representatives, Latin America Embassadors and Multilateral organizations. The meeting was to propose the creation of a Permanent Committee to follow-up on job actions at Haiti. Jan, 25th HAITI RECONSTRUCTION FIRST STEPS Ministers of Foreign Relations Friends of Haiti and main multilateral actors will held a Conference at Montreal. INTERNATIONAL ORGANIZATION FOR MIGRATION - IOM Plans Underway to Establish Settlement for Haiti's Displaced individuals to get people out of the most dangerous areas. MINISTRY OF HEALTH (MOH) Has createed a National Health Commission to coordinate the local and international response to the Earthquake.
6 CURRENT SITUATION NUMBERS AT A GLANCE SOURCE Estimated Number of Deaths 65,000 people Info - GoH(1) January 17 Estimated Affected Population Approximately 3 million people Info - U.N. January 15 Estimated Number Displaced Approximately IOM January UN Troops in the country; US soldiers are expected to be deployed; Stability and security in Haiti will depend on the effective delivery of relief to Haitians within the next 24 hours. An increase of instability and a worsening security situation is expected as desperate earthquake victims seek essential supplies (food and water) as well as shelter, if supplies are not effectively distributed within the next day. The Haitian government strongly supported by the United Nations will likely attempt to re-establish establish control within PaP to reduce the risk of escalating violence. A A strong MINUSTAH and HNP (Haitian National Police) presence within PaP will most probably be required to contain any violence and ensure orderly distribution of aid.
7 CURRENT SITUATION --- STRATEGY GOVERNMENT OF HAITI PRIORITIES WATER PRODUCTION AND DISTRIBUTION SEARCH SECURITY AND Due RESCUE to the desperation of people to find food and water MEDICAL ASSISTANCE ENGINEERING AND POWER GENERATING SUPPORT
8 CURRENT SITUATION HEALTH AND SANITATION All water sources in PaP are contaminated and require additional treatment. Dead bodies can pose a risk of infection for those directly loading them, but otherwise not to be a source of epidemics Public health teams and major relief agencies anticipate increases in the number of cases of infections, diarrheal and respiratory diseases, including measles. There may be outbreaks anytime from end of the first week post incident, continuing until such time as water, sanitation, shelter and medical care are established. There will be a significant number of delayed deaths from the incident. These deaths will peak between the 3rd and 5th day post quake (ending 18 th ). Multiple Field Hospital are operating and others are been sent to Haiti: Argentina, Brazil, France, Indonesia, Israel, Russian, Turkey, USA and RED CROSS.
9 CURRENT SITUATION RELIEF OPERATIONS: 43 international USAR teams, comprising 1,739 rescue workers and 161 rescue canines, are operating in Haiti. SAR assessment teams are starting to look at areas outside PaP. International Organization for Migration estimates that 200,000 families, or up to 1 million people, require immediate shelter assistance and emergency relief supplies. Water supply remains a critical problem. Water production is far below the required level. Water treatment units are enroute to PaP. Logistics planners believe that once these units are operational, the water demand will be satisfied. Water points using commercial power grid are not functioning.
10 CURRENT SITUATION ---- PORTS AIRPORT Airport is operational, 24/7, US elements providing air traffic control and other support activities. Servicing approximately 90 aircrafts per day Parking and ramp space a mayor problem Alternate Airports: Port-de-Paix and Cap Haitien SEAPORTS Port Au Prince Port: Unusable for large vessels. Repairs underway. Killick CG base usable for small vessels only. Lafiteau: 2 piers our of which only one may be usable. Aubry: Cement factory pier is damaged, however it may accommodate small vessels. FONT:MINUSTAH

14 CURRENT SITUATION SECURITY Police presence and effectiveness remains marginally effective. 50% capacity in PaP 75% elsewhere Violence and unrest increasing from anger and desperation. Looting and petty theft reports are increasing. Looting by what appear to be gangs in downtown PaP CRITICAL INFRASTRUCTURE Power grid, radio, landline are not working. Cell phone connectivity limited to small areas but improving. Principal roads are being cleared. Road between Santo Domingo and PaP usable but with heavy traffic. Transportation remains difficult due to people transiting the roads also. Radio stations are reflecting growing frustration; not relaying useful emergency information. May run out of diesel within 48 hours.
