3 Appendix B: Variables, Definitions and Sources Variable name Description Data source (log) Total Refugee Stock Log of worldwide refugee stock of the recipient country. 1 Refugees are UN/UNHCR (2015) persons that are recognized as such under the 1951 UN Convention/1967 Protocol, the 1969 OAU Convention, in accordance with the UNHCR Statute, as well as persons granted a complementary form or temporary protection. (log) Refugee Flows Log of net refugee flows (difference between refugee stock in t and t-1) of the UN/UNHCR (2015) Worldwide recipient country into the world. (log) Refugee Flows OECD Log of net refugee flows (difference between refugee stock in t and t-1) of the recipient country into OECD-DAC donor countries. UN/UNHCR (2015) (log) Refugee Flows Transit Countries (log) Refugee Flows Neighbors Refugee Flows per 100,000 Inhabitants (log) Asylum Seeker Flows Worldwide (log) Refugee+Asylum Log of net refugee flows (difference between refugee stock in t and t-1) of the recipient country to transit countries, which are defined based on the occurrence of human trafficking over the period (cross-section). Transit countries with high or very high incidences of reporting trafficking are listed at the bottom of Table 5. Log of net refugee flows (difference between refugee stock in t and t-1) of the recipient country to countries neighboring the aid-recipient country are defined according to CEPII. Net refugee flows (difference between refugee stock in t and t-1 in OECD- DAC donor countries) as a share of 100,000 inhabitants of the country of origin. Log of net flows of asylum seekers (difference between stock in t and t-1) of the recipient country into the world. OECD data are based on data provided by the UNHCR by country of origin, and combine initial applications and appeals. Chapter VII of the 2006 UNHCR statistical yearbook provides details for each country. UNDC (2006), UN/UNHCR (2015) UN/UNHCR (2015), and CEPII (Mayer and Zignago 2011) UN/UNHCR (2015) OECD (2016b) Log of net flows of refugees and asylum seekers (difference between stock in t UN/UNHCR (2015), OECD 1 Note that we have added a value of one prior to taking logs for all variables that include zero values (in order to avoid losing them)

4 Seeker Flows Worldwide and t-1) of the recipient country into the world. (2016b) (log) Flows Internally Displaced Aid/GDP Log of the flow of people displaced within their country of origin. Internal displacement is defined as forced movement in the context of conflict, violence, development projects, disasters and climate change, among others. Total net bilateral Official Development Assistance (ODA) by all OECD-DAC donor countries in current prices (USD) divided by recipient GDP in current prices. ODA is provided by official agencies and is concessional with a grant element of at least 25 percent as well as primarily aimed at promoting the recipient s economic development and welfare. Marshall et al. (n.d.) [download 2010] OECD (2016a) [Table DAC2a], WDI (World Bank 2014) Mean Neighbor Aid/GDP Average of Aid/GDP of a recipient s neighboring countries. Own construction based on data from OECD (2016a) [Table DAC2a], WDI (World Bank 2014), and CEPII (Mayer and Zignago 2011) Probability over all Periods Donor-government Fractionalization (Frac) The share of years a recipient received aid from donor j within the sample period ( ). Probability that two deputies picked at random from among the government parties will be from different parties, at the donor level. Conflict/War Takes the value of 1 in case there is a conflict and/or war with more than 25 battle-related deaths in the recipient country. Democracy (log) Disaster Affected Takes the value of 1 in case the recipient country s regime is democratic. A regime is democratic if both executive and legislative are filled by competitive elections. Log of the number of total people affected by disasters in the recipient country. People affected are those who require immediate assistance during an emergency, such as food, water, shelter, sanitation and immediate medical assistance. This definition further includes people whose home has been destroyed or who have been injured. Own construction based on ODA data from OECD (2016a) Database of Political Institutions, version 2015 (Beck et al. 2001, Cruz et al. 2016) UCDP/PRIO Armed Conflict Dataset, version 2014 (Gleditsch et al. 2002) Cheibub et al. (2010), updated by Bjørnskov and Rode and (2018) EM-DAT (Guha-Sapir et al. 2016) - 4 -

5 Donor Entry Restrictiveness Economic Freedom Emigration Policy Index of entry restrictiveness. We calculate the index at the donor level in the following way: Zero for all observations in the base year The index increases (decreases) by one if the entry restrictiveness of all laws increases (decreases) in a year. We use the mean over all donor countries. Average chain-linked economic freedom rating that measures the degree to which the policies and institutions are supportive of economic freedom, where higher values indicate a larger degree of economic freedom in a recipient country. Takes the value of 1 in case the origin-country government has policies in place to reduce emigration. Own construction based on DEMIG (2016) Economic Freedom of the World (Gwartney et al. 2015) UN (2017) (log) GDP p.c. Log of the recipient country s GDP per capita (constant 2010 US$). WDI (World Bank 2016) GDP p.c. Growth Annual percentage growth rate of GDP per capita of the country of origin. WDI (World Bank 2017) Human Rights Mean of the Latent Human Rights Protection Score that accounts for Fariss (2014), Schnakenberg and systematic changes to the human rights country reports published by the US Fariss (2014) [download 2016] Department of State and Amnesty International, where higher values indicate a better human-rights situation in a recipient country (on a scale of around -3 to 3). (log) Population Log of the recipient country s total population size. WDI (World Bank 2016) Return Policy Takes the value of 1 in case the origin-country government has policies to UN (2017) encourage citizens to return. Share Humanitarian Share of Young Population Trade/GDP Total net bilateral humanitarian aid (CRS sector: 700 VIII. Humanitarian Aid, Total) divided by total net bilateral ODA. Population aged between 0 and 14 in the country of origin as a share of the recipient country s total population size. Sum of the recipient country s bilateral exports to and imports from all OECD- DAC donor countries as a share of recipient GDP. 9 - 9 - Figure D.2: Fractionalization and Central Government Expenditures, Notes: The figure shows the partial leverage plot for fractionalization based on a regression with annual central government expenditure as a share of GDP for 28 donor countries over the period as the dependent variable, and controlling for a number of key determinants (log population, trade openness, population share > 64, log GDP per capita, closed lists, total seats, presidential system). The estimated effect of an increase in fractionalization from zero to one in the regression reported in Dreher and Langlotz (2017) is in the range of a percentage point increase in central government expenditures (with a sample average of percent). Source: Dreher and Langlotz (2017, Figure 2) Central Government Expenditures X Fractionalization X coef = , (robust) se = , t = 10.98

10 Figure D.3: Central Government Expenditures and Aid Budgets, Notes: The figure shows the partial leverage plot for central government expenditures based on a regression with aid budgets for 28 donor countries over the period as the dependent variable, and controlling for a number of key determinants (lagged aid budget, log GDP per capita, aid agency, log colony). An increase in central government expenditures by one percentage point increases governments aid budgets by percentage points, at the one-percent level of significance. According to the regressions in Dreher and Langlotz (2017), for the average country, the maximum increase in the government s aid budget is 1.5 percent. The figure suggests that an outlying observation (representing Italy over the period) potentially affects the result. Removing this observation does not change the results in a significant way. Source: Dreher and Langlotz (2017, Figure 3) Aid Budget X Central Government Expenditures X coef = , (robust) se = , t = 17.93
